The goods and service tax (GST) will take 14 months to implement if announced in the budget in October, a Finance Ministry official said today, as the government moves to curb its stubborn fiscal deficit and high debt burden.

The GST will help broaden the tax base and tackle a fiscal deficit that has widened to RM14.9 billion, as well as a shrinking current account surplus which fell sharply to RM2.6 billion in the second quarter.

"If announced now it will come online in 2015," said the finance ministry's secretary general Mohd Irwan Serigar Abdullah.




Mohd Irwan also said that Prime Minister Datuk Seri Najib Razak will announce a decision on subsidy rationalisation soon.

"We are confident of achieving our fiscal target of 4% of GDP this year," he said. He added that he sees it reaching 3% in 2015 and potentially reaching a surplus budget by 2020.

The government is also considering whether to review and space out budget-straining public sector projects to address its evaporating current account balance.

No projects were identified yet but Mohd Irwan stressed that the publicly funded RM50 billion Mass Rapid Transit (MRT) rail system project will not be affected.

"The possible rescheduling refers to projects with heavy public sector involvement, not private sector projects," Mohd Irwan said.

Minister Idris Jala, who is spearheading the RM444 billion Economic Transformation Programme (ETP), added that the government is "looking at sequencing projects with low multiplier effect and high import content".

A fiscal policy committee meeting to discuss these measures will be held on Monday and will be chaired by Najib. Its decisions will be reflected in the upcoming 2014 budget.

The country's annual growth rate picked up slightly to 4.3% in the second quarter. It was bolstered by strong government spending before national elections in May and resilient domestic demand helped by large infrastructure projects under Najib's ETP.

Mohd Irwan added that he has spoken with officials from rating agency Moody's, which said it will consider Malaysia ratings only after the new budget is revealed.

Another ratings agency Fitch cut its outlook on Malaysia's A-minus sovereign debt to negative from stable in July, citing a lack of reform to tackle rising debt.

The Ringgit has lost more than 7% so far this year against the dollar and stocks have slid nearly 7 from their peaks in mid-May amid a global emerging market sell-off, sparked by the US central bank's plan to soon begin tapering back its stimulus and growing fiscal strains in some developing countries. - Reuters, August 29, 2013.

Malaysia's government may include a 4% goods and services tax (GST) in its upcoming October budget to tackle a fiscal deficit that has widened to RM14.9 billion, a local newspaper said today.

The Malaysian Reserve newspaper quoted the Finance Ministry's secretary general, Mohd Irwan Serigar Abdullah, saying several economic reforms to bolster the country's fiscal position were being discussed.

"I am not ruling out (GST), it is in the pipeline. But let us wait for the budget. It is a whole package for everybody," Mohd Irwan was quoted as saying.




He added that the fiscal policy committee is exploring several measures including rationalising subsidies and curbing government spending.

"These are some measures that are in the pipeline. The prime minister will announce them in the coming days or in the budget," he was quoted as saying.

The implementation of GST could help the country broaden its tax base and reduce the government's reliance on dividends from state oil company Petronas or Petroliam Nasional Bhd.

Malaysia runs relatively high government debt of 53% of gross domestic product and one of Asia's highest household debt levels.

Contohnya beli baju RM100.

Kalau dpt diskaun 10%, harga jadi RM90.

GST 4% = RM3.6

Harga lepas cukai GST = RM93.6

Diskaun bersih = 6% sahaja (walaupun dikatakan diskaun 10%).

da dapat mandat, apa lagi bagi naik lah apa2 cukai/tariff/levy untuk ambik balik bilion2 yg diblanjakan untuk pru13.............

VAT 4% kira ok la kalau harga brg tu yg telah ditolak harga skrg dr cukai ... ada benda kena VAT dan ada benda tak kena... benda makanan tak kena dan barang budak tak kena kalau tak salah aku... tu kalau ikut model uk la, tp uk VATnya ialah 17.5%

masa dekat UK dulu, semua harga barang yang dipamerkan dah termasuk VAT (GST)

kalau harga dia 100 GBP, masa bayar pun memang 100 GBP sebab dah termasuk VAT dia. jadi kalau dapat diskaun 10%, harga dia 90 GBP juga .

jadi rasanya, konsep dia sama juga. harga yang dipamerkan akan termasuk GST

bukan ari tu kata ekonomi malaysia semakin baik.malah hutangnegara tidak membimbangkan????

bagi lagi bonus 3 bulan pada penjawat awam..and topup lagi BR1im jadi rm1.5k seisi rumah
