Kapal selam nuklear British dan Perancis berlanggar di Atlantik

LONDON: Kapal selam nuklear British dan Perancis yang turut membawa senjata nuklear berlanggar di lautan Atlantik awal bulan ini, akhbar the Sun melaporkan hari ini.

Akhbar tabloid itu menyatakan HMS Vanguard dan Le Triomphant rosak akibat insiden berkenaan tetapi tiada laporan kerosakan pada bahagian nuklearnya. Kapal selam British itu sudah ditunda ke Faslane, Scotland untuk dibaiki.

Kedua-dua kapal selam berkenaan yang membawa kira-kira 250 kelasi, dilaporkan sedang menjalankan misi masing-masing apabila berlanggar pada 3 atau 4 Februari lalu.

Kementerian Pertahanan enggan mengulas berhubung operasi kapal selam, tetapi seorang jurucakap berkata: "Kami boleh sahkan keupayaan United Kingdom tidak terjejas dan keselamatan nuklear juga tidak terjejas."

HMS Vanguard adalah satu daripada empat kapal selam nuklear yang digunakan tentera Britain sebagai sebahagian daripada sistem Trident dan ia sentiasa melakukan rondaan.

Setiap kapal adalah berukuran 150 meter panjang dengan garis pusat 13 meter dan mampu membawa sehingga 48 senjata nuklear pada maksimum 16 peluru berpandu. - AFP

British, French submarines collide in Atlantic

LONDON (Reuters) - Two nuclear-armed submarines from Britain and France collided while on separate patrols in the Atlantic Ocean but there were no injuries or radioactive leaks, naval officials said on Monday.

Analysts said a major disaster could have resulted had the underwater collision ruptured the hulls, set off conventional ammunition or started a fire, although the chances of a full nuclear explosion were virtually nil.

The nuclear-powered submarines collided earlier this month but there was no damage to the vessels' weapons, said First Sea Lord Admiral Jonathon Band, head of Britain's Royal Navy.

British and French officials have so far failed to explain how two sophisticated vessels from allied nations could collide in open water, a highly unusual event that is deeply embarrassing for both navies.

"The submarines came into contact at very low speeds, both submarines remain safe and no injuries occurred, " he told a news conference in London.

"There was no compromise to nuclear safety."

Both submarines were badly damaged and had to return to port, British newspapers reported. Band and the British and French defence ministries would not comment on those reports.

The French navy issued a statement earlier this month saying its submarine, Le Triomphant, had hit a "submerged object, probably a container". The impact damaged to its sonar dome and it had to return to France for repairs.

It later became clear it had actually collided with the British submarine.

"This incident caused no crew injuries and at no time threatened nuclear security. There has been no interruption to the nuclear deterrent capability," the French defence ministry said in a statement.

FIRE FEAR

Independent nuclear analyst John Large, who advised the Russian government after its Kursk submarine sank in 2000, said the incident could have been far worse.

"The real risk is if you have a fire on board caused by the impact," he said. "Each warhead has about 30-50 kg (66lb to 110lb) of high explosive around it. That would burn and your plutonium core would burn as well. That would disperse into the atmosphere and be a major problem."

They were in the same part of the ocean because both submarines would have had similar targets and needed to be within range of their bases in western Europe, he added.

Lee Willett, of the Royal United Services Institute for Defence and Security Studies, said the "freak occurrence" was in part due to the submarines' stealthy design.

"The whole point of a deterrent submarine is that it is as quiet as possible so you can't find it. They are meant to be like holes in the water," he said. "Therefore it's not surprising that they couldn't hear each other.

"In the history of UK nuclear powered submarine operations, this is the first time something like this has ever happened."

After the accident in the mid-Atlantic, the Royal Navy's HMS Vanguard returned to base in Faslane, western Scotland, with dents and scrapes visible on its hull, the Sun reported.

The Scottish National Party (SNP) lawmaker Angus Robertson said Britain's defence ministry "needs to explain how it is possible for a submarine carrying weapons of mass destruction to collide with another submarine carrying weapons of mass destruction in the middle of the world's second largest ocean."

The Campaign for Nuclear Disarmament said it was the most severe incident involving a nuclear submarine since the sinking of the Russian Kursk submarine in 2000.

"This is a nuclear nightmare of the highest order," said CND Chair Kate Hudson. "The collision of two submarines, both with nuclear reactors and nuclear weapons onboard, could have released vast amounts of radiation and scattered scores of nuclear warheads across the seabed."

Launched in 1992, Vanguard is one of four British submarines that carries the Trident nuclear missile, the country's nuclear defence system. At least one is on patrol at all times.

Le Triomphant, which entered service in 1997, carries 16 nuclear missiles and is one of four nuclear-armed submarines in the French fleet.

PARIS - Kapal selam nuklear milik Britain dan Perancis bergerak dalam keadaan senyap sehingga anak-anak kapal tidak tahu bahawa mereka sebenarnya berlanggar sesama sendiri pada awal bulan ini di Lautan Atlantik.

Bagaimanapun, kedua-dua kapal itu tidak mengalami kerosakan serius dan bahan radioaktif tidak bocor ke dalam lautan.

"Kedua-dua kapal selam itu tidak dapat dikesan dan ia mengeluarkan bunyi yang kuat sedikit daripada udang," kata Menteri Pertahanan Perancis, Herve Morin.

Kemalangan yang tidak dirancang itu menimbulkan persoalan sama ada kedua-dua negara bersekutu itu mampu mengawal tugas pemantauan bersama.

Namun, katanya, rondaan kapal yang dilengkapi senjata nuklear tidak termasuk dalam rondaan secara bersama dengan sekutu-sekutu.

"Pencegahan nuklear adalah perkara nasional dan ia tidak boleh ditukar dengan kapal balistik nuklear," kata seorang pegawai.

Nahas kapal selam nuklear Britain jadi isu keselamatan



KAPAL selam HMS Vanguard berlabuh di pangkalan tentera laut di Faslane dekat Glasgow, Scotland.


LONDON: Panglima tentera Britain berdepan satu siasatan berhubung keselamatan sistem senjata nuklear negara itu selepas kapal selam tentera lautnya berlanggar dengan kapal selam Perancis di dasar laut perairan Atlantik awal bulan ini.

Dua kapal perang itu membawa peluru berpandu yang cukup untuk melakukan 1,248 kali pengeboman Hiroshima.

HMS Vanguard, kapal selam utama daripada empat kapal selam kelas-V Britain bersenjatakan peluru berpandu Trident, ditunda ke pelabuhan asal di Faslane, Scotland, Sabtu lalu, menunjukkan kerosakan ketara. Saksi berkata, badan kapal selam itu dipenuhi kesan kemek dan pergeseran.

Pada tengah malam 3 dan 4 Februari lalu, kapal selam Britain yang membawa 135 krew melanggar Le Triomphant, kapal selam nuklear utama Perancis, memusnahkan kubah sonar gentian serat kapal Perancis, yang terkeluar daripada tempatnya. Antara tugas kubah sonar itu ialah untuk mengesan kapal selam lain.

Kementerian Pertahanan cuba mengekalkan dasar merahsiakan sepenuhnya pergerakan kapal selam nuklear Britain, namun ia terpaksa mengesahkan pelanggaran memalukan itu selepas tentera laut Perancis mendedahkan butir-butir kemalangan dalam laman webnya.

London dan Paris menegaskan kapal perang masing-masing masih berupaya melancarkan peluru berpandu serta aspek keselamatan nuklear kapal selam membawa 265 krew dan 32 peluru berpandu balistik merentasi benua tidak terjejas.

Panglima Tentera Laut Britain, Laksamana Sir Jonathan Band, berkata dua-kapal selam itu bertembung pada kelajuan amat rendah. Dua kapal selam berkenaanmasih selamat dan tiada kecederaan. "Kami boleh mengesahkan bahawa keupayaan masih tidak terjejas dan tiada kompromi terhadap keselamatan nuklear."

Ahli politik berkata, kejadian itu menimbulkan persoalan serius mengenai langkah berjaga-jaga bagi melindungi kapal selam nuklear kelas V, seberat hampir 16,000 tan dan 150 meter panjang itu.

Persoalan sama timbul di Perancis mengenai kapal selam Le Triomphant seberat 14,335 tan dan sudah kembali ke pangkalannya di L'lle Longe, berhampiran Brest. Kapal itu mungkin menghabiskan masa sehingga empat bulan di limbungan kering untuk penyelenggaraan.

Ketua Parti Kebangsaan Scotland (SNP) di Westminster (Parlimen Britain), Angus Robertson, berkata Kementerian Pertahanan perlu menjelaskan bagaimana kapal selam yang membawa senjata pemusnah besar bergesel dengan satu lagi kapal selam yang membawa senjata sama di tengah lautan kedua terbesar di dunia.

Jurucakap Pertahanan Liberal Demokrat, Nick Harvey, pula berkata: "Walaupun kapal nuklear Britain memiliki rekod keselamatan baik, sebarang pelanggaran adalah sesuatu yang besar. Umum memberi kepercayaan kepada kerajaan menjaga peralatan itu kerana yakin semua langkah keselamatan sudah diambil." - Agensi
