Pesawat  tempur JAS-39 C/D Gripen keluaran SAAB dari Sweden.

KUALA LUMPUR 20 Nov.
Pengarah Urusan SAAB International Malaysia Sdn. Bhd.

Malaysia, China ink defence pact

Malaysian Defence Minister Datuk Seri Hishammuddin Hussein ( second left) paying an official visit to his Chinese counterpart, General Chang Wanquan, (second right) at the Bayi Building in Beijing yesterday.

REGIONAL COOPERATION: Joint exercises for all three military branches in future

MALAYSIA and China are to engage in joint military exercises beginning next year, nine years after having signed a memorandum of understanding on defence cooperation.

Defence Minister Datuk Seri Hishammuddin Hussein, who is on his maiden visit to Beijing following his appointment to the post in May, said they would encompass the three disciplines of land, sea and air.
He said the military exercises was one of the matters agreed to during his meeting with China's Defence Minister, General Chang Wanquan, yesterday to forge a more comprehensive strategic cooperation between the two countries.

"Both sides have agreed to foster greater cooperation in defence, particularly in holding joint exercises, exchange of military personnel, establishing cooperation in the defence industry and fighting terrorism and transnational crime," he said in a statement sent to Bernama from Beijing.

Hishammuddin's visit was aimed at strengthening bilateral defence relations and following up on the state visit of China's President Xi Jinping to Malaysia from Oct 3 to 5.

Malaysia had officially established cooperation with China in 2005, but it had hitherto been confined to an exchange of visits.

Hishammuddin said his visit also coincided with the 40th anniversary of the establishment of diplomatic relations between Malaysia and China, which would be celebrated next year.

He said he had invited Chang to visit the Royal Malaysian Navy base in Teluk Sepanggar, Sabah, to jointly launch the establishment of direct contact between Malaysia's Naval Region Command 2 (Mawilla 2) and China's Southern Sea Fleet Command.

Hishammuddin also met with several of China's top leaders, including Vice Chairman 1 of the Central Military Commission, General Fan Changlong.

He was taken on a visit to the headquarters of the Southern Sea Fleet Command in Zhanjiang and the Guangzhou Military Region, which is one of seven military administrative regions in China.

"It is hoped that this visit will enable Malaysia-China defence ties to expand and encompass other fields and consolidate interaction between the two countries" said Hishammuddin.

China and Malaysia To Hold Maritime Exercises: What Gives?

China and Malaysia will conduct their first military exercises next year.

By Ankit Panda
November 15, 2013

In a somewhat novel maritime development in the South China Sea, China and Malaysia have agreed to hold joint military exercises next year, following up on a Memorandum of Understanding the two signed in 2005. The exercises were confirmed by Malaysian defense minister Hishammuddin Hussein towards the end of October. The two states formally held their first defense and security consultation in Kuala Lumpur in late 2012.

Despite the vagueness of the statement, Hishammuddin confirmed that the exercises would contain a strong maritime element. Beyond the fact that the drills are planned for next year, there are no details about their scope, location, or which military branches will participate. According to Defense News, Hishamuddin invited his Chinese counterpart, General Chang Wanquan, "to visit the Malaysian naval base of Mawilla 2 in the South China Sea on the island of Borneo.”

The announcement came just two weeks after reports that Malaysia would establish a marine corps and a naval base close to the James Shoal, which in waters in the South China Sea (SCS) claimed by both China and Malaysia. According to IHS Jane’s Defence Weekly, the Royal Malaysian Navy (RMN) is expected to set up a base at Bintulu in the South China Sea "to protect the surrounding area and oil reserves.”

The James Shoal – 60 nautical miles from this location – was the site of a PLAN exercise in March 2013. Janes cites that exercise as an example of "China asserting its claims to most of the SCS.” It continues that the marine corps announcement "follows a number of unpublicised incursions by Chinese naval and maritime surveillance forces into Malaysian waters off East Malaysia and the Malaysian portion of the Spratly Islands.”

In a piece written in March 2013, appearing in the Australian Strategic Policy Institute’s blog The Strategist, Shahriman Lockman underscored the muted Malaysia reaction to China’s exercise at the James Shoal. Lockman said, "the exercise was also notable for the distinct lack of a visible public reaction from Malaysia. Neither the Malaysian Prime Minister nor the Foreign Ministry has made even the most perfunctory statement on the matter. Never mind that a Malaysian naval offshore patrol vessel, the KD Perak, monitored the exercise and issued orders for the PLA Navy to leave the area. And never mind that a standard protest may have been quietly expressed through diplomatic channels.”

In Lockman’s analysis, Malaysia is somewhat of an exceptional case in ASEAN vis-à-vis China on security matters owing to its historical significance, among other factors. On defense issues, the two have pledged to establish high-level cooperation since 2000, when they signed a long-term cooperative framework agreement. Southeast Asia expert and fellow Flashpoints columnist, Carl Thayer writes that the agreement "included a defense clause calling for an exchange program of high-level visits, study tours, seminars, ship visits, and cooperation in training, research and development, and intelligence sharing. In addition, the agreement also called for cooperation between national defense industries to include reciprocal visits, exhibitions, seminars and workshops to explore the possibility of joint or co-production projects.” Thayer notes that China and Malaysia conduct bilateral relations on the level of “strategic partners."

Xi Jinping has also talked of establishing a “maritime silk road” with ASEAN states – a proposal that was met with considerable skepticism across Southeast Asia given the scope of territorial disputes with China in the SCS. Xi’s proposal is expected to direct Chinese attention and investment towards establishing "a web of trade links and better connectivity between ports and maritime co-operation.” The move to conduct maritime exercises with Malaysia may be an attempt to foment the latter – Xi and Li, during their recent visits to Southeast Asia, did emphasize the concept quite a bit.

The decision to conduct these exercises also flies in the face of ASEAN’s strategy against China. The ten-member body has been trying to present a united front against China, which is perceived as a regional “bully” by some. The Diplomat was unable to determine if the decision to follow-up on the 2005 MOU on Defense Cooperation was initiated by the Chinese side or the Malaysia side. The reaction from other ASEAN states to the decision is sure to be negative, especially considering the very recent flare-ups of maritime disputes between China, Vietnam, and the Philippines. At this point, it's anyone's guess if Malaysia and China are maritime partners or competitors in the South China Sea.

KUALA LUMPUR: MALAYSIA is looking to boost its defence ties with  Vietnam by establishing a direct link between the two countries' naval bases near the South China Sea.

Defence Minister Datuk Seri Hishamuddin Hussein said efforts to create a connection between Malaysia Maritime Region 1 Base in Kuantan and Vietnam Southern Command was discussed with his Vietnamese counterpart, General Phung Quang Thanh, on Friday.

Hishammuddin said the establishment of this link would enable the two countries to contact each other should any problems occur at sea during an operation.

"I have also conveyed our intention for Malaysia and Vietnam to cooperate to make the Asean Defence Industry Collaboration a reality."

Hishammuddin is in Hanoi for a working visit after a three-day working visit to China.
It is his first visit to Vietnam since assuming the portfolio as defence minister in May.

On his meeting with Thanh, he said they had agreed to improve the defence relationship, including holding annual meetings at the executive level.

Other efforts were exchanging personnel in training and education, conducting joint exercises, exploring new areas of defence industry and increasing cooperation in maritime security, he said.

Hishammuddin said Malaysia and Vietnam had signed a defence cooperation agreement in 2008.

Entulu wants more military college slots for East Malaysians

SIBU: At least 10 per cent of the slots in the national military colleges should be earmarked for Sabahans and Sarawakians, says Minister in Prime Minister’s Department Datuk Joseph Entulu.

Entulu, however, felt in order to catch up with Peninsula in all aspects of development, the number should be more than 10 per cent.

He supported the call from Sarawak Veteran Armed Forces of Malaysia Association and Association of Ex-servicemen of Malaysian Royal Navy of Sarawak president Thomas Ling for more slots for Sarawakians in the country’s military colleges.

Ling reportedly said too few candidates had been selected from Sarawak for admission to the Royal Military College (RMC) and University of National Defence Malaysia each year, appealing to the government through the Defence Ministry to take in 40 students from the state annually.

“In fact, I don’t know why they said 40 (students). But just like in the case of scholarship and so on, they should set aside at least 10 per cent for Sabahans and Sarawakians to keep pace, what I feel is equitably ours.

“I am sure Sarawakians will be able to fill the quota and gladly so,” Entulu, who is Selangau MP, said yesterday.

Malaysia, Singapore to resume jetfighter cross deployment exercise after 15 years

BUTTERWORTH: The air forces of Malaysia and Singapore will deploy jetfighters to each other’s air bases in the first cross base exercise between them since 1998, said Armed Forces chief Tan Sri Zulkifeli Mohd Zin.

He said this was part of the two-week joint exercise of the Five Power Defence Arrangement (FPDA) member states involving 2,000 members of the defence forces, 68 aircraft, 10 ships and a number of ground-based air defence units starting Nov 6.

The cross deployment stipulated under the Base Support Arrangement (BSA) would enabled the Royal Malaysian Air Force (RMAF) and Republic of Singapore Air Force (RSAF) to cooperate and assist each to cater to the needs and requirements in terms of security of both countries.

“It is also aimed at enhancing ties and understanding among members of RMAF and RSAF,” he told a news conference in conjunction with the opening ceremony of Exercise Bersama Lima 2013 (Ex s BL 13) at the RMAF airbase here yesterday.

He said the joint exercise entailed the army, naval and air firepower among FPDA member states comprising the United Kingdom, Australia, New Zealand, Singapore and Malaysia.

Zulkifeli the exercise involved command post exercise at the Butterworth Airbase and field training exercise over the South China Sea.

He said the training would boost bilateral cooperation between Malaysia and Singapore as it would enhance understanding during mutual cross deployment of aircraft between the two countries.

“Five Hawk MK 208 will be deployed by the RMAF while five F-16C/D will be dispatched by the RSAF during the exercise,” he added.

The Ex s BL 13 opening ceremony was also attended by Australia chief of defence force Gen David John Hurley, Singapore chief of defence force Lt-Gen Ng Chee Meng, New Zealand chief of defence force Lt-Gen Richard Rhys Jones, and British RAF Regiment’s Commandant General Air Commodore Nick Bray.

The FPDA was put in place in 1971 as a “loose consultative political framework” to replace the Anglo-Malaysian Defence Agreement when Britain pulled its troops out of Singapore and Malaysia.

Polis masuk kampus

Zin; Pengerusi RRD, Leftenan Jeneral Datuk Mohd. Zaki Mokhtar; Panglima Tentera Darat, Jeneral Datuk Raja Mohamed Affandi Raja Mohamed Noor dan Panglima Medan Tentera Darat, Leftenan Jeneral Datuk Sri Zulkifli Kassim.

Menembak tingkat kemahiran

TENANG...

Malaysia mulls changes to anti-piracy mission in Gulf of Aden

Dzirhan Mahadzir, Kuala Lumpur - IHS Jane's Defence Weekly

Malaysian Defence Minister Hishammuddin Tun Hussein said on 19 November that a decision will be made by the end of 2013 on whether to continue Operation 'Fajar', the Royal Malaysian Navy's (RMN's) anti-piracy escort mission in the Gulf of Aden for ships belonging to the Malaysian International Shipping Corporation (MISC).

"It has been decided that within the next two months ... that the government, RMN, and MISC will assess the mission and decide upon the mission's future," he said at a press conference in Kuala Lumpur.

RMN Chief Admiral Aziz Jaafar told IHS Jane's that an alternative being considered was for MISC to station private security teams on its ships, a course of action being considered because MISC ships faced the threat of pirate attacks beyond the range that they are under escort.

The MISC security teams would comprise ex-RMN navy commandos "so we have no reservations about the security teams' capabilities as they were formerly our men," Adm Aziz said.

Should the option to field private security contractors be undertaken, the RMN auxiliary ships carrying out the mission on a rotational basis, Bunga Mas 5 and Bunga Mas 6, both of which are loaned by MISC, would be de-flagged and revert back to their merchant status under MISC.

Operation 'Fajar' began on 30 August 2008 when an RMN task group carrying a tri-service commando force with helicopters was dispatched to rescue the crew of two MISC tankers hijacked by Somali pirates (although the force did not go into action as the hostages were freed after a ransom was paid).

A series of RMN warships then carried out the escort mission until it was taken over by the Bunga Mas 5 in June 2009. The vessel was supplemented by a second auxiliary, the Bunga Mas 6, in August 2011.

RAAF contingent arrives in Malaysia for Exercise Bersama Lima

Leading Aircraftman Tyler Turner carries out a routine inspection of the flight control computer of an F/A-18 Hornet.

Royal Australian Air Force F/A-18A/B Hornets and personnel from Number 3 Squadron, RAAF Base Williamtown, have arrived in Malaysia to join defence forces from Malaysia, NZ, Singapore and the UK for Exercise Bersama Lima 2013.

The two-week international exercise, which commences on 7 November, will see air, ground and naval assets from participating nations exercising in various locations over the Malaysian Peninsula and South China Sea.

Exercise Bersama Lima promotes a shared understanding of air and maritime operations, the protection of the marine environment and disaster relief.

For the first time in Malaysia, the RAAF will be supporting the exercise with a full complement of integrated air support, including the E-7A Wedgetail, AP-3C Orion, KC-30A Multi Role Tanker Transport and a KA350 King Air.

Commanding Officer of Number 3 Squadron, Wing Commander Tim Alsop, said “This is a very complex exercise for the participating nations, due mainly to the level of activity taking place throughout the Malaysian Peninsula and Singapore during the activity.”

“The exercise starts with five days of Force Integration Training, where we learn how each others’ aircraft and aircrew work, and gain an understanding of the airspace and terrain.

“This year we have brought an integrated fighting package, including the KC-30A MRTT to keep us in the fight longer, and the E-7A Wedgetail that will provide greatly increased battlespace awareness. This is the first time we have had this level of support on a Malaysian deployment,” Wing Commander Alsop said.

The Orion and King Air will also participate, as well as RAAF air and ground crews who will train alongside Australia’s regional partners and build on existing relationships.

“We always look forward to deploying to Malaysia and Singapore; they are fantastic hosts and great friends. We learn so much from the unique training opportunities presented here, some of which are not available back in Australia,” Wing Commander Tim Alsop said.

Exercise Bersama Lima is part of the Five Power Defence Arrangement (FPDA). The exercise will conclude on 21 November.

Australia and Malaysia complete maritime exercise

KD Lekiu's Super Lynx aircraft completes winching operations with HMAS Ballarat.

Approximately 300 Royal Australian Navy and Royal Malaysian Navy personnel have concluded the maritime security exercise, Exercise Mastex.

The Australian ANZAC Class Frigate, HMAS Ballarat, joined the Lekiu Class Frigate KD Lekiu in the North Malacca Straits for the week long bilateral maritime exercise.

Mastex provided both navies with the opportunity to improve understanding of how the other operates in common aspects of naval warfare.

Commanding Officer Ballarat, Commander Matthew Doornbos, said the exercise was part of an ongoing program of engagement between the two navies.

“The navies of Australia and Malaysia have conducted Exercise Mastex together since 2002,” Commander Doornbos said.

“It is an important part of the Royal Australian Navy’s exercise program and helps to foster a close and long lasting relationship between our two nations.

“Mastex started with a harbour phase – which included a range of briefings and professional exchanges – before we undertook the sea phases of the exercise. While at sea, Ballarat and Lekiu undertook a graduated series of maritime security activities, which culminated in complex warfare serials.

“By regularly conducting exercises like Mastex, we ensure that the Royal Australian Navy and Royal Malaysian Navy are ready and capable of working together on a common task.”

Australia’s strong relationship with Malaysia is underpinned by cooperation through the Five Power Defence Arrangements, which includes extensive people-to-people links between its two defence forces.
