More education programmes to improve food hygiene standards

SINGAPORE: The National Environment Agency (NEA) said it would step up its vigilance and enforce higher standards of public hygiene on all food outlets here.

The agency made the point in its reply to feedback following the Geylang Serai Temporary Market's rojak stall incident where two people died and more than 100 people fell ill from food poisoning.

NEA said it would also embark on more public education programmes to emphasise that everyone has a part to play in Singapore's food hygiene standards.

Khoo Seow Poh, director-general of Public Health, NEA, said: "We also learn from (the Geylang Serai) incident certain lapses and will tighten our internal procedure to make sure that the system that we have today will continue to serve us well.

"Of course, for the whole hygiene system to work, we need everybody to play a part. For that, NEA will be doing much more in terms of educating the public."

NEA added that its grading system for food stalls recognises those who make the effort to improve and sustain cleanliness.

Those stalls which are graded A and B are inspected every eight weeks, while those which are graded C and D are inspected every six weeks.

The proportion of Grade A and B stalls has gone up from 46 per cent in 2002 to 86 per cent last year.

Anthony Teo, owner of a Grade C food stall, said: "I don't think the grading affects our customers because we have been here for a very long time."

Mr Khoo said the purpose of the grading system is to give the public a choice – they can look at the hygiene grade and then decide whether or not to patronise the stall.

"We can learn and improve to ensure that the decal on grading is timely issued and always up to date for the stalls. This is something we will tighten to ensure that the grading system works well," he said.

More refresher training on food and personal hygiene for stallholders will also be rolled out.

245 suspicious boats intruded into Singapore waters last year

SINGAPORE: There has been a sharp rise in the number of intrusion attempts into Singapore waters. Some 245 suspicious vessels were detected and chased away by the Police Coast Guard last year, compared to 71 in 2007 and 35 in 2006.

The Special Task Squadron is part of over 20 Police Coast Guard (PCG) patrol boats trawling around Singapore's borders, which span more than 200 kilometres, to fend off security threats every day.

Trained to tackle dangerous manoeuvres in high-speed pursuits to nab intruders, they are capable of travelling the equivalent of nearly 100 kilometres per hour on land or 50 knots per hour.

The elite unit is part of PCG's enhanced measures to keep smugglers and terrorists out of Singapore waters.

Alan Tan, head of Operations and Security, Police Coast Guard, said: "Human smugglers are not just intruders; they are a security threat. If they can bring in illegal immigrants and contraband goods, they can bring in undesirable persons and items. We will take all necessary means to stop them from coming in."

In the day, with relatively good weather, coast guards are able to spot intruders from as far away as 2 kilometres. But come night time, visibility drops to just 200 metres.

Despite this, high-tech radar systems enable patrol vessels to detect intruders and boats which are commonly used to smuggle contraband goods and illegal immigrants into Singapore.

Flashing beacons are used as a warning to stop suspected intruders.

"Once we issue our warning, we'll start our hot pursuit, whereby we'll try to get as close as possible to the vessel. We will also use other forms of signals, for example, firing of flares to get its attention to ask it to stop. Failing which, we will then employ other forces," said Mr Tan.

These include the firing of Arwen 37 at the vessel's motor engine to force boat operators to stop and surrender.

In the first quarter of this year, PCG conducted 15 operations, which resulted in the arrest of 35 people, seizure of six boats and about 8,100 cartons of cigarettes worth an estimated value of S$737,000.

Last year, there were seven operations, resulting in the arrest of 46 people, seizure of two boats and 4,620 cartons of cigarettes worth about S$423,000.

NEA MENGAKU PATUT BERTINDAK TEGAS LEBIH AWAL

AGENSI Sekitaran Kebangsaan (NEA) seharusnya mengambil tindakan tegas lebih awal bagi menangani masalah kebersihan dan pembiakan tikus di pasar sementara Geylang Serai.

Dalam jawapan bertulis menjawab keprihatinan wartawan dan juga penulis forum di Berita Harian semalam, NEA berkata ini kerana kedua-dua masalah itu terus membelenggu pasar sementara Geylang Serai walaupun Jawatankuasa Pengurusan Pasar Sementara telah mengambil pelbagai langkah menanganinya.

'Dalam kes Pasar Sementara Geylang Serai, Jawatankuasa Perundingan Rakyat Kampung Ubi memutuskan untuk membina dan mengurus pasar sementara itu.

'Walaupun Jawatankuasa Pengurusan Pasar Sementara Geylang Serai berusaha amat gigih dalam melaksanaan aturan kebersihan dan membasmi masalah pembiakan tikus, masalahnya berterusan.

'Seharusnya NEA bertindak awal-awal lagi bagi mengatasi masalah ini. Usaha berterusan dengan bantuan dan penguatkuasaan NEA telah menghasilkan keadaan yang lebih baik. NEA akan terus memastikan jawatankuasa ini mengekalkan usaha membersih dan mengawal sampar (haiwan perosak atau pest),' ujar NEA.

NEA berkata pihaknya berasa amat sedih dengan kes keracunan itu.

'Kami amat sedih dengan kejadian yang melibatkan lebih 150 orang yang jatuh sakit, banyak yang tenat, dan dua terkorban (Allahyarhamha Aminah Samijo dan Allahyarhamha Norani Kassim),

'Kami turut berdukacita dengan mereka yang terjejas dan keluarga mereka yang bersedih dan kami telah hulurkan takziah sedalam-dalamnya,' ksta NEA lagi.

Menurut NEA, pihaknya mempunyai tanggungjawab bagi memastikan piawaian tinggi bagi kesihatan dan kebersihan awam di Singapura.

Secara purata, empat kes keracunan makanan berlaku dalam setahun sejak tiga tahun lalu, katanya.

Bagi membezakan dan mengiktiraf penjaja yang berusaha menjaga dan membaiki gerai mereka, NEA memperkenal skim gred pada 1997.

NEA menjalankan pemeriksaan setiap lapan minggu bagi pegerai yang mempunyai gred A atau B dan setiap enam minggu bagi pegerai yang mempunyai gred C atau D.

Memandang ke hadapan, NEA berkata ia akan terus mempertingkat pengawasan dan menguatkuasakan piawaian lebih tinggi bagi memastikan kebersihan di pusat makanan.

'NEA akan mengadakan lebih banyak kursus ulang kaji kesihatan diri dan makanan bagi pegerai dan pengendali makanan. Kami akan memperketat tatacara kami bagi memastikan pengeluaran gred dan pemasangannya yang terkini.' tambah NEA lagi.

PENJUALAN GERAI ROJAK INDIA LAIN TURUT TERJEJAS

DISEBABKAN nila setitik, rosak susu sebelanga.

Ekoran daripada kes keracunan makanan melibatkan gerai rojak India di pusat makanan sementara Geylang Serai, gerai-gerai yang menjual rojak India di kawasan berdekatan turut terjejas teruk.

Bahkan, para pegerai di pusat makanan Haig Road dan kawasan-kawasan berdekatan merungut kerana ramai pelanggan enggan membeli rojak tersebut.

Beberapa pegerai yang dikunjungi Berita Harian kelmarin berkata mereka mengalami kerugian ekoran daripada insiden yang meragut nyawa dua orang wanita dan menjejas kira-kira 150 orang yang lain.

Seorang penolong pegerai rojak India di Haig Road, Cik Naseeda Md Usoff, berkata beliau berasa kecewa dengan keengganan pelanggan membeli rojak beliau.

"Beberapa hari lalu, ada keluarga yang datang ke sini untuk makan.

"Apabila anak-anak mereka meminta memakan rojak, ibu mereka enggan membelinya.

Saya terkejut dan kecewa," katanya.

Menurut beliau, gerainya, yang mengalami kerugian sebanyak 95 peratus, mengambil keputusan untuk tutup kedai selama seminggu.

"Setiap hari tidak ramai akan membeli rojak. Daripada terus menanggung kerugian lebih baik saya tutup kedai buat sementara waktu," kata Cik Naseeda.

Ketika ditemui kelmarin, beliau baru dua hari memulakan perniagaan setelah kedainya ditutup selama seminggu.

Menurut Cik Naseeda, untuk mengelakkan masalah, beliau akan mengamalkan untuk merasa dulu kesemua makanan sebelum menghidangkan kepada pelanggan makanan tersebut.

"Bagaimana saya makan, begitulah saya menghidangkannya. Saya sentiasa memastikan ia bersih agar tiada masalah akan timbul nanti," ujarnya.

Sebuah lagi gerai rojak India di Haig Road turut mengalami nasib serupa.

Seorang anak pemilik gerai bersebelahan, Sinar Harapan, Cik Farhanah Jailani, 19 tahun, berkata:

"Rabu lalu ada empat orang pelanggan yang membeli rojak di gerai sebelah.

"Saya memerhatikan bahawa setiap kali mereka mahu menyuap rojak itu, mereka nampak berhati-hati memakannya."

Selain daripada pusat makanan Haig Road, kedai makan cawangan Mr. Teh Tarik dekat Onan Road turut berasakan tempias yang sama.

Walaupun baru berusia tpiga tahun, kelihatan bersih dan berhawa dingin, ia tetap tidak dapat lari daripada kesan kes keracunan makanan itu.

Penjual rojak India, Encik Yusoff Md Ali, 37 tahun, berkata sebelum ini pendapatan harian beliau mencecah $400 tetapi kini sukar baginya mendapatkan $100.

Seorang pelanggan di Geylang Serai yang ingin dikenali hanya sebagai Cik Bedah, 63 tahun, berkata:

"Buat sementara waktu ini saya tidak berani memakan rojak India. Setiap kali melihat rojak India, saya akan teringat kes keracunan makanan itu, tapi insya-Allah tidak lama lagi saya akan memakannya semula."

Four teams contested in the Semifinal Malay debate between secondary schools, colleges and private schools yesterday at the Radio Television Brunei in the capital.
During the first leg semifinal Mahad Islam competed against Sayyidina Ali Secondary School, while the second leg semifinal held in the afternoon was between Maktab Duli Pengiran Muda Al Muhtadee Billah College and Paduka Seri Begawan Sultan Science College.

The contenders for first leg semifinal were given the topic 'Media Massa Memainkan Peranan Penting dalam Pembangunan Negara', while the second leg group was given the topic 'Manusia Abad Ke-21 Lebih Mementingkan Nilai-Nilai Kebendaan Daripada Nilai-Nilai Kerohanian'.

The winner of the first leg semifinal was Mahad Islam, while the winner in second leg was Maktab Duli Pengiran Muda Al-Muhtadee Billah. Both groups will be competing in the finals on April 25 on the topic 'Sukan Sama Pentingnya Dengan Bidang Akademik'.

GEYLANG SERAI MULA 'HIDUP' SEPERTI SEDIA KALA

PERNIAGAAN di pasar sementara Geylang Serai telah mula menunjukkan tanda-tanda kembali sedia kala dengan ramai orang mengunjunginya semalam.

Namun, walaupun pasar dan pusat penjaja itu dilihat hampir sesak dengan pelanggan, jumlahnya belum pada paras sebelum berlaku insiden keracunan makanan daripada hidangan rojak India di situ hampir tiga minggu lalu.

Tinjauan Berita Harian di pasar dan pusat penjaja itu sekitar 11 pagi semalam menunjukkan perniagaan telah mula rancak, dengan orang ramai beratur panjang untuk membeli makanan dan tempat duduk dipenuhi pelanggan.

Para pegerai berkata perniagaan mereka masih terjejas oleh insiden itu, ada sehingga 50 peratus, tetapi sekarang mereka dapat merasakan keyakinan pelanggan telah mula pulih.

Pemilik gerai Original Bumbu yang popular dengan hidangan nasi rawon dan mee tebuk, Cik Subaidah Saib, 45 tahun, berkata:

'Sebelum kes keracunan makanan rojak India berlaku, sekurang-kurangnya 20 kilogram nasi sudah habis dijual semasa makan tengah hari.

'Hari ini (semalam) saya dapat jual sebanyak 10 kilogram. Semasa kes rojak India baru berlaku, 10 kilogram pun susah nak terjual.

'Saya bersyukur perniagaan di kawasan Geylang Serai ini mula kembali pulih.'

Seorang penjual nasi ayam, yang ingin dikenali hanya sebagai Encik Man, 40-an tahun, bersetuju dengan Cik Subaidah.

Menurut beliau, semasa kes keracunan makanan baru berlaku ramai pelanggan mudah mendapat tempat duduk tetapi semalam ada pelanggan terpaksa menunggu untuk mendapatkan tempat duduk.

'Perbezaan ini cukup ketara. Alhamdulillah sekarang sudah semakin pulih,' ujar beliau.

Seorang pelanggan, Encik Azman Mohamad, 47 tahun, yang ditemui semalam berkata beliau amat lega dengan tahap kebersihan pasar sementara Geylang Serai sekarang.

'Kita boleh lihat perbezaan ketara dari segi kebersihan. Ia sekarang lebih memuaskan. Tiada lagi perasan geli apabila nak beli makanan,' ujar pegawai insurans itu sambil menikmati hidangan nasi ayam.

Marina Coastal Expressway to cost more than $4b to build

SINGAPORE: Construction for Singapore's most expensive highway, the Marina Coastal Expressway (MCE), has begun.

Costing more than $4 billion, it is much higher than the initial estimation of $2.5 billion due to the difficult soil conditions.

When completed, the 5-kilometre road will serve as a high speed link to the new Downtown area in Marina Bay.

It will also link up to the Kallang-Paya Lebar Expressway, East Coast Parkway and the Ayer Rajah Expressway.

The connection will in turn allow a section of the ECP to be coverted into arterial roads serving nearby developments such as the integrated resort.

Commuters who are not heading to the area can also use the MCE to bypass Marina Bay.

A special feature of the new expressway - Singapore's tenth - is the road tunnel that runs under the sea, parallel to the Marina Barrage.

Transport Minister Raymond Lim, who broke ground for the project at the barrage, explained the complexity of the construction process.

"A 420-metre section of the MCE will be directly beneath the sea bed, making it one of LTA's most technically challenging projects yet. At its deepest point the MCE will be at about 20 metres below mean sea level," he said.

The difficult soil condition in the area means that excavation works could run as deep as 60 metres in certain sections, not to mention the width of the expressway - five lanes in each direction.

Director of the MCE project, Chuah Han Leong, said part of the road will also be constructed on reclaimed land.

"We are working very close to the coast and also quite far away from all the developments that are happening now, like the IR, the Marina Bay and the Financial Centre. We are basically next to the sea and we will use the right material as well as construction methods to make sure that all our construction is safe," he said.

The MCE is expected to be ready by 2013.

SEKOLAH, HOSPITAL BERSIAP PANTAU PENULARAN

HOSPITAL, poliklinik dan klinik privet telah mula mengambil langkah proaktif untuk membendung penularan flu babi yang melanda semakin banyak negara di dunia.

Sekolah-sekolah juga giat membuat persiapan melaksanakan pemeriksaan suhu badan ke atas para pelajar bermula minggu ini.

Ini berdasarkan tinjauan Berita Harian yang mendapati hospital-hospital awam dan hospital privet, klinik-klinik dan sekolah-sekolah kini siap untuk menangani wabak itu jika ia menular ke sini.

Di klinik Raffles Medical di Ang Mo Kio, contohnya, pesakit diperiksa suhu badan mereka dahulu sebelum menjalani rawatan atau menemui doktor.

Menurut Pakar Runding Raffles Medical, Dr Noor Hakim Abdul Shukor, pihaknya memang ada merawat kes-kes demam selesema biasa di klinik-kliniknya.

'Namun jumlahnya tidak berbeza daripada biasa. Pesakit-pesakit nampaknya prihatin tentang flu babi ini tetapi mereka tidak kelihatan cemas atau risau,' tambahnya.

Menurut beliau, sejauh ini, ada pesakit yang bertanya tentang pelitup tetapi sekadar membuat perbandingan harga.
'Namun, mengikut protokol klinik ini, pesakit yang menghidap demam selesema akan diberi pelitup sebelum dirawat doktor,' tambahnya.

Di Hospital Besar Singapura (SGH), bukan saja doktor dan jururawat, para pekerja amnya juga dilihat memakai pelitup.
Alat pengimbas haba juga telah dipasang di unit-unit kemalangan dan kecemasan di hospital-hospital awam.

Poster-poster pula menasihati para pesakit supaya memaklumkan kakitangan sekiranya mereka telah melakukan kunjungan ke Mexico, Amerika Syarikat dan Canada sejak dua minggu lalu.

Di peringkat sekolah, para pelajar telah diarahkan supaya membawa alat jangka suhu pada hari ini dan esok untuk mereka membiasakan diri dengan pemeriksaan suhu badan.

Kali terakhir langkah itu dilaksanakan ialah pada 2003, apabila wabak Sindrom Sesak Nafas Mendadak (Sars) menular di sini.
Jurucakap Kementerian Pendidikan (MOE) berkata, sekolah-sekolah telah dinasihatkan supaya berjaga-jaga dalam pemantaun kakitangan dan para pelajar mereka.

Pihak sekolah juga diminta supaya memastikan taraf kesihatan peribadi para pelajar.
Para pelajar yang kurang sihat dinasihatkan supaya mendapatkan rawatan doktor dan jangan ke sekolah.

Menurut jurucakap itu lagi, sekolah-sekolah memang mempunyai prosedur untuk memastikan penyakit seperti itu tidak merebak di kalangan pelajar dan kakitangan sekolah.

Langkah berjaga-jaga terhadap flu babi yang diambil pihak berkuasa menyaksikan dua orang yang didapati mempunyai tanda-tanda dijangkiti flu dirujukkan ke Pusat Penyakit Berjangkit (CDC), kelmarin.

Namun, kedua-duanya - seorang rakyat tempatan yang pernah mengunjungi Amerika Syarikat dan seorang rakyat Amerika asal California - disahkan bebas daripada penyakit tersebut.

ICA to introduce new Long Term Pass cards to foreigners

SINGAPORE: The new Long Term Pass (LTP) card will be issued to Student's Pass (STP) holders with effect from Monday.

The LTP cards contain similar biometric features as those in the National Registration Identity Card (NRIC).

The new LTP card bears the holder's photograph and fingerprint images, which are laser-engraved into the core of the card, making it more difficult for forgery syndicates to tamper with the card.

The card will also have two multiple laser images, one reflecting the photo image of the card holder, and the other showing the lion head logo and foreign identification number at various angles.

Plans to issue the new LTP cards were first announced by the Immigration and Checkpoints Authority (ICA) in July last year.

The cards will be issued to all foreigners residing long-term in Singapore, as part of the government's initiative to enhance national security.

ICA says there will be no change in immigration procedures for STP holders issued with the new LTP cards.

These students will still be required to produce the LTP card, together with their passport, for immigration clearance when leaving or returning to Singapore.

Foreign students who have registered their fingerprints and hold passports which are compliant with the standards set by the International Civil Aviation Organisation (ICAO) will now be able to enjoy automated immigration clearance via the enhanced Immigration Automated Clearance System (eIACS).

LTP card holders eligible for automated clearance will be advised accordingly during their registration.

THE council tasked to strengthen family ties is giving out 15,000 free tickets to tourist attractions such as the Singapore Flyer to get families to spend time together.

The National Family Council on Wednesday unveiled its plans for its annual month-long National Family Celebrations, aimed at getting families to make and spend time with their loved ones.

For example, on May 30, families can take their families to the free 'Family Day Out Carnival' along Singapore River, where they can take part in activities such as puppet shows and Lego building competition.

A recent straw poll by the Council of more than 300 Singaporeans showed that close to six in 10 people surveyed say they don't spend enough time with their families and most of them want to spend more time with their loved ones.

Already, four in 10 eat with their families at least four times a week and a similar number go out with their families at least once a week.

And family 'comes first' for 60 per cent of those polled, making it most Singaporeans' top priority in life.

This is followed by priorities such as going after personal pursuits and health.

Mr Lim Soon Hock, the council's chairman, said the poll was done to get an 'instant pulse' on how Singaporeans feel about their families, and the findings are consistent with past national surveys, which shows that people want to spend more time with their families and are close to their kin, for example.

TAHAP waspada terhadap penularan penyakit Influenza A (H1N1) yang kini berwarna oren di Singapura akan diturunkan kepada tahap kuning, berkuatkuasa Isnin ini.

Ini memandangkan jenis virus tersebut didapati tidak seserius seperti yang dijangkakan dan lebih bersifat flu musiman.

Ini bermakna beberapa langkah yang dikuatkuasakan semasa tahap oren akan ditiadakan secara berperingkat-peringkat.

Namun, pihak berkuasa akan mengekalkan pemeriksaan suhu badan di pintu keluar masuk sempadan negara dan di hospital-hospital serta klinik, manakala penumpang yang datang dari Mexico akan tetap dikuarantin selama tujuh hari di bawah perintah kuarantin di rumah (HQO).

Mengumumkan perkembangan tersebut dalam satu sidang akhbar di Kementerian Penerangan, Perhubungan dan Kesenian (Mica) semalam, Menteri Kesihatan, Encik Khaw Boon Wan, berkata bahawa respons terbaru ini adalah selaras dengan pelan respons penularan Singapura yang mengukur jangkitan berdasarkan tahap penularan serta sejauh mana ia serius.

'Awalnya kami sangkakan virus tersebut adalah merbahaya dan mudah dijangkiti. Kini nampaknya ia lebih kepada flu musiman. Namun oleh kerana situasinya masih berkembang, kita perlu menyemak dan mengubah respons kita dan bersedia menghadapi ancaman yang berubah-ubah,' kata Encik Khaw.

Mulai hari ini perintah mengehadkan kepada hanya satu pengunjung ke hospital akan ditiadakan, sebaliknya dua pengunjung kini dibenarkan.

Pemeriksaan suhu badan di sekolah-sekolah, bangunan-bangunan dan di acara-acara serta di tempat kerja juga akan dihentikan.

Namun, Encik Khaw menekankan bahawa setiap penduduk Singapura harus prihatin terhadap penyakit tersebut secara serius.

'Penularan akan datang mungkin tidak seringan kali ini. Ayuh kita gunakan krisis ini untuk meningkatkan tahap kebersihan diri kita. Kewaspadaan masih tetap penting,' tegasnya.

Encik Khaw turut memuji tahap respons yang diberikan rakyat Singapura, termasuk tindakan yang diambil di hospital-hospital, pintu-pintu masuk negara, serta syarikat-syarikat.

'Harus diingat bahawa tahap kuning bukannya berwarna hijau. Virus tersebut masih menular di luar sana dan membuat orang sakit dan mungkin ia akan sampai di sini.

'Situasinya kekal dinamik dan kita harus terus berwaspada,' kata Encik Khaw.

Menurut laporan Pertubuhan Kesihatan Sedunia (WHO) semalam, virus H1N1 sejauh ini telah meragut 30 nyawa dan menjangkit lebih 1,500 orang di 21 negara.

Di Singapura, daripada 29 kes yang sedang disiasat Pusat Penyakit Berjangkit Hospital Tan Tock Seng, kesemuanya didapati bebas daripada virus tersebut.

Seramai 12 orang telah dikenakan perintah kuarantin di rumah (HQO), enam daripada mereka adalah warga asing, sementara bakinya warga setempat.

S'pore girls find body in cemetery


>Five girls got more than they bargained for during a night jaunt to the cemetery when they discovered a decomposed body in a van, Lianhe Wanbao reports.

Seeking a thrill, the girls in their early twenties planned to visit a cemetery and drive along one of the small, unlit roads.

They were driving in Choa Chu Kang cemetery in the middle of the night when their tyre burst. After they got off the car, they spotted a dark blue van parked on a side road with a man in the driver seat.

They wanted to seek help from him at first, but thought better of it. Eventually, they changed the tyre themselves and drove away.

But that night, one of the girls had nightmare after nightmare about the van they saw, prompting them to return to the cemetery the next day.

That was when they discovered that the "driver" they saw the night before was the decomposed body of a man.

There was masking tape sealing the windows, and charcoal found in the van - which could point to suicide.

The girls told Wanbao that his face and body was so highly decayed that his features could not be distinguished. He could have been dead for as many as five days.

The body in the van has been identified as a 29-year-old Chinese male who lived in Seng Kang. He is married and has a son who is less than a year old.

Police has classified the case as "unnatural death" and are investigating.

'KAKI PANCING' LEMAS LEPAS TERJUN KE TASIK

SEORANG lelaki yang dipercayai kaki pancing ditemui mati setelah dikatakan lemas di sebuah tasik di belakang Pusat Sains Singapura semalam.

Allahyarham Jaafar Khamis, 45 tahun, dikatakan sedang memancing bersama rakannya, Encik Yusof Sinin, 35 tahun, sewaktu kejadian itu berlaku.

Menurut beberapa kenalannya, Allahyarham dan rakannya terjun ke air apabila mereka ternampak pegawai polis menjalankan rondaan di situ.

Mereka berbuat demikian untuk melarikan diri.

Malangnya, Allahyarham Jaafar hilang daripada pandangan manakala Encik Yusof sempat berenang ke tebing tasik.

Tiada sesiapa dibenarkan menangkap ikan di kawasan takungan air itu.

Sewaktu Berita Harian mengunjungi tempat kejadian petang semalam, sekumpulan anggota Pasukan Pertahanan Awam Singapura (SCDF) dan penyelam tentera laut dilihat giat menjalankan operasi mencari dan menyelamat mangsa.

Turut berada di tempat kejadian ialah para pegawai dari Agensi Air Negara, PUB.

Menurut polis, mereka menerima panggilan mengenai kejadian berhampiran Taman Jepun itu sekitar 1.15 petang. Polis tidak memberi butir-butir peribadi Allahyarham.

Kerja-kerja mencari dan menyelamat yang mengambil masa sekitar empat jam itu berakhir apabila mangsa ditemui sekitar 4.55 petang.

Allahyarham Jaafar, yang ditemui dalam keadaan kaku disahkan meninggal dunia lima minit kemudian.

Menurut SCDF, ia mengerahkan sebuah kereta bomba, sebuah kenderaan red rhino, sebuah ambulans dan sekumpulan pegawai ke tempat kejadian sekitar lapan minit setelah menerima panggilan.

Berita Harian juga mendapati dua orang anggota keluarga Allahyarham datang ke tempat kejadian untuk mengenal pasti mayatnya.

Ketika dihampiri mereka keberatan ditemu ramah kerana masih dirundung sedih serta terkejut dengan apa yang baru berlaku.

Abang Encik Yusof, Encik Razali Sinin, 37 tahun, menyatakan beliau dihubungi adiknya yang memintanya datang membawa air.

'Adik saya memang gemar memancing. Selalunya beliau memancing di sekitar kawasan Lim Chu Kang. Tapi, kali ini beliau memancing di sini kerana tidak bekerja,'' tambah Encik Razali.

Namun, beliau tidak mengetahui berapa kerapkah adiknya memancing di tempat tersebut.

Kedua-dua beradik itu bekerja sebagai pembuat batu nisan di pusara Abadi di Lim Chu Kang.

Polis masih meneruskan siasatan.

'PAK SANGGUP' KESALAHAN TRAFIK DITUDUH RASUAH


SEORANG lelaki semalam diheret ke mahkamah atas tuduhan menerima rasuah dengan menjadi 'pak sanggup' bagi kesalahan trafik yang dilakukan orang lain.

Tan Poh Heng, seorang promoter jualan berusia 29 tahun, dituduh menerima rasuah sebanyak $1,200 sebagai ganjaran memikul tanggungjawab kesalahan trafik yang dilakukan oleh Huang Yongjie sekitar satu setengah tahun lalu.

Menurut Biro Siasatan Amalan Rasuah (CPIB), Huang memandu keretanya melebihi had laju yang ditetapkan di Upper Thomson Road pada 4 Disember 2007.

Had laju di jalan raya tersebut ialah 60 kilometer sejam tetapi Huang memandu selaju 81 hingga 91 kilometer sejam.

Sekitar pertengahan Disember 2007, Huang menerima notis daripada Polis Trafik tentang kesalahan itu.

Dia kemudian meminta rakan sekerjanya, Cik Yap Xiao Ping, membantunya mencarikan orang yang sanggup mengaku salah bagi pihaknya.

Huang menawarkan $1,350 - $1,200 sebagai upah dan $150 bagi denda yang bakal dikenakan - kepada sesiapa yang sanggup melakukan demikian.

Menurut CPIB, Cik Yap kemudian mengenalkan Tan, teman lelakinya, kepada Huang.

Pada 27 Disember 2007, setelah menerima cek $1,350 daripada Huang, Tan pergi ke Jabatan Polis Trafik untuk menyerahkan butir-butir dirinya kononnya sebagai pemandu yang melakukan kesalahan trafik itu dan membayar denda $150.

Kes Tan akan didengar dalam sidang praperbicaraan bulan depan.

Jika sabit kesalahan, Tan boleh dikenakan hukuman denda sehingga $100,000 atau penjara sehingga lima tahun atau kedua-duanya sekali.

Air France flight vanishes after multiple breakdowns

PARIS (AFP) - - An Air France plane with 228 people on board disappeared over the Atlantic on Monday after suffering multiple breakdowns in a fierce storm on a flight from Rio de Janeiro to Paris.


Spotter planes were dispatched in a bid to locate the jet in a vast area of ocean between Brazil and Africa, but officials said there was little hope of survivors from what appears to be the worst air accident in over a decade.

"The prospects of finding any survivors are very slim," a grim-faced French President Nicolas Sarkozy said after talking to stunned relatives of missing passengers. "It's a catastrophe the likes of which Air France has never seen."

Although the exact cause of the crash remained a mystery, Air France 's chief executive said the Airbus A330 had sent a series of error messages shortly after crossing an area of major turbulence.

"A succession of a dozen technical messages" sent by the aircraft around 0215 GMT showed that "several electrical systems had broken down" which caused a "totally unprecedented situation in the plane," said Pierre-Henry Gourgeon.

"It is probable that it was shortly after these messages that the impact in the Atlantic came," he told reporters at Charles de Gaulle airport, where the flight was meant to have landed on Monday morning.

Airline officials had earlier said the plane was probably hit by lightning, but Gourgeon declined to make a direct link between weather conditions and the error messages.

Brazilian President Luiz Inacio Lula da Silva said he held out hope for survivors, but added that earlier he had spoken with French President Nicolas Sarkozy by telephone "and really it was an exchange of condolences."

European Commission chief Jose Manuel Barroso sent a message of solidarity to both presidents, and expressed his "deepest sympathies" to the loved ones of those on board.

If it is confirmed that all 228 people on Flight AF 447 are dead, it would mark the worst loss of life in Air France's history and civil aviation's worst accident for more than a decade.

The Brazilian, Spanish and French air forces sent out search planes to scour a vast area of ocean between Brazil and Africa. Paris also asked Washington to use its spy satellites and listening posts to help.

At Charles de Gaulle airport, tearful relatives were ushered into a private area to await developments and get counselling from a team of psychologists.

At Rio 's Tom Jobim International Airport stunned relatives were shown into a closed lounge, away from the news media and into the care of psychologists and doctors.

One woman, Vasti Ester van Sluijs, told AFP she had jumped into a taxi as soon as she heard the overnight Air France flight had disappeared.

"My daughter Adriana Francesca was on the plane," she said.

Air France said the 216 passengers included 126 men, 82 women, seven children and a baby. There were 12 French crew members.

The passengers hailed from 32 countries, including 61 from France, 58 from Brazil and 26 from Germany.

French Environment Minister Jean-Louis Borloo, whose portfolio includes transport, said hijacking had been ruled out.

Airbus said the A330 has a good safety record, with no fatalities ever on a commercial flight. One did crash in 1994 during a test flight in southern France, however, killing seven people on board.

Last week Air France announced its first net loss since it merged with Dutch airline KLM in 2003 to create Europe's biggest airline.

In July 2000 all 109 passengers and crew plus four people on the ground were killed when a supersonic Air France Concorde crashed during takeoff from Charles de Gaulle airport. All Concordes were eventually taken out of service.

On August 3, 2005, an Air France A340 with 309 on board skidded off the runway after landing in a thunderstorm at Toronto's Pearson International Airport. Fourteen people suffered minor injuries.

KILANG KEK THE ROYALS DIARAH TUTUP KERANA BAHAN DICEMARI KLORIN

BAHAN-BAHAN utama membuat kek dan pai rangkaian kedai kek terkenal The Royals didapati tercemar dengan bahan klorin.

The Royals, yang mempunyai lima cawangan, telah diarah pihak berkuasa menutup kilang mereka setelah dua kakitangan mendapati dua bahan membuat keknya berbau klorin pagi kelmarin.

Bahan yang didapati tercemar itu ialah sirap gula dan inti pai ayam dan cendawan.

Pengarah syarikat itu, Cik Joy Tang, memberitahu akhbar The Straits Times bahawa insiden itu adalah 'satu sabotaj' dan 'kerja orang dalam'.

Menurut beliau, kakitangannya tidak menemui sebarang tanda kilang itu dipecah masuk.

The Royals terkenal di kalangan pelanggan Melayu/Islam kerana status halalnya.

Ia menjual produk seperti kek coklat truffle, kek mangga dan pai ayam lada hitam.

Ia berkata semua barang makanan yang dijual sejauh ini selamat dimakan kerana bahan yang tercemar belum digunakan untuk membuat sebarang produk.

Namun, Penguasa Pertanian-Makanan dan Ternakan (AVA) ingin berwaspada dan menasihatkan pelanggan supaya membuang makanan yang dibeli dari kedai The Royals dan mengarahkan ia menarik balik semua produknya.

Laporan The Straits Times menukil Cik Tang sebagai berkata pihaknya akan mengembalikan wang pelanggan yang memulangkan produk mereka.

Seorang pelanggan, Encik Fairoz D'Cruz, 24 tahun, memberitahu Berita Harian beliau terperanjat dengan kejadian itu.

'Saya memang sering makan di kafe The Royals di Upper East Coast Road. Sejauh ini, saya tidak pernah menghadapi sebarang masalah kesihatan akibat makan di situ,' ujar siswazah Universiti Teknologi Nanyang itu.

Seorang suri rumah yang pernah mencuba pai dan kek The Royals, Cik Hanita Hassim, juga terperanjat apabila diberitahu tentang insiden pencemaran bahan makanan itu.

Namun, beliau, 43 tahun, tidak akan teragak-agak melanggani The Royals jika masalah pencemaran itu dapat diatasi.

'Jika The Royals telah mengambil langkah-langkah untuk memastikan tiada lagi pencemaran, saya akan timbangkan untuk melanggani mereka semula,' ujarnya.

Demikian juga pandangan Cik Suhaily Salam, 32 tahun, seorang guru.

'Asalkan pihak berkuasa sudah mengesahkan bahawa produk mereka selamat dimakan, saya tidak melihat sebarang sebab saya tidak boleh melanggani mereka semula,' kata beliau.

TINJAU PASAR BARU GEYLANG SERAI

LEBIH dua bulan setelah rojak India yang dijualnya menyebabkan kes keracunan makanan paling buruk di Singapura, Sheikh Allaudin Mohideen kelihatan di pasar baru Geylang Serai, semalam.

Beliau setakat mahu melihat pasar baru itu, yang akan dibuka bulan depan, dan bukan untuk mendapatkan gerai di situ.

'Saya masih belum dibenarkan meneruskan jualan. Semua sijil saya telah ditarik balik oleh pihak berkuasa dan mereka sedang membuat siasatan.

'Sehingga sekarang saya masih menunggu (jawapan daripada pihak berkuasa),' kata Sheikh Allaudin, 70 tahun.

Dua anak lelakinya juga tidak dibenarkan menjaja dan mereka bertiga banyak menghabiskan masa di rumah.

Agensi Sekitaran Nasional (NEA) membuka pasar baru di Blok 1, Geylang Serai dari 2 hingga 5 petang semalam bagi orang ramai yang berminat membuat tawaran tender sewa baki 16 gerai membuat tinjauan.

Peluang itu tidak disia-siakan Encik Feroz Khan Abdullah, 35 tahun, yang berura-ura mengembangkan perniagaannya di Geylang Serai.

'Sebelum meletakkan tawaran sewa, saya perlu melihat dahulu. Dari situ baru dapat saya lakar strategi perniagaan terbaik,' kata pemilik kedai jamu Feroz Khan Perubatan Tradisional dan butik Glamour @ Feroz Khan Joo Chiat Complex itu.

Daripada 16 gerai itu, dua adalah gerai makanan, 11 gerai makanan kering, dua gerai pakaian dan pelbagai barangan dan satu gerai daging beku.

Menurut jurucakap NEA, terdapat 365 gerai kesemuanya di pasar itu tetapi 349 daripadanya adalah bagi penjual dari pasar lama Geylang Serai yang akan memulakan perniagaan di pasar baru itu.

Dengan keluasan antara 6.36 dengan 11.16 meter persegi sebuah, harga sewa terendah bulanan tanpa cukai barangan dan perkhidmatan (GST) ialah antara $306 bagi gerai daging beku hingga $893 bagi gerai makanan dan minuman.

Jumlah gerai itu tidak termasuk 13 kedai kelolaan Lembaga Perumahan dan Pembangunan (HDB) yang difahamkan juga dibuka untuk ditinjau.

Penjual pakaian di pasar sementara Geylang Serai, Encik Mohd Shaffi Hassan, 69 tahun, telah mendapat sebuah gerai di tingkat dua pasar baru itu dan kini menantikan kerja ubah elok diluluskan pihak berkuasa.

'Saya mendapat gerai menerusi undian yang dijalankan pada September tahun lalu. Apabila diberi peluang tengok hari ini, saya pun datanglah,' kata Encik Mohd Shaffi, yang telah 40 tahun berniaga di Geylang Serai.

Seperti Encik Mohd Shaffi, ramai penjaja yang telah pun mendapat gerai di pasar itu mengambil kesempatan menjenguk gerai masing-masing.

Tender bagi menyewa 16 gerai itu ditutup pada 26 Jun.
