Architect reveals Games chaos

An Australian architect involved in the design of Commonwealth Games venues says he is not surprised to hear of the construction problems in New Delhi.
There is growing concern among athletes and team officials about the ability of the city to host the Games, after a series of incidents, including a bridge collapse outside the main stadium.
Architects say they went to India with 21st century ideas but encountered a workforce "stuck in the 19th century" and burdened by an over-complex bureaucracy.
Carlo Corallo, a director at Peddle Thorp Architects in Melbourne, is involved with five of the Games venues.
He says there is some truth in criticisms that construction standards are not what Australians are used to.
"That's probably been the biggest source of frustration for most of the international engineers and architects, and I suppose the biggest frustration there is the bureaucracy that's in the country," he said.
"No-one is really prepared to make decisions because the repercussions for bad decisions are probably life-threatening.
"There's certainly no-one able to make a decision, so they postpone making decisions for a long time and then time catches up on them and projects get hurried along in order to get them completed.
"And of course certain things can't be hurried. Structural concrete and putting together structural systems just can't be accelerated to the point that they don't work."
Mr Corallo says he warned officials more than two years ago that time was running out.
"We were involved with the Melbourne Commonwealth Games and we know the amount of time that it needs to prepare and to commission the facilities, the works that happen between completing the facilities and trying them out for the athletes," he said.
"So for about two-and-a-half years we actually warned them that this was all going to happen."
Mr Corallo says Games organisers bit off more than they could chew.
"What they did is they took it upon themselves to deliver these venues and thought that they had the experience and the knowledge amongst their own people to deliver it," he said.
"But obviously they don't because they haven't done something like this before.
"The attitude from the bureaucracy is that no-one will make a decision.
"As far as they're concerned the people at the top are brilliant, the people in the middle will do anything to find a problem so that they don't have to make a decision.
"That's what the whole problem has been - it is not about their ability to deliver things, it's the fact that they've been postponing doing things for so long then time has caught up with them and they've had to hurry it up.
"You cannot accelerate construction work."

British cyclists withdraw from Commonwealth Games
FOUR British cyclists today became the latest athletes to withdraw from the Commonwealth Games in Delhi.
Geraint Thomas of Wales, Peter Kennaugh of the Isle of Man, and Ian Stannard and Ben Swift of England have all pulled out of the games, amid fears over the health and safety of rider accommodation and some venues.
Thomas was one of the favourites for the men's road race.
English track and field athletes Philips Idowu, Christine Ohuruogu and Lisa Dobriskey have already made headlines by pulling out, now it seems that cyclists are following suit.
All four are Team Sky riders, but the decisions were personal ones and not an order from the team though, says team principle Dave Brailsford.
“These situations are down to the choice of the athletes themselves,” he said, specifically in response to media speculation over Kennaugh's withdrawal.
“We at Team Sky can make recommendations to the athletes but the ultimate decision lies with them.
“Given the situation they have found themselves in with the Commonwealth Games, nobody would blame the athletes for staying away, but there is no instruction from Team Sky on this issue.
“We at Team Sky will support them in whatever decision they make,” he added.
Kennaugh too was keen to stress that the decision had been his alone.
“I have been worried about the situation in Delhi for some time, particularly since the Dengue fever situation became apparent a couple of weeks ago,” the 21-year-old said.
“Then just recently we have seen the picture from the village and that made my mind up for me.
“I have spoken to the British coaches and people at Team Sky,” he added, “because it has been a worry on my mind but they put me under no pressure and made it clear that it was entirely my call.
“It's absolutely my own decision.”
While the four riders normally compete for Great Britain in international events such as the Olympic Games and World Championships, the Commonwealth Games is unique in that athletes compete for their constituent parts of the United Kingdom: England, Scotland, Wales, Northern Ireland, Isle of Man, Guernsey and Jersey. |

Top Kiwi cyclist pulls out of Games
Leading road cyclist Greg Henderson has become the first New Zealand athlete to pull out of the Commonwealth Games.
Henderson, a gold medallist at the Commonwealth Games in 2002, has just informed Bike New Zealand he longer wants to travel to Delhi, Newstalk ZB is reporting.
Henderson says the final straw was seeing the photos of the atrocious conditions in parts of the Games Village that were published this morning.
Yesterday Henderson Tweeted about his doubt over competing: writing: "Seriously starting to reconsider my Commonwealth Games participation".
Henderson is currently in Melbourne, where he's been taking part in the World Road Cycling Championships. |

Two Canadian archers withdraw amid concerns of health, safety at Games

Travel was postponed, two Canadian athletes pulled out, and a portion of a ceiling at the weightlifting venue came tumbling down on another troubled day for the Commonwealth Games in New Delhi.
But Canadian officials, who literally rolled up sleeves and mopped floors Wednesday in a mad dash to clean up appalling conditions in the athletes village, say they're cautiously optimistic that there's light at the end of the tunnel.
"A better day today," said Tom Jones, the CEO of Commonwealth Games Canada. "Still a long way to go."
Two archers — former world champion Dietmar Trillus and Kevin Tataryn — became the first Canadian athletes to withdraw from the Games over concerns about health and safety.
"They weren't really confident with the health and safety issues," Canadian archery coach Richard Towler said. "We're sorry to lose them, but it's a personal decision."
Other Canadians have been told to delay their trips to New Delhi until the athletes village is deemed safe for occupation.
Canada is planning to send a team of about 400 athletes and officials to the Games, which open Oct. 3.
The withdrawals come after several countries — Canada included — complained about the state of the athletes village where excrement was found in some rooms and dogs were roaming freely on the eve of its opening. |
