Radar baru mengawasi perairan Sabah

PENEMPATAN anggota pasukan keselamatan di kawasan pulau-pulau dan pesisiran pantai di kawasan sempadan terutamanya di kawasan pantai timur Sabah dapat mengwujudkan keselamatan dan keselesaan kepada rakyat di negeri itu.

Kehadiran anggota keselamatan terutamanya tentera, polis dan Agensi Penguatkuasaan Maritim Malaysia (APMM) di kawasan pulau-pulau dan pesisiran pantai tentunya akan menyakinkan rakyat untuk hidup dalam keadaan lebih aman dan selesa.

Dengan adanya keamanan di negeri ini, industri pelancongan akan terus berkembang.

Keputusan kerajaan menempatkan pasukan keselamatan khasnya tentera di pulau-pulau di sekitar perairan pantai timur Sabah sejak beberapa tahun lalu terbukti berkesan apabila sejak itu tiada lagi sebarang insiden seperti penculikan dilaporkan berlaku.

Situasi itu secara tidak langsung turut mengembalikan keyakinan dan kepercayaan masyarakat mahupun pelancong asing, yang sebelum ini sedikit tergugat ekoran insiden penculikan di Pulau Sipadan dan Pulau Pandanan, Semporna pada tahun 2000.

Baru-baru ini, satu majlis perasmian Sistem Pengawasan Radar Inisiatif 1206 telah disempurnakan oleh Panglima Markas Angkatan Bersama (Mk AB), Leftenan Jeneral Datuk Allatif Mohd. Noor di Bukit Tinagat, Tawau, Sabah.

Allatif berkata, Inisiatif 1206 mula diperkenalkan pada 2006 dan dikenali sebagai 1206 setelah mengambil kira seksyen-seksyen yang tertulis dalam akta pertahanan 1206 Amerika Syarikat (AS).

''Inisiatif 1206 ini telah diluluskan oleh Kongres AS untuk negara-negara sahabat termasuk Malaysia bagi mempertingkatkan keupayaan angkatan tentera negara-negara sahabat yang sedang membangun dalam mempertahankan kedaulatan negara dari ancaman keselamatan, anasir-anasir keganasan dan jenayah rentas sempadan,'' katanya.

Beliau menjelaskan, sistem Pengawasan Radar Inisiatif 1206 mula dipasang di beberapa lokasi di kawasan timur Sabah bermula dari 2007 sehingga kini secara berperingkat-peringkat.

Radar itu merupakan sebahagian daripada pakej penyediaan sembilan buah radar jenis sama di kawasan itu yang mana penempatan pertama di Bukit Tinagat telah pun siap dan mula beroperasi baru-baru ini.

Allatif menjelaskan, selain kemampuan pengawasan siang dan malam yang diberikan oleh Tentera Udara Diraja Malaysia (TUDM) dengan penggunaan teknologi infra merah, radar-radar 1206 itu akan memampatkan lagi bidang pengawasan Mk AB.

Katany, peningkatan (bilangan radar) ini akan membuatkan Operasi PASIR (Padanan And Sipadan Island Resort) Selatan akan lebih berkesan dan radar-radar tersebut akan diserapkan dalam sistem pertahanan yang sedia ada.

''Pakej latihan sepenuhnya akan diberikan kepada pegawai dan anggota Angkatan Tentera Malaysia (ATM), merangkumi pengenalan kepada sistem itu sehingga mereka mampu mengendalikannya dengan cekap," tambahnya.

Allatif berkata, Markas Angkatan Tugas Bersama Dua juga akan memperoleh bot-bot tempur dan peralatan sokongan maritim untuk meningkatkan keupayaan pengawasan maritim di perairan timur Sabah.

Beliau menegaskan, radar itu direka khas untuk pemantauan maritim sepanjang kawasan timur Sabah, Laut Sulu hingga ke Laut Sulawesi.

Apabila mula digunakan, ia bakal memudahkan pihak keselamatan mengawasi perairan serta bertindak dengan lebih cepat dan cekap, jika terjadinya sebarang insiden.

Bantuan yang diberi meliputi pakej iaitu kos penyediaan peralatan, pembinaan infrastruktur dan program-program latihan yang diperlukan, katanya.

Turut hadir semasa perasmian acara tersebut Asistan Ketua Staf J3 (Operasi dan Latihan Bersama), Mejar Jeneral Datuk Jusof Embong, Asistan Ketua Staf J4 (Logistik) Brigediar Jeneral Datuk Abu Bakar Md. Said (TUDM) dan Komander Angkatan Tugas Bersama 2, Tawau, Brigediar Jeneral Datuk Sheikh Mokhsin Sheikh Hassan.

Sementara itu, wakil dari pihak AS pula adalah Pembantu Setiausaha Dasar AS di Asia Tenggara, Brigedier Jeneral William Crowe dan Atase Pertahanan AS ke Malaysia, Kolonel Yeong-Tae Pak.

US-Malaysia Initiative to Enhance Maritime Security

On February 17, 2009, Ambassador James R. Keith and Malaysian Chief of Defense Forces Tan Sri Abdul Aziz bin Haji Zainal officiated at a presentation ceremony for a coastal surveillance radar system.  This radar system was provided to Malaysia under a U.S. security initiative known as 1206, which provides partner nations with tools to build maritime security capacity and prevent terrorism in Southeast Asia.

This radar system will enhance Malaysia抯 maritime domain awareness (MDA), which collects information from multiple sources, analyses and fuses them into intelligence, and disseminates it to security agencies involved in protecting Malaysia抯 maritime borders.  With better intelligence, security forces can more effectively investigate and interdict potentially illicit activities and vessels of interest.

Additionally, MDA can assist with other critical security measures, such as United Nations sanctions enforcement, counter-narcotics operations, and anti-piracy patrols.  The ultimate goal of MDA, is to create a security environment that deters illegal activity. Initially, MDA will identify threats in a timely manner for security forces so they can prioritize targets of interest and interdict their activities.

The challenges facing maritime security forces around the world have changed dramatically over the past decade and make the future security environment increasingly complicated and uncertain. With a more globally connected economy and continued reliance on the global maritime environment for trade and commerce, ensuring a safe and secure maritime environment is critical to national security and economic well-being.

Integrated Maritime Surveillance System

Trident抯 Integrated Maritime Surveillance System (IMSS) is designed for governments and other appropriate authorities challenged with demanding Maritime Domain Awareness (MDA) and Common Operating Picture (COP) requirements.

The IMSS is a tightly integrated network of ship and shore based sensors, communications devices and computing resources that collect, transmit, analyze and display a broad array of disparate data including automatic information system (AIS), radar, surveillance cameras, global positioning system (GPS), equipment health monitors and radio transmissions of maritime traffic in a wide operating area. Redundant sensors and multiple communications paths make the system robust and still functional even in the case of a major component failure.

The clever open architecture and purposeful use commercial off-the-shelf components provides the customer tremendous flexibility in making performance-cost trade offs today and in making capability upgrades and additions tomorrow.

TSI will supply and install TSI IMSS equipment to provide maritime domain awareness along the Eastern Sabah coast on the Sulu and Sulawesi Seas. This system will provide the Malaysian Armed Forces (MAF) with coastal situational awareness through sensor fusion, target detection, and classification capabilities. The capabilities provided by this contract will include:

    * Four TSI Coastal Surveillance Stations (CSS) to be installed along the Sulu and Sulawesi Seas;

    * Two additional uninstalled TSI CSS equipment sets;

    * An Eastern Sabah IMSS Regional Command Center which integrates CSS information into a Common Operational Picture (COP);

    * One additional uninstalled Command Center equipment set;

    * Eastern Sabah IMSS Concept of Operations (CONOPS), training, and exercise plans to support the introduction and operation of IMSS capabilities for the Malaysian Armed Forces.

Techno-Sciences Inc. in Beltsville, MD received an $11 million cost-plus-fixed-fee, fixed-price contract for technical support to the Malaysian Integrated Maritime Surveillance System (IMSS) to include upgrades to a command center and coastal surveillance stations in Malaysia. Work will be performed in Beltsville, Maryland (50%), and at sites throughout Malaysia (50%), and is expected to be completed September 2009. This contract was awarded as a Small Business Innovative Research (SBIR) program, Phase 3 follow-on contract, under the authority of 10 U.S.C. 2301-c-5. The Space and Naval Warfare Systems Center in San Diego, CA issued the contract.

tapi indon dah pakai 3 jenis radar. radar sperry marine, radar furuno dgn depa punya X band radar.

memang x sama, cuma perjanjian sama... coastile radar 1206, utk Gap Filler projek under perjanjian 1906... as per aku tulis atas tuh... lagipun sumer nanti akan integrated di MAB 1 n 2....
