SINGAPORE : Terror experts said fugitive Mas Selamat was rebuilding his terror network in Malaysia and was planning to relocate to Indonesia.

They believe he managed to escape with the help of Jemaah Islamiyah (JI) operatives in Malaysia.

While Singaporeans can finally come to rest with his capture, experts said they must continue to be vigilant.

Dr Rohan Gunaratna, a terrorism expert, said: "Mas Selamat is a terrorist with a very high degree of experience, and a man with tremendous determination. There are very few terrorists of that competence and capability, and it demonstrates that Singapore and the region faces a continuous threat. JI is a group that's constantly growing,... constantly active and he's been able to link up with a number of JI members,"

Experts believe that fortunately, Mas Selamat was not able to execute his dangerous operations while in hiding.

"The Malaysians only invoke ISA (Internal Security Act) if it was close to execution stage. So (there's) enough evidence for them to invoke the Act to make the case, that there's a need for the Act to be implemented for Mas Selamat," said terrorism expert Dr Kumar Ramakrishna.

"It's very important for these agencies to find out who Mas Selamat was in contact with, whether these are people already known, whether there are new individuals who are clean skins who have never had records before but are now radicalised and forming support cells, and (whether they have) plans laid for Singapore or anywhere else in region," he added.

Dr Rohan believes the Malaysians have discovered vital information which could lead to more arrests, although getting more out of Mas Selamat won't be easy.

"In terms of breaking Mas Selamat Kastari would require a very significant period of time because he's a very hardened terrorist," said Dr Rohan.

Experts warned that the JI group still poses a profound threat, so authorities need to continue to keep a close watch on them.

Experts said governments should also work more closely with schools and religious institutions to educate the public that JI is a deviant group and that the community should come together to fight such extremism. - CNA /ls

Singaporeans cheered by news of Mas Selamat's arrest

SINGAPORE: It came as a pleasant surprise for many Singaporeans as they awoke on Friday morning to the news that the country's most wanted fugitive, Mas Selamat Kastari, has been captured.

With Influenza A (H1N1) dominating recent headlines, almost all 20 Singaporeans TODAY spoke to said they didn't see Mas Selamat's capture on the radar.

Mr Lim Cheng Heng, who read the news while having his breakfast, probably expressed the sentiments of many when he said: "I thought he had disappeared."

Another Singaporean, Mr Raymond Quek, had believed that the conspiracy theories he had heard were true, until he read the news of the fugitive's capture.

"I thought he had died and we would not hear from him again," said the retiree. "But it is good that he has been caught."

Mas Selamat's capture not only made local headlines, but also found its way to foreign news outlets in Australia and India.

It is believed that he was nabbed in the outskirts of Johor Baru and is now being held by the Malaysian authorities for interrogation.

While Singaporeans were glad to hear of Mas Selamat's capture, many had questions as to how he ended up in Malaysia. For some, the news that he was arrested in Johor came too close for comfort.

"Why was he in Malaysia? Was he planning something that we may not know of?" wondered auditor Sophia Loh.

Mr Tan Hee Joek added: "Was he communicating with someone here? I thought he would have escaped further, say Indonesia."

It is not known why Mas Selamat was in Malaysia. It is also not known why even though he was arrested six weeks ago, the Malaysian authorities have yet to announce the capture.

Financial planner Vincent Tan added: "I thought the authorities said they had no news of his whereabouts. It is definitely a surprise and I hope the authorities could share with us the details of his escape."

Ms Cheng Li Min also wondered how Mas Selamat escaped Singapore given that authorities had shut down the country's borders hours after his escape from the Whitley Road Detention Centre.

"I do hope the authorities could share with us what happened," she said.

It is not known how he slipped out of Singapore or when he entered Malaysia.

Mr Chia Wei Ping felt the authorities did well in tracking down the fugitive so quickly.

"Some fugitive go on the run for years and can't be found. They did well in making sure he is caught before he causes any damage," said the technical officer.

Teacher Eugene Ng felt that the news of Mas Selamat's capture could not have come at a better time.

"With Singapore downgrading from Orange to Yellow Alert for the flu virus, I think this comes as great news."

KUALA LUMPUR: Alleged Islamic militant Mas Selamat bin Kastari lived in a secluded village in Malaysia's south before he was recaptured after more than a year on the run, a report said Monday.

Mas Selamat, who escaped from a high-security detention centre in Singapore in February last year by crawling through a toilet window, is being held under Malaysian internal security laws since his arrest last month.

The Star newspaper said he had been living quietly in a picturesque traditional stilted house, surrounded by fruit trees, in a tiny village in southern Johor state which lies next Singapore.

The village of less than 100 people is just a few kilometres (miles) from a major highway but is not marked on maps and is difficult to find with no signboards pointing the way, the daily said.

It published photographs of the interior of the house, which was simply furnished with sofas, a punching bag and a shelf of books.

"He never spoke to anyone and kept to himself. And he never prayed at the local mosque," Mohamad Saat Marjo, 56, who lived opposite the fugitive's home told the daily, saying he was still shocked by the news.

Villagers said they saw Mas Selamat arrested by about 30 armed policemen in the early morning. He was taken away with his face covered by a cloth.

Mas Selamat is said to be the head of the Singapore cell of Jemaah Islamiyah (JI), an underground group linked to Al-Qaeda and blamed for the 2002 Bali bombings and other attacks in Southeast Asia.

Singapore officials say he was part of a plot to hijack an airliner in Bangkok and crash it into Singapore's Changi airport -- one of Asia's busiest -- in 2001 following the September 11 attacks that year in the United States.

News of his capture was confirmed by Malaysian officials last week. They said that a few days after his escape he crossed the narrow strait which separates the two countries with the help of a flotation device.

FOURTEEN months ago, she thought she was going to see her husband at the Whitley Road Detention Centre, as she had done almost every week he had been there. But Mas Selamat Kastari never showed up for their scheduled visit.

That very afternoon, he had used a toilet break before their meeting to escape custody, leaving his wife and children no wiser about his whereabouts, until news of his capture in Malaysia broke on Friday last week.

Sources told The Straits Times that Mas Selamat's wife was concerned for his safety while he was on the run as he did not once contact her.

The 46-year-old is now relieved and thankful that he is still alive and safe, said the source. She is also anxious for him to be returned to Singapore, so that she can see him again, the source added. The Straits Times understands that she first heard of his capture over the radio on Friday morning.

The Singapore Jemaah Islamiah (JI) leader was caught on April 1 in a dawn raid in a village in Skudai, Johor, where he had been hiding with the help of two JI members.

His capture became public after The Straits Times broke the story last Friday.

The wife, a homemaker, lives with their five children, aged between eight and 19 years, in a flat in the Choa Chu Kang area. All five children are attending school. Despite earlier reports, it is understood that the couple do not have relatives in Johor.

Neighbours have described Mas Selamat's wife as a quiet, low-key person, who does not interact with them.

Family friends were however upset that even before Mas Selamat, a former bus mechanic, was identified as a JI leader, he was often out of a job and his family often went hungry.

He also abandoned them when he fled Singapore in December 2001, after a security dragnet netted about a dozen of his JI associates. However, he later contacted his wife, asking her to take their children to join him in Indonesia. He met his family in Dumai, Sumatra, and obtained a forged identity card and passport for his wife.

Dari Skudai, Johor: SEKITAR 30 anggota polis preman dan beruniform dengan menggunakan lapan kereta ronda telah dikerahkan memberkas pemimpin Jemaah Islamiyah (JI) Singapura pada 1 April lalu.

Sumber-sumber rapat memberitahu Berita Harian operasi itu dijalankan setelah polis Cawangan Khas Malaysia menjalankan intipan ke atasnya selama tiga bulan.
Dipercayai juga, pemimpin militan itu meninggalkan Singapura dengan berenang dari kawasan Mandai, sebelum tiba di Stulang, Johor.

Pemeriksaan akhbar ini mendapati terdapat kemungkinan bekas tapak Kampung Lorong Fatimah, dekat Sungai Mandai Kechil, menjadi tempat dia dipercayai berenang ke Seberang tambak.

Apatah lagi terdapat tanda-tanda orang berlalu-lalang di situ, dengan kotak rokok dan botol-botol minuman bersepah.

Mereka yang pernah tinggal di kawasan itu berkata, ia suatu kemungkinan.

Namun, usaha Mas Selamat meloloskan diri dari Singapura pada Februari tahun lalu ternyata gagal setelah dia berjaya diberkas semula di sebuah rumah panggung di Kampung Tawakal, Skudai, pada 1 April lalu.

Jiran yang tinggal bersebelahan rumah tersebut, Haji Jamian Simin, 70 tahun, menceritakan pihak polis membuat serbuan sekitar 7 pagi.

'Mereka buat serbuan serentak di dua rumah. Masa tu, lepas minum teh sama anak-anak terdengar bunyi bising di luar. Saya sangkakan orang buru babi hutan.

'Tapi bila tengok polis berkejar ke rumah sebelah, saya jadi hairan dan terus perhatikan apa yang berlaku.

'Tak lama kemudian, saya nampak polis jerit sambil ketuk pintu rumah sebelah, 'buka pintu! buka pintu!' Kemudian saya dengar pintu diterjah dan tak lama lepas tu, saya nampak Mas digari dengan tangan di belakang dan polis menutup kepalanya dengan sarung.

'Dari tingkat atas rumah, dia dibawa ke bawah dan didudukkan di tengah laman. Ramai orang kampung tengok kejadian tu.

'Masa tu kami tak tahu apa berlaku, ada kata yang ditangkap tu pencuri, ada pula kata 'JI', saya pun tak tahu.

'Cuma dah lepas tu, bila dia dibawa pergi baru polis kata dia ni 'JI', itu saja,' cerita pesara yang sebelum ini bekerja di majlis perbandaran itu.

Menurut Haji Jamian lagi, ada penduduk kampung memberitahunya yang polis telah memerhatikan pergerakan Mas Selamat di kampung itu dua tiga hari sebelum operasi menangkapnya dijalankan.

Beliau bagaimanapun akui sepanjang jiran barunya berada di situ sekitar setahun lamanya, mereka tidak pernah berbual, sekadar bertegur sapa sahaja bila ketemu.

'Saya tak tahu dia Mas Selamat. Bila ternampak tu, kita cuma angkat tangan je. Dia akan menyapa saya 'Ji...' itu cara dia hormati saya.

'Bila saya bertanya dengan Haji Saban, pemilik rumah tu, siapa lelaki tu, dia kata Mas tu 'sepupu' Johar, dah bercerai dan tak ada tempat tinggal jadi tinggal di rumah tu buat sementara,' ceritanya lagi.

Namun, kata Encik Wasilan Haji Suaudi, 53 tahun, Johar pula memperkenalkan Mas Selamat kepadanya sebagai 'anak saudara'nya, yang menghadapi krisis rumah tangga, punya anak dua dan telah bercerai dengan isterinya...

Kedua-dua mereka bagaimanapun mengakui Mas Selamat, sepanjang berada di kampung itu, lebih senang menyendiri dan tidak bercampur dengan anggota masyarakat kampung tersebut.

'Dia tak ke surau, saya pun tak nampak dia keluar.'

MAS SELAMAT DIPERCAYAI GUNAKAN LONGKANG UNTUK LARIKAN DIRI

KUALA LUMPUR: Pemimpin Jemaah Islamiyah (JI) Singapura, Mas Selamat Kastari (gambar), yang ditangkap di Johor baru-baru ini dipercayai menggunakan longkang sebagai laluan utama pergerakannya selepas melarikan diri dari pusat tahanan bagi mengelak dikesan pihak berkuasa republik itu lebih setahun lalu.

Dia yang menggemparkan Singapura kerana melarikan diri dari Pusat Tahanan Whitley Road melalui tingkap tandas juga beberapa kali menukar pakaiannya, termasuk memakai pakaian wanita ketika dalam buruan.

Sumber berkata, Mas Selamat membuat perancangan melarikan diri selama setahun ketika melarikan diri pada 27 Ogos tahun lalu.

Menurut sumber, perancangan yang memakan masa selama setahun itu dilakukan dengan menguji selama mana pengawal pusat tahanan itu dapat membiarkannya di dalam tandas.

'Mas Selamat akan menguji selama mana pengawal ditugaskan membiarkan dia berada dalam tandas, berikutan semakin lama dia dibiarkan dalam tandas maka lebih cerah kejayaannya melarikan diri,' kata sumber itu.

Sumber itu berkata, selepas lari, dia yang memakai beberapa lapis pakaian sering menukarnya bagi mengelak dicam.

'Menyedari gerakan memburunya semakin hebat, dia bergerak dalam longkang sehingga tiba di tepi pantai Woodlands pada hari keempat selepas lari dari pusat tahanan,' kata sumber itu lagi.

Ditanya bagaimana Mas Selamat mampu berenang menyeberangi Selat Tebrau ke Stulang Laut, Johor Bharu tanpa dikesan, sumber itu berkata dia menggunakan pelampung lengan seperti yang digunakan kanak-kanak untuk berenang.

Selain menggunakan kegelapan malam, usahanya itu tidak mengalami kesukaran berikutan keadaan arus laut yang tidak kuat serta jarak ke pantai sebelah negara ini hanya sejauh dua kilometer.

Sumber itu berkata, ketika pasukan polis menyerbu rumah persembunyiannya di Kampung Tawakal, Skudai, 1 April lalu, Mas Selamat hanya sembunyi dalam almari.

'Polis percaya dia bersedia untuk ditahan kerana tidak mampu lagi hidup dalam buruan,' tambah sumber itu. -- BHM, Harian Metro.

KUALA LUMPUR - An Islamic militant described as Singapore's most wanted man has been detained under Malaysian security laws for a two-year term, state media reported Wednesday.

Mas Selamat bin Kastari, the alleged head of the Singapore cell of Jemaah Islamiyah (JI) which has links to Al-Qaeda, was captured in Skudai, Johor in April after being on the run for more than a year.

The 48-year-old escaped from his high-security detention centre in Singapore in February 2008 by squeezing through a toilet window and climbing over a fence, triggering a huge manhunt. He reportedly used an improvised floatation device to cross the narrow strait which separates Singapore from Johor state.

The state Bernama news agency said Mas Selamat has been detained for a two-year term under Malaysia's Internal Security Act (ISA), which allows for indefinite detention without trial.

"(He) will be detained for two years under the ISA in the Kamunting detention camp," it quoted an unnamed source familiar with his capture as saying.

Bernama said any extradition proceedings with Singapore would be discussed only after the two-year term had been completed.

Malaysia's Prime Minister, Najib Razak, confirmed reports that Mas Selamat had been detained under Malaysia's Internal Security Act (ISA).

"This is Malaysia's decision. He is a threat to Malaysia's security, that is why he has been detained. Obviously, he's a threat to Singapore and Malaysia," he told a press conference.

Mr Najib said Malaysian authorities needed to extract "more information" from Mas Selamat and downplayed suggestions that Singaporean authorities would be anxious to have him in their custody.

"Singapore expected us to detain him," he said.

Responding to media queries, Singapore's Home Affairs Ministry said Singapore understands and respects the need for the Malaysian authorities to detain Mas Selamat for two years.

It added that Singapore will let the Malaysian authorities decide when Mas Selamat would be sent back to the Republic.

"While under detention, Mas Selamat will be undergoing a rehabilitation programme which will include debating with religious experts on Islam," said the sources.

It is learned that an ordinary JI member, Abdul Matin of Ulu Tiram, who was picked up in April, is also being held for two years under ISA.

According to another source, a villager, Johar Hassan, who was arrested for renting his house in Kampung Tawakal to Mas Selamat had been placed under restricted residence.

Johar has to make periodical visits to the nearest police station and is not allowed to leave his house at night. He must seek permission if he wants to leave the district. - AFP/BERNAMA/CNA/vm
