Indonesia lagging on private partnerships
Indonesia is like an "elementary school" student when it comes to involving the private sector in infrastructure projects and needs to be more aggressive if it wants to boost development, the country's finance minister says.


Describing infrastructure improvements as a top priority for Indonesia, Minister of Finance Bambang Brodjonegoro says the country needs to be "more aggressive" when it comes to pursuing public-private partnerships.

"I think it would be good in two or three years or even five years from now we can see the emergence of the new, rich Indonesia - not because of producing cigarettes, not because of exporting coal, not because of having big palm oil plantation ... but because of infrastructure," he told a Jakarta conference on Tuesday.

He said there needed to be a "kind of warning" to state-owned enterprises to involve the private sector more, especially when they are unable to provide better services themselves.

Mr Bambang pointed to the "embarrassing" incident earlier this month at Jakarta's Soekarno-Hatta International Airport when passengers on a Lion Air international flight were directed to the domestic terminal.

The airport is run by Angkasa Pura, a state enterprise of the Indonesian Department of Transport.

"It's embarrassing for an international airport.... Unfortunately this is still the best airport in Indonesia and somehow they still have these kind of problems and mistakes," Mr Bambang added.

Investment from the private sector needed to be made more attractive at a time when most profitable opportunities remain under the concession of state-run enterprises.

"Indonesia is still at the level of elementary school while Turkey is already at the level of university in terms of financing infrastructure and involving the private sector," he said.

A director at Bank Indonesia, Juda Agung said the biggest challenge was how Indonesia can have higher and more inclusive growth while navigating the more volatile global environment.

He said they approved of the recent effort by the government to strengthen its revenue base through a number of means, including the tax amnesty initiative.
The tax amnesty bill, which is currently stalled in parliament, aims at clawing back revenue in a country where fewer than a million of the 250 million-strong population actually cough up.

More than $US200 billion ($A276.84 billion) is estimated to have been parked overseas by well-off Indonesians, in places such as neighbouring Singapore, effectively allowing them to evade their tax responsibilities.
