Kingdom signals spending cuts as it attempts to cope with a new era of low crude prices

RIYADH—Saudi Arabia announced its 2016 budget on Monday, signaling spending cuts as the kingdom attempts to cope with a new era of low crude prices.

The government said it plans to spend 840 billion Saudi riyals ($224 billion) in 2016, down 14% from the 975 billion riyals it expects to spend this year. The kingdom usually spends more than it budgets for, as was the case in 2015 when it had planned spending of only 860 billion riyals. However, oil prices have fallen by more than 50% since the middle of last year, crimping the government’s spending.

The kingdom expects to run a deficit of 326.2 billion riyals, as projected revenue falls to 513.8 billion riyals, down from 608 billion riyals expected in 2015, officials said.

The budget announcement was the first opportunity for the government to publicly outline its plans for the economy after state finances were drained by more than a year of cheap oil, pushing Saudi Arabia to delay public projects and to issue bonds for the first time since 2007.

“The budget comes in light of lower oil prices and economic and financial challenges on regional and international levels…our economy, with the help of God, has what it takes to overcome the challenges,” King Salman said on state television.

Despite the decline in prices and its dependence on oil exports, Saudi Arabia has continued to maintain the same production levels and has chosen not to cut output alone in an effort to push up prices.

The kingdom exports about 7 million barrels of oil a day and those revenues make up around 90% of the government’s fiscal revenues, and about 40% of the country’s overall gross domestic product.

This budget is the first of King Salman’s reign, drafted under the leadership of his powerful son, Deputy Crown Prince Mohammed bin Salman, the head of the country’s new economic council.

A more comprehensive, multiyear plan that will focus on generating non-oil income and include other economic and social reforms, such as restructuring generous subsidies, is expected to be presented in early 2016.

Malaysia, the No.2 liquefied natural gas exporter, expects its first LNG imports in 2013, a presentation by a senior government official showed on Monday, as power generation demand rises in tandem with economic growth.

That shift in LNG trading means Malaysia will likely ship less to top buyers in Asia, leading to less export revenues for the trade-reliant Southeast Asian country and forcing its customers to look elsewhere.

The presentation by government minister Idris Jala at an industry conference gave no further details on its future LNG import needs in the next few years.

"I think you are going to increasingly see Malaysia become a portfolio player because it reduces their own contract risk," Di Brookman, an analyst with CLSA in Sydney said.

"They are having to import gas to make up for what is increasingly a hard feedstock to find."

Malaysia last month raised natural gas prices to cope with higher demand and a ballooning subsidy bill. [ID:nL3E7GU0AF]

As its domestic gas needs grow, Malaysia's state oil firm Petronas will likely begin to depend more heavily on a global portfolio of gas supplies to meet its existing contracts with major buyers like Japan and Korea.

Malaysia is the top supplier of LNG to Japan, the world's number one importer of the supercooled fuel. South Korea also depends heavily on Malaysia, its third largest supplier after Qatar and Oman, for its LNG supply.

Petronas will likely draw on supplies from its Gladstone LNG project in Australia and their newly acquired stake in Energy Resources Corp 's Canadian shale gas assets to fill both domestic and export needs, Brookman said.

State power firm Tenaga Nasional has said Malaysia's electricity demand is set to rise 5 percent this year as the economy expands. In the first quarter of 2011, gross domestic product rose 4.6 percent on year. [ID:nLDE74H169]

Malaysia relies on a mix of coal, LNG and hydro power for its electricity needs. Capacity expansion is vital for Malaysia because the country would have to tap into its reserve power capacity in 2015 if no new generating sources are established by then.
