Brunei And Malaysia Ink Deal To Boost Cooperation
By Kartika Rahman

Bandar Seri Begawan - Brunei Darussalam and Malaysia yesterday inked a Memorandum of Understanding (MoU) to boost cooperation in the field of training and education of cooperatives.

Through the sharing of knowledge and expertise by Cooperative College Malaysia (CCM), Brunei will have the opportunity to gain awareness and understanding in the field of management and development of local cooperatives.

CCM is a government agency under Malaysia's Ministry of Entrepreneurship and Cooperative Development.

Signing on behalf of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was Brunei Industry Development Authority (BINA), Ministry of Industry and Primary Resources, while the Malaysian Government was represented by CCM, Min istry of Entrepreneurship and Cooperative Development.

BINA was represented by its Acting Director, Pg Sharfuddin bin Hj Matali, while CCM was represented by its Director, Kamaluddin bin Othman.

On hand to witness to signing of the MoU were Brunei's Minister of Industry and Primary Resources, Peh in Dato Dr Awang Hj Ahmad bin Hj Jumat, and Malaysia's Minister of Entrepreneurship and Cooperative Development, Dato' Seri Mohamed Khaled Nordin.

The MoU is seen as a win-win situation, as cooperatives in both countries can benefit from the cooperation through sharing of information and knowledge, exchange programmes, educational seminars, workshops and consultation programmes.

Some 100 people witnessed the sign ing ceremony at the Ministry of Industry and Primary Resources building. Among them were heads of departments, members of GKN (Gabungan Koperasi Nasional or National Cooperative Federation), as well as cooperative leaders and officers of BINA.

CCM was established in 1968, with the purpose of preparing training services, education, and knowledge-based activities for the development of cooperatives in Malaysia.

Cooperation such as this has long been sought; this MoU was initially mooted during a discussion between BINA and CCM officers who were in Brunei for a working visit last December.

This was followed by further consultations between the two ministries during the 8th Asia-Pacific Cooperative Minister's Meeting held in March in Kuala Lumpur.

BINA has a long-standing relationship with CCM, as 13118A officers arc often sent for various courses at CCM such as management, administration, accounting and auditing.

CCM Head of Cooperative
Administration, Law and
Leadership Hjh Hayati Hj
Mohd Salleh

Cooperatives Hail New Partnership As Step In Right Direction
By Kartika Rahman

Bandar Seri Begawan - The signing of a Memorandum of Understanding (MoU) between Brunei Industry Development Authority (BINA) and Cooperative College Malaysia (CCM) yesterday brought together leaders of the cooperative sector.

Public response to the signing of the MoU on facilitating cooperation between cooperatives in both Brunei and Malaysia was positive.

There is much to our benefit in terms of education and training, said Pehin Dato Paduka Hj Mandini bin Dato Paduka Hj Basir, the Deputy Yang Di Pertua of GKN (Gabungan Koperasi Nasional or National Cooperative Federation).

"(The signing of the MoU) is a positive move that will expand the horizons for our cooperatives, as we will have more venues for interaction and business matching," he added.

The recent cooperative drive by BINA has also expanded business networks.

Pehin Dato Mandini said that GKN was planning a study visit to ANGKASA (Angkatan Koperasi Kebangsaan Malaysia Berhad) and Singore's National Cooperation Federation.

"With the reciant reactivation of the GKN Executive Committee, we are still trying to draw in more members," he said, adding that the biggest challenge was to spark inspiration and motivation among the members of GKN.

"We need to prove ourselves, show our achievements and form a strategic plan," he said.

While the Chairman of `Kopersi Belia Kitani Berhad' (Youth Cooperative), Rahimi bin Perdi, hailed the MoU as "a step in the right direction", he stressed that there needed to be more awareness about cooperatives, especially among the youths.

"A lot of youths think that cooperatives are for retirees. In fact, anyone and everyone can benefit from forming this type of legal organisation," said the chairman of the Youth Cooperative, which currently has approximately 250 members.

During an open discussion with local cooperative leaders, CCM Head of Cooperative Administration, Law and Leadership Hjh Hayati Hj Mohd suggested that there were still people in the cooperative sector who do not fully understand what a cooperative is.

In Malaysia, it is compulsory for cooperative board members to complete a Cooperative Board Member course at CCM, Hjh Hayati said. "It is important that board members are fully aware of what it means to be a cooperative, how it can be best utilised, and learn about corporate governance."

Basically, a cooperative is a business identity that has social responsibility.

Hjh Hayati, meanwhile, said that members of cooperatives should not simply aim to make profit, but become more capable and more confident.

"The quality of board members can be seen in the quality of a board meeting. A board meeting among executive members should generate business ideas," she added.

BMC technical staff undergo training in Japan
By Aemy Azlena

Brunei Methanol Company Sdn Bhd (BMC) sent off the first Technical Staff Development Programme group as it left for Japan on July 7, a press release from BMC stated.
The ten-member group comprising managers, engineers and process technicians would undergo a three-week training programme in Niigata, Japan which began yesterday and will run till July 26, 2007. Several of the training sessions will take place in the cities of Niigata, Hakata, Kumamoto, Nagasaki and Hiroshima and include visits to chemical plants and other related specialised methanol equipment manufacturing plants. The training would allow BMC's new technical staff to learn and understand the methanol process, its operations and maintenance in a way that would eventually enable them to operate the first Brunei Darussalam Methanol plant once it is completed sometime in 2009. In line with BMC's objective of developing its manpower capability, the training is seen as the best way to learn and experience real-time work situations related to the operations of a methanol plant. The training would also help trainees to develop their skills, knowledge and to ensure that they acquire the necessary skills needed for the future methanol plant.

on the closing dayof the two-day seminar

AJC To Promote Brunei To Japanese
By Kartika Rahman & Aemy Azlena

Bandar Seri Begawan - In recognising Japan as an enormous prospect to draw tourists from, stakeholders in the Brunei Darussalam tourism industry gained strategic insight in utilising the Japanese tourism market through two Japanese consultants invited by the Asean-Japan Centre (AJC) For the Seminar on BIMP-EAGA Tourism Promotion 'Equator Asia'.

As the equator runs horizontally' in the middle of BIMP-EAGA. the name 'Equator Asia' could become synonymous with BIMP-EAGA if it is thoroughly promoted. The word 'equator' is deemed exotic for Japanese, as it carries an image of natural sceneries and a tropical regional climate. Branding the area with such a name therefore has marketing advantages.

On the final day of the seminar yesterday, Mr Kobayashi led the first session with a presentation on -Four Product Analysis'.

"To attract international tourists with eco-tourism, the local features must have authenticity," he said. "An authentic experience is necessarily unique."

He added that for an eco-tourism region that recognises local identity, development involves the cooperative efforts of local people and the community, government administrative organisations, travel agents, academics and researchers as well as travellers,

Mr Sakakibara then took the final leg of the seminar on 'Market Approach:. After having identified that BIMP-EAGA has abundant tourism resources, he put the accent on establishing a brand.

"The establishment of a brand is vital in creating awareness and the recognition of this Asean sub region as a travel destination in the market place," said Mr Sakakibara.

"Furthermore, a master plan of cooperative marketing projects should be designed and shared by all stakeholders. It should also be constantly reviewed to respond to changes that occur in the market."

Recommended actions put forward by the consultants include extensive marketing efforts extending from promotion to development of on-site tours and sales seminars, cultivation of human resources through training professional coordinators for regional tourism development, establishment of an institution for short-term in-market study trips, and educational seminars on guiding techniques.

Royal Brunei Airlines, whose representatives attended the seminar, revealed that direct flights between Japan and Brunei Darussalam are in the pipeline for 2008.

Meanwhile the Director of Tourism Department at the Ministry of Industry and Primary Resources, Sheikh Jamaluddin Sheikh Mohamed, encouraged members of the local tourism industry to extend courtesy towards tourists and expressed eagerness in working with Japanese counterparts.

Mohd Daud Abdullah, the managing director of a local tour operator, said the seminar had inspired him to reassess and redevelop his marketing efforts.

"We know that Japanese tourists constitute a big market, but our previous efforts were not as successful as they could be. As a result of this seminar I now know what to do for the Japanese market," he said.

"Japanese tourists want eco-tourism, they want eco-culture, which are already Brunei's assets. My next efforts will be to revise my marketing tools for the Japanese market, reschedule tours and re-instruct guides, whilst at the same time modifying and adding more to my marketing strategy to fully satisfy the market." -- Courtesy of Borneo Bulletin
