EXECUTIVE DIRECTOR




The Asian-Pacific Resource & Research Centre for Women (ARROW) is seeking to appoint an outstanding women’s rights activist as Executive Director.



ARROW is a leading regional women’s rights organisation that advocates for women’s health and rights, especially sexual and reproductive health and rights (SRHR). ARROW has a dynamic programme in the areas of information and communication, evidence-based policy advocacy, partnership building, capacity building and organisational development that is focused on over thirteen priority countries in the Asia Pacific region. The programme works in partnership with national women’s and health rights organizations in order to strengthen policy advocacy capacities within the women's health and rights movement and improve government accountability to international policy agreements.



The post will be based in Kuala Lumpur, Malaysia.



Key Responsibilities


Reporting to the Board of Directors, the Executive Director has overall responsibility for providing strategic and visionary leadership to ensure effective achievement of the organisation's mission. Key responsibilities include:


> Leading strategic thinking and operational management in policy and programme development and evaluation; organisational structure and effectiveness; and financial sustainability.

> Overseeing the development of excellent and winning funding proposals.

> Contributing strategically and providing high level technical inputs to publications development and other aspects of programme implementation.

> Representing ARROW regionally and internationally in advocacy on key issues.



Ideal Person


The ideal person will:

> Have very high motivation and commitment to the vision, objectives and strategies of ARROW and the women's activist movement.

> Be known as a strategic and analytical thinker who communicates vision and ideas very well.

> Have strong leadership and social relationship abilities both within an organisation and externally, particularly in developing partnerships with diverse agencies including civil society organizations, United Nations agencies, governments and donors.

> Have extensive knowledge in the area of sexual and reproductive health and rights; information and evidence-based advocacy on SRHR; health systems; women's rights; and monitoring and research.

> Have led or managed a related national or regional organisation or programme to achieve high quality and innovative positive results.

> Have excellent spoken and written communication skills in English.

> Possess at least ten years of effective experience working in a development or a women's rights organisation, of which time at least half was spent in the Asia Pacific region.

Cabling Activities for Electrical & I&C

Position                : Grid Studies Engineer

RESPONSIBILITIES:
•        Identify all the grid code issues that the power plant under execution must comply with.
•        Issue the scope of work of electrical studies that is required during project execution.
•        Issue the work/time schedules related to grid studies in accordance to the overall project schedule.
•        Responsible for carrying out grid studies specified in the scope of work of electrical studies that are required during project execution of the power plant and generating the supporting documents for these studies within the timeframe set in the time schedule.
•        Discuss technical issues with the client and/or grid authority to resolve the problems encountered during projection execution related to grid studies.
•        Support the site commissioning personnel on electrical issues related to grid code compliance.
•        Support the electrical tender engineering in matters related to grid code compliance as well as pre-acquisition grid studies.
•        Support plant development activities in technical matters related to electrical grid interface.
•        Additional tasks & responsibilities are also defined in the Plant Business process maps and related instructions.

PERFORMANCE MEASUREMENT:
•        Objectives, Targets and Performance Measurements are defined on a yearly basis.

QUALIFICATION, COMPETENCIES & EXPERIENCE:

Education
•        A Master’s or a PhD degree in Electrical Power Engineering.

Specific knowledge and skills
•        Knowledge in performing power system computations such as load flow, short-circuit, harmonic analysis, electromagnetic transients, dynamic simulations, etc. The major emphasis will be in the area of dynamic and electromagnetic transient simulations.
•        Have knowledge of simulating control systems in particular generator excitation and turbine controls.
•        Have working knowledge of using dynamic simulation tools (such as MATLAB Simulink, ATP/EMTP, PSS/E, NEPLAN, etc.).
•        Experience with developing models of control systems and implementation in a high level programming language such as FORTRAN
•        A self-starter, with the ability to work independently and have good problem solving skills with regards to theoretical and technical problems
•        Good English communication skills in particular in the area of technical reporting and presentation.
•        1-2 years of experience in carrying out grid studies.

General Manager Construction



OBJECTIVE OF POSITION


Plans, directs, and coordinates activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervisors.




RESPONSIBILITIES OF POSITION


* Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.

* Establishes work plan and staffing for each phase of project, and arranges for recruitment or assignment of project personnel.

* Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget.

* Reviews status reports prepared by project personnel and modifies schedules or plans as required.

* Prepares project reports for management, client, or others. Confers with project personnel to provide technical advice and to resolve problems.

* Provides managerial assistance to the Project Manager/Engineer in preparing plans/schedules of work, budgets, financial requirements, material/service requirement for awarded projects; ensures that the construction proceeds according to the schedule and within budget and assists in resolving day to day engineering, material, labour, equipment and other problems at site.

* Ensures that the complete scope of work is specified in contract agreements with sub contractors and that, responsibility of the sub-contractor is detailed out in the agreements. Conducts final negotiations and approves agreement between company and sub-contractor.

* Provides management support, expert advice and develops solutions for issues faced by the departments in carrying out their role. Ensures that the organisation functions within the applicable laws, regulations and approved industry practices.

* Required to perform analysis on engineering aspects, project status, financial health and administration management; interpret the information and reports, recommend and carry out approved changes in operation.

* Develops, modifies, implements and ensures the operation of systems, policies and procedures within the organisation for smooth operations.

* Responsible for the identification, mobilisation, placement, evaluation and appraisal of project teams; and termination of employment contracts between project team members and the company. Identifies Project Manager/Engineer for new/additional projects secured by the company.

* Responsible to achieve set targets in relation to Invoicing, Collection, and Performance & Productivity. Ensures that the cost budgets for each project is prepared and controlled strictly within acceptable parameters.

* Provides feedback to the sales team in relation to project estimates/price with data of actual quantities, material, supply, services and costs and pinpoints weaknesses in pricing and contract issues.



SUPERVISORY RESPONSIBILITIES:


* Carries out supervisory and project management responsibilities in accordance with the organization's policies, industry best practices, and as established by any applicable laws.

* Responsibilities include interviewing, hiring, and training employees or vendors; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.



QUALIFICATIONS:


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.


Education/Experience:


Bachelor’s degree in Civil Engineering, Construction Management or equivalent from a recognized University; at least twelve (12) years related experience and/or training; or equivalent combination of education and experience.


Language Ability:


* Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations.

* Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Computer Skills:


To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet software and MS project management software.

Group Financial Controller



OBJECTIVE OF POSITION


To lead and manage the accounting and financial functions effectively and efficiently and ensure compliance with regulatory requirements and effective internal control procedures in support of the Group’s business operations.



RESPONSIBILITIES OF POSITION

* Establishes and ensures the attainment of Division’s and direct report’s KPIs

* Leads and coordinates with respective Heads on the Group’s annual Budget Planning and finalization

* Directs and oversees the Financial and Management Accounting functions and ensures the Group’s sets of accounts are maintained as per the Group’s financial SOPs and statutory requirements

* Manages and ensures accurate and timely annual financial statements, monthly management and financial performance reports to stakeholders and Management

* Manages the Group’s Assets Register and ensures adequate insurance cover for the assets and other exposures

* Develops SOPs for cash management, treasury, accounts receivable activities as well as financial reporting within the Group

* Manages timely and accurate reporting of cash flow position to ensure healthy cash flow and optimum returns through effective utilization of funds

* Formulates optimum investment and funding strategy to maximize Return of Investment (ROI)

* Performs tax planning and seeks financial opportunities through government incentives, e.g. tax rebates and exemption, etc.

* Develops and assesses direct reports for performance, development and succession planning

* Monitors and enforces operational and internal control procedures




PERSON SPECIFICATION:


The Financial Controller must be CA/CPA qualified, with at least fifteen (15) years senior accounting experience incorporating analysis and problem solving principles within a medium to larger organisation.


A hand on position that requires working knowledge of accounting disciplines such as, financial accounting, compliance reporting and budget preparation as well as systems development and improvement is essential.


Critical to the position is strong interpersonal skills, and effective communication both verbal and written. The ability to lead a small team to achieve department and business finance

demands is fundamental as is understanding protocol when interacting with management together with maintaining a high degree of sensitivity and confidentiality.


The ability to plan and prioritise workloads in order to meet deadlines is fundamental so too is effective time management of work flow in order to meet accounting deadlines. The ability to work without Management direction, use initiative and possess a positive attitude towards teamwork is critical.


The capacity to train and coach other members of the division is an expected element of this post so too is the capacity to develop and format procedures and work flow systems which accurately reflect the department’s operations.


Computer literacy is essential with particular reference to Microsoft Office.
