Wee: There's quality education at local varsities, too
The decision to only provide Public Service Department (JPA) bursaries for studies locally is a compromise to ensure students can still access quality education, despite the economic downturn, Minister in the Prime Minister’s Department Wee Ka Siong said.He said the hard decision was made after discussion between Prime Minister Najib Abdul Razak, Wee and MCA president Liow Tiong Lai.
After all, he said, there is “no shortage of high-quality education” at local universities.“Funding undergraduate studies abroad for all gifted 744 students is estimated to cost the government RM1 billion.“It had been determined that such an amount will exert unsustainable pressure on the government’s financial position in this time of global economic volatility,” he said in a statement. He said this after Prime Minister Najib Abdul Razak announced that JPA bursaries will be available to 744 students to study at public and private universities in Malaysia.
The JPA Bursary Programme is open to high-achieving pre-university graduates, while the JPA Scholarship Programme is open to high-achieving secondary school leavers.Najib said 8,000 scholarships will also be available for those who pursue undergraduate studies at local universities.The JPA will, however, continue to sponsor the top 20 SPM scorers to pursue their studies anywhere in the world.It will also provide scholarships to 200 students to pursue engineering degrees in South Korea, Japan, Germany and France.Najib announced this in his speech on Budget 2016 revision in Putrajaya today.Wee said he hopes the affected gifted students can understand that the government needs to walk a tightrope.“We wish to appeal for understanding and patience from those affected that this decision is a compromise the government must make, given the difficult economic challenges brought on by external factors,” he said.“We need to place priority on the middle- and low-income groups by introducing measures to stimulate domestic consumption and to ease the burden of the public,” he said.
Speculation that JPA would suspend scholarships created an uproar, with many questioning how the government could prioritise [color=rgb(41, 121, 255) !important]VIP jet purchases above education.JPA bursaries and scholarships are awarded to the nation’s top academic achievers and are awarded solely on academic merit.

PA bursaries remain, but only for local varsities

The Public Service Department (JPA) bursaries will continue but for students to study either at public or private universities in Malaysia, said Prime Minister Datuk Seri Najib Razak today.
Najib said the bursary programme would provide for the 744 students who want to take up their first degree at public universities and in private higher learning institutions in the country.
The announcement comes as relief to some 700 pre-university students who had found themselves in a tight spot after JPA removed the application forms for bursaries from its webpage.
Najib said apart from the programme, Putrajaya would continue with two other scholarship programmes under the Public Services Department.
The programmes are the National Scholarship Programme for 20 top SPM students to continue their education at world renowned universities and the Special Engineering Programme for 200 students to Japan, South Korea, Germany and France.
Scholarships would also be given to 8,000 students pursuing their undergraduate degrees locally, he said.
He added that an additional allocation under PTPTN (National Higher Education Fund Corporation) of RM5 billion would also be channelled to students.
“And to ensure human capital development is further enhanced, the MyBrain15 programme, the Bumiputera Academic Training scheme, and the IPTA academic training scheme will be continued,” Najib said at the Budget 2016 review in Putrajaya today.
He also said the programmes served 25,000 students.
“I want to announce that the government has agreed to an additional 15,000 new students under the MyMaster programme, 5,000 for the MyPhD programme and 300 for the IPTA Academic Training scheme to be given offers.” – January 28, 2016.

Today's budget announcement is very good for education sector, especially yang bawah ni:
" 69. Selanjutnya, bagi mempastikan pelaburan modal insan terus dipergiatkan, Program MyBrain15, Skim Latihan Akademik Bumiputera dan Skim Latihan Akademik IPTA akan diteruskan.
70. Untuk pengetahuan ramai, pada masa ini sahaja, seramai 25 ribu pelajar telah mengikuti pengajian di bawah program-progam ini. Makanya, sebagai tambahan, saya mahu menyatakan bahawa Kerajaan telah bersetuju dengan tambahan seramai 15 ribu pelajar baru untuk program MyMaster, 5 ribu pula untuk program MyPhD dan 300 untuk Skim Latihan Akademik IPTA, akan diberi tawaran. Kesemua program ini akan diberi peruntukan tambahan sebanyak 300 juta ringgit." |

500 pelajar JPA tidak pulang dalam tempoh 10 tahun
KUALA LUMPUR 6 Jun - Jabatan Perkhidmatan Awam (JPA) telah mengesan seramai 500 pelajar tajaannya yang tidak pulang ke negara untuk berkhidmat selepas berjaya menamatkan pengajian dalam tempoh 10 tahun lalu.
Menteri di Jabatan Perdana Menteri, Datuk Seri Mohamed Nazri Abdul Aziz berkata, daripada jumlah tersebut, sebanyak 355 kes telah berjaya diselesaikan yang membabitkan pembayaran balik pinjaman dan juga pulang berkhidmat di negara ini.
Bagaimanapun katanya, baki 145 kes lagi belum dapat diselesaikan dengan sebahagiannya masih di peringkat permohonan notis dan prosiding mahkamah bagi tuntutan penghakiman terhadap pemegang biasiswa serta penjaminnya.
"Berdasarkan pada jumlah kes yang belum dapat diselesaikan itu, pelajar yang mengikuti kursus dalam bidang perubatan merupakan paling ramai tidak pulang berkhidmat iaitu seramai 97 orang.
"Pelajar kejuruteraan merupakan golongan kedua paling ramai tidak pulang iaitu 26 orang diikuti pelajar bidang perakaunan sebanyak enam orang, farmasi lima orang, bidang-bidang lain seramai empat orang, pergigian tiga orang dan undang-undang dua orang," katanya pada sidang akhbar selepas mempengerusikan mesyuarat biasiswa 1Malaysia Development Berhad (1MDB) di sini hari ini.
Menurut Mohamed Nazri, pihaknya juga akan mengkaji semula pemberian biasiswa ke luar negara memandangkan ramai penerimanya tidak mahu pulang setelah selesa belajar dan tinggal di luar negara.
"Kami telah mengenalpasti kebanyakan pelajar yang enggan pulang adalah mereka yang belajar di United Kingdom (UK), Ireland dan juga Amerika Syarikat (AS). Jadi kami sedang mempertimbangkan kewajaran menghantar pelajar ke negara berkenaan bagi mengelak kejadian sama berulang.
"Kalau kita bantu beri biasiswa untuk mereka melanjutkan pelajaran ke luar negara tetapi kemudian mereka enggan pulang berkhidmat atau membayar pinjaman, ia akan menyusahkan kita pula,'' ujarnya.
Menurut beliau, JPA juga sedang mengkaji keperluan penghantaran pelajar bidang perubatan ke luar negara memandangkan mereka merupakan kumpulan paling ramai yang tidak pulang ke negara.
