Bruneians make beeline to border

The queue of vehicles at Kuala Lurah. - Azlan Othamn Bruneians took advantage of the three-day weekend holiday marking the revelation of the Quran to cross the border toLimbang, Kota Kinabalu or for "Balik Kampong" to Temburong and also to Miri and beyond.
It also coincided with the government servants receiving their early pay-checks this month, in time for the upcomingfestive Hari Raya, which is just about 12 days away.
The current fruit season also became the pulling factor for Bruneians to hop across the border.
And the Kuala Lurah control post yesterday experienced a long traffic queue, which began as early as Friday.
Recently, the Bangkok-based Pacific Asia Travel Association (PATA) revealed that Bruneians are among the top 10visitors by volume to Malaysia.
PATA said Malaysia is enjoying a record-breaking Visit Malaysia Year 2007, with arrivals of 10.7 million in the firstsix months of this year, a 24.8 per cent increase over the January-June 2006 figure.
The top 10 source markets by volume (with year-on-year percentage change) are Singapore (11.2 per cent), Indonesia(58.6), Thailand (25.8), Brunei (58.8), China (75.5), India (55.3), Japan (7.3), the Philippines (n/a), Australia (6.6) andBritain (4.7).
Tourist arrivals from Singapore and Indonesia to Malaysia are among the top five in the Asia-Pacific region in the firstsix months of this year.
PATA said that 530,000 more visitors came from Singapore to Malaysia from January toJune to rank second, while Indonesia was third with 326,000 more visitors going toMalaysia in the same period.

Kg Jangsak burglary linked to serial gang

Director of CID SAC Peng Eng Lee addressing the press yesterday. - Za'im Zaini Police suspect the recent burglary in Kg.Jangsak has connections or is related to a serial gang robbery that took placethree years ago.
It has almost a similar modus operandi and police suspect that it has links with the serial gang robberyprobablyinvolving a former gang member.
Director of CID SAC Peng Eng Lee said this yesterday on confirming the theft orburglary incident at a house in Kg Jangsak on September 28, at the CID building in JlnOng Sum Ping.
The BSB Police Station received the report on September 28 at 05.45hrs.
Police investigations revealed that there were four suspects who entered the house from the back by climbing to theupper level and entering through the window of a room. They were using mask, knives and possibly a crow bar in therobbery. The lights in the room were switched off and they were only using a torchlight.
They tied both victims using a pillowcase that they cut up. Three of the robbers were small-builts while one of them istall. According to the victims, they were speaking in an Indonesian accent.
The robbers got away with cash amounting to $4,000, jewellery, a rolex watch and four mobile phones. The case isstill under investigation and a number of efforts inside and outside the country have been made to arrest the robbers.
The director also urged residents to take extra steps in ensuring their homes are safe fromburglars. He urged the public who have any information or leads on the case to telephone993 or 2232002 to assist in investigations.

Motorist killed in horrific accident

The mangled remains of the car.A motorist lost his life yesterday in a horrific accident when his vehicle crashed into a tree along the DamuanRecreational Park.The badly injured driver was rushed to the hospital but he succumbed to his injuries. Officials at RIPASconfirmed that the victim passed away after suffering from profuse bleeding, and injuries to his head andchest.
According to the Brunei District Police, they received a distressed call at around 2.30pm and quickly rushedto the scene. Personnel from the Beribi Fire Department and the Emergency Unit, RIPAS were also at thescene.
The accident is under investigation but according to sources, the accident may have been caused by heavyrain. According to his relatives the victim was on his way home from work when the accident occurred.
In a separate incident, a saloon car collided with an electric post along Jalan Lumapas. The accident wasalso caused by heavy rain. The driver and passenger suffered minor injuries and were brought to RIPAShospital for treatment.

PMB development plan propelled forward

David Bayne, seated, in a discussion with BEDB senior officer Ak Aki Pg Ibrahim. - PHOTO COURTESY OF BEDBThe Brunei Economic Development Board (BEDB) yesterday revealed that the national plan to developPulau Muara Besar (PMB) as a deep-water container port has received a thrust forward with DrewryShipping Consultants currently holding talks with key stakeholders from the PMB Port Development.According to a BEDB press release, David Bayne - an independent port consultant of Drewry ShippingConsultants - is currently in the Sultanate to talk to key stakeholders from both public and private sectors onthe local port operation and supporting logistics activities.
Mr Bayne's visit to Brunei is part of Drewry's efforts to assist the BEDB in identifying a suitable port operatorthat would invest in, develop and operate the planned deep-water container port at PMB.
Mr Bayne has had a number of discussions with relevant government departments - including the Ports,Marine and Royal Customs and Excise Department - as well as shipping agents, freight forwarders and itsassociation.
Having visited Brunei Darussalam back in the 80s, Mr Bayne sees a significant change in BruneiDarussalam's economic landscape, including its infrastructure.
The press release added that Mr Bayne in his remarks said, "I am here in Brunei to have an interactivesession with those people involved in the industry and to hear first-hand views on how PMB can besuccessfully developed for the benefit of the country and its people".
He also said that PMB is on the right track in regard to developing a state-of-the-art deep-water containerterminal suitable for the size of the trade.
Mr Bayne has more than 20 years experience in the port industry, focusing on areas such as finance,valuation, concessions as well as tariff pricing.
He has worked on major port projects in countries as diverse as Brazil, Peru, Mauritius, Korea, India andMalaysia.
He has also co-authored several Drewry reports and spoken at a number of industry conferences worldwide. |

PPPMB plans ceremony to mark His Majesty's 40th anniversary

PPPMB will hold a religious ceremony on Friday.The Federation of Brunei Malay Entrepreneurs (PPPMB) will be holding a religious ceremony this Friday at5pm to mark the 40th Anniversary of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam'saccession to the throne.Hj Osman Hj Omar, the PPPMB President, said all members are invited to attend the ceremony, which willbe held on the 1st Floor of Sepadu Restaurant at Delima Jaya Complex in Serusop.
Aside from thanksgiving prayers, he briefed, members will also recite Surah Yaasin and hold a Tahlilsession. The ceremony will end with Sungkai for all members.
He said the religious event has been lined up to commemorate this memorable event as a sign of gratitudeand appreciation by members of the federation for the four decades of leadership by His Majesty.
His Majesty was proclaimed the 29th Sultan of Brunei Darussalam following the abdication of the monarch'slate father, 'The Architect of Modern Brunei', Al-Marhum Sultan Hj Omar Ali Saifuddien Saadul KhairiWaddien forty years ago on October 5, 1967.
He also called for members of the federation's executive committee (MT) to come earlier at about 2.30pm asit will be holding the 1st MT meeting for the newly-elected office bearers.
"At the meeting, the former executive committee members will officially hand over their posts as well as filesto the newly-elected committee members.
"The meeting will also finalise the appointments of patron, advisers and heads of units," he said.
Hj Osman also called for federation members, who are interested to joinBrunei Darussalam Brunei-Indonesia-Malaysia-Philippines East AseanGrowth Area (BIMP-EAGA) Business Council (BDBEBC), to getthe application forms by contacting him at 8876788.
He said completed forms can be returned to him and will be forwarded to the relevant agency.
He added members are needed to state their area of interest in the given industrial clusters, such as land, airand sea transportation; infrastructure or construction; information communication technology, naturalresources such as agriculture, forestry/environment, fisheries and energy; small and medium enterprises,tourism and others. |

Holders of Diploma in Primary Education and Lower Secondary Science Certificate. | Some 74 primary school teachers and eight secondary level teachers have begun their first day of teachingat assigned government academic institutions.A briefing for this was jointly organised by the Primary Section, as well as the Teachers' Recruitment andDevelopment Section, Department of Schools, Ministry of Education and the session was held recently atDewan Penghayatan, the Institut Perkhidmatan Awam in Rimba.
The teachers comprised holders of Diploma in Primary Education and the Lower Secondary ScienceCertificate fresh from their convocation earlier this month.
The event's guest of honour was Cikgu Juna Jumat, the Acting Assistant Director of Schools, as arepresentative of the Director of Schools. In his speech, he congratulated the new teachers on theirappointments and outlined the Sistem Pendidikan Negara Abad 21 (SPN 21).
He advised them to be committed in their profession and that there might be opportunities to further theirstudies based on recommendations from Head of Schools and Principles.
Prior to this, a welcoming speech was delivered by Cikgu Pg Othman Pg Mohd Daud, the Head of Teachers'Recruitment and Development Section, who - among other things - advised the new teachers not to make anissue over the places they have been posted to, which was based on the schools' requirements.
The session also heard a briefing from the Acting Assistant Director of Primary Section, Cikgu Aidin Hj AbuBakar, Head of Teachers' Recruitment and Development Section, as well as the Assistant Director atPrimary Section, Cikgu Hjh Aminah Matzen.
Among its aims were to provide information pertaining to preparations in becoming a teacher, as well asmatters related to the service with His Majesty's government. |

Sending cards still popular among Bruneians
By Achong TanjongSending greeting cards is still popular among Bruneians judging from the steady volume of card sale for theupcoming Hari Raya celebration, said staff at a bookstore in the Serusop commercial complex.The cards are not only snapped up by Muslims but also non-Muslims who wish to greet their Muslim friendslocally and abroad.
He said so far the sale volume for greeting cards has been increasing especially during any grand occasionssuch as Chinese New Year, Christmas or any anniversary celebrations.
There are various types and designs of greeting cards available in the market. Young people prefer moretrendy designs whereas the elders prefer simple design and pattern.
"We hope that with the advancement of the ICT technology, the culture of sending greeting cards especiallyduring special occasions will not be left behind and forgotten among the younger generation," he added.
It is a positive sign that people still believe in sending cards rather than sending SMS or making phone callsto greet friends and relatives.
"Maybe they have realised that the personal touch is more valuable," he added.
When asked to comment on the new trend of sending greeting cards again, Awg Mohd Johari Salleh, 57,said he still prefers and preserves the traditional culture as the value is more meaningful and respectable tothose who received the cards.
"I still keep some of the nice and colourful cards that I received from my close friends and relatives fromoverseas," he said, adding that it's part of his personal valuable collection.
However, he added that as we are now living in the modern era and with the advancement of ICTtechnology, it gives people more choices and alternatives. The younger generation would of courses preferto send SMS or MSN or using e-mail.
But the cards can be kept for a longer period of time for remembrance whereas SMS messages can beeasily deleted, he said. |

JIS student leads Brunei in Canada biology awards

The Canadian High Commissioner (left) presenting the prize to Jo Wen Yee (right), one of the National Biology Scholar recipients. - AEMY AZLENAThe University of Toronto National Competition Awards Presentation Ceremony took place at Paduka SeriBegawan Sultan Science College (PSBSSC) yesterday.With the aim of challenging students and providing entrance scholarships to the University of Toronto,Canada, the University of Toronto National Biology Competition is the only one of its kind in the world.
A total of 221 students from Brunei Darussalam took part in thecompetition. They are from seven secondaryschools and colleges, namely, Arab Laki-Laki Hassanal Bolkiah SecondarySchool, Sayyidina Ali SecondarySchool, Sayyidina Othman Secondary School, PTEB, Jerudong InternationalSchool, Duli Pengiran Muda Al-Muhtadee Billah College (Maktab Duli) andPSBSSC.
They were among the 6,405 students who participated worldwide. Of the Bruneian participants, sevenstudents obtained the Certificate of Achievement and three received the National Biology Scholar, whilePSBSSC received the rotating plaque for the highest number of participating students. JIS and Maktab Duliwere among the top 75 participating schools.
Present as the guest of honour was the High Commissioner of Canada to Brunei, Mr Leopold Battel, whopresented the trophies and certificates.
Every year, the Canadian High Commission in Brunei sponsors the prizes and certificates for thecompetition.
Jo Wen Yee of JIS scored the highest among the Bruneian candidates and is one of three to win theNational Biology Scholar along with Ng Chee Hwa of Maktab Duli and Tan Tze Sheng of JIS.
The top five in the Lower Sixth Level - Year 11 are Lim Chiao Yin, Izazi Aqilah Hj Mosli, Lim Chien Hau, PohWan Ying and Siti Zakiah Hj Ismail, while the top five in the Upper Sixth Level - Year 12 are Onn Tzia Ming,Oo April, Joel Ang, Alicia Tan Yiee Yinn and Tang Lu Wee. |

NurulAlaikin with her family at the event. - ZA'IM ZAINI | A total of 2,090 orphans registered with the Community Development Department (JAPEM) under theMinistry of Culture, Youth and Sports, below the age of 18, received donations yesterday at the 30th NationalOrphans Fund 2007 donation presentation ceremony. Last year, the number of recipients stood at 2014.$161,000 was donated to the National Orphans Fund through Brunei SMS Prihatin, while another $103,950was donated by BIBD (Bank Islam Brunei Berhad).
The donation presentation ceremony was held at the Plenary Hall of the International Convention Centre inBerakas.
Present as guest of honour at the event was the Minister of Culture, Youth and Sports, Pehin Orang KayaSeri Dewa Major General (R) Dato Seri Pahlawan Awg Haji Mohammad bin Haji Daud.
Also in attendance was the Minister of Development, who acted in his capacity as Chairman of BIBD, PehinOrang Kaya Hamzah Pahlawan Dato Seri Setia Awang Haji Abdullah bin Begawan Mudim Dato Paduka HajiBakar.
The event began with a recital of Al-Quran verses, and was followed by welcoming remarks from Datin HjhAdina bte Othman, who mentioned that the purpose of the donations was to help the orphans prepare for theupcoming Hari Raya.
One of the orphans receiving donations was NurulAlaikin Nur Putri, who has suffered from health problemssince birth. She attended the event with her mother, Noraisah bte Mayo, and two siblings, six-year-oldWaleed and eight-year-old Wazir, who also received donations.
Noraisah, a housewife who has been widowed for six years, said that her family was grateful for thegenerosity shown to them by members of the public, as their house would not have been built without theiraid and assistance.
The Penghulu of Mukim Peramu, Pengarah Awang Haji Ismit bin Pengarah Mukim Hj Naim, also presenteda donation to the Minister of Culture, Youth and Sports intended for the National Orphans Fund. In astatement to the press, Pengiran Haji Ismit said that those who are well-off should assist the less fortunateand empathise with their plight as helping them is a civic duty.
According to the statistics from the Community Development Department, the total number of registeredorphans includes 1222 from the Brunei-Muara district, 438 from Tutong District, 337 from Belait District and93 from Temburong District. |

Fire destroys KB government barracks

The unit destroyed in the fire in Kuala Belait. - LIZA MOHDAnother government barracks in Kuala Belait went up in flames, leaving 19 people homeless. Severalbarracks in Belait District have already been gutted by fires.About 20 firefighters tackled the blaze which broke out at about 2.45 am yesterday at Jalan Maharaja Lela.
The fire at the barracks housing staff of the Public Works Department was alleged to have derived from aunit's back extension belonging to a 46-year-old man, who has occupied the unit for eleven years.
The father of five children said he was awoken by his 19-year-old son who felt the heat of the flames comingfrom their bedroom.
Meanwhile, Awg Ali bin Ahmad, 43, said this was his second experience in dealing with a fire as a blazegutted the barracks where he used to stay about two years ago.
He told Borneo Bulletin that he was sleeping when he was awoken by a knock on the door, alerting himabout the fire. He escaped by taking his children, aged three to nineteen, his wife and maid to their car.
All the occupants were unable to rescue their belongings, valuables and important documents, except forHjh Siti Fatimah binte Hj Mat Bas, 40, the wife of one of the occupants, Awg Benjimin bin Hj Arip, 50, whowas able to salvage her identity card and three pieces of clothing.
JAPEM and the Belait District Office were quick to lend a hand to the fire victims, a few hours after theincident.

Meanwhile, a $500 donation from the District Welfare Fund was presented by the Belait District Officer, HjMohamad bin Hj Abd Rahman.
The authorities estimated the loss to be over $100,000. |

Belait's poor, converts get share of tithes

Belait Chief Religious Officer (left) handing over the contribution to a man under the Asnaf Fakir Miskin group. - LIZA MOHDSome 3,036 poor people and 649 Muslim converts in the Belait District received their share of tithe collectionthis year.The giving of contribution for the groups who do not own bank accounts was made at the Belait ReligiousOffice yesterday morning.
For the Asnaf fakir miskin group, the head of the family received $100 each and dependents received $30.For "zakat harta", each family received an annual contribution of $1,200 and every dependent received$360.
The total tithe money distributed for Muslim converts or Muallaf in the Belait district was $184,900. Eachhead Muslim convert received $300 and the dependents received $220 each.
The tithe contribution was distributed by Belait District Chief Religious Officer Pengiran Haji Yunus binPengiran Haji Mohd Salleh.
Prior to the presentation, he said both Fakir Miskin and Muallaf groups will continuously be given attention bythe Islamic Religious Council. Their status will be updated.
The tithe collection money is a financial source and monthly general necessity for the poor and Muslimconverts in the country every Hari Raya to mark the festivity and at the end of the year to pay for schoolpreparations, said Pengiran Haji Yunus. |

Family gets newly rebuilt house

Dato Paduka Haji Md Yussop bin Bakar, the Brunei-Muara District Officer, said that the Brunei DarussalamScouts Association recommended the rebuilding of an old and deteriorating house for the recipient.
Mr Stanley Lim Hock Ghim presented the key of the house to the Brunei-Muara District Officer who handedthe key to the single mother.
Dato Paduka Haji Md Yussop bin Bakar presented a letter of appreciation to Mr Stanley Lim Hock Ghim. Hepointed to the generosity of Mr Lim, who had already contributed a number of houses ot underprivilegedfamilies this year. His kindness highlighted the importance of NGOs in providing assistance tounderprivileged people, the district officer said.
The Community Development Department, under the Ministry of Culture, Youth and Sport, is providingsupport to the single mother and her children.

Accolades pour in for accident victim

Awg Hj Kassim... helped numerous students in pursuing their dreams of studying abroad.Tuesday's car accident near the Damuan Recreational Park has touched a sympathetic nerve, as certainmembers of the public have come forward to extend their support to the surviving family and paying tribute tothe victim who had succumbed to his injuries.The driver in the fatal accident, Awg Hj Kassim Hj Ibrahim, was an Acting Deputy Director of the ScholarshipUnit at the Ministry of Education.
Tribute was paid to the kind soul who had made countless briefings that served as a platform for younghopeful scholars on the importance of good education. He had helped numerous students in pursuing theirdreams of studying abroad and is remembered as a kind person whom many are indebted to.
In a letter to the to the Borneo Bulletin, R Idris stated, "On behalf of my friends and myself whom he hashelped generously, our heartfelt prayers and sympathies are extended from all the scholarship students thathe has helped to his families and friends. We are with you in prayer and spirit as we have lost a kind soul."
He ended by saying, "May his soul and the souls of all of the faithful departed, through the mercy of God,rest in peace. Amin".
Yesterday, during the Tahlil and Doa Arwah held for Awg Hj Kassim, his wife, family and friends whom heleft behind had only good things to say about him.
Hjh Sa'adiah Hj Hussein, wife of the dearly departed, was clearly distraught at the loss of her husband whomshe described as a shining soul, a good and supporting husband and a great father who made time to playand help their children study.
She related his numerous qualities, never forgetting to pray, and who was a good Muslim. During her time asa Qariah representative to Kuala Lumpur, her husband was always there to support her.
"He's not dependent on others, is patient, calm and has great discipline at home and at the office. He goesto work early and goes home late. He's respectful to others and rarely gets angry," she said.
On the day of the accident, Hjh Sa'adiah recalled that she was preparing for the Asar prayer and conductingher Wudhu when she received a call about the accident.
The eldest child who is studying in London, will be returning to Brunei for the funeral rites.
Hjh Sa'adiah was thankful to friends, family and acquaintances who have extended to her and her family thesupport and sympathy for their loss. "On behalf of my husband, I would like to ask for forgiveness for anywrongdoings or offence incurred by him and I ask you to forgive him for it," she said. |

WI readies local delicacies for Hari Raya celebrations

Customers looking at cookies and cakes. | More than 100 different types of locally-made cookies and cakes, specially prepared for the upcoming HariRaya celebrations, are available for sale in front of the Youth Centre's swimming pool in the capital.The "Jualan Kuih Muih Raya" is organised by the Women's Institute (WI) as part of its annual activities togenerate sources of income for the institute's use. Part of the proceeds will also be donated to welfarebodies to help those in needs, said the Secretary of the WI, Hajah Shamsiah.
Hajah Shamsiah hoped that members of the public would buy the products, and at the same time, contributeto charity. She added that, this year, the WI will donate B$2,000 to the National Orphans Fund through theCommunity Development Department, which was the amount collected in last year's sale.
The sale, which has been held for two weeks, will end on October 11. It is open daily from 9am to 9pm.There are 32 booths taking part in the sale, which involves 40 participants from the WI in the Brunei-MuaraDistrict.
The sale has received an encouraging response from members of the public, judging from large numbers ofpeople flocking to the centre to buy cakes and cookies.
The event is an opportunity for those may not have enough time to prepare tidbits for the upcoming HariRaya celebrations. Different varieties of locally-made cookies and cakes such as the popular "Kek AnikaWarna", "Kek Tapak Kuda" and "Kek Batik" are sold at very reasonable prices. |

The guest of honour presenting a donation. - HJ MINOR ABSAHA ceremony to hand over donations to orphans from the Temburong District was held at the Muafakat Hall,Government Departments Building, in Temburong yesterday.Present as guest of honour was Haji Mohd Abdoh bin Dato Seri Setia Haji Abdul Salam, Acting TemburongDistrict Officer. Also present was Haji Sulaiman bin Haji Ahad, member of the Legislative Council, heads ofbranches, orphans and their respective guardians, penghulus, heads of villages, heads of longhouses, aswell as officials and staff from the Temburong District Office.
The ceremony started with the recital of Quranic verses by Awang Abdul Kawiy bin Haji Emran from SekolahPersediaan Arab, Temburong. This was followed by welcoming remarks made by Pg Mohd Amirrizal Pg HajiMahumd, Assistant Officer from the Temburong District Office.
The ceremony continued with a Majlis Bertahlil and Doa Arwah led by Awang Shansuddin bin Haji Azahari,Imam of the Kampung Belais Mosque. It was followed by the presentation of donations from privatecompanies and individuals to the Temburong Orphans Donation Fund, which totalled $448.45.
The guest of honour then presented the donations to the orphans. This year, a total of 93 orphans receiveddonations from the Temburong Orphans Donation Fund, which collected a total of $9,121.89 from privatecompanies, individual donors, government departments, PKRP members, as well as from the public. |

Dialogue between BEDB, SLA

From L-R: Bernadette Liew, Pengiran Kerma Raja Pg Hj Kamarulzaman, and Abdul Aziz Latip. - YAZDI YAHYAThe Brunei Economic Development Board (BEDB) and the Sungai Liang Authority (SLA) held a dialogue onthe Sungai Liang Authority Order yesterday at Sheraton Utama Hotel in the capital.In attendance were relevant authorities from the Prime Minister's Office, the Ministry of Development, theMinistry of Communications, the Ministry of Home Affairs, the Ministry of Industry and Primary Resources,the Ministry of Health, the Ministry of Finance, and the Attorney General Chambers.
SLA Chairman Pengiran Kerma Raja Pengiran Haji Kamarulzaman bin PPSDSB Pengiran Haji Ali, in hiswelcoming remarks, said the development of the Sungai Liang Industrial Park (SPARK) is a landmark whichwill bring benefits in the future.
He also said yesterday's dialogue was aimed at updating relevant government stakeholders on the progressof SPARK's development and the mechanics of the SLA Order.
Following the speech was a progress report on the development of SPARK by BEDB Assistant CEO andHead of Infrastructure Department Abdul Aziz bin Latop, during which he said Brunei Shell Petroleum iscurrently constructing a Gas Metering Station, and for the single point mooring system, BEDB has appointedPegasus International Sdn Bhd for consultancy services.
Yesterday's session also saw a presentation on the SLA Order and its implications for the approval processfor industries in SPARK, delivered by BEDB Senior Legal Officer Bernadette Liew Wei Wei.
Liew said the SLA is a "one-stop authority" to own SPARK: to provide infrastructure services; to manageSPARK; to facilitate, support and encourage investments in SPARK; to develop SPARK into a globallycompetitive industrial park; to support BEDB functions in relation to SPARK; and to do whatever the ministerdirects which is consistent with the order.
She also said the SLA is a body corporate that can sue and be sued. Within the SLA, His Royal HighnessPrince Mohamed Bolkiah, who is BEDB Minister, is also SLA Minister.
The SLA minister, she said, has the power to "step in" to all or any part of the 20 pieces of legislation in theFourth Schedule as if he were the person referred to in those legislations.
She also stressed that the "step-in" powers are only for the Sungai Liang site, and the industrial activitiesand personnel, adding that the "step-in" requires His Majesty's approval, and the SLA minister can delegatehis powers to anyone.
Liew pointed out that the SLA minister is not permitted to "step in" for His Majesty, Attornery General, AuditorGeneral and Commissioner of Police.
The SLA has no immediate plans for "step-in", and it plans to continue consultation and cooperation withgovernment stakeholders.
The dialogue ended with a question-and-answer session, which was moderated by Abdul Aziz Latip.
"This dialogue is part of BEDB's ongoing efforts to establish close and effective collaboration with keystakeholders and to provide opportunities for information sharing pertaining to the development of SPARK,"he said. |

Shirley Liew with her sister | As the nation marks forty years of benevolent rule under the CaringMonarch, His Majesty the Sultan and Yang Di-Pertuan of BruneiDarussalam this week, the citizens and the residents expressed theirjoy and gratitude for the fruits the four decades have borne.This kingdom which truly is an abode of peace, generousity and care where the Sultan is, indeed, the king ofthe people (or Sultan Yang Berjiwa Rakyat) is how some of the members of the public responded in theirinterviews with this newspaper yesterday.
They spoke highly of His Majesty's 40-year reign that saw tremendous development and rapid progressalongside the pouring of generosity and care to the people through a multitude of welfare facilities, freeeducation and health among others, which are unique to the sultanate.
Awang Hussain bin Hj Ibrahim, who works at Brunei Shell in Belait, said for the past 40 years, His Majestyhad been a caring monarch who was always comfortable mingling with the Rakyat.
"There is always a friendly smile on his face and looks happy when mingling with his subjects. Our monarchhas shown how to be one with his people," he added.
Hussain, who is from Belait, was buttonholed by our reporters at Gadong Ramadhan Market yesterday. Hehad a spontaneous answer when asked about His Majesty's 40-year reign.
He said, Brunei had much to thank His Majesty for the country's peace and prosperity. During his reign, HisMajesty emphasised on development and progress for the sake of the people, for their education,advancement and comfort.
Brunei has achieved rapid modernisation and progress, he said, adding that these are all for the benefit ofthe people. He said the Sultan has always thought about the people - this is why we see any planneddevelopments are for the future and comfort of the people.
"For several months we have tried to get our roadway that gets affected by torrential rain fixed. Just recentlywhen we asked the officials, they immediately took care of it. So, there are a lot of changes like this inBrunei, thanks to His Majesty's leadership," he said.
He said His Majesty's Titah always touches an issues that affect the people and the working of thegovernment that covers the comforts of the people.
He wished His Majesty continuing good health. Although His Majesty may possibly not know his subjectsindividually, he has touched everyone's life with his caring leadership, he added.
Hj Ibrahim bin Hj Razak, 66, a fish seller at Pasar Ikan Gadong, told the Bulletin that His Majesty's reign isdecidedly different.
"Sultan Haji Hassanal Bolkiah has shown that caring and generosity is his main style while improving theprogress and development which was pioneered by his father," he said.
He said under His Majesty Sultan Haji Hassanal Bolkiah, Brunei has seen rapid changes in economy, socialprogress, religious affairs, education development, medical and healthcare expansion, defence,communication and also in mass media.
He said he is thankful for His Majesty especially because the senior citizens, too, are well taken care ofunder his leadership. He cited the provision of the old age allowance given by the government of HisMajesty.
Noraini bte Hj Jaafar, a small scale trader at the Gadong Market, said she loved His Majesty not onlybecause His Majesty had proven himself time and again to be a good leader but had also shown that he isthe King of the people and for the people.
Time and again, His Majesty in his Titah always touched on matters that ensure welfare and comforts of thepeople.
"For the last 40 years of his reign, he had shown that the people are the closest to his heart and for this welove him irrevocably. I wish him good health and pray for another 40 years of golden reign."
Meanwhile, Shirley Liew of Chung Hwa Middle School, BSB was hopeful that His Majesty will continue rulingBrunei Darussalam for many more years to come."
According to this form one student, "His Majesty is a good king and he really look after the people of thecountry."
She added, "Our Sultan is different from other rulers, because the caring monarch personally looks after thepeople's welfare through visits and surprise spot checks."

Brunei Sultan abdicates
BRUNEI TOWN (October 7, 1967) - The Sultan of Brunei, Sir Omar Ali Saifuddien, abdicated onWednesday.
The Council of Succession confirmed his eldest son, Crown Prince Duli Pengiran Muda Mahkota HassanalBolkiah, as his successor.
He will be known as Sultan Hassanal Bolkiah Mu'izzaddin Waddaulah.
The Sultan's decision was announced in a proclamation read over Radio Brunei on Wednesday night by theActing Mentri Besar, Pengiran Dato Haji Mohamed Yusof.
His voice revealed the deep emotion he felt and at times he had trouble continuing.
Although the announcement generally came as a surprise, rumours had been circulating about the possibilityof an abdication for some time, mainly due to the Sultan's health.
In the proclamation, the Sultan said his decision was made of his own free will and was irrevocable.
Pengiran Dato Haji Mohamed Yusof appealed to the people of Brunei to accept the decision calmly and topreserve peace and harmony in the State.
The High Commissioner, Mr FD Webber, and Mrs Webber, were to have left Brunei on Sunday to go toCanberra, where Mr Webber has been appointed Minister (Political) in the British High Commission.
They have now cancelled their departure for "a week or so."
Government officers throughout Brunei closed for half a day on Thursday so that the staff could go to theIstana Darul Hana for the public proclamation of the new Sultan.
Sir Omar Ali Saifuddien was 51 on Sept 23. The State was still celebrating his birthday when Wednesday'sannouncement was made. Festivities still going on in outlying districts were immediately cancelled.
The new Sultan's succession to the throne is immediate but it is unlikely that his coronation will be heldearlier than next year.
He is at present in Brunei, having returned from the Royal Military Academy, Sandhurst, 10 days ago toattend the installation of his brother. Pengiran Muda Mohamed Bolkiah, as Duli Pengiran TemenggongSahibol Bahar and a Wazir.
The new Sultan is due to return to Sandhurst to graduate in December. His father was to have gone withhim.
No announcement has been made about Sir Omar Ali Saifuddien's future plans.
Sultan Hassanal Bolkiah Mu'izzaddin Waddaulah, DK, is Brunei's 29th ruler.
He was born on July 15, 1946, at the Istana Darulsalam, Brunei, and educated at the Victoria Institution,Kuala Lumpur, where he obtained the Lower Certificate of Education.
He later studied in England prior to entering the Royal Military College, Sandhurst, in January last year. He isdue to graduate in December. The Queen recently granted him an honorary commission in the ColdstreamGuards, one of her palace regiments.
Sultan Hassanal Bolkiah married Duli Pengiran Anak Saleha, eldest daughter of Duli Pengiran Pemancha, inJuly, 1965. They have no children.
Sultan Sir Omar Ali Saifuddien, DK, PSPNB, PSNB, PSLJ, SPMB, KCMG, DMN, DK (Kelantan), DK(Johore), DK (Selangor), was born on Sept 23, 1916. He was educated at the Malay College, KualaKangsar, Malaya.
Before his installation as the Duli Pengiran Bendahara in July, 1947, he served in various Governmentdepartments.
He succeeded to the throne in June, 1950 on the death of his elder brother, Sultan Ahmad Tajuddin, andwas crowned in 1951.
He married Pengiran Anak Damit, younger sister of the present Duli Pengiran Bendahara, in 1941. Theyhave 10 children. |
