Business booms for divorce agencies
Chinese couples turn to one-stop centres to help them go their separate ways
By Lee Seok Hwai
AS THE number of divorces in China rise, an entire industry has emerged to cater to the more than one million married couples who undo their vows annually.
Thousands of private investigation companies have opened nationwide in the past five years, and paternity tests are now de rigueur.
The latest fad is a 'divorce consultancy', a one-stop agency where feuding couples attend counselling, draft divorce papers and relieve their post-divorce woes.
In March, trendsetting Shanghai saw the opening of its first such agency, the Shanghai Wei Qing Commercial Consulting.
Charging up to 500 yuan (S$101) an hour for its services, the company of 12 counsellors and six lawyers is a sure-win venture, whether its clients choose to reconcile or go their separate ways.
Wei Qing has handled some 1,800 cases, revelled in frenzied media coverage and spawned copycat agencies in cities from Shenyang to Guangzhou.
These divorce consultancies are raking it in by filling the void created by the disintegration of the old social order, said Shanghai Academy of Social Sciences sociologist Xu Anqi, a noted expert on divorce issues in China.
'There is definitely a huge demand for such services since people can no longer count on their work units or residential committees to mediate in their marital woes,' Ms Xu, 57, told The Straits Times.
The ballooning number of divorces is padding the bottom line of the nascent industry.
Last year, 1.33 million couples divorced in China, compared to only 800,000 in 1990 and about 450,000 in 1980.
Apparently, the relaxation of the Marriage Registration Regulation in October last year pushed up divorce statistics by making it easier and faster for couples to go their separate ways.
Couples can now get divorced in a matter of hours for a mere 10 yuan. Previously, they had to wait about a month and get the 'approval' of their respective work units.
The north-eastern city of Shenyang, for instance, reported more than 17,700 divorces for the year ending September, double the number in 2002.
In Hangzhou, capital of east China's Zhejiang province, there have been 14,038 divorces in the year since the new regulation took effect, said to Mr Ke Zhi, a Zhejiang-based divorce litigator. The figure is 24 per cent more than that over the same period in 2002 to 2003, he told The Straits Times.
'Obviously, the new regulation is the main reason divorce rates are skyrocketing everywhere,' said Mr Ke, who is also founder of China Divorce Portal, said to be the country's first online divorce services network.
He said his portal has handled 15,000 enquiries since opening in April 2000, and an average of about 25 divorce cases a year.
While business has been slow for the portal, the growth of the divorce industry has been swift since 1999, led by the mushrooming of paternity testing and private investigation agencies.
Beijing's Chaoyang Hospital started offering tests in 2000 to ascertain a child's parentage.
From about 50 cases a year for the past few years, the hospital did more than 200 tests by the end of September this year. Each test costs 3,600 yuan, or what an average engineer makes a month.
Smaller facilities try to undercut one another by charging as low as 2,000 yuan in a market expected to grow by 20 per cent a year.
In the past five years, private investigation companies - outlawed just a decade ago - have mushroomed in major cities to help clients nab philandering spouses.
Beijing has about 1,000 such agencies. Shanghai has more than 30 such companies employing more than 200 'detectives'.
One major player, Shanghai Fumosi Commercial Consultancy, said it charges up to 10,000 yuan a case and earns about 3 million yuan a year from 700 cases.
More couples are divorcing partly because people are growing more demanding towards their spouse as education and living standards rise, said Mr Ke.
'For example, a highly educated couple who hired me earlier this year split because they fought over whose surname their children should take. Another client from Beijing divorced her husband because he refused to turn down the air-conditioning in their bedroom.'
It is a sign of the times that a TV serial, simply titled Chinese-style Divorce, broke ratings records when it was shown this year.
The show - about the protracted marital woes of a middle-aged white-collar couple - has been lauded by viewers for its message that a marriage can unravel even without a 'third party'.
Its script writer Wang Hailing said: 'I want to encourage viewers to reflect on the tolerance, trust and responsibilities that keep a marriage intact.' |
