Its past continous. To show that an event that began in the past which had ended in past but is still relevant today.
e.g. I have had the car fixed last week.
It shows that an event that began in the past and had completed in the past which have relevance today.

Not too much.

gee thanks R6!
how about had had..i oso found such sentences..i had had..she'd had..
for the example given by R6, instead of using i have had y not we jes say, we had the car fixed last week, right? hehee..like seribulan said,so mind boggling..

The reason we use Past perfect tense is to show continuity or relevance today.
e.g The car has had its body fixed last week, but it is dented again.
I have had the engine fixed last week, but it is broken again today.
The children have had learnt to swim at the age of six. (In this sentence it means that the children had finished learning how to swim, and they can still swim today)
Past tense is just to show one event that happened. As you said.
e.g We had the car fixed.

maybe sumthin' like along this line??
e.g.
I had had my tooth pulled out years ago.
She'd had her hair permed twice a year. |
|
|
|
|

This is also Past perfect tense. The only difference is that there were two events one after another that ended in the past. Its called non-progressive verb.
e.g I had had the car for ten years before I sold it.
The sentence above shows that u had used a car for a period of time and sold it after in that period of time which is in the past. (ten years ago)
Two verbs which ended in the past.
1) used the car
2) sold the car
