Crown Prince Attends Thanksgiving Prayer

Bandar Seri Begawan - His Royal Highness Prince General Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office and General of the Royal Brunei Armed Forces yesterday evening consented to attend the 46th RBAF Anniversary Thanksgiving Prayer ceremony and to officially launch the 'Nilai-Nilai Teras dan Ciri-Ciri Kempimpinan Kementerian Pertahanan' book at the Berakas Garrison.

His Royal Highness was greeted on arrival by Deputy Minister of Defence YB Datu Singamenteri Colonel (Rtd) Dato-Seri Paduka Haji Mohammad Yasmin bin Hj Umar and RBAF Commander Pehin Data Lailaraja Major General Dato Paduka Seri Haji Awang Halbi bin Haji Md Yussof. The ceremony was held at the Surau of Berakas Garrison. It began with a mass Maghrib prayer and was followed by a mass Isyak prayer.

After the thanksgiving prayer ceremony, His Royal Highness went to the Berakas Garrison Officers' Mess to officially launch the book.

The book, 'Nilai-Nilai Teras dan CiriCiri Kempimpinan Kementerian Pertahanan' or `Core Values and Leadership Traits' is a Strategic Defence Planning 2004 initiative to enhance the appreciation of the values of the Ministry of Defence.

Continuous efforts to implement the core values and leadership traits are carried out by the Religious Department of RBAF (JAMA'AT). The book will be distributed to all at the ministry. Also present at the ceremony were military commanders and commandants, military directors, senior officers as well as officers from the Ministry of Defence and RBAF.-- Courtesy of Borneo Bulletin

Prince Leaves Hamburg After Asem Talks

Bandar Seri Begawan - His Royal Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade, and Her Royal Highness Pg Anak Isteri Pg Anak Hjh Zariah, left Hamburg yesterday evening after His Royal Highness attended the 8th Asia-Europe Meeting (ASEM) of Foreign Ministers.

His Royal Highness on Tuesday morning attended the Plenary Session of the ASEM Foreign Ministers Meeting.

Ministers exchanged views on energy and climate, and counter terrorism.

His Royal Highness later joined colleagues at a Working Lunch at which His Royal Highness led discussions on recent developments in Southeast Asia.

The ministers later endorsed the "Chairman's Statement".

The 43 nations at ASEM called for "cooperation on technologies that promote sustainable use of energy, the development and utilisation of renewable and alternative energy and measures to deal with the loss of biodiversity and deforestation", according to dpa quoting the draft document.-- Courtesy of Borneo Bulletin

Woman Jumps Off First Floor To Escape Immigration Raid

Bandar Seri Begawan - A Woman was believed to have jumped off the first floor of a house when Immigration Enforcement officers carried out an inspection in Kg Sengkurong on Tuesday night.

According to the officers, they were carrying out an inspection at the house, which was part of an operation codenamed "Ops Bongkar 61". However, the door of one of the rooms was blocked from the inside.

When they managed to enter the room, they found an Indian man and heard a thud.

The suspected immigration offender, who was found unconscious on the ground, was rushed to a hospital for treatment.

Immigration Enforcement officers informed the Bulletin yesterday that the woman was still unconscious. It was learnt that she was working as a maid in the country.

The Indian national who tried to prevent officers from entering the room was issued a special pass.

Investigations are currently underway.

Meanwhile, Immigration Enforcement officers have successfully nabbed a suspected illegal immigrant at a rented room in Kg Mulaut.

The Indonesian man made a vain attempt to flee but was eventually caught by the officers. After being interrogated by officers, he revealed that he had entered the country illegally through Malaysia by hiding inside the boot of the car.

He was sentenced to three months' jail with three strokes of the cane yesterday. He told officers that he paid 10 million Indonesian rupiah for the `taxi ride'.

He claimed that he was cheated by an employment agent. Along the way through Sarawak, he got in and out of the boot of the car three times.

The Immigration Enforcement officers believe that they have uncovered a syndicate that is connected to other syndicates in Indonesia and Malaysia involved in smuggling illegal workers.-- Courtesy of Borneo Bulletin

Royal Wedding Receives World Media Attention

Bandar Seri Begawan - Around 20 foreign media have already shown their interest to cover the Royal Wedding of Her Royal Highness Princess Hjh Majeedah Nuurul Bulqiah and YM Pengiran Khairul Khalil bin Pengiran Syed Hj Jaafari.

More are expected to come to the Sultanate to cover the highlig'ht of the two-week-long ceremonies, which is the "Istiadat Persandingan Diraja" or sitting-in-state ceremony and procession around the town area, the Information Department said.

News agencies from Reuters, AFP, European press photo agencies, as well regional television and newspapers including MediaCorp News Pte Ltd's Channel News Asia, Singapore's Berita Harian and Straits Times are among those that have registered to cover the event.

While the streets around the town area are being decorated with arches and lights, retailers especially textile shops in the country are experiencing brisk sales in white and black fabrics to make "Baju Cara Melayu", "Baju Kebaya" and "Baju Kurong" or Malay outfits, as well as the gold woven thread traditionally used during the royal wedding.

Nazmi Textile Mall in Serusop sells the white and black fabrics at a discounted price of $6 per metre while the gold woven thread costs more than $100.

Traditionally, the white outfit is used in the evening while the black is used during the day. Readymade clothing is also available to cater those who don't have time to get their dresses stitched in time for the wedding.

The ceremonies will start June 1 with "Istiadat Bersuruh Diraja' and close with "Gendang Jaga-Jaga" June 14.--

Sultan Extols Leadership

Bandar Seri Begawan - The functions of leadership are still important no matter how advanced the technology is.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam highlighted this in his titah during the 46th Anniversary of the Royal Brunei Armed Forces (RBAF) at the Hassanal Bolkiah National Stadium yesterday. The celebration carries the theme, "Iltizam Memperkasa Pertahanan Negara".

His Majesty, who is the Minister of Defence and Supreme Commander of the RBAF, said that while we enjoy the current prosperity, we should be aware of the incidents threatening world peace that are happening around us.

The threats come in different forms and some come in the form of high tech equipment and some in a psychological form through different actions or deeds.

"All these cannot be avoided and we must look at ways to prevent them," His Majesty noted. To make preventive methods more effective, we must have self-determination and strength. Without them, we will only be left behind.

"In what form is this strength needed?" asked the monarch and replied, "Indeed both will power as well as physical strength."

It dominates a high fighting spirit, patience, bravery and on top of that advanced technology for defence.

This fulfils the Ministry of Defence's initiative to hold an International Defence Exhibition and Forum in conjunction with the celebration of the Royal Brunei Armed Forces anniversary this year, said His Majesty.

The events that have been arranged will bring a lot of advantages to society in terms of knowledge and education on the different kinds of threats, as well as on the latest technology in relation to the various perspectives of defence and safety.

This is also desired as a basis towards acquiring a local defence industry planning that is an aspiration to be achieved through the revision of the Defence White Paper 2007.

"I can see the benefit if the defence activities will also continuously contribute to the development of the country抯 economy and also open up new opportunities for the citizens," His Majesty said.

In relation to this, with the existence of the different types of modern defence equipment, His Majesty reminded the Ministry of Defence to be wiser in valuing priorities that are in line with the country's current developments and threat assessment.

Thus, in the choosing of equipment and procurement process, it (Ministry of Defence) has to determine that it is really accurate, genuine and away from any issues of self-importance, which needs thorough investigation and a systematic and efficient management.

In His Majesty's view, upgrading the status of the Military Capability Development Unit to that of a directorate is one of the efforts to upgrade effectiveness and integrity of the current procurement system.

"In the craze of conquering high technology, we must not forget that no matter how advanced the technology is, it will not be able to replace the functions of leadership in the organisation.

"Leadership will continue to be needed as the main pillar to decide the good or bad of the organisation," His Majesty said.

That is one of the reasons why His Majesty hopes that the efforts to improve leadership qualities must not be neglected.

This includes not only the working knowledge but also the absorption of noble values of a leader in a group.

The monarch lauded the efforts that have been taken towards enhancing the spiritual aspect of the defence personnel through academic programmes and the establishment of the Military Religious Department.

His Majesty also welcomed the plan of the Ministry of Defence to establish a Performance Optimisation Centre that will use the latest scientific knowledge and technology to optimise soldiers' performance through several methods.-- Courtesy of Borneo Bulletin

Closer Look At Inner Kampong

Tutong - Within the pristine remote areas in the Tutong District, with its lush green jungle, lays beauty and predicament.

For some the names of the villages are quite strange and probably never heard of by the less adventurous.

Kg Keranching, Kg Kebubuk and Wasai Bedanu may sound `foreign' to some but surprisingly they are only a drive away.

The Weekend went in for a closer look; to villages in Kiudang, the famous Tasek Merimbun, Kg Bukit to view its efforts in preserving a cultural heritage, Kg Keranching to get to Ulu Tutong and finally to Kg. Lamunin.

Poor road conditions, flash floods and communication problems were just some of the problems the villagers had to bear with in their daily lives.

Some road works in Kiudang to Mungkom have been abandoned and some are also still in progress, especially the road of Kg Batang Mitus and Kiudang.

To top it off, the worrying problem - the illegal poachers on our national treasures, the precious timbers - is just what these villagers have to endure.

Some of the pristine and lush jungle areas being a stone's throw away from a neighbouring country make easy prey for poachers to easily penetrate the nation's border and take timber from the country.-- Courtesy of Borneo Bulletin

Congratulatory Messages To Italy

Bandar Seri Begawan - His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send congratulatory messages to Mr Giorgio Napolitano, President of the Republic of Italy, and Mr Romano Prodi, Prime Minister of the Republic of Italy, on the occasion of the Anniversary of their country.

In the message, His Majesty expressed his satisfaction with the warm and friendly relations and deep understanding that had so long been established between Brunei and Italy. His Majesty hopes that this would be further enhanced in the future for the good of the two countries and people.

His Majesty also hopes that the Italian President would always remain in good health and happiness and for the people of Italy to always enjoy a continued progress and prosperity.

In a similar message, His Majesty congratulated Mr Romano Prodi, Italy's Prime Minister, and also the government and people of Italy for she occasion.

His Majesty expressed satisfaction with the warm and friendly relations established between the two countries. His Majesty expressed his wish that this will be fostered and enhanced in the future for the mutual benefits of the two countries and its people.

His Majesty also wishes Mr Romano Prodi continued good health and happiness and for the prosperity of the people of the Republic of Italy.

Meanwhile, His Royal Highness Prince Mohamed Bolldah, Minister of Foreign Affairs and Trade, has also sent a congratulatory message to Massimo D'Alema, Deputy Prime Minister and Minister of Foreign Affairs of Italy.

In the message, His Royal Highness expressed best wishes to the government and the people of Italy on the occasion of their Anniversary. Brunei Buys Guns For Army

Bandar Seri Begawan - Brunei Darussalam is acquiring light machine guns with
better firepower and accuracy in a bid to upgrade the Royal Brunei Armed Forces' (RBAF) weaponry.


At the sidelines of the Brunei International Defence Exhibition and Forum (Bridex) yesterday at the International Convention Centre in Berakas, Brunei signed a deal with Singapore Technologies Kinetic Limited for the purchase of Ultimax-100 Light Machine Guns, one of the world's lightest machine guns, with low recoil and high accuracy rate.

"The signing of this contract is part of that process where we want to continue upgrading our weaponries. We have looked at various offers from companies, we have evaluated technical values in terms of competitivenes, quality ... and Singapore Technologies Kinetic Limited happens to be one of the winners," said Dato Paduka Mustappa Sirat, the Permanent Secretary of the Defence Ministry.

The Ultimax-100 Light Machine Gun will replace the M-16 Heavy Barrel Automatic Rifle, which the RBAF have been using for some 20 years. It is said to have the lowest recoil among its class.

The design allows ease of use and easy maintenance. It also offers effective firepower with high levels of accuracy and reliability. Signing on behalf of the Ministry of Defence was Dato Paduka Mustappa Hj Sirat with Director of Finance and Acquisition, Ang Guat Lay, witnessing. Signing on behalf of Singapore Technologies Kinetic was its President See Chee Jhuen, while Patrick Choy, chief marketing officer, witnessed.

Dato Paduka Mustappa Hj Sirat- said: "In order to have an effective transformation, we have to look at various aspects of RBAF, and we are looking at the transformation and modernisation of the quantity and quality aspects."-- Courtesy of The Brunei Times

Ceremonies Begin For Royal Wedding

Bandar Seri Begawan - His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday afternoon attended the proposal of marriage ceremony or "Istiadat Bersuruh Diraja" in conjunction with the royal wedding of Her Royal Highness Princess Hajah Majeedah Nuurul Bulqiah and YM Pengiran Khairul Khalil bin Pengiran Syed Hj Jaafari at Baitul Rahmah, Istana Nurul Iman.

Also present were His Royal Highness the Crown Prince Hj Al-Muhtadee Billah, HRH Prince Mohamed Bolkiah, HRH Prince Hj Sufri Bolkiah, HRH Prince 'Abdul Malik and HRH Prince 'Abdul Mateen. Earlier at the residence of the groom in Darul Karamah in Jln Babu Raja, the groom's side led by YAM Pengiran Sanggamara Diraja Major General (Rtd) Pengiran Haji Ibnu Ba'asith met at a ceremony to prepare an entourage for the "Istiadat Bersuruh Diraja" to Baitul Rahmah, Istana Nurul Iman.

Among the attendees were YAM Pg Setia Negara Pg Haji Mokhtar Puteh and YAM Pg Indera Perkasa Pg Hj Hamdan and the groom's father YM Pg Syed Hj Jaafarrbin Pg Syed Haji Mashor. Then, Pehin Bendahari Hj Awang Abu Bakar called for YAM Pg Sanggamara Diraja Major General (Rtd) to commence the ceremony.

A Doa Selamat was then recited by YDM Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim. After the Doa Selamat, the entourage, led by YAM Pg Sanggamara Diraja Major General (Rtd) Pg Haji Ibnu Ba'asith moved to Istana Nurul Iman.

The ceremony at Baitul Rahmah, lstana Nurul Iman saw the groom's entourage heading for the bride's place, including state dignitaries, chosen personage and the father of YM Pg Khairul Khalil, YM Pg Syed Hj Jaafari bin Pg Syed Hj Mashor, with the intention to seek the hand of the bride in marriage.

The ceremony at Baitul Rahmah, Istana Nurul Iman, began with Pehin Orang Kaya Digadong Seri Lela Dato Seri Paduka Dr Hj Awg Hussain informing YAM Pg Lela Cheteria Sahibun Najabah Pg Anak Hj Abdul Aziz that the ceremony was ready to begin.

YAM Pg Lela Cheteria Sahibun Najabah Pg Anak Hj Abdul Aziz, in turn, instructed Pehin Orang Kaya Digadong Seri Lela Dato Seri Paduka Dr Hj Awg Hussain to seek an audience with His Majesty to inform that the ceremony was ready to begin.

Three ceremonial candles, three mats and three `Bintang Petian', (which was made of the best wood, engraved with a particular design and resembles a small round tray, filled with a `Kandi' and two small cups) were later brought in to the Baitul Rahmah hall where the ceremony was held. Then YAM Pg Setia Negara Pg Hj Mohd Yusof, along with the father of the groom, sought an audience with His Majesty to convey the intention for the hand in marriage.

His Majesty in his Titah expressed pleasure to welcome the arrival of the entourage of Pg Syed Hj Jaafari for such a purpose and accepted the intention and that may Allah bless the ceremony. His Majesty added, as noted such "Istiadat Bersuruh Diraja" was the start of the wedding events.

Meanwhile, the "Istiadat Bersuruh Diraja" will herald a series of two week-long, ceremonies where the opening of "Gendang Jaga-Jaga" today (June 2) at the Lapau ceremonial hall will take place. The ceremony ended with the reading of a Doa Selamat by the State Mufti.

Present at the ceremony were YAM Pengiran Cheterias, cabinet ministers, members of the consultative councils, deputy ministers, Pengiran-Pengiran Peranakan, Pehin Menteri, Menteri Pendalaman, foreign diplomats, permanent secretaries and heads of government department.-- Courtesy of Borneo Bulletin
