China To Unleash Market Forces In Arms Sector
Shu-Ching Jean Chen, 06.26.07, 2:09 AM ET
HONG KONG -
Beijing is so pleased with the success of its two-decade-long flirtation with the corporate shareholding system that it is extending it to the national defense sector.
News of its decision to restructure most of the Chinese defense industry into shareholding companies managed by boards of directors sent the 53 defense stocks listed on the Shanghai and Shenzhen exchanges strongly upward Monday, defying the pull of a slumping market.
The decision, which will also pave the way for limited foreign investment in Chinese arms makers, was issued in an internal directive on May 17 and made public over the weekend through the state news agency Xinhua.
Exactly how many defense entities are in line for restructuring was not disclosed, but the number could be staggering. There are 12 defense groups at the national level across China, each with a constellation of affiliated operations. They compete vigorously for both military and civilian contracts with defense companies set up by provincial governments. There is also a budding private defense sector.
There are already 53 listed defense companies, including 49 that have issued A shares, which had a combined capitalization of 116.5 billion yen ($15.30 billion) as of June 2006.
In the internal directive, Beijing lamented the sluggish pace of reforms of the national defense industry, a lack of flexibility and sagging efficiency that are impeding a 搒ustainable and healthy development. |
