this is the rule written by FA.
“Many stoppages in play are entirely natural (e.g.throw-ins, goal kicks). An allowance is to be made only when thesedelays are excessive.
The fourth official indicates the minimumadditional time decided by the referee at the end of the final minuteof each period of play.
The announcement of the additional timedoes not indicate the exact amount of time left in the match. The timemay be increased if the referee considers it appropriate but neverreduced.
The referee must not compensate for a timekeepingerror during the first half by increasing or reducing the length of thesecond half.”
Yes, the Ref was spot on with the added stoppage time, let me break it down :
4 minutes of injury time
Bellamy scored in the 91st minute and celebrated for about 1 minute.
SAF brings on Carrick , Fifa rules state that the ref should add a minimum of 30 seconds.
That extended the stoppage time to 95.30
Owen scored on 95.21 and celebrated for at least another minute which is why the whistle wasn't blown until 97 minutes.
Don't forget that Shay Given also waited forever to take a goalkickafter they equalised in injury time. The ref would have sensedtime-wasting and stopped his watch.
The amount of stoppage time essentially gave extra playing time toboth teams, it therefore gave the same advantage to both teams. City could have scored in those minutes and we would have lost the match. The extra time would then have been in their favour. They failed to score.
