Off-duty policeman interrupts gang fight

An off-duty policeman was forced to shoot a man who was allegedly involved in a gang fight outside a restaurant here.
It is uncertain whether S. Sarawanan, 28, died from the bullets or from injuries sustained during the fight.

Three others were injured, one seriously, in the gang fight outside a restaurant at 4.30am today in Permas Jaya here.

The policeman, who was attacked by some of the men, received outpatient treatment. Two other men suffered slash wounds.

Johor CID chief SAC II Datuk Abdul Rahim Jaafar said Sarawanan was believed to have joined two or three others armed with parangs in the clash with a group having a meal outside the restaurant.

They did not know that an off-duty policeman was also eating there.

Rahim said the policeman tried to intervene, but Sarawanan confronted him, causing the former to open fire.

"The policeman fired two shots, hitting Sarawanan on his hand and stomach. But as the policeman tried to retreat, he was chased by others who rained blows on him.

Rahim added that investigations were under way to determine whether the injured were gang members or merely patrons of the restaurant.

"One of the victims sustained slash wounds on the head, while another was slashed on the left shoulder," he said.

He added that police rounded up seven men in their 20s shortly after the incident for questioning.

Rahim said police were also waiting for the post-mortem report to ascertain whether Sarawanan died from the shooting or from the blows inflicted by his assailants.

Putting the smile on our policemen

Datuk Seri Rais Yatim wants to change the face of local council enforcement officers: He plans to put a smile on them.
The Culture, Arts and Heritage Minister also hopes Malaysians will see friendlier policemen from next year.

He plans to bring the National Courtesy Campaign to these law enforcement officers.

He said in a survey to gauge the success of the campaign launched in January this year, policemen and local council enforcement officers were the target of many complaints.

"As far as the council enforcement officers are concerned, even a deputy minister has likened them to the Mafia. So we are going big on this," he told the New Straits Times.

Rais said the participation of these law enforcement officers would be dual-faceted: To instil a love for law enforcement and respect for the law among the people, and to work towards ensuring that enforcement standards were applied thoroughly.

He said in some places, including Ampang Jaya where he lived, there was scant respect for the law and poor enforcement of the law.

According to the survey, 69 per cent of 26,000 respondents from all walks of life said they were aware of the campaign.

Rais said this was an indication that the Malaysian public was ready to change, although "we are not seeing the results yet because the budi-bahasa fibre has not been well-awakened yet. That抯 why people litter and jump queues."

Rais said one reason government front-liners were more friendly was that his ministry responded swiftly to public complaints about rude government employees.

Rais said he would even tell his Cabinet colleagues of complaints regarding their ministries.

"I urge the public to write to us if they are being mistreated," he said.

The five-year campaign was launched in January by Prime Minister Datuk Seri Abdullah Ahmad Badawi, who called on public service employees to provide service with courtesy, friendliness and care.

Three detained for assault on officers

Chairs, glasses and punches were hurled at them. One was even yanked by the bag strap from behind.
But the 10 enforcement officers from City Hall stayed calm and walked out of the entertainment outlet at Lintas Square yesterday morning.

Later in the day, police detained three men following a report lodged by City Hall enforcement director Abdul Mukti Muchlish, who had earlier led the team in the operation to check outlets operating beyond permitted hours.

A bruised Mukti accepted what happened to him and his team as part of their job.

"We could have retaliated that morning but that would have made it worse. It would make us the same as the thugs. We were there to carry out our duty and we did."

Mukti said he led the team to the outlet following complaints that it was open past the 2am limit.

"We had been to the place twice before and fined the operator on both occasions.

"At 3.30am that morning, we went to check on the licence and at the same time ordered the caretaker to stop operations," he said, noting that the person in charge obliged.

The bar captain announced twice that they were closing and asked the patrons to leave. Three men refused to leave. One of them began taunting Mukti by hurling abuse at him and brushing him with his shoulders.

Mukti claimed that as they walked out they were kicked and punched.

The worst-hit was officer Ernest Mojikon, who was yanked by the neck by a bag strap.

Mukti said as they headed for their vehicle, one of the men challenged them to a fist-fight. The officers drove straight to the police station and lodged a report.

aku amik kat dlm forum pinoy, si yiyiyi tu org pinoy gak, aku raser budak skolah lgi kot, sebab dier langsung tak tahu menahu apa2 pasal tentera sendiri, yg marah dier tuh org pinoy gak, itu yg aku nak tergelak tuh....

Tentera Negara Jiran Cuba Intip Operasi Keselamatan Di Sempadan Negara


PENGKALAN HULU, 21 Okt (Bernama) -- Angkatan Tentera Malaysia (ATM) yang bertugas di beberapa pos kawalan sempadan negara dekat sini berjaya mengesan dan merakam cubaan pengintipan beberapa anggota tentera negara jiran terhadap pergerakan Askar Wataniah yang bertugas.

Panglima ATM Laksamana Tan Sri Mohd Anwar Mohd Nor berkata anggota yang bertugas di pos 803, Bukit Berapit dapat mengesan askar berbaju hitam cuba melakukan intipan terhadap pergerakan tentera Wataniah di pos berkenaan.

"Laporan awal menunjukkan pada 17 Sept lepas anggota melihat askar "sahabat" kita berbaju hitam memanjat pokok untuk melihat keadaan di sebelah sini. Jadi saya rasa itu seperti tidak ada apa yang hendak kita khuatiri kerana kita dapat lihat mereka ingin terkini cara kita beroperasi," katanya kepada pemberita di sini hari ini selepas melawat pos kawalan sempadan, Kem Askar Wataniah 303 dekat sini dan menyampaikan sumbangan kuih raya kepada anggota tentera yang bertugas.

Beliau berkata semua laporan dan rakaman berhubung intipan tersebut akan dianalisa bagi mengesan sama ada ia merupakan satu "trend" atau hanya sekali-sekala serta dijadikan data keselamatan negara.

Katanya perkara itu juga tidak perlu mendapat maklum balas daripada pihak keselamatan negara jiran kerana ia boleh dibincangkan pada Mesyuarat Jawatankuasa Sempadan Am yang sentiasa diadakan.

Aktiviti pengintipan tentera negara jiran itu berjaya dikesan selama empat hari dalam tempoh seminggu bermula 17 Sept lepas di sekitar jarak 400 meter sempadan negara di Bukit Berapit dekat sini.

Namun, pengintipan mereka berjaya dikesan anggota tentera Malaysia bertugas yang menggunakan jalan kecil kawasan pokok getah dan kelapa sawit tanpa mereka sedari.

"Kita selalu membuat mesyuarat antara panglima-panglima tentera am dalam jawatankuasa itu. Perkara-perkara ini boleh dibincangkan juga tetapi ia bukanlah satu ancaman. Kita anggap aktiviti intai-mengintai ini sebagai satu aktiviti biasa. Mungkin mereka rindukan kita di sini," katanya.

Pihak keselamatan negara juga akan mengkaji mengapa mereka menjalankan pengintipan itu.

Mohamed Anwar turut menafikan kejadian itu berkait rapat dengan pergolakan yang sedang berlaku di selatan Thailand.

Kem RAMD Di Sempadan Dikekalkan Dan Dibaikpulih


BUKIT KAYU HITAM, 30 Okt (Bernama) -- Kem Rejimen Askar Melayu Diraja (RAMD) berhampiran sempadan Malaysia-Thailand di sini tidak akan dipindahkan dan sebaliknya akan dibaikpulih dan dipertingkatkan prasarana dan kemudahan sedia ada, kata Setiausaha Parlimen Jabatan Perdana Menteri (JPM) Datuk Johari Baharom.

Beliau berkata kem tersebut perlu dikekalkan di lokasi sekarang bagi mengawasi pintu masuk di sempadan.

"Ada ura-ura kem ini mahu dipindahkan ke kawasan lain tapi kita merasakan wajar ianya terus berada di sini dan JPM sendiri akan mengkaji agar peruntukan dapat disalurkan untuk pertingkatkan kemudahan," katanya kepada pemberita selepas melawat pos kawalan sempadan dan majlis makan malam bersama anggota RAMD di kem itu di sini Sabtu malam.

Kem itu yang terletak kira-kira 100 meter dari pintu masuk sempadan, sebelumnya adalah kem Askar Wataniah di bawah Bahagian Keselamatan JPM.

Johari berkata, beliau akan berbincang dengan Ketua Pengarah Bahagian Keselamatan JPM dan akan mengadakan lawatan bersamanya di kem tersebut tidak lama lagi bagi meninjau dan mengenalpasti keperluan untuk membaikpulih kem itu.

Katanya, kem tersebut beroperasi sejak 25 tahun lepas menempatkan lebih 500 anggota dan ianya wujud sebelum Kompleks Imigresen dan Kastam dibina di sini lagi.

Beliau berkata, kemudahan beberapa pos kawalan di sepanjang sempadan Malaysia-Thailand yang dipantau oleh RAMD dari kem ini yang kini tidak mempunyai kemudahan bekalan air dan elektrik akan turut dipertingkatkan.

Sempena lawatan itu, Johari menyalurkan sumbangan berjumlah RM12,000 kepada pihak pentadbiran kem tersebut untuk anggota-anggotanya menjalankan aktiviti dan program.

Sebelum itu di JITRA, Johari juga Anggota Parlimen Kubang Pasu turut menyerahkan elaun tahunan kepada 114 orang pengerusi dan setiausaha Jawatankuasa, Kemajuan dan Keselamatan Kampung (JKKK) di daerah itu.

Pengerusi menerima RM600, sementara setiausaha RM300 setiap seorang.

Boustead serah 2 kapal ronda akhir tahun

BOUSTEAD Holdings Berhad (Boustead) akan menyerahkan dua kapal ronda luar pantai (OPV) kepada Kementerian Pertahanan menjelang akhir tahun ini manakala empat lagi akan dihantar dalam tempoh antara setahun hingga setahun setengah lagi.

Pengarah Urusan Kumpulan Boustead, Tan Sri Lodin Wok Kamaruddin, berkata pihaknya bekerja keras untuk memastikan pembinaan enam kapal yang ditempah Tentera Laut Diraja Malaysia (TLDM) itu dapat disiapkan dalam tempoh ditetapkan.

Malaysia - the big push

Following on from a concentrated period of acquisition activity, the Malaysian armed forces (MAF) should focus much of the forthcoming Ninth Malaysia Plan on putting their new capabilities into service.

Admiral Tan Sri Dato' Sri Mohd Anwar Bin Hj Mohd Nor, the Chief of Defence Force (CDF), highlights one new priority. "We will now expand the envelope toward area defence capabilities. It's all going to medium-range missiles," he said. Looking beyond the next five-year plan, he added: "After 2010 we envisage improving and enhancing our information warfare and electronic-warfare capabilities and at the same time having a fully developed network of command and control, communication, surveillance and intelligence systems. We intend to maximise technology for quicker reaction and response times to any contingency."

Emphasis on ground forces

The next five-year plan should include the introduction of a medium-range system, with China's KS-1/KS-1A currently favoured over the Russian-made 9K37 Buk-1. These are likely to be supplemented by additional short-range systems: probably China's FN-6, which would be produced locally, or either the Igla or new Igla-S from Russia.

In the longer term, some analysts suggest, the MAF may seek to establish a joint structure to control the co-ordination of ground-based air defence.

Together with air defence, perhaps the army's only other high priority centres on bolstering command and control (C2). This should include new tactical communication equipment and further digitisation.

Otherwise, sources say, the Ninth Malaysia Plan may include provision for additional 105 mm howitzers and multiple rocket systems to further strengthen firepower, the former because the 105 mm Model 56 pack howitzers are nearing the end of their service life.

Italian special forces to undergo training here



KUALA LUMPUR, Nov 30:

Italian special forces soldiers will undergo jungle warfare training in Malaysia sometime next year.
Besides learning new warfare tactics, they would also exchange ideas on operational standards and technology, said Captain Fausto Surace, the Italian defence attache here.

"Malaysia has the right weather and terrain for jungle warfare which Italy does not have," he said.

Italy chose Malaysia for its training centre due to the tropical terrain and its long term relationship with the country which goes back to the 1960s.

In recent years, there have also been more joint ventures between Italian defence companies and their local counterparts.

This includes the agreement between Agusta Westland and Deftech (DRB-Hicom抯 defence arm) last June 14, at the Paris Air Show, to build a facility to customise, maintain and repair the commercial range of Agusta Westland helicopters in the region.

Another partnership between the two countries is the setting up of Comlenia Sdn Bhd, a joint venture company involving Italian defence radar equipment producer, Selex Sistemi Integrati, which provides after sales service for the Laksamana class corvettes for the Royal Malaysian Navy.

Meanwhile, Agusta Westland, Alenia Spazio Aermachi, Fincantieri and Oto Melara will be among the main players in the Italian defence industry which will be coming for the Langkawi International Maritime and Aerospace 05.

The Italian Air Force will also be bringing its latest maritime patrol aircraft, ATR42MP, and its trainer aircraft, Aermacchi MB399CD, for the static display.

The MB399CD will be used to train RMAF pilots for the new fleet of Sukhoi 30MKM multi-role fighters which will be operational in 2007.

At the exhibition. the Italian Deputy Defence Minister Fillipo Berselli will officially hand over the Agusta A109M Light Utility Helicopter to the army.

The contract to buy 11 of the helicopters was signed here on June 16 last year.

Equipped with rocket launchers and machine gun-pod, they will be used as light observation helicopters by the army抯 air wing unit.

The helicopters will further improve the army抯 performance and combat ability.

The Italian ambassador to Malaysia, Anacleto Felicani, said his country would be sending a 60-member delegation to Lima 05.

"Malaysia is seen as a centre of business opportunity for Italy. Now our relationship has developed into a partnership," he said.
