what authority should i report for dog abuse

my neighbour recently brought back 2 dogs, the dogs are tied under a narrow space w/o shelter, they are under direct sun and rain everyday, no bath, and i guess no enuf food also....1 of it is terrier and can u imagine the dog is not bathe for 365 days and no movement at all, 1 of the eye is blind, and pretty old...i don know y this ppl keep a dog w/o giving care to thenm.......but i don kow wat to do seeing the dog suffering. i cant do antything coz they r my neighbour and i guess nobody will bother me, is there any authority i can report to....or any effective way to save the dog....pls helppp....

i read somewhere before that u cud always call the SPCA and their officer will try to investigate it..but then...im not so sure how far they will treat this kind of cases....depending on situations i guess...

come to think of it..its sad that there's not much effort taken by our Government to protect domestic animals from cruelty....i really hope one day it will change..

ya....i think i should try SPCA, but i will continue to fight for these poor dog....pls give ne energy ya...thanks for advice...

korang kene report perkara cruelty ni ... kepada mana2 pejabat penguatkuasa Jabatan Perkhidmatan Haiwan yang berhampiran ... tindakan akan diambil ... problem dia .. teramat sedikit yg nak pi report ... tengok je .. pastu paling senang ... complaint kat surat khabar ... TV3 berbanding ngan buat report kat mana2 local JPH. .

seperkara lagi .... undang2 sedia ada .. teramat longgar .. masih menggunapakai ordinan haiwan 1953 yg mana ... lebih menekankan kepada haiwan ternakan ... dan kurang memberi penekanan kepada haiwan kesayangan. Kesedaran tentang .. haiwan kesayangan .. cats dogs ni .. baru2 je meningkat sejak tahun lewat 90 an ...
So dengan law yg sedia ada ni .. kalau dicabar di mahkamah ... autoriti cam JPH .. leh kalah sebenarnya.
Last aku follow up bende ni .. aku dengar animal act ... dalam final draf ... tapi hari tu kat pnb - percetakan nasional berhad... aku dah nampak animal act ni ... cuma x baca lg ...

kalau tengok ... rekod .. banyak juga JPH dah bawak sesapa yg dilapor "cruel" ngan animal ni ... masuk mahkamah ...
