"Hazard": is the potential to cause harm to a person or to the natural environment.

"Risk": means a combination of the severity and likelihood of harm arising from a hazard.

"Risk assessment": is the process of evaluating the severity and likelihood of harm arising from a hazard.

"Risk control": is the process of implementing measures to reduce the risk associated with a hazard. The control process must follow the control hierarchy, in order, as prescribed in some health and safety legislation. It is important that control measures do not introduce new hazards, and that the ongoing effectiveness of the controls is monitored.

"Risk control hierarchy": ranks risk control measures in decreasing order of effectiveness:

* elimination of hazard;
* substitution of hazardous processes or materials with safer ones;
* engineering controls;
* administrative controls; and
* personal protective equipment.

WRITTEN SAFETY AND HEALTH POLICY AND ITS IMPLEMENTATION AT YOUR WORKPLACE

INTRODUCTION

The Occupational Safety and Health Act 1994, (Act 514) was gazetted on February 24, 1994. Among others, the legislation requires all employers with more than five employees, to formulate a written Safety and Health Policy of their workplace. This guideline is intended to help organizations formulate their own Safety and Health Policy by describing the essential ingredients as required by law.

PURPOSE OF POLICY

The Safety and Health Policy demonstrates the company's concern and commitment to ensure safety and health of the employees. It acts as a basis for developing and implementing programs for securing safety and health at the workplace. Finally, it should affect all work activities and decision making process of the organization.

LEGAL REQUIREMENTS

Section 16 of Act 514 states:

Except in such cases as may be prescribed, it shall be the duty of every employer and every self-employed person to prepare and as often as may be appropriate revise a written statement of his general policy with respect to the safety and health at work of his employees and the organization and arrangements for the time being in force for carrying out that policy, and to bring the statement and any revision of it to the notice of all of his employees.”
