TNI AL Akan Gelar Latihan Operasi Amfibi Di Kaliman timur



Tentara Nasional Indonesia Angkatan Laut akan menggelar Operasi Amfibi (opsfib) di sekitar daerah Kalimantan Timur dengan sandi “Armada Jaya (AJ) XXX-11”. Rencana serbuan amfibi sedang dibahas secara intensif oleh pejabat dan peserta Ops (AJ) yang bertempat di Gedung Pusat latihan Kapal Perang (Puslatkaprang) Kolat Koarmatim Ujung Surabaya Rabu, (19/10).

Rapat Pengambilan Keputusan (Biltus) militer itu dihadiri oleh Asisten Operasi (Asops) Pangarmatim Kolonel Laut Aan Kurnia S. Sos. Yang menerima paparan dari Komandan KRI Diponegoro-365 Letkol Laut (P) Antonius Widyoutomo mengenai Peraturan Panglima TNI (Perpang TNI) tentang penyelenggaraan kampanye militer serta Surat Keputusan (Skep) Panglima TNI tentang Operasi Gabungan TNI.

Operasi amfibi akan diselenggarakan selama kurang lebih selama satu bulan mulai tanggal 19 Oktober sampai dengan tanggal 18 November 2011. Rangkaian kegiatan Armada Jaya XXX-11 meliputi Latihan Posko (Latposko) mulai tanggal 31 Oktober Sampai dengan 04 November dan Manuver Lapangan (Manlap) mulai tanggal 07-17 November 2011.

Peralatan tempur dan pasukan yang terlibat dalam Operasi Amfibi adalah seluruh komponen Sistim Senjata Armada Terpadu (SSAT) TNI AL yang meliputi 23 Kapal Perang Republik Indonesia (KRI) berbagai jenis Mulai dari kapal-kapal kombatan, kapal selam, kapal amfibi, buru ranjau, Salvage dan patroli. Kapal-kapal perang tersebut berasal dari unsur Koarmatim, Koarmabar dan Komando Lintas Laut Militer (Kolinlamil).

Unsur lain yang terlibat adalah Pesawat Udara (Pesud) dari Puast Penerbangan Angkatan laut (Puspenerbal) Juanda. Pesud itu adalah jenis Cassa 4 buah, Nomad 4 buah, helikopter Bell 2 buah dan Helikopter Bolcow 2 buah serta 1 Batlyon Tim Pendarat Amfibi (BTP) Marinir dari Pasukan Marinir (Pasmar) 1 Surabaya. Dalam hal ini Marinir mengerahkan berbagai macam peralatan tempurnya diantaranya Tank Amfibi, Kendaraan Amfibi Pengangkut Artileri (Kapa), artileri roket dan Howitzer.

Rangkaian operasi Armada Jaya XXX-11 diawali dengan Gladi Posko, Pertahanan Pangkalan, Lintas Laut (Linla) dan serbuan amfibi. Yang menarik dari AJ kali ini adalah di gelarnya Operasi Bhakti Sosial oleh kapal rumah sakit KRI dr. Soeharso-990 setelah serbuan amfibi berakhir.

S'pore, Indonesia complete humanitarian programme in Pulau Belitung

SINGAPORE: About 200 officers from the Republic of Singapore Navy (RSN) have completed a seven-day humanitarian assistance programme with members of the Indonesian navy (TNI AL) at Pulau Belitung, an island off the east coast of Sumatra, Indonesia.

The programme, codenamed Surya Bhaskara Jaya, began on October 11 and ended on Monday.

The officers provided surgeries on board the Republic of Singapore Navy's Landing Ship Tank RSS Endurance and the Indonesian navy's hospital ship, KRI Suharso.

Besides providing social assistance, primary health and dental care to residents, the officers also distributed essential food items such as rice, sugar, salt and cooking oil.

The Republic of Singapore Navy has been taking part in the programme since it was first invited to do so in 1997.

MINDEF said the RSN's participation highlights the excellent ties between the two navies.

Tanpa banyak gembar-gembor, PT.Pindad ternyata telah mengeluarkan Spesies Baru ANOA. Tidak lagi menyandang kanon besar, Anoa spesies baru ini mengusung Kanon kaliber 20mm. Menurut Production Manager Special Vehicle Division PT.Pindad, Yadi Kussuryadi, ranpur ini berjenis IFV (Infantry Fighting Vehicle). "Ranpur ini didesain untuk mengantisipasi kebutu*an Batalyon Infantri Mekanis", demikian jelas Yadi.

Dengan demikian, Panser Kanon 90mm nantinya dikonsentrasikan untuk Batalyon Kavaleri, sementara Panser Kanon 20mm untuk batalyon Infanteri Mekanis. Selain mengusung senjata utama kaliber 20mm, Ranpur ini juga mampu menyandang senapan mesin sedang kaliber 7,62mm. Seperti halnya IFV, Ranpur ini juga mampu mengusung 5 orang, yang terdiri dari 3 kru Ranpur dan 2 personel pasukan.

GE Jalin Kerja Sama dengan PTDI

TEMPO Interaktif, Jakarta - General Electric dan anak perusahaan PT Dirgantara Indonesia (PTDI), PT Nusantara Turbin dan Propulsi (NTP), menjalin kerja sama perjanjian overhaul support (dukungan menyeluruh). Kerja sama ini untuk mendukung mesin pesawat CT7 yang dipakai pada pesawat turboprop (propeler ganda) CN235.

Perjanjian yang diteken hari ini memperluas lingkup kerja sama antara GE dan NTP yang sudah terjalin sejak 20 tahun yang lalu terkait program CT7. Nantinya NTP akan melaksanakan jasa overhaul semua mesin CN235, mencakup model CT7-5/CT7-7/CT7-9, baik yang sedang digunakan maupun yang akan diselesaikan di Indonesia.

GE Aviation akan terus melaksanakan manufaktur, perakitan, inspeksi, dan pengujian mesin CT7-9 untuk order pesawat CN235 di lokasi pabriknya di Lynn, Massachusetts, Amerika Serikat. Pesawat CN235 saat ini diproduksi oleh Airbus Military dan PTDI.

CEO GE Indonesia, Handry Satriago, mengaku senang bisa memperkuat jalinan kerja sama antara GE dan NTP. “Pengalaman mereka yang telah terbukti dengan mesin kami serta kemitraan dengan para customer yang memakai CN235 merupakan keuntungan tersendiri bagi kami dan para customer kami,” ujarnya.

Sementara itu, Presiden Direktur NTP Supra Dekanto mengatakan perjanjian ini memastikan dukungan produk yang kuat bagi PTDI dan pesawatnya CN235 dan meneguhkan komitmen NTP dalam memberi dukungan produk bagi mesin pesawat CT7. “Kami berterima kasih pada GE atas dukungannya selama ini, termasuk untuk perakitan mesin CT7 di pabrik NTP di Bandung, Indonesia, dan juga untuk dukungannya bagi perawatan dan overhaul mesin tersebut,” katanya.

Pesawat bermesin ganda CN235 biasa digunakan dalam pelaksanaan patroli maritim, surveillance (pengawasan) dan juga transportasi udara. Negara-negara yang sudah memakai pesawat CN 235 antara lain Turki, Korea, Malaysia, Pakistan, Spanyol, Prancis, dan Indonesia.

Mesin pesawat turboprop dengan kekuatan 1900-shaft-horsepower CT7 disertifikasi pada 1983 dan mulai digunakan pada Juni 1984 sebagai mesin bagi pesawat yang melayani penerbangan regional pada pesawat Saab 340. Pada dekade yang sama mesin ini kemudian terpilih untuk pesawat 235 dari CASA/IPTN. Secara keseluruhan, lebih dari 1.200 mesin turboprop CT7 telah dipasang dan digunakan di seluruh dunia.

Defense chiefs meet on region’s stability

Indonesia should stand out in creating the ASEAN Defense Industry Collaboration by not letting neighboring Malaysia make its proposal dominant in the plan, an expert says.

“Indonesia should initiate a consortium for the [planned] regional defense industry so that it won’t be dominated by Malaysia,” University of Indonesia military expert Andi Widjajanto told The Jakarta Post on Monday ahead of the ASEAN Defense Ministerial Meeting next week in Bali.

He said Indonesia could propose production of Airbus carriers it had already produced, or production of missile launchers on which state-owned military equipment producer PT Pindad and a Belgium company signed a memorandum of understanding on Monday.

“[Our proposal] will also show our self-sufficiency in the defense industry,” he said.

Malaysia has proposed that countries in the region jointly produce M4 carbines to replace the aging M16 rifles, with Malaysia already having a company ready to produce M4s.

The Malaysian company is licensed by United States-based weapons producer Lockheed Martin.

Malaysian Defense Minister Ahmad Zahid Hamidi earlier said that the joint production would involve but was not limited to Malaysia, Indonesia and Thailand.

He said that the joint production would save up to 50 percent of US$25 billion in annual regional defense budget by 2030, as ASEAN countries would no longer need to import certain weapons from outside the region.

Andi said that producing weapons in the region would not violate the goals of the ASEAN Political and Security Community, which were intended to promote security and stability, as long as the weapons produced were meant for modernization.

“Malaysia is modernizing its aging M16s by producing the M4. We can do same by producing CN-295 aircraft to replace the old CN-235s,” he said.

There is already inter-ASEAN defense trade, as Singapore exports rocket launchers to Brunei, landing platform docks to Thailand and artillery to Indonesia.

Malaysia also exports military trucks to Brunei and Indonesia exports CN-235 aircraft to Malaysia and rifles to the Philippines.

ASEAN defense ministers will meet on Monday in the ASEAN Defense Ministerial Meeting in Bali after a senior officials’ meeting on Saturday and an informal meeting between them and US Secretary of Defense Leon Panetta on Sunday.

The ASEAN ministers would discuss a number of issues, including maritime security, disaster management, humanitarian assistance, terrorism mitigation and peacekeeping, Antara news agency reported.

“We will meet [US] Secretary of Defense Panetta to discuss a range of issues related to regional stability,” Hamidi said on Monday as quoted by Antara.

Defense Ministry spokesman Hartind Asrin was not available for comments by the time the Post tried to reach him.

Andi said that possible issues for discussion in the ADMM and the informal meeting between ASEAN and US defense ministers were humanitarian assistance and disaster relief, the regional defense industry consortium brought up by Malaysia and maritime security initiatives by each ASEAN country in line with the US’ global fight against terrorism.

Indonesian MPs Give Burma Reform Lessons

Burma can learn from both the successes and failures of Indonesia during its transition from military rule to democracy, members of Indonesia’s parliament told Burmese presidential advisers for legal and political affairs during a meeting in Jakarta, Indonesia on Sept 27.

According to notes from the meeting obtained by The Irrawaddy, the Indonesian MPs told the Burmese delegation that one of the first steps in Indonesia's own transition to democracy—which began in 1998 after the fall of former dictator Suharto—was making significant constitutional amendments to protect human rights and provide a framework for economic and political reforms.

The Indonesian legislators acknowledged that their country made a mistake by failing to bring to justice those responsible for gross violations of human rights during the Suharto regime and then letting them hold positions in the new government.

As a consequence, the Indonesian MPs said, such persons remain obstacles to resolving conflicts, particularly with respect to the management of the country's natural resources.

One of the issues the Burmese delegation raised in the meeting with the Indonesian MPs was how to strengthen Burma’s Parliament and public administration.

The Indonesian MPs responded that the first step should be to give Burma’s Parliament power under the country’s Constitution. They said that even though the Indonesian parliament was previously just a rubber stamp for the government, the amended Indonesian constitution gives the parliament the authority to oversee the budget and make law.

The Indonesian MPs also said that increasing the capacity of civil society should take place simultaneously with increasing the power of the parliament. During the early stages of reform, they said, Indonesia’s leadership was aware that it was important to listen to civil society and acknowledged that if the government sector is weak, the civil society should be allowed to play its role. In addition, civil society has been allowed to play a role in the legislative process, such as in drafting the law for the protection of labor rights.

Dr Nay Zin Latt, a political adviser to Burmese President Thein Sein who was part of the Burmese delegation, told The Irrawaddy on Tuesday that the Indonesian MPs warned that Burma's reform process could be protracted if the country has a weak parliament and civil society sector.

“We understand that the reform process cannot go very smoothly with a weak civil society. We have more plans underway for the process,” he said.

Nay Zin Latt also suggested that just as post-Suharto Indonesia saw the gradual end of military representation in its parliament, the same thing can be expected to take place in Burma's national parliament, where 25 percent of the MPs are designated by the military.

But regarding the question of bringing to justice those who committed human rights violations in the past, Nay Zin Latt pointed out that change in Indonesia stemmed from a grassroots public movement, whereas in Burma change is being driven from the top down by government leaders, including President Thein Sein, who are former military officials. Therefore, attempting to bring members of the previous military junta to justice may actually prolong the reform process, he said.

However, the Burmese delegation did inquire about ways of coping with corruption, and in response the Indonesian MPs acknowledged that this has been an issue that the achievement of greater degrees of democracy and openness have not solved in their country.

The Indonesian MPs warned there cannot be a gap between moral and political commitment if the problem of corruption is to be adequately addresses—there must be a strategy that focuses on prevention, not just repression, and a budget that allows the strategy to be carried out. In addition, the ruling party must address the issue with impartiality if they expect law enforcement officials to do so as well.

The Burmese delegation also sought advice on how to deal with requests for autonomy by ethnic groups in different states and regions, and expressed a fear that autonomy would allow those states with the most natural resources to develop ahead of the others.

After the meeting, the Burmese delegation reportedly visited Indonesia's Ache Province, which was previously engaged in a decades-long civil war with the Indonesian government but was granted autonomy a few years after the country began its political transition to democracy. The 2005 agreement between the Indonesian government and the separatist Free Aceh Movement (GAM) resulted in Aceh receiving a special regional status, and former GAM guerrillas came to power after winning the first post-conflict elections.

This was not the first time that the Burmese government had sent a delegation to study the Indonesian system and seek advice from Indonesian officials. Former junta chief Snr-Gen Than Shwe sent delegates to Jakarta to study the Indonesian model of dwi-funsi (two functions) which gives the military a dual role in defense and politics.

Under the Indonesian constitution, there is an elected president and legislature, but the army has a constitutional role in ensuring the security and integrity of the nation and until 2004 had representation in the legislature. Than Shwe’s delegation studied the structure and function of the Indonesian constitution for an example of how a military-run government can transition to a civilian government with the army retaining a direct role in running the country.

In addition, when forming the Union Solidarity and Development Association (USDA), a mass pseudo-social organization, the Than Shwe’s junta used as a model the Golkar—Indonesia’s purportedly apolitical body that was formed in 1964 with the backing of senior army officers and is now the largest political party in the country. Similarly, in 2010, the USDA was transformed into the Union Solidarity and Development Party, which dominated the 2010 election and now holds a majority of the seats in Burma’s Parliament.

Lubang Besar di Nunukan Ternyata Bekas Ledakan Bom TNI

Kubangan di Nunukan yang sempat diduga tempat jatuhnya benda luar angkasa, ternyata efek bom dari kegiatan yang dilaksanakan TNI AL di Tanah Merah.

TRIBUNNEWS.COM, NUNUKAN - Terjawab sudah pertanyaan mengenai bunyi ledakan keras pada Selasa (18/10/2011) dan Rabu subuh kemarin serta ditemukannya kubangan berdiameter sekitar dua meter di sekitar Pantai Ruko Tanah Merah, Kecamatan Nunukan.

Wakil Asisten Pengamanan KASAL Laksamana Pertama TNI Agus Heriyana menjelaskan, bunyi-bunyian itu berasal dari bom milik TNI yang sedang melakukan latihan. Sementara kubangan merupakan efek bom dari kegiatan yang dilaksanakan di Tanah Merah.

Dua ledakan masing-masing terjadi di Pulau Nunukan pada pukul 21.00 Selasa malam di sekitar Tanah Merah sementara satu ledakan yang lebih kecil terjadi pukul 05.00 Rabu subuh di Sedadap. Sementara di Pulau Sebatik kemarin terjadi tiga kali ledakan di darat dan sekali di laut antara pukul 16.00 hingga pukul 17.00 sore.

Saat memberikan keterangan pers di Restoran Bambu Kuning hari ini, Agus menjelaskan, sejak 12 hingga 22 Oktober, TNI AL menyelenggarakan latihan intelijen terpadu di wilayah perairan perbatasan Kalimantan Timur. Latihan tersebut merupakan realisasi dari kebijakan strategi Kasal 2011 bidang intelijen untuk meningkatkan profesionalisme SDM intelijen TNI AL.

"Di mana dalam latihan ini selain melibatkan personel intelijen, juga mengikutsertakan pasukan elit TNI AL Denjaka, Satkopaska dan Taifib yang memiliki kemampuan-kemampuan khusus," ujar Agus yang didampingi Kepala Dinas Pengamanan AL Laksamana Pertama TNI Teguh P, Danlanal Nunukan Letkol Laut (P) Eko V dan Komandan Latihan Letkol Laut Dedi.

Tujuan dari latihan intelijen terpadu yang diselenggarakan selama 11 hari tersebut untuk melatih kerjasama sehingga diharapkan memiliki kemampuan interoperability diantara unsur intelijen dengan pasukan khusus TNI AL dalam melaksanakan tugas-tugas khusus seperti aksi sabotase dan spionase.


Latihan intelijen terpadu ini untuk pertama kali dilaksanakan TNI AL dimana untuk pelaksanaan kali ini Direktur Latihan dipercayakan kepada Laksma TNI Tegus Prihartono yang sehari-hari menjabat sebagai Kepala Dinas Pengamanan TNI AL. (*)

The much-criticized House of Representatives has finally bowed to public pressure to suspend the Rp 1.3 trillion new House building construction project, after the household committee (BURT) returned to the state Rp 800 billion that was allocated as the initial budget for the project.

BURT deputy chairman Refrizal on Thursday said the Rp 800 billion had been returned to the government.

“The funds were returned to the state through the revised [2011] state budget to avoid it sitting idle, when it could be used by the government to help accelerate the development of the strategic industries such as PT PAL, PT Pindad, PT Dirgantara Indonesia and Merpati Nusantara Airlines that are currently facing financial difficulties,” he said.

The new building project had drawn a strong opposition from the public, including corruption watchdogs that said the House did not deserve the new building because many current buildings in the parliament compound were not being utilized optimally.

Observers also accused the House of lacking a sense of crisis, because until now there are still many Indonesian people living in poverty.

Asked to comment on the huge amount of funds paid as consultation fees and for the grand design for the new building, Refrizal said the House’s secretariat-general should answer to the Supreme Audit Agency (BPK).

PT DI Serahkan Set ke 2000 untuk Komponen Airbus A320/A321

BANDUNG (bisnis-jabar.com): PT Dirgantara Indonesia menyerahkan set yang ke-2.000 untuk komponen Airbus A320/A321.

Direktur Aerostructure PTDI Andi Alisjahbana mengatakan penyerahan komponen tersebut akan meningkatkan kepercayaan mitra kerja Airbus kepada PTDI.

“Di sisi lain, juga semakin meningkatkan kemampuan karyawan PTDI karena selama enam tahun telah memberikan sumbangsih yang baik kepada PTDI,” katanya melalui rilis yang diterima bisnis-jabar.com hari ini.

Sejak 2005, melalui program Paragon, PTDI telah membuat sebagian komponen dari sayap Airbus A320/A321.

Bagian sayap yang dibuat PTDI adalah pylon assy port/STBD, assy fixed l/edge INBD (D Nose) dan L/E skin assy. Kontrak pembuatan sebagian komponen sayap Airbus A320/A321 ini akan berakhir pada 2015 mendatang. (fsi)
