Law 14 (The Penalty Kick) states that the defending goalkeeper remains on his goal line, facing the kicker, between the goalposts until the ball has been kicked and all players other than the kicker must be at least 10 yards from the penalty mark.

The only keeper who stayed completely on his line at a penalty at the weekend was Matt Duke of Hull City, who failed to save John Carew's kick.

But five Hull defenders encroached, so, even if Duke had saved, the kick should have been retaken

At Fratton Park, Brian Jensen was clearly off his goal line as was Shay Given when saving Frank Lampard's spot kick.

To make matters worse for Chelsea, there were at least two City defenders who were well in the penalty area as Lampard struck his kick, one of them then cleared the ball away after Given had made his illegal save.

The laws also require the assistant referee to adjudicate goalkeeper movement from his line while the referee has to monitor encroachment.

Chelsea finished the Champions League group stage unbeaten but their defensive shortcomings are under the spotlight again after they allowed minnows APOEL to snatch a last-gasp draw at Stamford Bridge.

Chelsea have now failed to win in three games and Carlo Ancelotti's side suffered a shock start when Marcin Zewlakow put APOEL in front in the sixth minute.

But Chelsea, who made seven changes from the side that lost to Manchester City in the Barclays Premier League on Saturday, stormed back with goals from Michael Essien and Didier Drogba putting them 2-1 ahead before the interval.

Diikat Everton 3-3 di arena sendiri

LONDON: Chelsea membuka ruang buat Manchester United untuk merapatkan jurang mata di persada Liga Perdana Inggeris apabila membenarkan Everton bangkit dua kali untuk mengikat mereka 3-3 di Stamford Bridge malam tadi.

Kelonggaran barisan pertahanan menyaksikan Chelsea bolos dalam empat perlawanan terakhir sebelum ini menjadikannya kali keempat mereka gagal menang selepas kalah kepada Blackburn dalam Piala Liga, seri 2-2 dengan Apoel Nicosia pada Liga Juara-Juara dan tewas 1-2 kepada Manchester City.

Everton mendahului menerusi gol sendiri Petr Cech tetapi Didier Drogba pantas menyamakan kedudukan sejurus selepas itu sebelum Nicolas Anelka meletakkan mereka di depan.

Aiyegbeni Yakubu sekali lagi menyamakan kedudukan pada detik rehat hanya untuk Drogba meletakkan The Blues di depan pada separuh masa kedua.
