AUG 27: Presidential polls set
Still no indication if President Nathan will be challenged in bid for second term
By M. Nirmala
Aug 4, 2005
The Straits Times
THE date for the presidential election has been set for Aug 27. But the man who will be Singapore's next president may well be known on Nomination Day on Aug 17.
As these key dates were announced yesterday, there was still no indication that President S R Nathan would be challenged in his bid for a second six-year term.
Two others have submitted forms to qualify for the election.
One of them is former bankrupt Ooi Boon Ewe. He tried to run in 1999 but did not qualify for an eligibility certificate, which all aspirants need before they can contest.
The other potential candidate has not identified himself in public.
Political watchers and MPs say that, seeing as this unknown candidate has still not surfaced, he is unlikely to be a serious contender.
'There are two weeks to go... the person should have come forward by now,' political scientist Bilveer Singh said.
'By not doing so, he is declaring defeat even before he starts.'
The writ announcing the key dates was issued by Prime Minister Lee Hsien Loong yesterday.
Aspiring candidates have until Saturday to submit applications for an eligibility certificate to the Elections Department.
A Presidential Elections Committee screens applicants and will only issue certificates once it is certain they are capable people of integrity, good character and reputation, and have the necessary experience in financial matters, among other attributes.
Certificates have yet to be issued. But those eligible will get them in time for submission on Aug 17 at the People's Association headquarters, which is the nomination centre.
Mr Nathan, who turned 81 on July 3, made up his mind to stand again after completing his annual medical review in February.
But he only announced his decision on July 12. Doctors said his health problems are under control.
Mr Nathan and his supporters do not see his age or current medical condition as affecting his ability to run for the presidency.
He himself described his current term, which ends on Aug 31, as having been smooth. And he believes he has the confidence and trust of Singaporeans at large.
'I came into the position quite unknown to most Singaporeans, especially in the heartland,' he said in a recent interview.
'My greatest satisfaction is that they have welcomed me and they see me as one of them. That is evident in all the gatherings where I meet them, young, old, Chinese, Indians, Malays, Eurasians, even Caucasians.'
His candidacy also has the strong backing of the National Trades' Union Congress and business and community organisations.
Just ahead of yesterday's writ, corporate chiefs and leading companies here announced they were holding an Aug 22 charity dinner to pay tribute to him and his support of the local charity scene.
Asked for his view on Mr Nathan's re-election bid, DBS Bank chief executive officer Jackson Tai, who chairs the organising committee, said:
'Everyone's very grateful that Mr Nathan is running for a second term. It will be provide us with a continuity in leadership.'
The Eurasian Association also said it 'fully backs' his decision and declared him a 'Visitor of the Eurasian Community House'.
The honour means he can drop by any time and use the facilities at its Ceylon Road premises - just across from Mr Nathan's home.
Other details from the Prime Minister's Office included that candidates have to place a $37,500 deposit on Nomination Day. This is higher than the $30,000 for the 1999 election and the $18,000 for the 1993 poll. Candidates who poll less than one-eighth of the total votes will lose this deposit.
They also have to submit a political donation certificate issued by the registrar of political donations. Applications for the certificate can be made at the Elections Department by 4pm on Aug 13.
The returning officer for the election will be Mr Tan Boon Huat, chief executive officer of the People's Association.
If there is a contest, then Polling Day on Aug 27 will be a public holiday. Some 2.1 million Singaporeans are eligible to vote. |

Snatch-theft victim shouts for help in vain
By Khushwant Singh
Aug 4, 2005
The Straits Times
WHEN Ms Irene Teo shouted for help as she tried to pursue a man who snatched her mobile phone, she was shocked by the complete lack of response.
Ms Teo was waiting in the taxi queue at the rear of the Wisma Atria shopping centre when her $800 phone was plucked from her hand as she tried to call a cab.
As she chased the thief down a flight of stairs leading to Orchard Road, she kept shouting: 'Stop that man. He stole my cellphone.'
But no one made a move.
Ms Teo lost sight of the man in the Sunday night crowd along Orchard Road.
'There were dozens of people in the taxi queue, sitting at the staircase, and walking about, but nobody came forward to help,' she said on Tuesday.
'They just looked on as if it was some kind of show.'
Ms Teo, 32, a mother of eight-year-old twin boys, was so traumatised by the experience that she went to consult a doctor on Tuesday.
'I can't understand it. A crime had been committed but nobody seemed to care,' she said.
'I could not imagine that not one single person was willing to help me catch the thief. They just stood by and let him escape.'
Ms Teo was able to provide police with the International Mobile Equipment Identification (Imei) number of her cellphone, which can be used to identify a stolen phone when it is recovered.
'I read about the importance of Imei numbers and so I memorised it,' she said.
Ms Teo was not the only victim who was taken aback by the apathy of the public at the weekend.
On Saturday afternoon, a teacher had her handbag snatched while she was waiting at a crowded bus stop in front of Tekka Market in Serangoon Road.
The woman shouted for help, but no one responded.
The bag contained $50 in cash and a CD player worth about $350. |

RAIH DIPLOMA WALAU DERITA ANEKA PENYAKIT
Pelajar poly beberapa kali tangguh pengajian dek pembedahan
Oleh
Rabiatul Adawiya Binhan

NYARIS ANAK HARIMAU JADI HIDANGAN
- The Star. |

MAJIKAN HADAPI 80 TUDUHAN DERA, UGUT AMAH
Oleh
Khalid Khamis

DIDENDA $2,000 KERANA GIGIT JARI BEKAS ISTERI
Oleh
Khalid Khamis
SEORANG penolong pegawai bank, Mohamed Noordeen Meerasah, didenda $2,000 kelmarin setelah mengaku bersalah mengigit jari tangan bekas isterinya yang marah kerana dia membawa pulang isteri barunya.

PENGURUS NUR KINDERGARTEN LEGA RAYUAN DITERIMA
