A roundtable discussion in session
Brunei Lauded For Support Of OR Roundtable
By Kartika Rahman
Bandar Seri Begawan - Brunei Darussalam was lauded for its support, which has contributed to the success of the two-day Senior Operational Risk (OR) Managers Roundtable held recently at the Empire Hotel and Country Club.
Such view was expressed by Committee of Cooperation on Finance, Investment and Trade (COFIT) Chairperson Linda Goh, Asean Bankers Association (ABA) Secretary General Tay Kah Chye, and Brunei Association of Banks Chairman Glen Rase.
The roundtable was hosted by the Brunei Association of Banks and organised by the Asean Bankers Association and the Risk Management Association in the bid to build a banking industry in the country.
A teleconference presentation and three roundtable sessions were held yesterday to mark the conclusion of the event, which saw the participation of over 80 representatives from various Asean financial institutions.
To determine Asean banking industry's need for an operational risk loss data consortium, a survey was carried out among ABA members. The results showed that 72 per cent of respondents would consider joining an external loss data consortium within the present time and 24 months, 89 per cent supported the formation of an ABA taskforce to map out a plan for the formation of an ABA Loss Data Consortium, and 70 per cent were willing to provide resources to form and/or assist the taskforce.
Leading up to the roundtable session was a presentation by JP Morgan Chase Managing Director and Head of Operational Risk Joseph A Sabatini, who provided an update on OR implementation status of international banks and how Asean banks could learn from their experiences by sharing issues encountered and advising pitfalls to avoid.
He also described a successful OR management as "accurate and timely data produced in cost efficient manner; benchmarking operational risk by line of business; have a process fully oriented to risk management with ownership by and engagement of business managers; create demand-pull for accurate information and drive an environment of no surprises; and do all this on an integrated basis that simplifies processes, lowers costs and fulfils expectations".
The first roundtable session on "Integrating OR, Compliance and Audit Infrastructure" was chaired by OCBC Bank's Group Operational Risk Head Jack Foe. The discussion centred on critical risk areas and the responsible governing bodies in banks.
The second session focused on "Scenario Assessments: Engaging the Business and Taking Value from Risk Control Self-Assessment Programme", and was chaired by DOB's Operational Risk Management Head Patricia Charlotte Jalleh.
Meanwhile, the third and final session on "Potential Areas for Cooperation on OR by Asean Banks" was chaired by COFIT Chairman and OCBC Bank's Regional Banking Relationship Head Linda Goh. -- Courtesy of Borneo Bulletin |

Students Caught Abusing Drugs
By Za'im Zaini
Bandar Seri Begawan - Students' involvement in criminal activities of late is a cause for concern. The arrest of seven Bruneians involved in drug cases recently including four students and the rest unemployed has alarmed relevant agencies in the country.
In a press conference to announce the success in solving a series of robberies, the OCPD of Berakas Police District, Supt Mohd Faisal Al-Sufri Bin Haji Adinin, said, "The majority of cases that involve students are from broken homes and those who are gullible and easily influenced by friends." He highlighted the importance of parents' role in caring for their children, which will help them to know family values and not go astray.
A few months back, petty thefts involving students were reported from the same police district. Also present at the press conference were DSP Pg Mohd Jefri bin Pg Hj Abd Wahab, Assistant Officer Commanding Police District, and ASP Hj Mohd Azree bin Hj Munap, District Crime Officer ofBerakas Police District.
The Berakas Police District has solved a series of housebreak-ins and thefts and has made the biggest seizure of stolen items for the police district this year.
The stolen items estimated to be valued at 530,000 comprise mostly of electrical items such as laptops, mobile phones, video cameras, radios, television sets, a motorcycle and jewellery.
Recently the Berakas Police District apprehended three local men believed to be involved in 19 cases of housebreak-ins and thefts.
One of them is a government servant while the other two are unemployed who are also involved in a drug case.
The areas targeted by the three were Kg Perpindahan Lambak Kanan and Perumahan Rimba Awam, Gadong.
Investigations found that the culprits mainly entered the houses through windows and doors that were not properly secured or had faulty locks. These were partly due to the house owners' fault, said the OCPD.
The police owed their success to the cooperation from the public in assisting them by providing vital information.
The police advised members of the public on several aspects of safety. They have been told to make sure that their house windows and doors are properly locked before leaving the house and before going to bed, to make sure that the surroundings of the house are well lit at night, to ensure air conditioner fittings are sealed properly, inform neighbours or the nearest police station when they go on long vacations so that patrols can be conducted at those areas.
The OCPD also warned those against buying stolen property.
Anyone who buys stolen property is liable to imprisonment of not more than three years or a line or both.
People who have lodged complaints over stolen items can go to the Berakas Police Station with purchase receipts to claim them.
The OCPD also told the media that from January to July 2007, the Berakas Police District has recorded more than 900 crime cases and most of them have been solved. -- Courtesy of Borneo Bulletin |

Parents of the apprentices during the signing ceremony
Over 5,800 Local Job Seekers Registered With Labour Dept
By P Marilyn
Bandar Seri Begawan - The Local Employment Services Section under the Labour Department has registered 5,841 local jobseekers as of May in search of employment opportunities.
This was highlighted by the Acting Commissioner of Labour, Dyg Hjh Rosliah binti Haji Hasbollah, yesterday during the signing ceremony of the Apprenticeship Training Agreement held at Orchid Garden Hotel.
She said the majority of the jobseekers comprise of former students of technical and vocational schools.
And, 300 of these jobseekers are university graduates in various fields of education.
The Acting Commissioner of Labour said there is much competition amongst the local jobseekers, not only in terms of finding employment but also in obtaining a respectable job.
As a result, it is important for individuals to instil in them positive work ethics, good leadership and management skills, as well as be motivated and confident, she added.
The Labour Department will continue to encourage locals to take up employment with the private sector as part of its efforts to increase their involvement in the private sector in its hid to lower the level of unemployment in the country, said Dyg Rajah Rosliah.
Yesterday's event saw the signing of Apprenticeship Training Agreement for the 6th intake of the National Trade Certificate (NTC) Grade 2 Apprenticeship Training Scheme for Professional Cookery and Services.
Fifteen apprentices from Sultan Saiful Rijal Technical College (MTSSR) signed the agreement with five leading hotels, catering establishments and country clubs to formalise their acceptance into the scheme.
Dyg Hjh Rosliah was present as the chief guest to witness the signing ceremony.
Six of the apprentices will train with Royal Brunei Catering, two with Orchid Garden Hotel, two with Sheraton Utama Hotel, three with the Empire Hotel and Country Club and two with Jerudong Park Country Club.
The apprenticeship training in Professional Cookery and Services is a two and a half year programme during which the apprentices will receive on-the-job training with their respective sponsoring hotels, catering establishments or country clubs. They will also back to MTSSR for off-the-job training.
This training will pave the way for good employment prospects and career advancement upon successful completion.
Apprentices who complete their training successfully will be awarded the NTC 2 Certificate and a Certificate of Apprenticeship in Professional Cookery and Services.
Both certificates are awarded by the Brunei Darussalam Technical and Vocational Education Council (BDTVEC).
The Labour Department is supportive of this initiative as the apprentices are able to gain exposure and extra knowledge, making them more `marketable' in the job market. It is also a step in preparing them for the shift in mindset from a student to an employee, added Dyg Hjh Rosliah.
Meanwhile, the Acting Director of Technical Education Department, Awg Othman bin Haji Simbran, urged the apprentices to undergo their training with the right attitude and work ethics and face any challenges that may come their way.
He advised parents of the apprentices to render their full cooperation to the institutions and sponsoring organisations in complying with all the training rules and regulations.
He also applauded the local industry for their continuous support and exemplary response in .sustaining the programme and encouraged participation by other leading establishments and urged them to come forward and contribute in developing the nation's human resources and the tourism and hospitality industry.

Areas in Kampong Lumut/Sungai Liang are one of the sites in Belait District identified for the National Housing Scheme. According to the National Development Housing plan, 2,096 lots are allocated for the construction of houses covering an area of 282 hectares. And within the housing area, various projects are currently ongoing including 901 lots under land works, 46 lots under infrastructure and 181 lots for housing.
The National Housing Development testifies the firm commitment of His Majesty's government to provide properly planned and comfortable housing for the citizens, since this is the key to promoting the welfare of the people in the Sultanate.
It is also one of the housing schemes designed for those without land to build their own houses under which housing units are made available at subsidised prices to be paid over a period of 20 to 30 years.
The scheme is aimed at creating a cohesive and harmonious society in line with the objective of a balanced national development. This is consistent with the housing policy and its objective of creating a high standard of living for the people in a well-planned and harmonious environment, besides giving opportunities for them to own land and houses.
After consenting to present land grants and house keys, His Majesty toured Pengiran Anak Puteri Hajah Rashidah Sa'adatul Bolkiah Secondary School in Lumut.
At the school, the ruler consented to plant a sapling in the 'Nur Mustakim' garden to commemorate his visit. The ruler also watched a weapon training and survival demonstration by the school's army cadets, robotics, lego and clay pottery demonstration, as well as various exhibitions on Asean and awareness against drugs.
The monarch then toured the head office and warehouse of Syarikat Kejuruteraan Sistematik Sdn Bhd (SKS) and Joffren Omar Company Sdn Bhd (JO) in Sungai Bera, Seria Light Industrial area. The local (Bumiputera) company's main operations include supplying materials for maintenance in oil and gas industry; transport and logistic services, manpower and catering to major clients such as BSP and the Brunei government.
At the head office, the ruler consented to sign the company's guest book and was greeted by the employees lining up towards the warehouse located next door.
Both companies have a workforce including 505 locals. Its main projects are the Brunei Shell Oil and Gas Discovery Centre, Brunei Shell 'J' company housing, Data Centre Bolkiah Garrison and Brunei Shell SAV building. Its future developments include the Welding Training Centre, which is currently in construction, and site clearing and piling works for the new Marine Construction Yard in Sungai Duhon.
Since July 1995, SKS has achieved 17.57 million man hours of no Lost Time Injury while JO holds a record of 3.8 million man hours of no Lost Time Injury since May 1995.
His Majesty later visited the Seria Oil and Gas Discovery Centre, which has received more than 120,000 visitors since it was officially opened by the monarch in September 2002.
His Majesty was greeted by Dr Grahaeme Henderson, Managing Director of Brunei Shell Petroleum, and viewed over 300 science and technology exhibits in the centre's exhibition hall.
The ruler signed a commemorative plaque in conjunction with his visit and received a 'pesambah' from OGDC.
From the Exhibition Hall, His Majesty went to view the centre's $250,000 Traffic Games Park, the official venue for the Brunei Shell Traffic Games competition which was completed in February 2006. At the park, the ruler observed a demo from Anthony Abell College students at the specially designed infrastructure that has customised go-karts, bicycles, traffic lights, road signage and other landmarks which enable users to get first-hand feel of driving in real conditions on the road.
The OGDC Traffic Games Park and Brunei Shell Traffic Games are part of BSP's contribution to support the government's aspirations in a bid to make our roads accident-free.
Later, His Majesty visited the residence of village leader of Kampong Pandan 'A', Awang Sulaiman bin Haji Udin. The royal visit also came as a great opportunity for village residents to interact personally with His Majesty.
The ruler's next stop was the NBT Toyota showroom at Complex Harapan building, Kuala Belait. NBT has come a long way as a trading company dealing with electrical appliances, consumer items and motor vehicles in 1957 to exclusively distributing Toyota motor vehicles in Brunei Darussalam.
His Majesty also visited the Marine Construction Yard of the BSP's Service Campaign Operations (SCO) Department in Kuala Belait where the ruler took a closer look at an exhibition on MCY operations and activities.
His Majesty signed a commemorative plaque and continued his tour by visiting fabrication shops, blasting painting workshop and material handling activities area at MCY.
The ruler also toured the Mampak topdeck fabrication side, helideck refurbishment area and load out area by the Belait River.
His Majesty then went to Syarikat Perniagaan Melayu filling station along Jalan Panglima Kuala Belait before ending his visit with a luncheon at Dewan Santap.
His Majesty's presentation of house keys, land lots and followed by visits to private institutions demonstrates the monarch's care and concern for the well-being of the residents of the country. |

Minister of Communications Pehin Dato
Awang Abu Bakar Apong (R) visiting the iCentre.
iCentre's Incubation Programme Open To Public
Bandar Seri Begawan - The iCentre, developed by the Brunei Economic Development Board (BEDB) is now accepting applications from Info-Communication Technology (ICT) developers and related SMEs who wish to be part of the first batch of applicants of the iCentre's Incubation Programme, a press release stated yesterday.
Application forms can be downloaded from the Brunei Economic Development Board's web site, www.bedb.com.bn.
Sixteen business incubation units are ready to host local ICT enthusiasts and SMEs for a period of up to 24 months, according to the itentre's management company, KR Consulting, an associate company of the National University of Singapore (NUS).
Participants can develop their innovative ideas or existing products and services by taking advantage of support services in the form of management guidance, technical expertise and mentoring to which KR Consulting has access.
They can also benefit from facilities provided at the iCentre such as furnished offices with plug-and-play facilities, a conference room, meeting rooms and exhibition areas. Other facilities include technology labs that will aid the development of software and solutions.
Recognising the rising number of technopreneurs and the need to provide the infrastructure to promote their growth especially in the critical early years, the BEDB developed the iCentre to support the local ICT industry.
To fully realise the potential of this programme, BEDB is working closely with agencies such as the Ministry of Communications and the Authority for Info-Communications Technology Industry of Brunei Darussalam (AiTi).
The drive to promote the incubation concept and recruit potential applicants began with an open forum held in May this year. During the forum, ICT enthusiasts were invited to 'Think Big' and discuss the iCentre's incubation services in an infonnal setting.
Several issues were raised during the forum, which prompted the BEDB to organise a follow up workshop in early June.
Some 90 people participated in the workshop.
Both the Think Big Open Forum and Think Big Workshop have harvested interest and applications from potential applicants.
Although the iCentre can accommodate up to 16 participants at any one time, it can also assist SM Es that may not necessarily require incubation but would benefit from access to the networking of KR Consulting's and that of the NUS. -- Courtesy of Borneo Bulletin |
