HDB's no-commission deal
SINGAPORE: Would you like to buy a flat without paying the property agent's commission? Well that is the deal that the Housing and Development Board (HDB) is offering to find buyers in the open market for 250 unsold flats.
The HDB is looking for housing agencies to sell 250 executive and five-room flats aged five years or older on its behalf, but has stipulated that the agencies, if appointed, "will not be allowed to collect any commission from the buyers". Commission from the sale of these flats - located in Jurong West, Sengkang, Bukit Merah and Geylang - will be charged instead to the HDB.
"HDB is prepared to pay for the services rendered by the appointed housing agencies. As such, there is no need for the buyers to separately pay commission to HDB's appointed agents," its spokesman told Today.
This move follows HDB's decision not to award a similar tender last year amid an outcry over unusual offers made by some bidders. Four of the 15 agencies who bid for the tender were willing to sell the flats without charging HDB a fee. Some even offered it a cut. People feared they would make up the difference from the buyers. The current practice in the HDB resale market is to charge a commission of 2 per cent from the seller.
The previous tender was for 400 flats. This time it is for 250. The HDB spokesman told Today that flats would gradually be released over a year and the 250 units constituted less than 1 per cent of the 30,000-odd resale transactions that took place annually.
"HDB will closely monitor the response to the sale of these flats in the open market to ensure that there will be minimal impact on the resale market," the spokesman said.
ERA Singapore's assistant vice-president Eugene Lim saw the move as a "test case to ensure that the mechanism works smoothly before they put more flats on the market".
Meanwhile, PropNex felt that the no-commission carrot would spur flat sales. Both ERA and PropNex were keen to take part in the latest tender. PropNex's chief executive Mohamed Ismail said the move would encourage potential buyers, even though there already exists "a good demand" for such flats.
Another industry player felt that HDB's clause could force agents, who were competing against it in the resale market, to slash their commissions. In other words, buyers could gain at the expense of the agents. Mr Mohamed expects stiff competition for the tender.
These 250 flats "will be sold with the same terms and conditions as other resale flats" and "be priced at market value as determined by professional valuers", the HDB said.
No doubt those keen to sell their flats on the resale market in the same area as the unsold flats would watch the developments closely, said an observer. "Some of them are already facing problems selling their flats," he added.

SATU lagi pasangan Melayu terpaksa merempat di kawasan awam selepas flat empat bilik mereka di Sengkang dirampas bank ekoran kegagalan melunaskan pinjaman bank sejak lebih setahun lalu.
Akibatnya, Encik Hashim Eusuff, 40 tahun, dan isteri warga Indonesianya, Cik Rosniti Kartiman, 33 tahun, suri rumah, menggunakan lori kerjanya sebagai 'rumah' sejak lebih tiga bulan lalu.
Ditemui baru-baru ini, Encik Hashim berkata beliau gagal membayar ansuran bulanan flat Compassvale Walk itu, yang kini dianggar sekitar $12,000, kepada OCBC Bank selepas dibuang kerja tiga tahun lalu.
Flat jual semula itu dibelinya dengan harga $250,000 pada 2003.
'Ketika itu saya meraih pendapatan sekitar $1,700 sebulan sebagai pemandu dan penjaga stor.
'Saya pun berani gunakan kad kredit untuk membeli perkakas rumah, termasuk kerusi meja, televisyen, peti sejuk dan lain-lain lagi.
'Namun, selepas dibuang kerja, masalah ini menimpa, dan simpanan Tabung Simpanan Pekerja (CPF) saya mula tidak mencukupi,' katanya.
Beliau terpaksa menokok wang tunai $700 setiap bulan bagi membayar ansuran itu hingga menjejas perbelanjaan bulanan, termasuk bil api air. Ini diburukkan lagi dengan bil kad kredit $18,000, yang masih belum dilunaskan.
Walaupun beliau kini bekerja sambilan sebagai pemandu lori dengan gaji kurang $1,200, Encik Hashim masih belum dapat mena ngani masalah kewangannya.
Beliau telah meminta bantuan Anggota Parlimen GRC Pasir Ris-Punggol, Encik Charles Chong.
'Kami telah merujukkan kes ini kepada Kementerian Pembangunan Negara dan berusaha mendapatkan flat sewa baginya,' kata Encik Chong.
Ketua Perancangan dan Jaminan Pelanggan OCBC Bank, Encik Ng Kwok Leong, berkata pihaknya selalu berbincang dengan pelanggan dan memberi tempoh agak lama untuk mereka melunaskan pinjaman yang tertunggak sebelum mengarahkan mereka agar meninggalkan flat.
'Tempoh itu akan dilanjutkan bergantung pada setiap kes dan kami hanya menarik balik rumah sebagai langkah terakhir,' katanya.
Sebelum ini, satu lagi pasangan, Encik Rapan Maneh, 57 tahun, dan isteri, Cik Aishah Bunasir, 41 tahun, terpaksa merempat di pantai Sembawang ekoran gagal melunaskan tunggakan yuran flat sewa mereka di Marsiling.
Sebelum ini, mereka diarahkan Penguasa Tanah Singapura (SLA) agar berpindah dari kawasan itu.
Namun, SLA semalam berkata pihaknya bersedia melanjutkan tempoh untuk pasangan itu tinggal di kawasan tersebut sementara pemerintah menilai situasi mereka.
Kementerian Pembangunan Masyarakat, Belia dan Sukan (MCYS) semalam berkata pihaknya boleh menawarkan Encik Rapan tempat di rumah kebajikan jika beliau masih gagal mendapatkan tempat tinggalnya sendiri.
Namun, MCYS tidak dapat memberi isterinya tempat di rumah kebajikan memandangkan beliau bukan warga setempat.
'Kami menasihatkannya agar pulang ke Batam buat sementara waktu sedang Encik Rapan menguruskan hal perumahan,' katanya.
Semalam, Encik Rapan berkata beliau enggan berpisah daripada isterinya itu. |

Six HDB blocks in Ghim Moh selected for SERS
SINGAPORE: Six HDB blocks in Ghim Moh Estate have been identified for the Selective En bloc Redevelopment Scheme (SERS).
They are blocks 9 to 12, 9A and 12A.
The residents from the 30-year-old blocks can look forward to moving into new replacement flats to be built north of Commonwealth Avenue West.
These replacement flats will be situated along the Ulu Pandan Park Connector opposite Ghim Moh Estate with the Buona Vista MRT Station close by.

my friend sold his house in sengkang....he lost about S$40 gitu.
yang beli direct from HDB harga S$300K plus...yang ni perit nak make profit. |

i got this friend yang beli 5 room at S$540K ni rumah beli from open market,
the house is now around S$340K....perit eh...
lucky thing i did not buy the 5 room,tu jam harga pun around S$500K
the agent was asking me to commit......kalo beli ...sekarang perit banyak |

HEARTLAND COUPLE BUYS 2 CONDOS FOR MORE THAN $1 MILLION
SHE does not mind working seven days a week just so she can call herself a property investor.
Mrs Ho, who lives in a four-room HDB flat in Potong Pasir, works as an accounts executive but come weekends, she doubles up as a ticket seller at the Singapore Turf Club.
In all, she makes barely $3,000 a month, while her husband, who is a civil servant, earns about $4,500 a month. Yet the couple could save enough to buy not one, but two condominium apartments.
They are both for investment.
Together, the two apartments are valued at more than $1 million.
While the couple could borrow from banks and use their CPF savings to finance the purchase, it's still a case of 'buy first, think later'.
Mrs Ho, 49, who has two children aged 23 and 9, admitted that she has not thought about other expenses that they will have to foot, such as the property tax and maintenance fees for the two condos.
She reckoned that her family may have to 'struggle a bit' if the property market goes downwards.
Fortunately, as both condominiums are still being built, she does not need to pay any monthly instalment now.
And like other investors, she hopes to take advantage of the booming property market and cash out on her investment. If she can't sell, she plans to rent them out.
Mrs Ho first invested in a studio apartment at City Square Residences at Kitchener Link last May.
She and her husband paid $424,610 for the 53 sq m freehold property.
Today, her apartment can easily fetch more than $460,000. The last transaction for a studio apartment at City Square Residences, completed in April, was $459,000.
Mrs Ho was initially apprehensive about buying a big apartment. So she bought the smallest one at City Square Residences.
She said: 'I was scared. It's such a huge investment after all and it was our hard-earned money.
'My husband and I have been working for so long, so naturally, we have substantial CPF savings.
'We feel that it's safer to invest in properties than shares. We don't know much about shares.'
Mrs Ho is no expert in properties either. But her self-imposed guideline is that she would invest in only freehold projects.
'After I bought my first condo, I started reading the property news. And when the Government announced the future integrated resorts, my husband and I thought, 'Why not invest in another apartment?' And a bigger one this time.'
So in May this year, the couple put a 20 per cent down payment on a 95 sq m apartment at Intero at Potong Pasir.
When the Leicester Road freehold condo was launched, the developer was selling the 48 units at about $620 psf each on average.
It has 44 three-bedroom units priced from $639,000, and four penthouses starting from $914,000.
Mrs Ho paid $678,000 for her three-bedroom unit.
'I like Intero because it is near my flat. And since it is a three-plus-one-bedroom apartment, I have the option of moving into it.'
PLANNED CAREFULLY
She said she and her husband planned their second condo purchase carefully.
'Our HDB flat is fully paid for and we are debt-free.
'If there's ever going to be a sudden property slump, we will sell our condos and continue living in our flat,' said Mrs Ho, who paid $77,000 for their flat more than 20 years ago.
Their flat is currently valued at about $270,000.
She added: 'My elder son is 23 and he has started working. If my husband and I can't manage the loan repayments, my son can also help to pay for them.
'Our plan is to let out our apartment at City Square Residences.
'We won't sell unless profit's good, like $100,000.'

CASH-OR CPF-RICH
THEY are called 'specuvestors' because they are half-speculators, half-investors.
Mr Michael Lee from Ivy Lee Realty said this new buzzword is used to describe those who have the means to hold on and wait for the right sales price because they are cash- or CPF savings-rich.
Gone are the low-cash risk-takers, observed property agent Dennis Leong.
'Specuvestors' are usually in their late 40s and 50s.

JUST five years ago, Mr Tan, who declined to give his full name, paid close to $1 million for his freehold three-bedroom apartment in the east.
Today, he is lucky if someone wants to pay $700,000 for it.
Despite the current optimism in the property market, not all home investors are rejoicing because, like Mr Tan, the value of their investments is still in the negative terrority.
So property consultants advise potential buyers to do their sums carefully before they jump in.
For instance, they should check whether they have sufficient cash or funds in their CPF to keep up with the instalments, should the banks suddenly increase their rates due to changes to the economy.
Mr David Cheang from HSR Property Consultant said: 'I had seen clients who went bust and had to declare themselves bankrupt because they couldn't service housing loans.'
'They suffered more than 30 per cent in loses. During the last property boom, many buyers jumped onto the bandwagon without doing their calculations carefully.
'They'd believed that they would definitely profit from their properties.' |
