KUALA LUMPUR, June 21:
A 15-year-old special needs child was discovered covered in his own faeces and urine during a midnight raid to flush out illegal immigrants early today.
Negeri Sembilan Immigration Department director Faizal Fazri Othman said the boy was found locked in a room at Taman Semarak Phase 2, Nilai, Negri Sembilan, during a routine raid to haul up illegals at 2.30am.
“The child was discovered locked up, covered in feces and urine. He was believed to be on his own in a dirty and messy room,” he told The Rakyat Post.
The mother, who is a Malaysian working for a catering company, had been unable to obtain a nanny for over a year, he said.
“This child was from her first marriage and she is believed to be living in another house with her other children from her second marriage.”
The child was found among a pile of rubbish with his shirt ripped, unwashed, his hair unkempt and his physical appearance skinny.
The department has sent the child to the Tuanku Jaafar Hospital (HTJS) in Seremban to receive treatment.
“Due to his condition, we believe he could have been abused and neglected, leading us to rescue the child under the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007,”
Faizal said the mother has been detected and the case was now been handed to the Welfare Department (JKM) for further action.
The case led Minister of Women, Family and Community Development Datuk Rohani Abdul Karim, who is in Kuching, to tweet earlier today and order JKM officials to investigate and provide assistance to the child.
“Knk OKU dkurung-Sy sedih n arahkan @JKMHQ siasat n trun bri plindungn kpd mangsa kini drawat d hspital.PC dbuat mlm ni d HotelGrandCont Kch.”
(“I am sad to see the OKU child being locked up and I have ordered JKM to look into the matter. PC is to be held tonight at the Grand Continental Hotel in Kuching.”).
Later on, in a press statement Rohani expressed her shock and sadness over the negligence of the child, which she said was suffering from cerebral palsy.
“The child is thin as he lacks the proper nutrients from his food intake, leading him unable to walk and is only able to crawl,”
She said investigations are ongoing and if the mother is found guilty of neglecting the child, the boy would be placed under the department’s care.
The Negeri Sembilan Welfare Department (JKMNS) will be collaborating with the police and HTJS to facilitate investigation of the case.
Meanwhile, State Women, Family and Community Development Committee chairman Datuk Norhayati Omar said doctors were determining the type of disability the child had.
“Hospital staff have bathed the child, cut his hair and he is fine,” she said when contacted by The Rakyat Post.
Norhayati said she had earlier visited the child and had instructed the hospital to come up with a report, which would be forwarded to the Nilai police. She also expressed her disappointment at the way the child had been taken care of.
“I urge members of the public who face issues in taking care of children with special needs to come forward to us (JKM). We are willing to assist in whichever way we can.
“Just don’t treat them in such a way,” Norhayati said, adding that as a mother, she felt extremely sorry for the child who was neglected in such a manner.
When asked if any action would be taken against the mother of the child, who is from Sabah, Norhayati explained that the department’s primary concern now was the child.
“The mother becomes secondary. However, once the hospital has sent the report to the police, we will work together to see what can be done. The police report has been lodged at the Nilai police station earlier and the case will be investigated under the Child’s Act 2001.
“I’m interested to know why the mother did not take full responsibility to take care of the child. I will be meeting her in the coming days,” Norhayati said, thanking the Immigration Department for its quick act.

Ooo..ciannya..blajo kat tmpt kursus biasa la..mcm yg epal tu ke ..
taklah belajar kat pusat latihan org oku lah..
belajar betul2 duk hostel ade kelas bagai
hujung tahun ade konvo bagai.
adik ai xpenah sekolah keb mcm kita2 nih, sbb dedulu skolah mana mesra oku.
kalo nk anto cikgu suh mak yg urus ke tandas bagai.
cikgu xmo cara semua tu
walhal kalo ke tandas pun adik perlu tandas yg selesa utk oku gak.. sekolah mana ade semua tu.
so susah lah, mak xleh nk duk kt sekolah sehari suntuk, ank2 lain pun nk kena urus juga.kiteorang adik badik pun ramai dan hidup susah dulu.
nk anto sekolah khas jauh kt kl n adik dulu selalu tak sihat so mak berat hati nk lepaskan.
mak risau takut org gunakan letak tepi jln minta sedekah bagai..
tp adik mmg nk sgt kuar dr umah pi belajar itu ini.
bila dia dah dewasa skit nih n dah jarang sakit baru mak benarkan pi belajar kt pusat latihan tu.
jd dulu adik belajar menulis n membaca sendiri kat umah, kami2 lah ajar.
tp hati beliau terang, org jkm pun xsangka adik bleh baca n menulis ngn baik walopun xdpt pendidikan formal kt sekolah.
