Regedit/msconfig cannot be open [SOLVED]

At first, I had a problem where my PC won't shut down at all. I'm not removed any program or a Windows component from thecomputer by deleting it manually, that may be causing this problem. Besides, I have tried a few troubleshoots such as:
- closed all running programs - check @ TaskMgr then shut down - FAILED
- tried system restore - nothing happened
- scan PC - DONE but problem still exist
- tried install patches - no response (cannot run) w/pun sy dah save on drive.
- tried regedit (adjust @ WaitToKillServiceTimeout) - Sekarang masalah baru timbul

I cannot open regedit now. But I can open cmd with no problem. Then I tried to run in safe mode. Weird...takde mende berlaku pun. Sy tak masuk pun safe mode. But I tried to shut down (in normal window), now the problem was resolved. I can shut down properly. BUT still cannot open regedit/ msconfig.

Shut down PC successfully is a good thing for me. But what actually happened to my PC? I am an admin for the PC anyway but why I can't use registry? Can anyone help me on this? Thanks.

Format je komputer tu... saya pun slalu kena msalah camtu... kompem ok kalau dah format

thnks for rsponse. tanak la format..itu last solution. better i'll choose to repair. tp in case anyone yg tahu atau penah alami, i nk tau kalau ada cara lain selain format atau repair. tanak la setiap kali PC aneh ni wat hal, format..asik mogok, format. meroyan aku dibuatnya...

u punya pc infected some kind of malware that disabled some here and some there.
try scan using spybot, search n destroy = scan in safe mode + using administrator account.

while u're in admin account, create new username with admin rights.
bila dah abis scan, restart pc. then try your old username. if regedit dah fixed, and everything okay, just delete the new username yg u create tadi.

if not okey, try login to new username and test all function. kalo okey, maybe u should pindah ke username baru tu. if problem sama je dgn username lama, then u have system error.

other than format, u can do "repair installation" of xp. caranya ialah install new xp over old ones.
no file or user account akan di usik. cuma after re-installation of that xp, some of your programs n softwares need to be re-install also such as microsoft office and antivirus.

tak..wat sendirik. repair..

tapi..ada problem baru pulak...

start masuk XP tak bleh...tak boleh langsung2..:@ bakaq jugak pc ni nanti..

dia masuk...tp mcm frozen..apa tak leh buat. lepas tu, trus dia log off tetiba dan trus blank...

huhu...macam nak kena format ja ni...
