A number of women have complained about seeing or being spoken to by starkers fellas at Pembrey Country Park, south Wales.
A Carmarthenshire Council spokesman said some of the people frequenting the blue flag Cefn Sidan beach — where nudity is banned — were “not true naturists and have been known to target and approach women".
He added: "This is of concern because the wreck pools are destinations for thousands of visitors to Pembrey Country Park and beach.”
One woman — who asked not to be named — said she had seen a group of naked people on the beach.
She said: “Seven naked men and two women walked brazenly within 30ft of me and my daughters, who were cycling along the sands.
“We had nowhere to go to avoid them and they had nowhere to run.
"Some were standing brazenly like statues in the dunes.”
A naturism spokesman said many true nudists who may have used the beach were doing nothing wrong — and claimed that banning nudity on the sands may even be illegal.
Brian Taylor said: “Those in authority need to distinguish between the genuine naturist and those who have less honourable intentions.”
The council spokesman said park staff would take appropriate action when complaints were received.
