Guan Eng akui KD Tun Razak boleh selam

LANGKAWI: Ketua Menteri Pulau Pinang, Lim Guan Eng akhirnya mengakui kapal selam yang dikendalikan Tentera Laut Diraja Malaysia (TLDM) mampu menyelam dan aset pertahanan itu memang diperlukan negara ini.
Guan Eng yang juga Setiausaha Agung DAP mengakui perkara itu selepas diberi peluang menyelam bersama kapal selam kedua negara, KD Tun Razak selama satu setengah jam bersama dua timbalannya, Datuk Mansor Othman dan P Ramasamy, semalam. Tiada persoalan mengenai boleh menyelam, sekarang ia boleh menyelam. Saya juga mengagumi keupayaan anggota yang mengendalikannya, katanya di Lapangan Terbang Antarabangsa Langkawi. Sebelum itu, beliau diterbangkan dari KD Lekiu menggunakan helikopter Super Lynx.
Ketika diajukan soalan sama ada berpuas hati dengan keupayaan KD Tun Razak menyelam, Guan Eng berkata, beliau menyahut pelawaan Menteri Pertahanan, Datuk Seri Dr Ahmad Zahid Hamidi untuk menyelam bersama kapal itu.
Beliau mengakui pengalaman menaiki kapal selam itu menarik tetapi menafikan beliau memperlekehkan keupayaan ATM khususnya TLDM berikutan pembelian kapal selam berharga RM2.5 bilion itu.
Kami (pembangkang) cuma mempertikaikan kos pembeliannya, tetapi kita menghargai sumbangan anggota tentera yang juga wira kita yang sanggup berkorban untuk negara.
Saya datang ke sini kerana menerima undangan Ahmad Zahid dan saya datang dengan hati terbuka, mengenai perkara lain kita boleh cakap panjang.
Kita mempunyai beberapa perbezaan pendapat mengenai harga sama ada ia berbaloi atau tidak, katanya.
Terdahulu, Guan Eng bersama Mansor, Ramasamy; Panglima Armada TLDM, Laksamana Madya Datuk Jamil Othman dan tiga wartawan dibawa dengan helikopter dari LTAL ke kapal KD Lekiu pada jam 2.09 petang sebelum dibawa ke KD Tun Razak kira-kira 45 batu nautika dari Langkawi.
Mereka kemudian dibawa menaiki KD Tun Razak yang menyelam pada kedalaman 30 meter selama satu setengah jam.
Sementara itu, Ahmad Zahid berkata, KD Tun Razak sepatutnya berlabuh di jeti Awana Porto Malai, di sini, sempena Pameran Maritim dan Aeroangkasa Langkawi 2011 (LIMA 11) untuk tontonan orang ramai tetapi terpaksa berlayar untuk membawa Guan Eng.
Kapal selam itu perlu belayar selama kira-kira lima jam ke laut lepas bagi membolehkannya menyelam, katanya.
Ahmad Zahid yang sebelum itu bersetuju menyertainya, menarik diri di saat akhir selepas dinasihatkan oleh Angkatan Tentera Malaysia (ATM) untuk berbuat demikian.

Malaysia denies corruption allegations in French submarine sale

(Reuters) - Malaysia's government has denied allegations of corruption in its $1.25 billion purchase of two submarines as it responded for the first time to a French investigation into alleged bribery payments in the deal.
Fresh allegations emerging from the French case have been leapt upon by Malaysia's political opposition and are threatening to tarnish Prime Minister Najib Razak ahead of a general election he must call within the next nine months.
Defence Minister Zahid Hamidi told parliament around midnight local time on Tuesday that his ministry had not paid any commissions in the purchase and had followed "established guidelines" to acquire the French Scorpene-class submarines. The government had no knowledge of the alleged sale of classified defence documents, he said.
"The (defence) ministry has never paid any commission either directly or indirectly to any company in the acquisition of Scorpene submarines," he said.
The allegations have emerged in a French investigative case examining whether French shipbuilding giant DCNS paid bribes to Malaysian officials.
Malaysian human rights group SUARAM and its French lawyers have alleged that DCNS bought classified Malaysian defence ministry documents to help its bid for the 1 billion euro contract it won in 2002. They say investigation documents show that about 36 million euros were paid by Thales International, a subsidiary of DCNS, to a company called Terasasi, controlled by a former associate of Najib.
"The defence ministry doesn't have any information on the alleged sale of secret documents by Terasasi to Thint Asia (Thales International) for the alleged sum of 36 million euros," Zahid said.
Najib, who was defence minister at the time, has for years denied allegations of wrongdoing in the purchase of the submarines. There has been no evidence linking him directly to corruption in the deal, and his supporters say his political rivals are behind efforts to revive the issue just ahead of the election, which he must call by March 2013.
His government is under mounting pressure to give a fuller explanation of the transaction after documents in the French case were leaked and run by Malaysia's lively online media.
The documents, including records seized by French prosecutors in a raid on DCNS's offices, detail payments made to two companies set up by former political analyst Razak Baginda, a former associate of Najib who worked on the submarine deal.
Many of the documents were published this week by online news site Asia Sentinel. A French lawyer representing SUARAM in the French case told Reuters the leaked documents were genuine.
Government supporters say that civil prosecutions, such as that brought by SUARAM, are common in France and are no indication that a crime has been committed.
Malaysia's government has acknowledged that a second firm, Perimekar, received 115 million euros for its support services in the deal, but it had not previously commented on the role of Hong Kong-based Terasasi.
The allegations emerging from the French case have helped galvanise Malaysia's opposition as it seeks to topple the ruling coalition for the first time in the upcoming elections. The opposition made shock gains in 2008 that shook the BN's half-century grip on power, although most analysts expect it to fall short of winning a parliamentary majority in the next election. No trial in France over Scorpene, says leading French prosecutor

KUALA LUMPUR: A prominent French Government prosecutor has denied reports circulating among some Malaysian online news portals of an ongoing trial in France, on allegations of corruption by a French company over the purchase of two French-made Scorpene submarines by Malaysia in 2002.
Yves Charpenel said the media in Malaysia should be able to distinguish between rumours and facts, and between investigations and a trial.
"I am aware about all the fuss kicked up by certain media (organisations) in Malaysia over this matter but what I can say is that this is nothing more than a trial by the media," he told Bernama here today.
Charpenel, who was a former head of prosecution in France and now a state prosecutor and an executive member of the International Association of Anti-Corruption Authorities (IAACA), was here to attend the four-day IAACA conference and general meeting which ended yesterday.
Following a complaint filed in 2009 by Suaram, a Malaysian human rights non-governmental organisation (NGO), that a French company had allegedly paid bribes to a Malaysian firm for the submarine deal, he revealed that two independent "investigating judges" started their investigations earlier this year.
In April this year, local Opposition politicians here had even called for Malaysian officials to testify in Paris or risk being ostracised in the European Union.
"A trial is a trial with all the rules. Investigation is another thing," said Charpenel of the misinformation generated by certain news portals over allegations that a trial was already underway.
Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi also said over the weekend that the Auditor-General had declared the Scorpene deal was done in accordance with legal procedures. BERNAMA

Isu Scorpene tak dibicara
KUALA LUMPUR: Seorang pendakwa kerajaan Perancis yang terkenal menafikan laporan media yang tersebar di kalangan beberapa portal berita online Malaysia berhubung perbicaraan yang sedang berlangsung di Perancis, mengenai dakwaan rasuah oleh sebuah syarikat Perancis berhubung pembelian dua kapal selam Scorpene buatan Perancis oleh Malaysia pada 2002.
Yves Charpenel berkata, media di Malaysia harus dapat membezakan antara khabar angin dan fakta serta antara siasatan dan perbicaraan.
“Saya sedar mengenai semua kekecohan yang dibangkitkan media tertentu (organisasi) di Malaysia berhubung perkara ini tapi apa yang saya boleh kata ini adalah tidak lebih daripada satu perbicaraan oleh media,” katanya kepada Bernama di sini, semalam.
Charpenel, yang juga bekas ketua pendakwaan di Perancis dan kini seorang pendakwa negeri dan anggota eksekutif Persatuan Pihak Berkuasa Anti-Rasuah Antarabangsa (IAACA), berada di sini untuk menghadiri persidangan dan mesyuarat agung tahunan IAACA yang berakhir kelmarin.
Berikutan satu aduan Suaram, sebuah badan bukan kerajaan (NGO) mengenai hak asasi manusia, yang difailkan pada 2009 mengenai sebuah syarikat Perancis yang didakwa memberi rasuah kepada sebuah firma Malaysia untuk urus niaga kapal selam itu, beliau mendedahkan bahawa dua ‘hakim siasatan’ bebas memulakan siasatan mereka awal tahun ini.
Charpenel berkata, di Perancis, sebagai negara yang mengamalkan kedaulatan undang-undang, semua siasatan dibuat sepenuhnya secara rahsia. - Bernama

Kuala Lumpur: Tindakan tegas wajar dikenakan terhadap pihak yang sengaja menjatuhkan imej negara dengan menyebar maklumat bohong kononnya perbicaraan mengenai isu pembelian kapal selam Scorpene sedang berlangsung di Perancis.
Tembelang pihak berkenaan pecah berikutan penafian seorang pendakwa raya Perancis, Yves Charpenel terhadap dakwaan yang disebarkan beberapa portal berita online Malaysia. Bekas pengasas PKR, Ng Lum Yong, berkata Kementerian Dalam Negeri (KDN) mesti melakukan siasatan, terutama ke atas Suara Rakyat Malaysia (SUARAM) yang berterusan menggembar-gembur isu Scorpene sedangkan tiada kes perbicaraan mengenainya.
Memburukkan kepemimpinan
Katanya, penafian Charpenel jelas menunjukkan perancangan rapi SUARAM adalah berlandaskan motif politik dan menanam persepsi dalam kalangan rakyat kononnya berlaku rasuah dalam urusan pembelian aset pertahanan negara untuk memburukkan kepemimpinan Perdana Menteri, Datuk Seri Najib Razak.
Rakyat harus membuka mata dengan pecahnya tembelang itu sekarang. KDN mesti mengambil tindakan tegas kerana perbuatan mereka menjatuhkan imej negara,” katanya kepada BH, semalam.

Kapal selam Scorpene mampu beroperasi dengan baik

KOTA KINABALU – Panglima Tentera Laut Diraja Malaysia (TLDM), Tan Sri Abdul Aziz Jaafar menegaskan sekali lagi bahawa kapal selam Scorpene diselenggara dengan baik dan mampu beroperasi dalam mengawal keselamatan negara.
Beliau berkata, sudah banyak operasi menggunakan kapal selam itu dilaksanakan di bawah arahannya.
“Perkara ini mengecewakan saya. Saya seru agar dakwaan yang tidak benar ini dihentikan,” katanya kepada kumpulan media yang dibawa melawat pangkalan TLDM di sini kelmarin.
Kumpulan media itu turut dibawa meninjau kapal selam Scorpene yang dibeli dari Perancis dengan nilai RM3.4 bilion itu.
Kapal selam tersebut menggunakan nama KD Tunku Abdul Rahman dan KD Tun Razak.
