TWO local celebrities are waiting for the results of urine tests after they were also rounded up in last week's drug bust.

Rapper-actor Sheikh Haikel and Channel NewsAsia presenter Cheryl Fox were arrested by the Central Narcotics Bureau (CNB) and asked to submit urine samples.

They are now out on police bail and any subsequent action is likely to depend on whether traces of illegal drugs are found in their urine.

Sheikh Haikel, 28, was in a house in Seletar when CNB officers swooped on it last Thursday.

He was arrested together with Marx Oh Chee Wee, 31, who was living at the Hyde Park Gate house.

CHARGED WITH DRUG TRAFFICKING

Oh, the director of events company Zero Event Concepts, has been charged with drug trafficking.

He allegedly had 2.3g of cocaine and 23.6g of cannabis in his house.

Sheikh Haikel, whose actress wife Annabelle Francis gave birth to their second child last month, confirmed his arrest when The New Paper contacted him yesterday afternoon.

In a short statement issued through his lawyer, he said: 'Yes, I assisted in the investigations but they released me a few hours after.

'I was at the wrong place at the wrong time.'

Fox was called in by CNB for questioning, apparently also because of her links with Oh.

A day before Thursday's raid, Fox, 28, was spotted having a meal with Oh in Anchor Point shopping centre at Alexandra Rd.

The New Paper understands that CNB officers were trailing him at that time.

Following the raid, Fox, who has also hosted the Channel 5 programme Singapore's Brainiest Kid was called in by CNB.

Sources close to her described her as a 'good friend' of Oh's and said she had gone to CNB's office at the Police Cantonment Complex last Friday.

Word had been going around entertainment circles that Sheikh Haikel and Fox had been questioned by CNB.

Fox did not answer her handphone last night despite repeated calls.

When contacted this morning, CNB spokesman Dawn Sim would only confirm that the two personalities had been arrested on suspicion of consuming a controlled drug.

Both are out on police bail pending the results of their urine tests, which are expected to be in by next Friday. They will have to report to CNB then.

A total of 23 people were arrested in last week's crackdown, including a number of expatriates and high-profile people. (See report below.)

Sheikh Haikel is currently working on his next album, scheduled for release next April.


He is no stranger to controversy, having been sacked from his DJ job by MediaCorp Radio in August. Listeners had complained about lewd comments he had made on-air while co-hosting Perfect 10's Morning Madness show.

Sheikh Haikel started out in showbiz at 14 as a rapper with Construction Sight.

He married Annabelle, 26, in 2002. She was last seen hosting Central's food programme Soul Food while pregnant with their son.

She gave birth to Sheikh Abbra on Sep 2 and they also have a daughter, Triqka, who is 17 months old.

Fox was an ambassador for the Courage Fund, which raised money for healthcare workers and patients during the Sars crisis last year.

Her father is English-French while her mother is Peranakan-Chinese.

She studied mass communications at Ngee Ann Polytechnic and later earned a degree from Murdoch University in Australia through distance-learning.

At 19, she began working part-time on TV, presenting the lifestyle and sports segment on the breakfast show AM Singapore.

She joined CNA five years ago, after a stint at a local production house.

CNB tracked suspects for two months

THE Central Narcotics Bureau received a tip-off in mid-August that a male Tunisian was allegedly selling cocaine to locals and expatriates here.

CNB officers mounted the operation last Thursday after observing the suspects for two months.

Officers allegedly found 2.3g of cocaine and 23.6g of cannabis in the Seletar house of Marx Oh Chee Wee, 31, the director of events company Zero Event Concepts.

They then raided the house of his business associate a few doors away.

Jeremy Mahen Chanmugam, 40, a Sri Lankan and a director of the same company, has been charged with drug possession.

Meanwhile, CNB officers staking out a condominium at Moulmein Green saw four men visit Guiga Lyes Ben Laroussi, a Tunisian, in the space of seven hours.

Laroussi, 35, is the marketing manager of Bobby Rubino's restaurant.

Officers allegedly found an assortment of drugs, including 61.2g of cocaine, 5.4g of ketamine, 2.6g of Ice, 1.3g of cannabis and 32 Ecstasy pills in his apartment.

His girlfriend, Mariana Abdullah, 24, unemployed, was also arrested. The couple and Oh face the death penalty if convicted of drug trafficking.

The four men who had visited him earlier were also arrested. All have been charged with drug possession.

They are Briton Nigel Bruce Simmonds, 35, the editor of Singapore Tatler, who was allegedly caught with 0.8g of Ice; Francois Fabien Mermilliod, 29, a French chef at the Flutes At The Fort restaurant, who allegedly had 0.5g of cocaine in a haversack; Hamden Mohd, 35, a technician and Andy Ng Kwang Thiam, 23. The latter two are Singaporean.

Fifteen alleged clients of the syndicate were also arrested, including Dinesh Singh Bhatia, a private equity investor.

He was charged with drug consumption after his urine sample contained traces of cocaine in preliminary tests, a CNB spokesman said.

He is the son of former High Court judge Amarjeet Singh and former NMP Kanwaljit Soin.


Those convicted of either drug possession or consumption can be jailed up to 10 years, fined up to $20,000, or both.

Girl, 9, missing since Sunday

Last seen barefooted, Huang Na was wearing a long-sleeved blue denim jacket and bermudas. The primary 2 student at Jin Tai Primary School came to Singapore from China about 18 months ago with her mother.


A NINE-YEAR-OLD girl has been missing since Sunday after disappearing from a food court less than 500m from her home.

Chinese national Huang Na had been in the care of her mother's friends who lived with her on the upper floor of a fruit and vegetable company at the Pasir Panjang Wholesale Centre.

The girl was last seen wearing a long-sleeved blue denim jacket and bermudas and is described as 'cute, childish and clever'.

She is 1.2m-tall, has fair complexion and black, shoulder-length hair.

Huang Na was last seen at the food court at about 1pm on Sunday by coffeeshop assistant C. B. Lim, who said she was a familiar figure who sometimes went there to buy packed food and drinks.

'As she passed by, I asked her why she had no slippers and she just smiled and went,' said Madam Lim, 40.

Huang Na's mother, who had travelled to the family's home in Fujian, China, over two weeks ago on Sept 27, rushed back to Singapore on Tuesday.

Two friends of the girl's mother who were looking after her said she would sometimes wander around alone as she knew the area well, but had never stayed out for long without checking with them before.

'She did not have anything on her at the time and was barefoot,' said one of the two, Mr Yu Wen Bin, 30.

'We have not received any call from anyone since the day she disappeared, to ask for anything,' he said.

He added that police had taken away the girl's passport and some other items from the house as part of their investigations.

Huang Na came to Singapore about 18 months ago with her mother.

She is a Primary 2 student at Jin Tai Primary School.

Her school principal, Madam Zahara Yusoff, said yesterday: 'We are very worried and concerned about her and have been in contact with the police daily for any updates.'

LETUPAN GEGAR TAPAK BINAAN EKSPRESWE PAYA LEBAR-KALLANG
SATU letupan menggegarkan sebuah tapak binaan Ekspreswe Paya Lebar-Kallang semalam, tetapi tiada sesiapa mengalami kecederaan.

Letupan dekat simpang Paya Lebar dan Machperson Road itu turut meliputi sebahagian tapak binaan MRT Circle Line.

Ia berlaku apabila balang besi pembinaan seberat 2.3 tan melanggar tempat simpanan yang mengandungi enam balang gas asetilena (gas hidrokarbon), menyebabkan dua daripadanya meletup.

Bagaimanapun, kesemua 11 pekerja di situ berjaya dipindahkan sebelum letupan berlaku, kata jurucakap polis semalam.

Semasa kejadian, tujuh pekerja itu sedang bekerja di atas permukaan tapak binaan dan empat di kawasan besmen.

Menurut Pasukan Pertahanan Awam Singapura (SCDF), ia menerima panggilan sekitar 9.52 pagi mengenai satu kemalangan dekat simpang Paya Lebar Road dan Airport Road.

'Sebelum ketibaan SCDF, beberapa pekerja binaan sedang mengangkat balang besi sepanjang 12 meter kali 1 meter dan seberat 2.3 tan menggunakan kren.

'Namun balang besi itu terlanggar tempat simpanan yang mengandungi enam balang asetilena (gas hidrokarbon).

'Akibat perlanggaran itu, tempat simpanan itu terpelanting dan menyebabkan dua balang asetilena meletup,' ujar jurucakap SCDF.

Menurutnya lagi, kesemua pekerja yang berada di kawasan berdekatan dipindahkan sebaik sahaja mereka tiba di tempat kejadian.

Pasukan SCDF juga dapat memadamkan dalam masa lima minit satu kebakaran kecil akibat daripada letupan itu.

Polis, SCDF, Kementerian Tenaga Manusia (MOM) dan Penguasa Pengangkutan Darat (LTA) kini sedang menyiasat punca kebakaran dan letupan itu.

April lalu, dalam tragedi Nicoll Highway, empat pekerja binaan terbunuh apabila dinding penyokong terowong tapak binaan MRT Circle Line dekat Golden Mile Complex itu runtuh.

KES TAUN: NIAGA PUSAT MAKAN DI TUKARAN BAS BEDOK SEPERTI BIASA
PERNIAGAAN penjaja makan Melayu/Islam di pusat makanan tukaran bas Bedok tidak terjejas berikutan berita mengenai lapan individu yang dijangkiti penyakit taun atau kolera selepas makan di salah sebuah pusat makanan di kawasan Bedok.

Para penjaja yang ditemui Berita Harian semalam mendedahkan pegawai Agensi Sekitaran Kebangsaan (NEA) telah pun memeriksa rapi gerai-gerai mereka.

Bagaimanapun, tiada sebarang laporan negatif yang diterima sejauh ini.

Namun, Kementerian Kesihatan (MOH) telah mengarahkan pengendali dua gerai Melayu/Islam yang menjual hidangan mi agar menjalani pemeriksaan kesihatan di Pusat Penyakit Berjangkit (CDC) minggu lalu.

Penyakit taun ialah jangkitan usus yang berpunca daripada mengambil makanan atau minuman kotor yang mengandungi kuman penyakit itu.

Seorang pengendali gerai Inspirasi Mee, Encik Mohamad Hanafi, 49 tahun, berkata:

'Alhamdulillah, sejauh ini perniagaan kami tidak terjejas.

'Kesemua lapan gerai yang dimiliki penjaja Melayu/Islam sudah pun diperiksa. Saya sendiri telah menjalani pemeriksaan. Sejauh ini tiada sebarang laporan yang negatif,' katanya.

Ketika dihubungi semalam, seorang jurucakap NEA berkata pihaknya telah pun memeriksa sekitar 500 daripada 567 gerai di pusat-pusat makanan yang terletak di Bedok North, Bedok South dan di pusat pertukaran bas Bedok sejak Jumaat lalu.

Menurut MOH, lapan orang telah dijangkiti taun antara 1 dengan 10 Oktober selepas makan di salah satu pusat makanan Bedok. - oleh Nadzri

What they do will be viewed as a criminal offence under the proposed amendment to the Copyright Act, and those found guilty can be fined up to $20,000 and/or jailed up to six months.

Currently, owners of the copyrighted materials have to sue such users in a civil suit and often, the fine imposed is not worth the cost of tracking and taking legal action against them.

The new punishments will be introduced in Parliament today and are expected to come into effect by year-end.





The change was inevitable as it was required under the US-Singapore Free Trade Agreement, said Mr Lau Kok Keng, head of intellectual property, technology, entertainment and communications practice at law firm Rajah and Tann.

'With Internet piracy rates going up and the ease with which such distribution can be done by individuals over the Internet, there must be a deterrent to discourage such illegal activities,' he added.

The latest Global Piracy Study by the Business Software Alliance, which tracks software piracy, shows fewer pirated copies of software like Windows XP and Microsoft Office, among others, being used here.

It has slipped to 43 per cent from 48 per cent last year. However, the real situation may be worse. 'It is difficult to uncover such illegal activities,' said Mr Lau.

The situation has been made worse by such file-sharing software as Kazaa and BitTorrent, which make downloading and distribution of movies, music and software much easier and faster.

Mr Lau is confident the change 'will close the loopholes and hopefully curb the demand for pirated content.' However, he concedes its effectiveness, not unlike Singapore's pornography laws, will have to rely substantially on tip-offs and good forensic work.

The tough Act to come does not seem to worry Mr B. Tan, a 28-year-old sales manager who downloads movies and music almost daily.

'I may cut down a bit but I don't think I would get caught. Everybody's doing it. They can't catch us all,' he said.

Although the Intellectual Property Office of Singapore, or Ipos, had sought public feedback on the proposed changes earlier this year, the responses were not made public. Yesterday, Ipos and copyright owners such as the Record Industry Association (Singapore), the Motion Picture Association, the BSA, and the Entertainment Software Association declined to comment on the proposed amendment.

One area that drew flak from intellectual property lawyers yesterday was the term 'commercial scale'. A crime is committed only when the downloads are of a 'commercial scale' but the term is not defined.

Said Mr Cyril Chua of Alban Tay Mahtani & de Silva: 'The amendment is unsatisfactory as the term is vague and people would not know what constitutes commercial scale.'

Another intellectual property lawyer, who declined to be named, went further. He said: 'If the Government wants to make end-user piracy a criminal offence, it should say where this line is drawn rather than cop out with some vague 'commercial scale' definition.'

Mr Lau said that without clear out-of-bounds markers, 'you'll probably need to wait for the first pirate to be charged in court to see where the boundaries are.'

Gadis ingin kuruskan badan mati telan 100 pil

KUALA LUMPUR 18 Okt. - Gara-gara kecewa gagal menguruskan badan seorang pelajar salun dandanan rambut yang jelita, Chong Siew May bertindak menelan lebih 100 biji pil dipercayai pil penenang sehingga menyebabkannya tidak sedarkan diri dan akhirnya mati awal pagi ini.

Siew May, 20, yang berasal dari Triang, Pahang dipercayai tidak sedarkan diri sejak pukul 8 malam Jumaat lalu dan disahkan mati pada pukul 2 pagi ini ketika dirawat di Hospital Kuala Lumpur (HKL).

Menurut salah seorang ahli keluarga mangsa yang enggan dikenali, sebelum menelan pil penenang Siew May dikatakan mengambil pil ekstasi untuk menguruskan badannya setelah diberitahu oleh seorang rakan yang pil tersebut boleh menolongnya menguruskan badan.

Setelah didapati tidak sedarkan diri, Siew May dihantar oleh ibunya ke sebuah klinik di Triang untuk mendapat rawatan dan sebelum dikejarkan ke Hospital Mentakab, Pahang kerana masih belum sedarkan diri.

Pihak Hospital Mentakab kemudian memindahkan mangsa ke HKL semalam setelah keadaan mangsa gagal dipulihkan.

Ujar ahli keluarganya itu, dua tahun lalu, Siew May seorang yang cantik dan mempunyai bentuk badan yang menarik.

``Tetapi selepas berpisah dengan teman lelakinya dia menghadapi tekanan perasaan dan terpaksa mendapat rawatan dari pakar psikologi.

``Doktor tersebut menyuruh Siew May mengambil pil penenang jiwa untuk melegakan tekanan yang dihadapinya dan sejak memakan pil tersebut berat badannya bertambah dan dia menjadi gemuk,'' katanya ketika ditemui pemberita di HKL semasa menuntut mayat Siew May petang ini.

Ujarnya lagi, Siew May yang takut melihat keadaan fizikalnya mula mengambil pil esktasi secara sembunyi-sembunyi melalui seorang rakan.

Katanya, walaupun ditegah berkali-kali oleh keluarga Siew May tetap berdegil.

``Kali terakhir saya bercakap dengan Siew May ialah pada pukul 2 petang Jumaat kerana dia meminta saya membelikannya makan malam melalui panggilan telefon,'' kata wanita itu.

Polis yang mengesahkan kejadian itu memberitahu hasil bedah siasat mendapati mangsa mati akibat kegagalan buah pinggang akibat menelan terlalu banyak pil penenang berkenaan.

Boss fined for not paying maid for 1 1/2 years

Employer ordered to pay up $3,580 owed; MOM action is first prosecution of its kind

AN EMPLOYER who did not pay her Indonesian maid for almost two years has been fined ordered to pay her overdue wages.

In what may prove to be a landmark case, clerk Enilia Donohue, 29, was ordered to pay $3,580 to Ms Achdaniah, 19, after the prosecution successfully appealed against a magistrate's refusal to make the order.


Tightfisted boss: Donohue held onto $3,580 of her maid's wages, as well as failing to pay maid levy.  
This is the first time the Ministry of Manpower (MOM) has prosecuted such a case and obtained a compensation order in relation to unpaid wages.

In a statement, the ministry said it would not hesitate to haul such errant employers to court but added that in the past three years, 90 per cent of all employment disputes were amicably settled.

The Association of Employment Agencies says the problem of unpaid salaries is widespread. President Helen Tan said defaulting employers sometimes claim they have no money. 'Even if they are financially strapped, they should let the agency know, so alternative means of payment can be worked out,' she said.

The court order 'sends a very strong, good signal so employers will realise that it's their basic responsibility to pay their foreign domestic workers their wages', she added.

Donohue admitted to two charges of employing a foreign worker without a valid work permit and not paying her wages.

She was fined $12,075 - equivalent to two years and 11 months' maid levy - for illegal employment and $3,000 for failing to pay Ms Achdaniah.

The MOM prosecutor had initially sought a court order to compensate the maid, but the magistrate refused, saying Ms Achdaniah, who has since gone home, might be an accomplice.

The prosecution, however, said in its written submissions that there was no evidence to suggest that the victim even knew that her work permit had been revoked, let alone had become an accomplice in illegal employment.

In the appeal hearing yesterday, Deputy Public Prosecutor Benjamin Yim informed the Chief Justice that just before the hearing, Donohue had offered to pay the maid's outstanding salary, totalling $3,580.

In December 2001, three months after Ms Achdaniah had started working for Donohue, the MOM cancelled her work permit, as Donohue had failed to pay the monthly maid levy.

But Ms Achdaniah was not told, and Donohue continued to employ her from Dec 1, 2001 to Aug 9 last year. Between Sept 7, 2001 and Aug 9 last year, the total unpaid salary was $4,630.

PENGACARA CHERYL FOX DIBEBAS TANPA SYARAT
PENYAMPAI Channel NewsAsia, Cik Cheryl Fox, kini bebas daripada tuduhan mengambil dadah setelah ujian air kencingnya didapati negatif.

Jurucakap Biro Narkotik Pusat (CNB) mengesahkan demikian semalam apabila ditanya mengenai keputusan ujian air kencing selebriti tersebut.

Beliau adalah antara 23 orang yang diberkas CNB dalam operasi antidadah 7 Oktober lalu.

Cik Fox, 28 tahun, pengacara program Singapore's Brainiest Kid di Channel 5 MediaCorp TV, dipanggil pihak CNB untuk disoal siasat kerana hubungannya dengan Marx Oh Chee Wee, 31 tahun.

Oh dikaitkan dengan pengedaran dadah di kalangan warga elit di sini. Dia kini menghadapi tuduhan mengedar dadah.

Cik Fox diberitahu mengenai keputusan ujian dadah itu dari Penguasa Sains Kesihatan (HSA) semalam dan dibebaskan tanpa syarat.

Namun CNB berkata Cik Fox akan terus membantu CNB dalam siasatan kes tersebut.

Cik Fox diminta menjalani ujian air kencing pada 8 Oktober lalu, sehari selepas CNB memberkas 23 orang yang disyarki terlibat dengan dadah - mengedar, memiliki atau menghisap dadah.

Operasi antidadah itu dijalankan di sebuah kondominium di Moulmein Road and sebuah rumah di Kem Seletar.

Fox dilihat menjamu selera bersama Oh di pusat membeli-belah Anchor Point di Alexandra Road sehari sebelum serbuan dilakukan.

Dalam serbuan itu, beberapa golongan elit turut diberkas, termasuk Dinesh Bhatia dan penyanyi rap, Sheikh Haikel.

CNB TAHAN 13 DALAM SERBUAN DI PUSAT KESIHATAN
SERAMAI 13 orang yang disyaki mengedar dadah dalam sebuah pusat kesihatan di Balestier Point diberkas oleh pegawai Biro Narkotik Pusat (CNB) kelmarin.

Operasi itu bermula 9 malam kelmarin ekoran maklumat mengenai seorang tukang urut wanita Cina berusia 46 tahun yang dipercayai mengedar dadah di situ.

Sejumlah dua gram Ketamine dirampas daripadanya dan dua gram lagi dijumpai dalam sebuah kotak rokok yang disembunyikan di pusat tersebut.

Turut diberkas ialah pengurus pusat berkenaan, lapan lagi tukang urut dan seorang pelanggan pusat kesihatan itu.

Mereka disyaki menggunakan dadah.

Dalam satu operasi lanjutan sekitar 10.50 malam pada hari yang sama, seorang lelaki Cina berusia 40 tahun yang dipercayai pembekal dadah pengurut wanita itu, diberkas di pusat yang sama setelah pegawai CNB menjumpai 17 gram Ketamin dan satu pil Erimin dalam kenderaannya.

Dalam operasi CNB di pusat pertukaran bas Tampines pula, seorang lelaki Melayu berusia 20 tahun diberkas kerana disyaki mengedar dadah.

Lelaki tersebut diberkas sekitar 8.15 malam kelmarin apabila cuba menjual dua pil Ecstasy kepada seorang pegawai CNB yang bekerja secara rahsia.

Dia bertindak ganas untuk melarikan diri tetapi gagal apabila pegawai-pegawai CNB berjaya menahannya.

Jika didapati bersalah, lelaki itu boleh dipenjara sekurang-kurangnya lima tahun dan dirotan sebanyak lima kali.

HUKUMAN LEBIH BERAT DITIMBANG BAGI KESALAHAN SEKS
PEMERINTAH sedang menimbangkan hukuman lebih berat ke atas mereka yang didapati melakukan kesalahan seks, terutamanya melibatkan persetubuhan dengan kanak-kanak atau mereka yang bawah umur.

Menteri Dalam Negeri, Encik Wong Kan Seng, berkata demikian dalam jawapan bertulisnya kepada soalan Anggota Parlimen Tanpa Kawasan Undi (NCMP), Cik Braema Mathiaparanam, yang ingin kementeriannya memberi perkembangan terkini mengenai undang-undang merangkumi kesalahan seksual.

Beliau juga ingin tahu jumlah kesalahan seksual terhadap kanak-kanak bawah 15 tahun sepanjang 2003 dan tahun ini

Menurut Encik Wong, MHA telah membentuk jawatankuasa pelbagai agensi untuk menyemak kesalahan seksual di bawah Kanun Keseksaan dan pindaan terhadapnya dijangka dibuat tahun depan.

Bagi kesalahan seksual yang dilakukan terhadap kanak-kanak dan mereka berumur bawah 16 tahun, terdapat 67 kes pada 2003 dan 11 kes antara Januari dengan September lalu, kata beliau.

HAIKEL LEGA UJIAN AIR KENCING NEGATIF

SELEPAS menanti dengan penuh debaran, penyanyi rap, Sheikh Haikel (gambar), akhirnya dapat menarik nafas lega kerana hasil ujian air kencingnya disahkan negatif.

Beliau menjalani ujian air kencing itu setelah diberkas di rumah Marx Oh Chee Wee, 31 tahun, yang dipercayai sebagai ketua sindiket dadah kokain tempatan.

Sheikh Haikel semalam melahirkan kesyukurannya kerana hasil ujian kedua yang dijalankan Penguasa Sains Kesihatan (HSA) itu membuktikan beliau tidak mengambil dadah.

'Saya hanya ke rumahnya kerana hendak mencari rezeki. Saya ke sana kerana ingin mendapatkan kontrak kerja daripadanya dan berjumpa dengan seorang kawan,' ujar Sheikh Haikel ketika mengulas kunjungannya ke rumah Marx Oh yang kini menghadapi tuduhan mengedar dadah.

Beliau berkata demikian dalam satu temu ramah dengan sebuah saluran televisyen tempatan semalam.

Seorang jurucakap Biro Narkotik Pusat (CNB) yang mengesahkan hasil ujian air kencing Sheikh Haikel, ketika dihubungi tengah hari semalam berkata, penyanyi rap itu telah dibebaskan tanpa syarat tetapi akan terus membantu CNB dalam siasatan kes tersebut.

Kelmarin, penyampai Channel NewsAsia, Cik Cheryl Fox, 28 tahun, juga lega kerana ujian air kencingnya didapati negatif.

Sheikh Haikel adalah antara 23 orang yang diberkas CNB dalam operasi antidadah 7 Oktober lalu di rumah Marx Oh.

Sejauh ini, tiga daripada 23 orang yang diberkas CNB telah didakwa kerana mengedar dadah dan enam kerana memiliki atau mengambil dadah.
