Can a layman correct a monk? Whats your opinion

Suppose a layman was well learned in the vinaya. Would it be considered inappropriate or improper for that man to gently bring to attention a monk's fault or error in regards to a vinaya rule, be it major or minor?

I could see this being especially relevant if a monk disrobed after many years yet still associated and spent much time with the sangha. Over time he might certainly have opportunity to witness misconduct.

for heinous crimes and major issues, rebuke without holding back!
