tu laaa pasal......

melampau2 naik...... dulu $2800 bole sewa condo.... sekarang hdb je..... tu pun 2 bedroom.....

kesian pada sapa2 yg belum ada rumah..... dah laa cost of living kat spore mmg sedia tinggi.... ditambah ngan sewa rumah yg x masuk akal..... bole pitam.....

S'pore home prices slow after record year

SINGAPORE private home prices rose at the slowest in more than a year in the first quarter of this year, reflecting a general slow down in the property market.

Prices of private homes gained 4.2 per cent in the first three months, after rising 6.8 per cent in the previous quarter, according to early quarterly estimates released by the Urban Redevelopment Authority (URA) on Tuesday.

Prices of non-landed private homes in the core central region of Singapore such as Orchard Road and Sentosa Cove rose by 4.4 per cent, compared with a 7.5 per cent rise in the previous quarter.

Non-landed private home prices rose 3.9 per cent in the rest of central region and 4.8 per cent in areas outside the central region or suburban areas. In the previous quarter, these prices went up by 7.7 per cent and 7 per cent respectively.

Private home prices jumped 31 per cent last year on the back of a booming economy - to an 11-year high. The market has since slowed considerably in the wake of the global credit crunch and the jittery stock market.

The URA on Tuesday advised prospective home-buyers that there is ample supply of private housing in the pipeline.

'As at the fourth quarter of 2007, there are about 64,900 private residential units in the pipeline, of which about 56,100 new private housing units are expected to be completed between 2008 and 2011,' said the URA.

About 38,300 units, or 59 per cent of the total, haven't been sold, the authority said.

Singapore's residential property market outpaced increases in China and Bulgaria, researcher Global Property Guide said in a Dec 19 report. Prices excluding inflation climbed 24 per cent, the researcher said.

The figures released by the authority are preliminary and based on transaction prices lodged during the first 10 weeks of the quarter. The statistics will be updated four weeks later, the authority said in today's statement.

The URA will release the full first quarter real estate statistics in four weeks' time.

Subsidised HDB rental flats in greater demand now
30% jump in applicants in past few months; HDB says not all are needy

THE number of people applying for heavily subsidised HDB rental flats has shot up by at least 30 per cent in the past few months - to about 4,000 eligible applicants on the waiting list now.

As a result, the wait for these one- and two-room rental units is now up to 15 months - double the waiting time in 2006.

Though families hit by soaring rentals on the open market and those in financial difficulty are among those in the queue, the Housing Board said not all applicants are 'needy or have urgent housing needs'.

It said that last year, more than half who applied for its rental units were former home owners who did not owe the HDB any money when they sold their flats.

In fact, some of those in the rental queue had enough money to buy a smaller unit after selling their flat, said National Development Minister Mah Bow Tan in the recent Budget debate.

The HDB stressed that its rental flats are meant for the poor who cannot afford to own a flat and have no other housing option.

Any family whose household income is $1,500 or less a month can apply for rental housing. Also, they must wait for 30 months after selling their flats before being eligible for subsidised rental homes.

MPs interviewed say they are seeing more and more people approaching them for help in securing a rental flat.

Besides those hit by rising rentals and financial troubles, there were others who had their flats repossessed by banks when they could not service their home loans.

The heavily subsidised HDB rental units are the only lifeline for these people, say the MPs interviewed, who included Ms Indranee Rajah, Madam Cynthia Phua and Madam Halimah Yacob.

Depending on household income and other factors, rentals are between $26 and $205 a month for a one-room flat; and between $44 and $275 for a two-room unit.

One person who has been on the waiting list for the past few months is part-time promoter Chan Yoke Yin, 46.

Her family ran into debt when her husband, a bus driver, was hit by cancer and a stroke, and had to stop work about four years ago.

The family started to fall behind in loan payments, and now owes the HDB more than $300,000 for a five-room flat. Madam Chan, who earns about $1,000 monthly, says she has 'no choice' but to sell her flat.

Ms Rajah said: 'I have had an inordinately large number of people coming for help to get a rental flat last year.

'There seems to be an acute shortage of rental flats.'

She has seen at least two cases of people living in the open while waiting for a rental unit, she said. One is an odd-job worker who has been sleeping at a bin centre for months, while the other is a family living on the beach.

The HDB says people who need a flat urgently can switch to estates where the wait is shorter, for example, in Woodlands. Waiting time at these estates is around three months, compared to Bedok and Tampines, where one can wait for up to 15 months.

Meanwhile, the HDB is referring those in urgent need to charities which run temporary shelters. The first shelter for homeless families, New Hope Community Services, has taken in about 20 families since opening last year.

It is managing 'a few' flats for this purpose, the Ministry of Community Development, Youth and Sports (MCYS) told The Straits Times.

'These families are not allowed to stay long term at these flats and are expected to move out as soon as they find alternative housing,' said the MCYS spokesman. 'Many such families have been able to move on to stay with their relatives or friends.'

HDB is also increasing the supply of rental flats from the current 43,000 units to 50,000 over the next few years and reviewing the eligibility criteria for rental housing to help the 'genuinely poor'.

HDB says BTO flats to constitute main supply going forward

SINGAPORE: The Housing and Development Board (HDB) said build-to-order (BTO) flats will constitute the main supply of new flats going forward.

HDB also plans to build another 5,000 units under this scheme, between now and September 2008.

The move comes as HDB's stock of unsold flats is progressively being taken up.

During the days of excess supply of HDB flats, there were over 25,000 ready-built flats waiting for buyers. But now, that number has shrunk to about just 1,300 units.

To avoid an over-supply, HDB said it's looking to the BTO scheme which was launched in 2001. So construction will begin only when the majority of planned units have been booked.

This means home-buyers will have to start planning ahead, as the flats take about 3 years before they are ready.

Between now and September, HDB plans to offer another 5,000 BTO flats. These will be in areas like Punggol, Sengkang, Woodlands and Bukit Panjang.

With the latest addition, the total number of such flats, for the first nine months of this year, will be increased to 6,100. This is higher than the number launched in each of the previous two years - 6,000 BTO flats in 2007 and 2,400 in 2006.

HDB will provide more details of these projects when they are launched.

As for the remainder of unsold flats, HDB said from July, these will be offered under a revised sales exercise under the combined balloting/walk-in system which will see more flats offered for sale in quarterly and half-yearly intervals.

All 4-room and bigger flats will also be pooled under a single launch. Sales of these units currently take place by sector - North & West, Northeast, and Established Towns. The timing of such exercises will also be changed so that more flats will be offered under each sale.

Unsold 3-room and smaller units will be released once a quarter, instead of once a month currently. Larger flats - 3-room premium and bigger - will be sold every six months starting this October, instead of bi-monthly.

Priority will be given to first-time homebuyers. 90 percent of unsold flats will be allocated to this group, which will also enjoy a double chance over regular applicants, for a place in the queue.

"This new scheme (does not) favour second-timers. So if I'm a second-timer, I'll have very little chance if I go to the 6-monthly selection. So my only other chance is to go to the resale market to buy my flat," said Eugene Lim, Assistant VP of ERA Realty Network.

But analysts said, with prices in the resale market still out of the reach for many home-buyers, BTO flats remain the cheapest option for them. - CNA /ac/ls

Sebelum ini, flat-flat tersebut ditawarkan setiap dua bulan dan secara bulanan.

Selain itu, HDB akan menggabungkan penjualan flat empat bilik dan lebih besar yang tidak terjual.

Sebelum ini, penjualan flat-flat sedemikian dikategorikan di bawah tiga sektor - Utara dan Barat, Timur Laut dan kejiranan matang.

Perubahan ini bermakna pembeli kini mempunyai pilihan lebih luas pada setiap penjualan.

Kini, 90 peratus flat yang ditawarkan itu akan diperuntuk bagi pembeli kali pertama. Ini mengambil kira maklum balas orang ramai, khususnya golongan pembeli kali pertama.

Selain itu, pembeli kali pertama akan menikmati peluang berganda dalam menentukan kedudukan mereka dalam undian mendapatkan flat.

490 FLAT DITAWAR


LEMBAGA Perumahan dan Pembangunan (HDB) semalam mengumumkan pelancaran penjualan 490 flat di zon Utara dan Barat di bawah penjualan setiap dua bulan.

Ia terdiri daripada 75 flat empat bilik, 371 flat lima bilik dan 43 flat eksekutif di kejiranan seperti Bukit Batok, Jurong East dan Yishun.

Ketua Pegawai Eksekutif (CEO) PropNex, Encik Mohamed Ismail Gafoore, berkata beliau menjangka sehingga 2,500 pemohon bagi flat-flat itu, yang kebanyakannya di kawasan Jurong.

'Lebih-lebih lagi kerana pemerintah baru mengumumkan rancangan merancakkan kawasan itu,' ujarnya.

Bukit Panjang residents one of the first to benefit from NRP

SINGAPORE: More than 6,000 residents in Bukit Panjang will be among the first in Singapore to benefit from the Neighbourhood Renewal Programme (NRP).

Announced by Prime Minister Lee Hsien Loong at the National Day Rally last year, it is a new programme that focuses on neighbourhood improvements.

Flats that have been built before or in 1989 are eligible for NRP if they have not undergone any kind of main or interim upgrading.

Community Development, Youth and Sports Minister Vivian Balakrishnan said on Saturday that although it may be a free programme for the residents, it will require at least 75 percent support before it can be rolled out.

Man who assaulted Town Council officer sends apology letter

SINGAPORE : A man who physically assaulted a Sembawang Town Council officer, has tried to make peace by writing a letter of apology.

Teo Chiam Ng went to the Town Council office on Monday morning to submit his letter which explained his actions.

The 59-year old technician had hit the officer with a golf club on April 8 at a block in Yishun Ring Road.

The officer had been investigating complaints that rabbit cages were obstructing the common corridors.

The cages are believed to belong to Teo, who had been given several reminders since February to remove them. But Teo had insisted they did not belong to him.

Teo was arrested but released on a bail of S$2,000.

The police are still investigating the incident.

The assaulted officer was admitted to Tan Tock Seng Hospital for head injuries.

It is not clear how serious his injuries were, how long he was hospitalised or if he has been discharged.

Teo said, "Let me tell you, I was just playing only. I've already said so many times that if he was really that badly injured, he wouldn't have been able to wake up." - CNA/ms

KADAR SEWA APARTMEN SINGAPURA KELIMA TERMAHAL DI ASIA

KADAR sewa apartmen swasta di Singapura meningkat paling pantas di Asia - naik 33 peratus antara 2006 hingga hari ini.

Satu tinjauan oleh firma sumber manusia, ECA International, mengenai kos penginapan ekspatriat, menunjukkan kadar sewa apartmen mewah tiga bilik di kawasan popular ekspatriat di sini mencapai AS$4,460 ($6,075) sebulan.

Dua tahun lalu, harga sewa unit yang sama adalah $3,364 sebulan.

Kenaikan itu menjadikan kadar sewa apartmen di sini kelima paling mahal di Asia, dan kesembilan paling mahal sedunia.

Pengurus Besar ECA International di Hongkong, Encik Lee Quane, berkata beberapa faktor mendorong kenaikan dalam harga sewa.

Ini termasuk syarikatsyarikat yang mengembangkan operasi mereka di sini, inisiatif pemerintah untuk menarik lebih ramai pekerja mahir daripada luar negara dan bekalan hartanah yang terhad ekoran projek-projek en-bloc.

Hongkong terus menjadi bandar paling mahal di Asia dari segi harga hartanah. Kadar sewanya adalah dua kali ganda lebih tinggi berbanding Singapura.

Di Tokyo, lokasi kedua paling mahal di Asia, apartmen mewah tiga bilik adalah 60 peratus lebih tinggi berbanding di Singapura.

Mumbai pula menjadi lokasi keenam paling mahal di dunia. Harga sewa di Mumbai meningkat 21 peratus sepanjang 12 bulan lalu - kenaikan kedua paling besar selepas Singapura. Di Asia, Mumbai merupakan lokasi ke tiga paling mahal.

Tinjauan itu juga menunjukkan sewa di beberapa tempat di Timur Tengah telah juga meningkat dengan pantas, termasuk Abu Dhabi, Sharjah dan Doha. Dubai menjadi tempat ke-13 paling mahal untuk disewa di Timur Tengah.

HDB gets 5,700 applications for 490 flats in April sale

SINGAPORE: The Housing and Development Board's (HDB) April sale of four-room and bigger flats closed on Wednesday, with 5,700 applications for the 490 flats offered.

These flats are located in various towns such as Bukit Batok, Bukit Panjang, Choa Chu Kang, Jurong East, Jurong West, Sembawang, Woodlands and Yishun.

HDB said the take-up rates for its Bi-monthly Sales Exercise are high because the flats offered are completed or nearing completion.

However, it noted that while there is a high number of applications for its unsold stock, a significant number of applicants under the Built-To-Order (BTO) scheme does not end up purchasing a flat.

For instance, there were 1,284 applications received for 698 4-room flats offered under the September 2007 BTO project at Coral Spring in Sengkang. However, more than 200 flats remained unsold after all the applicants in this project were invited to select a unit.

So HDB is currently reviewing the flat application system, following feedback that non-serious applicants are crowding out those with more pressing housing needs.

HDB flats are now mainly sold through the BTO system, where projects are built only when a majority of units are booked. As these BTO flats take about three years to be complete, buyers are advised to plan ahead for their housing needs.

Couples who are planning to get married are encouraged to take advantage of HDB抯 Fiance-fianc閑 Scheme to book their BTO flats early, to reduce the waiting time for a new flat upon marriage.

From April to September, HDB plans to offer 5,000 new BTO flats in towns such as Punggol, Sengkang, Woodlands and Bukit Panjang. The next two BTO launches will be in Punggol and Sengkang at the end of April.

HDB has also advised urgent buyers to consider resale flats in the open market where eligible first-time buyers can apply for the S$30,000 CPF Housing Grant.

First-timers who buy a resale flat to stay with or near their parents are also entitled to a higher grant of S$40,000. - CNA/vm

War on killer litter: Town council and HDB vary tack

Campaign to focus on education rather than enforcement

THE void deck of Block 259 Bangkit Road is covered with pictures of bamboo poles, potted plants and bird cages.

The display is part of an awareness campaign designed to highlight the dangers of potential killer litter.

However, the neighbourhood appears to have some way to go before the spectre of killer litter is stamped out.

The windows above the void deck are full of real-life hazards to pedestrians below.

The Straits Times counted eight mops balanced on bamboo pole holders, two dangling rubber hoses and two instances of criss-crossed bamboo poles.

These are just some of the dangers that MP Teo Ho Pin, his team from the Holland-Bukit Panjang Town Council and the HDB hope to eradicate through the Make Our Town Safe, Remove Killer Litter project, which was launched yesterday.

The project will include a roving exhibition, a children's art and essay competition and door-to-door visits to all 56,000 households in the town.

Similar projects may be rolled out in other towns after the three-month programme, said Dr Teo, who is also the mayor of North West District. The town council and HDB will focus on educating residents instead of issuing summonses.

Comparing the campaign to the battle against dengue, he said: 'This is an ownership project rather than an enforcement campaign.'

Killer litter has been a longstanding problem here.

In 2000, a five-year-old girl died after she was struck by a falling flower pot in Kent Road.

In July 2005, the HDB launched an anti-killer litter campaign and declared a 'zero tolerance' policy. Town councils also stepped up enforcement.

But in 2006, there were reports of two flower pots falling in Kent Road, a refrigerator falling in Geylang Serai and a man being struck by a falling metal plate in Ang Mo Kio.

Last year, the number of such reports dipped. 'It is encouraging, but I would still like to reach out to that small segment of our population,' said Dr Teo.

Those convicted of throwing killer litter may be fined up to $1,000 and jailed up to two years. The maximum fine for placing objects in a dangerous manner is $2,000. The HDB can also acquire a flat or terminate the tenancy of a rental flat if residents flout these laws.

Bukit Panjang housewife Lim Siew Jin, 52, is gladdened by the efforts to stamp out the problem, but she is still concerned.

'I've seen pots along the ledge and they are very heavy and dangerous,' she said. 'I'm not afraid for myself, but I'm worried about the safety of my children.'

LEMBAGA Perumahan dan Pembangunan (HDB) telah membantu 40 individu muflis membeli flat sejak ia menawarkan pinjaman gadai janji dengan kadar faedah pasaran bagi golongan sedemikian mulai 16 Julai lalu.

Bantuan diberikan kerana mereka tidak lagi dapat menikmati pinjaman dengan kadar rendah daripada HDB dan pihak bank pula menutup pintu kepada golongan muflis.

Bagaimanapun, pinjaman tersebut diberikan tidak sewenang-wenangnya - berdasarkan kes individu berkenaan.

'Seperti para pemohon pinjaman gadai janji yang lain, pinjaman hanya diberikan berdasarkan dasar penilaian kredit HDB.

'HDB perlu memastikan si pemohon mampu melangsaikan ansuran bulanan bagi jangka panjang, selepas mengambil kira bayaran bulanan kepada pemiutang dan atau Penerima Rasmi.

'Malah, izin Penerima Rasmi juga akan didapatkan jika pemohon pinjaman perlu menggunakan wang tunai jika Tabung Simpanan Pekerja (CPF) mereka tidak cukup untuk membayar ansuran bulanan,' kata jurucakap HDB.

Beliau memberikan perangkaan sehingga 9 April itu ketika ditanya mengenai anggapan bahawa golongan muflis berada di persimpangan - tidak dapat menjual dan membeli flat lain.

Golongan tersebut antara lain jatuh muflis disebabkan perniagaan lingkup, hutang kad kredit, tunggakan pinjaman kereta dan peralatan rumah yang dibeli secara kredit.

Pinjaman dengan kadar faedah pasaran itu pertama kali diumumkan Menteri Negara, Pembangunan Negara, Cik Grace Fu, pada 18 Julai lalu.

Beliau berkata, skim tersebut ditawarkan bukan bermakna HDB memperkenalkan semula pinjaman kadar pasaran sebagai pilihan pembiayaan gadai janji bagi pembeli flat.

HDB mula menghentikan skim pinjaman sedemikian pada Januari 2003.

Tinjaun Berita Harian mendapati, HDB juga membantu golongan muflis yang tidak mampu membeli flat, menyewa flatnya.

Seorang muflis yang hanya mahu dikenali sebagai Encik Samsul, 43 tahun, dan ayah enam anak, lega kerana HDB tidak mengenakan larangan menyewa flat selama 30 bulan yang dikenakan terhadap pemilik flat yang telah menjual flat.

Beliau telah memohon flat sewa dua bilik.

Jurucakap HDB megingatkan, membeli flat adalah satu komitmen jangka panjang.

'Mereka yang mengambil pinjaman gadai janji perlu memastikan mereka mampu membayar ansuran bulanan sepanjang tempoh pinjaman.

'Mereka juga perlu realistik dengan mengambil kira kemampuan, komitmen kewangan seperti duit belanja bagi anak-anak dan ibu bapa, bayaran bil, kos pengangkutan dan sebagainya.

'Ini di samping bayaran hutang setiap bulan kepada Penerima Rasmi,' tambahnya.

EJEN MUFLIS MASIH MENANTI FLAT SEWA

BELIAU pernah membantu kliennya yang hampir kehilangan flat tiga biliknya di Clementi apabila pihak bank mengeluarkan notis untuk merampasnya tahun lalu.

Encik Samsul (bukan nama sebenar), 43 tahun, ejen rumah sambilan, mengaturkan pertemuan dengan pihak bank dan berhasil menyelesaikan soal tunggakan ansuran flat kliennya itu.

Ironinya, masalah yang menimpa kliennya itu juga berlaku ke atas dirinya, malah jauh lebih berat.

Perniagaan kecil-kecilannya, termasuk mengedar keropok lekor, lingkup dan menyebabkan beliau tidak mampu membayar ansuran bulanan flat empat biliknya di Ubi Avenue 1.

Akibat kesempitan, beliau kerap 'parut' kad kreditnya hingga hutang mencecah lebih $30,000.

Bank kemudian mengambil tindakan bankrap terhadapnya dalam 2002.

Dalam pada itu, tunggakan ansuran flatnya menggunung sehingga lebih $40,000.

Beliau, yang mengambil upah cat-mengecat rumah dan pindah rumah dengan gaji sekitar $700 sebulan, membiarkan hutang melilit pinggangnya.

Lembaga Perumahan dan Pembangunan (HDB) kemudian memberi notis merampas flatnya tetapi membatalkannya selepas Encik Samsul merayu agar dibenarkan menjual flatnya di pasaran terbuka.

Awal tahun ini, flat dengan pinjaman daripada HDB itu dijual pada harga taksiran sebanyak $207,000 berbanding harga beli $245,000.

Encik Samsul rugi sekitar $90,000, termasuk faedah tunggakan sebanyak $40,000.

Pada 7 Mei ini, ayah enam anak dengan lima daripada mereka masih bersekolah itu akan menyerahkan kunci flatnya kepada pembeli dan sekali gus tiada tempat berteduh.

Ini kerana beliau terpaksa menunggu untuk mendapatkan flat sewa dua bilik yang telah dimohonnya daripada HDB.

Atas dasar belas kasihan, HDB mengecualikan beliau daripada peraturan yang mengharamkan pemilik sepertinya daripada menyewa flat sebelum tamat tempoh 30 bulan daripada masa penjualan flatnya.

'Saya ingat boleh segera dapat flat selepas serah kunci flat saya kepada pembeli. Tetapi, rupanya saya tetap kena tunggu... entah bila dapat flat sewa,' tambahnya.

Beliau kini giat berusaha mencari bilik atau flat sewa di pasaran terbuka tetapi mengeluh kerana harga sewa di luar kemampuannya.

'Nak sewa tiga bilik, sekurang-kurangnya $1,200 sebulan, dan dua bilik sekitar $900 sebulan. Saya tak tahu apa nak buat,' tambahnya sambil menyatakan masalahnya dapat dielak jika beliau hemat dalam soal kewangan.

HDB resale prices up a slower 3.7% in Q1

SINGAPORE: Prices of HDB resale flats rose by 3.7 percent in the first three months of this year over the previous quarter.

The rise in the Resale Price Index (RPI) was lower than the 5.7 percent increase in the fourth quarter of last year.

Resale transactions fell by about 6 percent, from 6,750 cases in Q4 2007 to about 6,360 in Q1 2008.

The median Cash-Over-Valuation (COV) amount among all resale transactions in Q1 2008 was $21,000. This was a slight decrease compared with the COV of $22,000 in Q4 2007.

Going forward, analysts said the diminishing pool of en-bloc downgraders and uncertainties in the global economy will also come into play.

Donald Han, Managing Director, Cushman and Wakefield, said: "The longer you take to offer the property, your asking price and expected cash top up will reduce in accordance to the market demand. We might see a slight down take in terms of the COV, moving slightly down to even S$15,000, that might happen over next one to two quarters."

14 per cent of resale transactions were conducted at or below valuation during the first quarter of this year. Still, market players are confident of a double-digit growth in resale flat prices in 2008.

But this will not be anywhere near the record of 17 per cent achieved in 2007.

On the supply of new flats, HDB said it plans to offer 6,100 Build-To-Order (BTO) flats for the first nine months of this year.
