[/td][/tr][tr][td=2,1]By Azaraimy HHA wet Raya celebration may be experienced in the coming three days, according to the weather forecast .Brunei would experience some showers or thundershowers although the showers could only be observed in some areas at a time, according to duty forecaster at the meteorological section.
The temperature is going to be typically warm in the coming three days, topping around 32-33 degrees Celsius, with a minimum of around 24-25 degrees Celsius usually in the morning and during the rains.
In the first day of Raya though, Brunei is predicted to have some light and variable wind conditions in the morning becoming northwesterly at 10-20 km/h in the afternoon, and with inland showers or thundershowers propagate out to the sea areas.
The weather will be quite fair during the period from isolated showers or thundershowers over inland areas in the afternoon.
The weather could always go differently than predicted, as it is only a forecast, the duty forecaster said.

[/td][/tr][tr][td=2,1]By Azlan OthmanBrunei's economic outlook is expected to continue to be resilient for the whole of 2007, despite the uncertainty in the oil and gas sector, the Department of Economic Planning and Development (JPKE) reported yesterday. Economic growth will be driven by the non-oil and gas sector.
The higher average of oil and gas prices in first and second quarter 2007, compared to the same period last year, would continue to maintain the government's revenue and fiscal surplus balance as well as the overall trade balance surplus with moderate inflation rate, the report said.
The services sector will continue to support this growth, whilst construction and manufacturing are expected to bounce back following the expected increase in the number of tenders awarded for government's projects and the construction of the multi-million methanol plant at Sungai Liang Industrial Park.
JPKE revealed that Brunei's economy grew by 0.3% in the second quarter of 2007 after experiencing a negative growth of 3.6% in first quarter 2007. This represents an improvement of 3.9 percentage points. Gross Domestic Product (GDP) at current prices of second quarter of 2007 was estimated at $4.4 billion.
In first quarter 2007, the GDP was $3.9 billion while in second quarter of 2006, the GDP was $4.5 billion.
The non-oil and gas sector, comprising of both the private non-oil and gas and the government, showed commendable performance. In Q2 2007, the private non-oil and gas sector grew by 11.8% fuelled by strong growth in the services sectors that include private services (12.4%), trade (20%), transport and communication (14.6%), finance (10.6%) and real estate & ownership of dwellings (2.3%). However, the oil and gas sector continued to decline at 9.1%.
The government sector recorded a high growth rate of 20.3% for Q2 2007 compared to 4.3% in Q1 2007.
JPKE said both the industrial and the primary sectors declined during Q2 2007. The industrial sector comprises of mining, manufacturing, construction and electricity and water. The mining sector declined due to lower oil and gas production in Q2 2007 compared to Q2 2006.
The average oil production in Q2 2007, at 191 thousand barrels per day, was almost similar to the level of production in Q2 2005.
The manufacturing and construction sector contracted by 1.5% and 10.4% in Q2 2007, respectively.
The electricity and water sector grew by 4.1% which was mainly attributed to the consumption of electricity in commercial activities.
The overall primary sector, comprised of agriculture, forestry and fishery, declined by 4.9% in Q2 2007 compared to a growth of 8.2% in Q2 2006. This was mainly attributed to the fall in the fishery's sector output.

The 12 cannon shots mark the start of Syawal 1ST. | The sound of the 12-cannon shot echoed in the capital at 3.45 pm yesterday after Asar prayers were held to mark the closing of Ramadhan and the start of the Muslim calendar of 'Syawal.'
The cannon shots at the Taman Haji Sir Muda Omar Ali Saiffudien were released by 34 RBAF Military Police Unit personnel, who were headed by Commanding Officer Pg Hj Rudy Halyamin bin Pg Hj Cucu.
On the eve of Hari Raya, Muslims in the country recited takbir, which was held at every mosque and surau in the Sultanate. There were also gatherings to recite the takbir at home.
Scores of people were seen returning to their hometown, locally known as 'balik kampong,' to celebrate the festivities with their families and friends.
Today, Muslims will attend 'Eid' prayers in the morning.
Once the prayers are done, some will head to the graves of their loved ones.
The rest of the day will be spent visiting relatives or serving visitors.
Hari Raya is a very joyous occasion for children as they will be able to collect duit raya from their parents and elders.
Meanwhile, by Command of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, Yang Amat Mulia Pengiran Penggawa Laila Bentara Istiadat Diraja Dalam Istana, the Grand Chamberlain, announced on Tuesday that the Istana Nurul Iman will be open to members of the public for three days starting from the second day of Raya.
It will be open to visitors from 10 am to 12 pm and again from 2 pm to 4 pm, RTB reported.

I first came to Brunei in 1989 and again in 2006 when vast developments took place within such period," he said. German Ambassador to the country, Mr Conrad Cappel, said it's a beautiful tradition. "I know this from Dubai. The difference is that there are many open houses in Brunei. In Dubai, it's only the Sheikhs. I enjoy meeting Bruneian people during open houses for these two weeks. I like to have it more often for me to have more chances to go to Bruneian houses," he said.

The five-member entourage, led by Mr Samphan, will be participating in various events hosted by the Information Department. This year's entourage also consists of Public Relations officers. The annual project this year presents the first of such visits during the month of Syawal. During their stay, various visits have been arranged, including to government agencies, observation of the Brunei government system and two 'Berdudun' activities at Kampong Belais and Tamoi. The special guests will also have the opportunity to celebrate Hari Raya with the Director of the Information Department.

Celebrating Raya at Kampong Gadong Baru, Temburong. - PHOTOS: H BAT | It is a common tradition for celebrants to visit families and friends near and far during the Hari Raya festivities. This allows them a chance to strengthen ties with each other, and at the same time, seek forgiveness for any wrongdoings in the past. With the festive spirit in the air, Temburong District sprang to life, seeing residents from the Brunei-Muara, Tutong and Belait districts pouring into Bangar town for 'open house' visits to their loved ones and friends. This annual celebration guarantees the Kuala Lurah Immigration Post as well as the water taxis services are busy with activities, particularly on the first day of Raya. According to Brunei-Muara District resident Haji Zolkarinin bin Hj Abd Hamid, he makes a family trip to Temburong once a year to visit siblings and distant relatives for the festivities, and also to visit the graves of loved ones, who should not be forgotten.

Welcoming their extended cousins. - YUSRIN JUNAIDI | During the month of Syawal, many Muslims open the doors of their homes to welcome all, bringing together people irrespective of creed, culture and position to participate in the joyful celebration of Hari Raya Aidilfitri. An open house brings people together regardless of their religion, position or background. Open houses usually come with delicacies such as local favourites "Ketupat", peanut sauce, "Rendang", "Ayam Kurma", and "Nasi Minyak". Pengiran Hj Besar bin Pengiran Hj Ahmad, a former principal at Sekolah Rendah Delima Satu and a Deputy Principal of Maktab Science said, "I am so happy that all my sons, daughter, grandsons, granddaughters as well as "Cicit" are gathered today on the first day of raya. "We normally hold an open house on the first day of Hari Raya when hospitality is extended to all and this year is more merrier compared to the previous year. I've been looking forward to the celebration since the start of the holy month of Ramadhan. Now the month long celebrations have begun and this is my chance to meet my family members especially my grandsons and granddaughters," he added. The open house saw family members nibbling at delicious homemade raya cookies while they mingled with each other. Meanwhile, 83-year-old Hj Saidin bin Taram also held an annual open house on the first day of Hari Raya for his big family, distant relatives and close friends. It is a tradition for all family members to gather at his place during the morning of the first day of raya. He has six siblings, seven children and 17 grandchildren, most of whom gathered at Hj Saidin's house to meet and catch up with all relatives during the festive event. It was an opportunity for him to spend time with his children and grandchildren. The open house concept is prevalent in Brunei culture especially during the Hari Raya Aidilfitri celebration. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam also holds an open house for the public at the Istana Nurul Iman. A steady stream of visitors can be seen making their way to the palace during scheduled times, not only to eat and have fun, but to meet the nation's leaders. Tourists are most welcome to such events.

Indonesian embassy holds Aidilfitri mass prayer

Indonesian Ambassador Mr Herijanto, centre, during the mass prayer. - FARRAH DAYINIETo mark the coming of first Syawal 1428H, when Muslims around the world celebrate Hari Raya Aidilfitri, the Embassy of the Republic of Indonesia held a mass prayer to mark the celebration at its compound in Kg Sungai Hanching, Jalan Muara, Saturday. The Republic's Ambassador to Brunei, Mr Herijanto Soeprapto, along with the embassy's officials and staff, attended the mass prayer, which commenced at 7.30am and was led by Ustaz Dr Hj Mirwan Batubara from the Ministry of Religious Affairs. After the mass prayer, a Khutbah was read by Dr Hj Sayyid Abdul Hamid Al-Mahdaly, who works at Universiti Brunei Darussalam. Dr Hj Sayyid, in his sermon, said that Hari Raya Aidilfitri is one of the important days in the Islamic calendar and should be celebrated in accordance with the teachings of Islam, as Islam has its own precepts on how to celebrate Hari Raya Aidilfitri. Ambassador Herijanto meanwhile said that the mass prayer was attended by about 1000 members from the Indonesian community in Brunei, more than the number of people who attended the mass prayer last year. He also hopes that Aidilfitri would encourage all Indonesians who are either working or residing in Brunei Darussalam to become more pious and good Indonesian citizens.

The chairman of the Overseas Chinese Taipei Association, Mr Lim Tiong Tin, accompanied by his local advisers Mr Tan San Leong and Mr Jin Chew, paid visits to the Minister of Home Affairs, Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusof, and the Minister of Religious Affairs, Pehin Jawatan Luar Pekerma Raja Dato Seri Utama Dr Ustaz Awang Hj Mohd Zain bin Hj Serudin. Dewan Bahasa dan Pustaka (DBP) Director Dr Mataim bin Bakar, DBP Deputy Director Dayang Aminah bte Hj Momin, DBP staff and relatives received K Manis at the airport. K Manis said he is honoured for being considered for the award after five decades of involvement in literature. He said literary writers are event recorders and social initiators who visualised national and global issues through the literary mind. "These tasks are significant in the context of realising harmonious and civilised world," he said. He said he was overwhelmed by the reception in Bangkok where organisers accorded the winners with the highest respect in recognition for their contribution to literature in the region. "For one week we were treated like VIPs where we fulfilled various assignments including a dialogue session with the writers association in Thailand, hosted gatherings with major sponsors and visited places of interest. "It is an experience that I would never forget which I will use to spur me into producing quality poems in the future," he said. K Manis, who will turn 70 on Oct 20, was the 22nd winner of SEAWrite Award from Brunei Darussalam. He was accompanied by Suip Hj Wahab, a language officer from DBP. Other awardees were Suphany Oum of Cambodia, Suparto Brata from Indonesia, Houmphanh Rattanavong of Laos, Prof Rahman Shaari of Malaysia, Michael Coroza of The Philippines, Rex Shelley of Singapore, Montri Sriyong of Thailand and Tran Van Tuan of Vietnam.

Outside dining to break fast catches Imams' ire
| By Azlan OthmanDining-out at restaurants to break fast came under fire by Imams during the Aidilfitri sermon on Saturday morning. They cried foul over the attitude of certain Muslims who deliberately missed the dusk (maghrib) prayer, and probably the evening (isyak) prayer and the highly recommended 'terawikh' prayer because they dined outside. Imams said though Allah promises multiple rewards during such holy month with incomparable offers, humans are more attracted to the worldly offer which would result in them keeping a distance from Allah and His blessings. From the middle till the end of Ramadhan, Muslims show more emphasis on the festive Hari Raya preparations and whether it is adequate or otherwise. We heard of the huge rewards of 'Lailatul Qadar', where Muslims are urged to intensify religious activities in the last 10 days of Ramadhan. "But where were we during such period and what did we do during such period? Let us judge ourselves," Imams said. These are the present attitudes of Ummah. Human beings are lured and attracted to entertainment, dancing, drinking and eating, socialising without any limits which they thought could bring happiness. Imams called on the importance of knowledge to better educate Ummahs on this matter. They highlighted the move of setting up the Sultan Sharif Ali Islamic University and Religious Teachers University College to shape a more knowledgeable Ummah.

Cars wrecked in Raya accident

Another badly damaged vehicle. | A late afternoon accident on the first day of Hari Raya left one saloon car overturned and another badly damaged. But nobody was seriously injured. The accident at the traffic light near the Bandar Fire Station happened at 6.30 pm, according to fire personnel who rushed to provide assistance. One saloon car was carrying six foreigners including a Bangladeshi, four Filipino woman and an Indian man. The car driver was believed to be giving the foreigners a lift home. The other saloon car was driven by a local man with his family of four on their way to make Hari Raya visits to their relatives. The evening accident also caused a traffic jam that led to other road users being diverted to an alternative road.

Titah on zakat will create awareness

The Deputy Minister of Religious Affairs said His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's titah on the drop in zakat payments would raise awareness among Muslim subjects obliged to pay tithe, including property or "Harta" tithes.
It is a trend nowadays for businessmen, especially those dealing with restaurants and catering, to come forward and pay their business and property tithes.
Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Hj Awg Badaruddin said this on the sidelines of the Hari Raya gathering for VIPs and foreign diplomats Saturday.
The drop in tithe collection was highlighted by His Majesty in his titah on the eve of Hari Raya Aidilfitri.
Pehin Dato Badaruddin added that the obligation of paying tithe is already known to Muslims in the country. The Islamic Religious Council is mandated to collect tithe. "At present, we are yet to enforce the law that requires every person to be contacted or required to pay tithe by law. To date, awareness in the aspect of religion and the obligation to pay tithe is good."
In his titah, His Majesty called for the improvement of how zakat is handled in the country and called for detailed studies by relevant people on zakat handling as marked inconsistencies were seen in the amounts collected.
His Majesty cited a recent statement from relevant authority about the collection of zakat. According to the statement, the collection from property zakat until Aug 31, 2007 has shown a marked decrease.
For example, in the year 2006, the zakat collection and distribution division collected $8.8 million compared to 2005 collection, which stood at $18.9 million.
His Majesty asked whether the drop was due to the economy or the change in attitude among people in fulfilling the tithe obligation. His Majesty asked if it is true that it's related to a change in attitude, then why was that so. His Majesty said there must be a reason behind the drop, internal or other factors. |

It's the joyful time of the year again when the palace is open to the public irrespective of their belief and position. The Istana Open House is very much a part of the country's tradition, which over the years has also been a key event for tourists. Yesterday, 29,019 (17,549 in the morning and 11,470 in the afternoon) visitors thronged the Istana to meet and greet His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, Her Majesty Raja Isteri Pengiran Anak Hajah Saleha and other members of the royal family. Shuttle buses ferried the visitors to the palace gates. Posters of proper dress codes were posted on the shuttle buses and at the entrance to the palace. Special seats were in place for elderly citizens while a booth was set up for paramedics. Prior to exchanging greetings with the royal family, the visitors have to register their names and pass through security checks before being entertained to a lavish spread of food and drinks. Amongst the first to exchange greetings were Pengiran-Pengiran and personnel from the Royal Brunei Armed Forces and other uniformed personnel. In an interview with the Bulletin, a visitor, a local Chinese mother of three, said that it was her third consecutive year visiting the palace. She along with her children hoped to be able to visit and greet the royalty personally at the open house every year. Another mother of two from Limbang, Ruyap anak Sangau, also said that ever since she and her family were aware of the Istana Open House, they have always made it a point not to miss the golden opportunity, which does not happen elsewhere. She said that she usually leaves home as early as before six in the morning just to avoid long queues at the border. Twenty-seven-year-old Yiew Meng Hong from Sibu, Sarawak, who happens to be in Brunei coincidentally, was delighted and proud to be able to attend this rare event to get up close with the royal family, especially Their Majesties and the opportunity to visit the palace. What came as a surprise to him and his family of seven was the sumptuous spread of buffet for visitors, which he said portrays the generosity of His Majesty. He also said the Hari Raya card from His Majesty was something that he would treasure. Johnny Wong, a counsellor from Sabah, travelled to Brunei by road, which took him over seven hours. A similar story is that of Bapak Ali from Indonesia who came to Brunei to experience Hari Raya in its royal splendour. According to Wong, the officers at the palace were extremely helpful, not to mention the huge feast that awaited them, and of course, the opportunity to meet the royal family.

It's the joyful time of the year again when the palace is open to the public irrespective of their belief and position. The Istana Open House is very much a part of the country's tradition, which over the years has also been a key event for tourists. Yesterday, 29,019 (17,549 in the morning and 11,470 in the afternoon) visitors thronged the Istana to meet and greet His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, Her Majesty Raja Isteri Pengiran Anak Hajah Saleha and other members of the royal family. Thai delegates enjoy visit to Kg Tamoi Ujong

Visitors hold their gifts while interacting with locals. | Five officers and media representatives from Thailand's Public Relations Department yesterday visited Kg Tamoi Ujong in the Water Village. The delegation, led by PR officer Samphan Musordee, was welcomed by Hj Mokti Md Salleh, the Penghulu of Mukim Tamoi, his wife and other residents of the village. Other delegates comprised PR officer Araya Sukkasang, reporter Nipon Wattanaprasert, Engineering Service officer Suradej Khumparkping and Information officer Mathaneeya Maksomboon. Upon arrival, they were greeted by a group of elderly men and women playing traditional drums called 'dombak' and performing 'mengukun', a song usually associated with the 'joget' dance. The delegates later joined in the dance and clearly enjoyed themselves. Apart from this, they also tried some local delicacies, a couple of which were the 'cucur tibadak' and 'apam'. They were then shown a demonstration on how to make the 'kuih jala' - a popular dry biscuit made of wheat and sugar. According to Samphan, it was his first visit to Brunei and he enjoyed his time here immensely. Speaking in fluent Malay, he told the Bulletin that the Bruneian culture and lifestyle are somewhat similar to those of Thailand, especially in the Pattani Province in Northern Thailand. Since their visit coincided with Hari Raya, the delegates also got a chance to see and experience the Sultanate's festive celebration for themselves. "We all went to the Istana Nurul Iman on Monday, the first day the palace was opened to the public, to pay our respects to the royal family, and were impressed with how the people of Brunei Darussalam, regardless of class, religion and race, get an opportunity to greet their ruler personally." He said that he also met a number of Thai tourists who had come to the Sultanate recently just to visit the royal family. He finds Brunei a very safe and peaceful country, rich in natural resources, and will definitely share his experiences once he is back home. Before their visit to Kg Tamoi Ujong, Samphan said they also visited the District Office in Temburong, and made a courtesy call on Acting District Officer Hj Abduh Dato Paduka Hj Salam, where they were briefed on the structures and developments of the district. They were then taken for refreshments at the Bumi Putra Shopping Complex in Pekan Bangar before visiting Kg Belingus in Mukim Bangar. Their five-day visit is part of the 'Exchange Visit of Officers and Media from the Public Relations Department, Thailand to Brunei Darussalam, under the Memorandum of Understanding between the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Government of the Kingdom of Thailand'.

Jennie Bond was in the Sultanate from October 14 to 17. During her stay at the hotel, Miss Bond was given a tour of the hotel's top suites by Empire PR & Marketing Communications Director Jennifer Kang, who later hosted a dinner for Ms Bond. Brunei Tourism Marketing Director Chris Robles and Sandra Bloodworth from Royal Brunei Airlines were also at the dinner. Ms Bond's stay in Brunei included various highlights such as the Proboscis Monkey Safari, Hari Raya visit to Istana Nurul Iman, a trip to Ulu Temburong National Park and the Brunei Heritage Tour. Her visit was organised by Royal Brunei Airlines. Jennie Bond began her career in journalism after graduating from Warwick University in 1972. After university, she worked on local papers as a reporter in West London. In 1977, 27-year-old Jennie joined the BBC as a sub editor in radio news and from this she worked on various shows such as Woman's Hour, Tuesday Call, various international assignments and TV documentaries. During this period she gained extensive experience in radio shows and as a producer. She returned to full time reporting in 1985, with BBC radio, covering Northern Ireland. Three years later she joined BBC TV news and combined her past experience as a correspondent with presenting the Today Programme, Breakfast, The One O' Clock News as well as the weekend bulletins. In 1989, she became BBC Royal Correspondent, just as the interest in Diana, Princess of Wales, was at its peak. The following years would see Jennie at the centre of the royal events which would make headlines around the world. She travelled with HM the Queen and the Princess Of Wales. Jennie Bond was with Diana during her last campaign trip to Anglo in Africa. This would later lead to a personal and professional relationship with the princess. After 14 years, Jennie Bond announced in 2003 she would leave the BBC to become a freelancer. Since then she has presented many shows such as Countdown and Cash in Attic. She also wrote a book on the royal family called 'Reporting Royalty' in 2001. Yet one of her first challenges was as a contestant in the reality show 'I'm a Celebrity, Get me out of Here,' in which she was a runner up.
