KES UPACARA SUAI KENAL ANGGOTA BOMBA
PEGAWAI ADU DIBOGEL DAN DIDERA

SEORANG anggota bomba telah membuat laporan polis bahawa beliau dan dua rakan bombanya diserang dan didera secara seksual oleh beberapa anggota bomba lebih kanan di balai tempat mereka berkhidmat.
Ketiga-tiga pegawai bomba itu adalah anggota Perkhidmatan Negara (NS) berusia 19 tahun yang baru menyertai Balai Bomba Central di Hill Street Januari lalu.
Mereka dikatakan dibogelkan, diikat dan ditutup mata dengan kain sebelum ditumbuk dan dipijak di perut.
Anggota bomba itu juga mengadu mereka dirancap, dicukur di bahagian kemaluan, dan dubur mereka disumbat dengan bateri.
Kejadian itu dikatakan berlaku dalam bilik lokar.
Polis mengesahkan kepada Berita Harian ia telah menerima aduan mengenai kejadian itu, yang didakwa berlaku pada hari kedua tiga anggota bomba itu bertugas.
Berita Harian difahamkan penderaan itu adalah sebagai menyambut kedatangan anggota-anggota baru itu, atau dikenali sebagai upacara suai kenal (initiation).
Pasukan Pertahanan Awam Singapura (SCDF) mengesahkan terdapat laporan polis mengenai kejadian di Balai Bomba Central itu, namun ia tidak dapat memberi komen kerana polis sedang menyiasat.
Anggota bomba yang membuat laporan polis itu enggan ditemu ramah tetapi ibunya, yang meminta namanya tidak disiarkan, berkata:
'Saya nampak ada lebam-lebam di badan anak saya dan mengesyaki ada sesuatu yang tidak kena. Apabila saya tanya, dia tidak mahu beritahu saya apa-apa. Dia kata lebam di badannya kerana terjatuh.
'Tetapi, saya terdengar dia menceritakan apa yang terjadi kepada pak ciknya, dan menyuruh dia membuat laporan polis.'
Beliau berkata anaknya keberatan mengadu kepada pegawai atasan di balai bomba tersebut kerana dikatakan telah diugut supaya tidak berbuat demikian oleh anggota-anggota bomba yang menyerang mereka.
Anaknya itu telah dihantar ke hospital untuk diperiksa. Polis kemudian membawanya ke tempat kejadian untuk mengambil foto.
Ibunya berkata: 'Staf bomba yang berpengalaman harus mendidik anggota baru tetapi bukan dengan menyeksa mereka seperti ini. Ini kes salah gunakan kuasa. Saya hanya ingin keadilan dan mahu perkara ini dihentikan supaya tidak berlaku ke atas anak orang lain.'

Hyundai car catches fire along Upper Paya Lebar Road
SINGAPORE: A car caught fire along Upper Paya Lebar Road on Thursday.
The driver, a 52-year-old man, had noticed smoke coming out of his Hyundai Accent car at about 11.20am. He stopped along Upper Paya Lebar Road where Singapore Civil Defence Force (SCDF) personnel put out the fire in a matter of minutes. No one was hurt and the cause of the fire could not be determined. Abuses at orphanage are unforgivable, distressing: Dr Balakrishnan
SINGAPORE: Community Development, Youth and Sports Minister Dr Vivian Balakrishnan described the alleged cases of abuse at the Darul Ihsan Orphanage as unforgivable and distressing.
The suspect, a childcare supervisor, was believed to have punched and slapped some 11 children at the home. He has since been fired and is under police investigation. Dr Balakrishnan said his ministry is also working with the police on the case and the important thing is for the parties involved to be open and transparent. He said: "The first thing is to remove the person who committed this. Then we've got to go in and make sure that the children have appropriate counselling, psychological and emotional support. "The third thing is to be proactive. We need to understand that from time to time disasters like this can occur, so we need to think how to devise a system for early detection of such abuse and to make sure that either such a thing never happens again or if it does, that we are able to detect and intervene immediately." - CNA/so

Search continues for two boys missing in waters off Pasir Ris Beach
SINGAPORE: There's still no news of the two teenage boys who went missing in the waters off Pasir Ris Beach on Thursday night.
Police and Singapore Civil Defence Force (SCDF) officers, together with Navy divers, were still searching for the boys at the scene. Punithan and Senthil, both 15 years old, got lost in strong currents during a swim. The two boys were last seen struggling in the water, about 100 metres from the shore. Friends tried to get them back but the waves were just too strong. SCDF officers were called in around 6pm. Navy divers joined in the search from 9pm. The two missing boys were part of a group of East View Secondary School students celebrating a friend's birthday. They had spent the entire day on the beach before deciding to take a dip in the evening. "In the late afternoon, they were fishing, running around....and then they started to swim. That worried me. The tide was going up and the whole bunch of them were out there swimming......I also heard a lot of people warning them not to swim but they ignored all that. They were enjoying themselves. I left for a while and when I came back I realised something was wrong," said an eye-witness. The families and friends of the missing boys have been holding vigil by the beach since Thursday night, hoping for the best. - CNA/ir |

Singapore PM to earn 5 times more than Bush
SINGAPORE, April 9 (Reuters) - Singapore's prime minister, Lee Hsien Loong, will earn five times more than U.S. President George Bush this year after a pay hike on Monday boosted his annual salary to S$3.1 million ($2.05 million).
A minister told parliament on Monday that other Singapore government ministers -- who are already among the best paid in the world -- will also see their salaries jump by about 60 percent to an average of S$1.9 million ($1.26 million).
"For the public service to remain an attractive employer, our terms must keep pace with the private sector," Defence Minister Teo Chee Hean, who is also minister in charge of the civil service, said in parliament.
The ministerial salary increase -- which will take effect in two steps by the end of next year -- is slightly smaller than the government had originally proposed.
Lee said last month the salaries of Singapore ministers and top civil servants might have to rise by as much as S$1 million ($660,000) to S$2.2 million ($1.45 million) because they had fallen way below benchmark top salaries in the private sector.
Lee's announcement sparked an outcry, with hundreds of Singaporeans signing an online petition and writing to newspapers to protest against the move.
Some Singaporeans said the ministerial salaries did not reflect the country's economy or the government's performance, adding that the government was tactless to raise ministers' salaries now given Singapore's widening income gap.
Since 1994, the salaries of Singapore ministers have been set at two-thirds the median pay of the 48 best-paid bankers, lawyers, accountants, engineers and executives in multinationals and manufacturing firms.
Under the wage revision, the bonuses that Singapore ministers receive will depend on their performance, to be assessed by Lee, and the rate of Singapore's economic growth, Teo said.
He said ministers can get a maximum "gross domestic product bonus" of four months worth of salary if the Singapore economy grows by 8 percent or more.
Lee, who is estimated to have earned S$2 million previously, will earn six times more than Japanese Prime Minister Shinzo Abe after the pay hike. The last pay hike was in 2000.
The government has defended the salary increase as necessary to attract the brightest people and to prevent corruption.
Lee Kuan Yew, modern Singapore's first prime minister and father of Lee, told parliament on Monday that resource-poor Singapore needed an "extraordinary government" to support it.
"If you fail here, you go back to a Southeast Asian situation," Lee senior said. "Just look around you." |

Top civil servants will get a pay increase of between 14% and 33%
SINGAPORE : Top civil servants' annual salaries will be increased by between 14% and 33%, and the average pay rise for the prime minister and ministers will be 25%.
Revealing the details in Parliament, Minister-in-Charge of the Civil Service Teo Chee Hean said the adjustments will take effect from this month, with a second revision at year's end.
Prime Minister Lee Hsien Loong earned $2.5 million last year; after the revision, he will draw $3.1 million this year.
President SR Nathan will get $3.2 million dollars, this is up from the current $2.5 million while both Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Kwan Yew who earned $2.7 million each last year, will now get paid $3.04 million each.
In his ministerial speech, Mr Teo said competitive wages have helped attract and retain able people in government and the competitive advantage must be maintained.
Describing the Public Service as a progressive employer, Mr Teo said its human resource management practices must keep pace and competitive wages have to be paid, along with the proper development and training to improve and stretch themselves so that they can better contribute to their agencies and ultimately to serve the people of Singapore.
Pointing out that the last major salary revision for the Civil Service was seven years ago, renumeration has since fallen behind their benchmarks which are set out in the White Paper on 'Competitive Salaries for Competent and Honest Government' in 1994.
The benchmarks follow economic and employment market conditions up and down and after calculating the benchmark figure, a check against private sector income earners is made.
Mr Teo said that having taken a comprehensive look at all the schemes, attrition rates and wage levels relative to their respective market comparisons, the decision made was not to have a uniform across-the-board revision, but for adjustments that are made according to the needs of the individual scheme such as to counter attrition or where wages are lagging the market.
In addition, salary structures will be brought more in line with the philosophy of linking pay to performance and only those who have performed beyond the satisfactory level will receive a performance-based payment.
Therefore, the starting salary for a graduate with a Good Honours degree who is appointed to the Management Executive Scheme, will see a 10% rise, the starting salaries of other graduate schemes as well as that of officers who have been appointed recently will also be adjusted according to their market benchmarks.
Officers in the Civil Service such as those in the Education Service, the Corporate Support Scheme and the Operations Support Scheme, will also see a pay adjustment of 3-5% in their annual salaries which will be performance-based.
In addition, civil servants will continue to receive their annual increment and the mid year annual variable payment, and like other Singaporeans, they will enjoy the 1.5% increase in the employer CPF contribution from July this year.
The payments will be made next month, in May.
Mr Teo also highlighted a group of Civil Service schemes which is lagging the market, namely the Management Executive Scheme, the Management Support scheme, the Home Uniformed Services, and the Foreign Service, which collectively account for almost one-third of the officers in the civil service.
Salaries in the Management Executive Scheme, he said, need an upward adjustment of 16% this year and as a first step, there will be a 5-8% adjustment which will be in the form of a performance-based payment of 0.75-1.25 months of salary.
Changes to the Management Support Scheme and Technical Support Scheme, which employ officers with diploma qualifications will also see a revision with a performance-based payment of 0.5 - 1 month, while those in the Home Affairs Uniformed Services, comprising the Police, Prisons, Civil Defence and Narcotics services, where wages are also lagging, adjustments amounting to 10-13% will be carried out and come in the form of a performance-based payment of 0.75 - 1.5 months.
The Singapore Armed Forces and Foreign Service will make similar salary adjustments with Foreign Service officers receiving a market adjustment of 0.75 months.
Turning to the Administrative Service which Mr Teo described as the core of the Public Service, he said such officers are expected to not only carry out their primary jobs well, but to also actively lead, participate and contribute to inter-agency issues and service-wide initiatives.
However, their salaries which were last adjusted in 2000 have fallen behind their benchmarks which are pegged to the SR9 grade and MR4 grade.
The SR9 grade which is the entry level into the Superscale grades of civil servants is benchmarked against the salary of the 15th person, aged 32 years, from 6 professions, namely bankers, lawyers, engineers, accountants, employees of MNCs and local manufacturers. This benchmark which dipped in 2004 - 2005, but has since risen, currently stands at $361,000.
The second benchmark, the MR4 grade or Staff Grade I, which is the grade at which senior Permanent Secretaries and entry-level ministers are paid, is defined as two-thirds of the median salary among the top 8 earners in banking, law, engineering and accountancy, as well as employees of MNCs and local manufacturers. This benchmark is currently $2.2 million.
Mr Teo said salaries at the MR4 level have stayed at $1.2 million, the same level as in 2001 which means salaries are now at 55% of the benchmark.
However, he said since it is not realistic to close the gap fully in one go due to the large gap, the first step will be to increase the annual salaries for MR4 grades and above, by an average of 25%, this brings the annual salary to $1.6 million.
The revisions will be made through adjustments to both monthly salaries and annual components with monthly salaries for the MR4 grade and above being increased by an average of 15%, with the percentage increase tapering off for the higher grades.
In addition, the restructuring will remove components which are no longer relevant such as a Car Allowance, and will build up performance-linked elements.
Mr Teo said the GDP Bonus will be raised to 3%,with the bonus given only if the economy grows by 5% and payment remaining at zero if the economy grows by 2% or less.
At the same time, the Performance Bonus which will apply to all appointment holders, the Administrative Service, as well as senior officers in all ministries and statutory boards will go up by two months to a norm of 7 months.
As for Administrative Officers salaries' at the Superscale entry grade or SR9, Mr Teo said they have stayed close to the benchmark level, and as such there will not be any adjustment to the monthly salaries at this grade or in the grades below.
However, there will be a performance-based payment of 0.5 to 0.75 month, in line with other civil servants whose schemes are at or close to their benchmarks. This payment, together with the higher GDP bonus paid out this year, will raise annual SR9 salaries by 3% to $384,000 and 36% will be variable depending on how well the economy and the individual performs.
In addition, the allowance for Members of Parliament which is pegged to the Administrative Service SR9 grade will be raised from the current $11,900 to $13,200.
The GDP Bonus will also be extended to MPs, so as to link their annual package to the state of the economy, with MPs getting a one month GDP bonus if the GDP grows at 5%, but if GDP growth is 2% or less, there will be nothing.
All the adjustments will increase the Government's wage bill by about $214 million or 4.7 % for the Civil Service and $10.5 million (or 23%) for political appointment holders .
Mr Teo said the objective of the pay revision is to keep it competitive with private sector salaries.
Singapore's competitive wages have helped to bring in and retain able people in government and the public service.
He said the policy has served the nation well, so it's vital that Singapore maintains this competitive advantage of a clean, effective and efficient public service.
This will ensure a team of good people to develop the vision and execute the plans. |

USAHA ATASI DEBU HITAM DI ADMIRALTY

SEMASA musim monsun timur laut, penduduk bandar baru Sembawang, terutama di kawasan Admiralty Link, terpaksa berdepan dengan debu hitam yang memasuki flat mereka.
Jemaah dari masjid berdekatan, Masjid Assyafaah, juga tidak terlepas daripada gangguan debu yang ditiup angin dari Limbungan Kapal Sembawang itu.
Namun, hasil kerjasama antara Agensi Sekitaran Kebangsaan (NEA) dengan Limbungan Kapal Sembawang masalah debu itu dapat diatasi.
Antara lain, mereka memasang sistem semburan air dan jaring halus di limbungan tersebut untuk mengurang kan kesan debu hitam itu dari limbungan itu.
Bersama badan akar umbi Canberra dan Lembaga Taman Negara (NParks) pula, pihak-pihak terlibat juga menanam lebih 500 batang pokok di luar limbungan itu sepanjang Admiralty Road West sejak awal tahun ini dengan beberapa pokok terakhir ditanam semalam.
Ditemui dalam majlis menanam pokok itu semalam, Anggota Parlimen GRC Sembawang, Dr Lim Wee Kiak, berkata penduduk telah memberi maklum balas positif kepada usaha menangani masalah debu itu.
'Walaupun kami tidak boleh menghapuskan masalah debu itu 100 peratus, saya percaya masalah ini telah banyak dapat dikurangkan. Apabila pokok-pokok ini bertambah matang, ia boleh menjadi penampan daripada debu yang bertiup dari kawasan limbungan,' ujarnya.
Diminta mengulas tentang usaha itu, Imam Eksekutif Masjid Assyafaah, Ustaz Mustazah Bahari, berkata masalah debu sememangnya menjejas para jemaah yang datang ke masjid itu.
'Saya berasa senang dengan tindakan proaktif yang diambil untuk mengu rangkan kesan debu itu. Ini menambahkan lagi keselesaan jemaah yang mahu beribadah di sini,' kata beliau.

MUHAMMADIYAH PERLUKAN LEBIH RAMAI PEGAWAI CARI DANA

MUHAMMADIYAH Events Management (MEM), anak syarikat Persatuan Muhamadiyah Singapura, sedang mencari para pegawai telemarketer untuk mengumpul dana secara proaktif bagi persatuan itu.
Buat masa ini, MEM yang telah mempunyai 50 pegawai telemaketer berkata ia masih memerlukan 20 lagi pegawai untuk melakukan pemasaran melalui telefon (telemarketing) bagi menampung pelbagai kegiatan persatuan itu terutama bagi kos pembinaan bangunan madrasah baru persatuan itu.
Mendedahkan demikian semasa dihubungi Ekoniaga semalam, Pengurus MEM, Cik Farah Suaidi, berkata telemarketing adalah satu daripada tiga usaha yang dilakukan persatuan itu bagi mendapatkan sumbangan dana masyarakat Melayu-Islam.
Dua usaha lagi ialah menerusi pengedaran surat-surat rayuan serta penjualan kupon-kupon bagi pembelian martabak menerusi Cottage Industries - pengeluar produk makanan halal segera yang merupakan sebuah lagi anak syarikat persatuan itu.
'Bagi projek yang kami lancarkan baru-baru ini, para pegawai kami akan menghubungi rumah-rumah masyarakat Islam di sini bagi penghantaran air zamzam dalam botol 500 milimeter bagi pendermaan $10, $25 atau $50.
'Sejak kami lancarkan projek ini hampir sebulan lalu, kami berupaya mengumpul sekitar $15,000 sebulan. Kami harap dapat mengumpul $200,000 bagi projek selama setahun itu dengan sokongan kukuh masyarakat Islam sejajar dengan matlamat kami - daripada masyarakat kepada masyarakat,' tambah beliau.
Menurut beliau, dana itu antaranya akan digunakan bagi habuan golongan yang memerlukan, pembinaan bangunan madrasah Muhamadiyah di Lorong 13 Geylang serta kebajikan para asatizah madrasah persatuan itu.
Pengambilan pegawai-pegawai telemarketer bagi projek air zamzam itu juga memberi peluang pekerjaan sepenuh masa bagi mereka yang tidak atau belum mempunyai pekerjaan tetap, dan elaun tambahan bagi para pekerja sambilan, tambahnya.
