Sunday, February 1, 2009

ARABIC school students now have broader career opportunities with the recent change in the examination system which states that any student can now sit for the Brunei Religious Studies certificate for 'O' level (SPUB) and the GCE 'O' level.

This was highlighted by Assistant Director of the Islamic Studies Department at the Ministry of Religious Affairs Ustazah Hjh Fatimah Hj Abdul Ghani who was guest of honour at the appreciation award ceremony for Ma'had Islam Brunei's best students and teachers of 2008 yesterday.

Ustazah Hjh Fatimah explained that where previously, only Science stream students were given the chance to sit for the SPUB examinations and GCE 'O' levels, all students, whether in Science or Art stream, can now sit for these two examinations starting from this year.

She stated that the SPUB examinations will involve Arabic and religious subjects whereas the GCE 'O' levels will involve only academic subjects.

"The change in the examination system will give broader career opportunities and choices for students who wish to not only pursue professions in the field of religion. It will also give them the chance to go to other careers such as doctors, pilots, engineering as well as the military," she said.

As the nation's future, she further stated that students in Arabic schools should make use of the opportunities bestowed to them to further their higher studies abroad or in the country, such as in Sultan Sharif Ali Islamic University or Seri Begawan Religious Teachers University College.

More than 135 Ma'had Islam Brunei students were presented with gifts and certificates during the appreciation award ceremony yesterday at the school's hall. From the 135, about 57 students received gifts for being the best students following an evaluation throughout the year and around 15 students were awarded for achieving the best results during their end of year examinations.

An award for being the overall successful student was given to Abdul Hafiz Samat for achieving eight 'O's as well as for performing well in previous examinations such as PMB and PSR.

Also present at the ceremony was the acting principal of the school, Ustazah Hjh Hamidah Hj Salleh, who stated that the ceremony aimed to give encouragement and motivation for students to make them want to seek knowledge and give appreciation to the teachers as well as the students for all their hard work and effort.

The gifts were contributed by teachers and staff from the various divisions of the school such has the academic, administrative, co-curriculum and student affairs division as well as the Language Department. The ceremony also saw a nasyid performance by the students as well as hadrah and dikir barat. (AFH1)

HRH checks post-flood repair works

Concern: His Royal Highness Prince Haji Al-Muhtadee Billah (2nd L), the Crown Prince and Senior Minister at the Prime Minister's Office talking to one of the home owners during his visit to the areas affected by the recent landslides at Kg Pelambayan, Kota Batu. Picture: BT/Melvin Jong

HIS Royal Highness Prince Hj Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, yesterday surveyed the latest developments in restoration works during a tour of several residences and government property affected by recent floods in the Brunei-Muara District.

Following a high-level closed-door meeting held among ministers and senior government officials to review post-flood rehabilitation measures, His Royal Highness visited a severely affected residential area in Kg Pelambayan near Kota Batu in the capital.

His Royal Highness, who is also the chairman of the National Disaster Council, saw first hand costly damages afflicted on two houses on a hilly area overlooking the Brunei river, which fell apart after a retaining wall gave way following days of persistent rain. The damages, according to neighbours, are estimated to be around $1.5 million each.

"No one was hurt. (Other than the houses), no property has been damaged," said 54-year-old neighbour Mohammad Hanif, who commended the authorities for swift action in the evacuation of the two houses several days before it completely gave way.

Eight surrounding houses were immediately evacuated following the collapse.

"The challenge now, is for the authorities to stabilise the eroding hill and make this place habitable again," said Mohammad.

Neighbouring residents also expressed concern on the possible blockage of the access road connecting the residential area to the main road, and called for more preventative measures to overcome similar occurrences in the future.

"Brunei needs more contingency plans," said one resident.

"We'd like to know what is going to happen next, and that is something we'd highly appreciate," said the resident, who is temporarily staying with a relative upon orders by the Fire and Rescue Department to evacuate.

His Royal Highness and a delegation of several ministers and senior government officials later proceeded to inspect another affected site along Sg Akar, where a retaining wall has bent over, leaning towards the main road under the weight of eroding soil.

The main road leading from the roundabout near Manggis Dua to Subok was closed off as His Royal Highness received a briefing from government officials, causing temporary traffic congestion.

His Royal Highness the Crown Prince later proceeded to inspect a power station in Gadong, a barrack housing Electrical Services Department employees and a major drainage channel along Sg Tampoi, Ban 3, before ending the half-day working tour.

Heavy rains started late on January 20 in Bandar Seri Begawan, causing landslides and the worst floods to hit the country in nearly 40 years.

The flash floods and landslides, which interrupted power supply and shutting some telephone lines, left two dead. The Brunei Times

Sunday, February 1, 2009

HIS Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday concluded the three-day state visit to the Philippines on a high note as bilateral relations between the countries have been further strengthened as the outcome of the visit.

His Majesty, along with Her Majesty Raja Isteri Pengiran Anak Hajah Saleha and Her Royal Highness Pengiran Isteri Azrinaz Mazhar departed from the Ninoy Aquino International Airport yesterday afternoon. HRH Prince 'Abdul Malik, HRH Princess Hajah Rashidah Sa'adatul Bolkiah, HRH Princess Hajah Hafizah Su'rurul Bulqiah and HRH Princess Hajah Masna were also present at the airport and had accompanied Their Majesties and Her Royal Highness during the visit.

From the bilateral talks held with President Gloria Macapagal Arroyo, who had invited His Majesty to the Philippines, the monarch has pledged to send more troops to serve in the Brunei contingent of the International Monitoring Force (IMF) in Mindanao. Other developments such as the president's decision to send a delegation from the Philippines to cooperate with Bruneian counterparts in the agricultural sector and the signing of a Memorandum of Understanding between the Filipino private sector and the Brunei Economic Development Board were achieved during the meeting.

Both leaders have expressed their satisfaction at the development of bilateral ties that the countries have shared. Noting that His Majesty's visit marked the 25th anniversary of the establishment of diplomatic relations between Brunei and the Philippines and also coincided with Brunei's upcoming National Day silver jubilee celebrations, the heads of state also looked forward to increased cooperation in the future.

During the state visit, His Majesty attended a host of functions aimed at fostering closer ties with the Republic. On Friday, a welcoming ceremony was held at the Bahay Pangarap grounds which is situated across the Pasig River and overlooks the presidential residence, Malacanang Palace. At Bahay Pangarap Their Majesties and Her Royal Highness paid a courtesy call on President Arroyo. Then, His Majesty held discussions with the president, while Her Majesty and Her Royal Highness were invited for a tour of the palace.

Following the talks, His Majesty proceeded to Rizal Park for a wreath-laying ceremony. The monarch then headed to Fort Bonifacio, the headquarters of the Philippine Army, where His Majesty, who is the Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces, witnessed a capability demonstration conducted by the Special Operations Command.

At that time, Her Majesty and Her Royal Highness were visiting a bio-research facility in Paraaque, which showcased a collection of exotic birds, butterflies and fish.

In the evening, President Arroyo hosted a state dinner at the palace in honour of His Majesty's visit, where the president conferred the "Order of Lakandula" with the Rank of Grand Collar (Supremo) on His Majesty. His Majesty was also presented with a model of the Grand Mosque in Cotabato City, which is expected to be completed later this year. The mosque was donated by His Majesty as part of efforts to promote peace and stability in Mindanao.

Before departing for the airport, a doa selamat was read by the State Mufti, Pehin Datu Seri Maharaja Dato Paduka Seri Setia Ustaz Hj Awg Aziz Juned.

Among those present to bid farewell to Their Majesties, Her Royal Highness and the Royal Family were the Presidential Adviser on the Peace Process, Hermogenes Esperon, Ambassador of the Republic of the Philippines to Brunei Darussalam Virgina Benavidez, High Commissioner of Brunei Darussalam to the Philippines Malai Hjh Halimah Malai Hj Yussof, commanding officers of the Philippine armed forces and other senior officials from the governments of both countries.

The state visit, His Majesty's first for 2009, is the monarch's second visit to the Philippines since the establishment of diplomatic relations in 1984 and it highlights the long-standing friendship and bilateral ties shared by the two nations. The Brunei Times

Bruneians are urged to spend holidays locally to support the domestic campaign "Kenali Negara Kitani" (KNK).
Brunei's Tourism Development Department, Ministry of Industry and Primary Resources is introducing tourism packages and products through its marketing campaign "10 must -do KNK Packages for 2009".

Local and visiting tourists from aboard will soon have the opportunity to visit the Kampong Ayer Cultural Centre. Visitors will get more information on the history of Kg Ayer before touring the water village.

The centre is already completed and will be officially opened next month, said an officer from the tourism department.

In March 2009, tourists from Germany are expected to arrive in Brunei on a cruise ship for a brief stopover before continuing their journey to other destinations.

Brunei has a lot of tourism products to offer to domestic and foreign tourists and those who enjoy nature, cultural heritage and leisure activities.

The KNK campaign hopes to help in the transformation of Brunei Darussalam into a more tourism-oriented society.

Participating KNK partners this year are Ulu National Park Resort Temburong, Mona Flora Fauna Tours, Sunshine Borneo Tours, Dolphin Sea Sports, Hasa Incentives, Singgahrurai Rainforest Lodge, Freme Travel and Dream Charters.

National symposium addresses culture, heritage and conservation of Kampong Ayer

By Azaraimy HH

Her Royal Highness at the official opening of the National Symposium on Kampong Ayer.

Her Royal Highness Princess Hajah Majeedah Nuurul Bulqiah yesterday declared open the National Symposium on Kampong Ayer, which is a water village dubbed by many as the 'Venice of the East' and the country's national heritage.
The opening ceremony of the symposium was held at the Senate Room of the Chancellor Hall, Universiti Brunei Darussalam. This symposium is jointly organised by the Institute of Medicine and the Academy of Brunei Studies, Universiti Brunei Darussalam. In conjunction with the two-day symposium carrying the theme 'Culture, Heritage and Conservation', an exhibition on Kampong Ayer will be held until Feb 7.

The symposium addresses the culture, heritage and conservation of Kampong Ayer. Kampong Ayer is unique in this region as it is the largest water village of its kind, and being situated in the heart of a capital.

The symposium brings together scientists, sociologists and service providers who have an interest in the development of Kampong Ayer. It is also aimed at raising awareness among service providers, community leaders and Kampong Ayer residents of various problems within Kampong Ayer, with a view to finding solutions to those problems.

During the opening, Dato Paduka Dr Haji Latif bin Hj Ibrahim, Director of Balai Kenangan Al-Marhum Sultan Hj Omar 'Ali Saifuddien Sa'adul Khairi Waddien, spoke of his past life in Kg Ayer.

According to him, Kampong Ayer was derived from the term used by the colonial British, the water village. Apart from an economic and administrative centre, Kampong Ayer was also the cultural as well as the centre for the development of Islam in Brunei.

From the early social stratification, Bruneians are classified into two; Orang Laut (sea people) and Orang Darat (land People), thus the residence of Kg Ayer was the Orang Laut. He said, taken from the book "Life in the Forest of the Far East", written by Spencer St John in 1862, nearly all the villages in Kg Ayer derived their names relating to the crafts or works of the villagers.

For instance, the name Kg Pandai Besi is derived from the Malay words pandai (talented) and besi (iron), so the residents at Kg Pandai Besi were famous for their ironsmiths.

International speakers at the symposium include Professor Dr Mohd Raduan bin Mohd Ariff and Associate Professor Dr Ismail Ali, from Malaysia who are experts in the cultural aspects of Malaysian water villages. Other speakers will talk about traditional fishing methods in Kampong Ayer, the special problems associated with various types of occupations in this special settlement, the quality of the water in the Brunei river and its importance to its residents. UBD said this symposium is open to anyone with an interest in the culture, heritage and conservation of Kampong Ayer.

A few roads in remote areas of Mukim Labi and Bukit Sawit are still inaccessible to normal traffic due to the floodwaters and fallen trees following the recent heavy rain and landslides.
The areas of Jalan Beluhur, Bukit Puan, Sungai Petai, Rempayoh and Sungai Mau are among the roads deemed impassable by the residents in the surrounding areas of Mukim Labi since the major flooding which struck Belait District last Saturday.

Minister of Home Affairs, Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan, and a group of officials from several government agencies, as well as a team from the National Disaster Management Centre visited the affected areas in the Mukim using a helicopter yesterday.

The minister first visited the operations room at the Belait District Office and later another operations room catered for residents of Sungai Mau, Mukim Bukit Sawat. Accompanying the minister was the Belait District Officer, Awang Haji Jamain bin Momin.

The minister, when interviewed, said that major flooding in Labi had never happened before and he noted that it could be the impact of global warming.

However the minister said that government agencies had stepped up their assistance to the residents in various aspects which include transportation using boats, food supplies as well as a 24-hour operation room to respond to emergency cases reported in the Mukim.

A resident told the media that Mukim Labi had never experienced flooding of such magnitude followed by episodes of landslides.

Reports from the Sungai Mau operations room stated that 22 people from two families staying in Kampong Sungai Mau had been relocated to Kampong Bukit Sawat as their homes are considered unsafe to stay in.

The relocation on Tuesday was assisted by a team from the Third Batallion, Royal Brunei Land Forces based in Lumut Seria using their boats.

Yesterday the water level along Jalan Beluhur rose to 1.44 metres; Bukit Puan 1.50 metres; Jalan Sungai Petai 0.87 metres; Kampong Merangking Sungai Kagu one metre and Kampong Sungai Mau 1.44 metres.

It is unsafe for vehicles to pass through these roads and Fire and Rescue Department has advised motorists not to attempt to cross these roads.

The minister also visited the Kampong Sungai Mau jetty which was inundated by floodwater.

The residents are only able to pass through using the boats which have been provided by the authorities.

Minister visits Seria flood prevention project

Story & photos by Liza Mohd

Greg Cumming (right) briefing the Minister of Development and officials.

Deputy Minister of Development at the embankment of Sungai Seria.

Minister of Development, Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awg Hj Abdullah, visited Belait District yesterday afternoon to view the progress of the Seria flood prevention project.
He visited the Sungai Seria "detention" pond and pump station located in the vicinity of H14 housing area in view of the recent floods.

The minister had visited the same site last Dec 31 and yesterday, he and the Deputy Minister Dato Paduka Dr Haji Mat Suny were given a briefing on the development of the project and contingency plans.

According to Greg Cumming, the Managing Director of TCB Ibrahim, consultant appointed by the Drainage and Sewerage Department of Public Works Department to execute the project, the Seria water pump is complete and is now waiting for the sub-stations to generate electrical power to operate the pump. Upon completion of the project by the end of the year, the floodwater in Seria will hopefully be self-contained, he added.

The flooding which occurred in Seria on Jan 31 is caused by water flowing from the upstream catchment and also tidewater from the sea flowing into the drainage channels of Seria town.

The project - which involves constructing a two-metre high embankment on the side of the Sungai Seria and Sungai Bera channels - will ensure that no rainwater above the Seria Bypass will enter the town during heavy rainfall.

And the two pump stations in Sungai Seria and Sungai Bera and a "detention" pond have been constructed to discharge excess water to the sea and will be operational by October.

Other works include enlarging and deepening the river, improving drainage conditions and building concrete drains.

The $8.9million project aims to reduce the effects of flooding in Seria and Panaga.

The project focuses on Sungai Seria, Sungai Bera, the Seria Bypass area, Panaga and the coastal area facing the South China Sea.

The minister also boarded a helicopter to get an aerial view of flood-affected areas in Brunei-Muara, Tutong and Belait districts and to observe the drainage channels in the districts.

Thousands of residents in rural areas of Tutong District have been cut off after floods left the roads inaccessible to traffic.
Following the heavy downpour Tuesday night coupled with high tide, more than 160 houses were damaged in the flood.

Many residents were not able to get out of their homes after floodwater submerged the main road leading to rural areas. The floodwater was as high as two metres in some areas, leaving residents to move around in boats. The most devastated areas are Mukim Rambai, Mukim Lamunin and Mukim Ukong.

According to Awang Haji Omar bin Abdul Aziz, Penghulu of Mukim Ukong, "Most of the 2,000 residents in the mukim have been affected by the heavy rain.

"Many couldn't get out of their villages because the main road is submerged under water while many were unable to return home. Students were also unable to go to schools."

The Penghulu added that the flood and landslides have affected more than 20 houses.

Meanwhile, Haji Idris bin Hj Md Ali, the Tutong District Officer, said, "This is the worst flood since October last year," adding that safety is the main concern.

"Some areas that are not usually prone to floods were also affected by Tuesday night's heavy downpour. In case the safety of the residents is threatened by floodwaters, the Tutong District Office will evacuate them to higher ground," he said.

"Uniformed personnel are already lending a helping hand by ferrying them in trucks and boats from areas that are totally flooded," he added.

With regards to the situation in landslide-hit Jln Tanah Buruk, the Tutong District Officer said, "The water and electricity supplies have been restored, however, clearing the debris from the road is still in progress."

Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Awang Haji Mohd Yusof, Minister of Home Affairs, visited the flood-affected areas yesterday.

Also present were the Permanent Secretary at the Ministry of Home Affairs and Awang Yahya bin Hj Abd Rahman, Director Fire and Rescue in his capacity as the Director of the National Disaster Management Centre and other officials.

Among the locations the minister visited were Kg Sungai Damit, Kg Bang Pangan, Kg Panchong, Kg Layong, Kg Penapar Ukong, Kg Kuala Ungar and Kg Benutan, as well as others affected areas.

Patriotic spirit lacking in youths

Faez Hani
BANDAR SERI BEGAWAN

Thursday, February 5, 2009

A TEACHER has questioned the commitment of some youths involved in the National Day celebrations, with less than three weeks left to this year's Silver Jubilee parade.

Some of the students are losing sight of what it means to be a part of this country and celebrating the idea of its independence, said the teacher, who was supervising the students. "I think a big part of it has to do with a lack of awareness or education on understanding and creating a certain sense and aura of proudness about our nationality and what it means," he said.

"The youth nowadays mostly take the fact that they are Bruneian for granted, they don't really appreciate it that much, and so they don't really see the big deal in celebrating our national day," he added.

He recalled his school days when they would play the national anthem every morning before class commenced and students would stop and stand to show their respect. "Nowadays, I don't see the youth doing that and they don't play the anthem every morning in schools as often as they should anymore."

Preparations are now underway with the choir from Sultan Omar Ali Saifuddien College (Soas) and Raja Isteri Girls' High School (Stpri) congregating at the Ministry of Culture, Youth and Sports having rehearsals twice a week since early last month.

Hj Kifli Tengah, the arts instructor heading the students, said that the participants have been rehearsing three times a week after school as they get closer to the day itself. He believes that the student choir has been progressing promisingly, albeit slowly and preparing themselves for the grand event.

The choir, consisting of a total of 24 Form Five and Form Four students from Stpri and 18 Form Four students from Soas, will be singing a collection of 36 National Day themed songs for the Silver Jubilee and Hj Kifli ensures that everything has been running smoothly so far.

He added that the choir is also being trained by 13 singing coaches who have been working tirelessly with the students to make sure they hit the right notes.

"These students all volunteered from their schools and had to undergo an auditioning process to participate in this event. Most of the participants already have the experience in singing either by joining their school choir or have been performing elsewhere, so most of them basically know what they are doing," he said.

Among the participants in the choir is 16-year-old Nurulhuda Fadilah Hj Mohd Junaidi, or better known as Dila, one of last year's P2F top three finalists, who feels happy to be taking part in performing for the National Day celebrations.

"Rehearsals have been tiring but fun as well because we get to make new friends and it's a new experience," she said.

Mohd Fikri Abdul Ghani, 15, believes that there are youths who lack the patriotic spirit and the enthusiasm to celebrate and take part in the National Day event. He, however, feels honoured to be part of the celebrations and is doing all he can to perform well.

"Some people join these celebrations just for the sake of joining it and just want to get it over with. It shouldn't be that way and I think it's because they lack the spirit for National Day," he said.

Mohd Ariff Mustakim Izzat Rhymie, 15, thinks that it's sad as he does know some of his friends who do not even know the national anthem and are not feeling patriotic for their own country.

Noorizayatul Izyani, 16, said that some people are also too lazy to even bother participating in the event and would rather spend their time on other activities.

"I am concerned that some people fail to recognise the significance of our National Day, but then again the youths today don't really know or sometimes forget the struggles and efforts that our forefathers went through which led to how easy we have it right now."

"This goes back again to a lack of awareness and interest the youths have in our history," she added. The Brunei Times

MORE than 100 organisations will participate in the National Day Silver Jubilee grand parade at the Hassanal Bolkiah National Stadium, instead of the traditional venue of Taman Sir Muda Omar Ali Saifuddien.

"There will be four types of events held to commemorate the occasion, including a giant flag raising ceremony, religious activities, a national day parade and other side activities," said Dato Paduka Hj Jemat Hj Ampal, the permanent secretary of the Ministry of Culture, Youth and Sports.

In a press conference yesterday, he said that the main giant flag raising ceremony will be held in the open court at the Yayasan Sultan Haji Hassanal Bolkiah Shopping Complex and will be officiated by Minister of Culture, Youth and Sports Pehin Orang Kaya Setia Pahlawan Dato Seri Setia Dr Hj Ahmad Hj Jumat.

Similar ceremonies will be conducted in other districts, and the flags will be lowered on February 26, he added.

The religious activities will be held on February 22, with the main activity at Sultan Omar Ali Saifuddien Mosque in the capital. It will comprise a mass Maghrib and Isyak prayers followed by the recital of thanksgiving prayer and Surah Yassin to bless the event.

Rehearsals for the national day parade will be conducted on February 16, 18, 19 and 21. He hoped that other agencies would give their best cooperation to contribute to the success of the event.

He also explained the theme of this year's national day, "Kedewasaan Bernegara", which incorporates various meanings of how today's generation can help to improve the country's development.

Also at the press conference were Yang Amat Mulia Pengiran Seri Wijaya Pengiran Hj Ahmad Pengiran Yusof from Adat Istiadat Negara Department; Hj Mahrub Hj Murni, the acting director of Radio Television Brunei (RTB); as well as representatives from the Information Department, Land Transport Department and Traffic Police.

Yang Amat Mulia Pengiran Seri Wijaya Pengiran Hj Ahmad said that 10,000 invitation cards had been distributed and he urged the recipients to RSVP as soon as possible to help facilitate organising the event. He urged invited guests to arrive early and stressed that invitations must be presented to the assigned ushers so they can direct guests to their allocated seats.

Visitors and invited guests were urged to dress appropriately for the event.

ASP Ramzee Dato Seri Setia Hj Ibrahim said that more than 200 police personnel will line the route His Majesty will take to the venue. He added that car park spaces will be provided to guests based on their invitation pass and urged each driver to fix their passes to their windscreens so police can quickly and easily direct them to their respective car parks.

He also urged visitors to car pool to save car park space. People can park along the side of the road as long as it does not create danger to other motorists, he said.

RTB Acting Director Hj Mahrub Hj Murni said that the state-run broadcasting station will publicise the flag raising event until February 22 and called for citizens to fly the national flag from February 8-26.

"A special segment explaining how the national day parade will be conducted will be aired on Rampai Pagi (television programme) on February 22," he said, adding that the event will be broadcast live on RTB.

Hj Dayang Hj Kassim from the Information Department said that the media will be out in force to cover the event, and that 300 applications for media passes had been received so far. He added that mass media in other Asean countries had been invited to report the event.

"There will be a media briefing soon to inform the press of the overall schedule and we hope that the mass media can join the rehearsal," he said. He added that more information can be obtained by visiting the national day website at www.nationalday.org.bn. (BPA1) The Brunei Times

As Universiti Brunei Darussalam (UBD) is reviewing its undergraduate programmes, the Institute of Medicine (IM) at UBD will not only be offering just one bachelor programme but will be adding another masters programme as well as getting a new building this year.
From August this year, IM will be offering a Bachelor of Health Science where students will have a choice to major one of four - Medicine, Biomedical Science, Nursing and Midwifery.

On top of that, the masters programme that IM will be offering besides Masters in Primary Healthcare, is Masters in Public Health.

According to the Dean of the Institute of Medicine, Dr Anita Aziz, the new masters programme will be open to doctors, nurses and allied professionals or to anyone in the health industry.

She said that IM will also be offering few diploma programmes such as Diploma in Nursing, Diploma in Midwifery and Advanced Diploma in Nursing/Midwifery.

For the Advanced Diploma in Nursing and Midwifery, there will be 11 specialties to choose from such as mental health, midwifery or surgery.

"In addition, students can have a lot of options from a variety of courses which will give them more adaptability and flexibility. It has been developed to keep on par with the rapid changing world out there and we want our students to be better equipped, so that they can evolve together with the changing needs of the society," she added.

IM will also be changing its style of teaching, as it will be more student-centric.

"Students will be doing their own research so they will know how to obtain the necessary knowledge and resources. Apart from medicine, students taking the three other majors will be spending up to a year abroad (Discovery Year), studying or probably doing some placements abroad," Dr Anita said.

The students will have the option of where to spend their third year, either at hospitals abroad or other universities or even labs, organisations and companies, before coming back to UBD to finish their degree.

Therefore, currently, IM is in talks and negotiations with other universities for the third year abroad programme.

As the institute is proactively looking for ties, it is quite attracted to those who can confer a diploma or related degrees, when the students spend their third year abroad.

As for the medical students, on the other hand, they will have to spend three years at the Institute of Medicine and graduate with an ordinary degree in health science. And then they will have to spend another three years abroad, where they will graduate with a medical degree, coming back as doctors.

IM currently has partnered with medical schools in the UK, Australia and Canada.

According to Dr Anita, IM now has 20 lecturers, ranging from senior lecturers to professors and associate professors.

"The bulk of our teaching staff is actually expatriates. They come from various parts of the world in various fields with different expertise," she added.

As for the Institute of Medicine's new building, they are hoping to move in sometime in April this year.

It has state-of-the-art teaching and research labs, seminar and tutorial rooms and two lecture theatres. Also included in the new building are areas for communication and ethical skills, as well as a reading room for students to study.

UBD's business programme granted exemptions by ACCA

By Sonia K.

Associate Professor Roger Lawrey, Dean at the Faculty of Business, Economics and Policy Studies. - SONIA K.

The Accounting and Finance programme at the Universiti Brunei Darussalam (UBD) has been granted two levels of exemption by the professional accounting body, Association of Chartered Certified Accountants (ACCA).
Associate Professor Roger Lawrey who is also the Dean at the Faculty of Business, Economics and Policy Studies in an interview said starting August this year, in order for students to take a major in accounting and finance, students will have to achieve an average of B during their first year.

"This is because the programme is rigorous and it's accredited by ACCA," he added.

On top of this, the professional body gives exemptions for the membership of the ACCA.

"If you are going to be a practising accountant, you have to take the ACCA exam. There are three levels of exemption and the Accounting and Finance programme at UBD has been granted two levels of exemption," he said.

He also added that this is very important for those who want to be professional accountants. "So after graduating from UBD with a Bachelor of Business, majoring in Accounting and Finance, graduates only have to do one more level to get certified by ACCA," Associate Professor Lawrey said.

During the interview, Associate Professor Lawrey also shared the entry requirements to do Bachelor of Business (Hons).

In order to join the Bachelor of Business (Hons) potential students will need 160 points for two 'A' levels or 200 points for three 'A' levels and at least a credit 6 in 'O' level mathematics. The breakdown of points are - A - 120pt, B - 100pt, C - 80pt, D - 60pt and E - 40pt.

This new set of bachelor programmes has been designed and aimed at avoiding students from premature specialisation, Lawrey said, as it allows students to get a taste of the different business disciplines before making their decisions.

In addition, the new Bachelor of Business recognised that, after graduating, students are likely to be working in a multi-disciplinary environment, and offers them both the disciplinary depth necessary for post-graduate study and breadth required for successful team work.

Under the Bachelor of Business programme, there will be three majors offered, namely Business Administration; Accounting and Finance; and Economics. On top of that, they will also be offering courses in governance and enterprise.

Students can also elect to expand their knowledge in different disciplinary areas, including, for some students, the combination of learning a foreign language, one semester studying abroad and a six-month internship, in addition to a strong disciplinary major will be a very appealing combination.

Another possibility is to broaden knowledge by taking a range of elective courses from different faculties across the university. It is also possible to gain a qualification from an overseas university so that students can add value to their UBD degree.

UBD is in the midst of discussions with universities overseas of the possibility of conferring the students with a degree during their third year abroad with the overseas universities, allowing the students to graduate with a double degree at the end of the four- year programme.

By Malek Hashim

UNISSA Assitant Rector delivering her welcoming remarks.

An interesting, dynamic and Islamic co-curriculum should be introduced at the Higher Islamic Study Centre to enable the centre to produce all-round, able, presentable and experienced individuals possessing leadership skills so that they will be ready for their career.
Deep learning of "Turath" books is important at the Higher Islamic Study Centre in generating more scholars with calibre and for understanding the very core of Islam.

Since the books are also written in Arabic, students must have a strong command of Arabic language so they could read the books correctly and gain significant benefits from doing so.

These were the resolutions made from the Second International Seminar on Higher Islamic Study organised by the Sultan Sharif Ali Islamic University (UNISSA), which ended yesterday with a closing ceremony held at the LR ASMA Hotel.

Dr Shohibuddin Laming, the Head of presentation paper and rapporteur of the seminar highlighted the resolutions during the closing ceremony.

The guest of honour at the closing ceremony was the Deputy Minister of Religious Affairs, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Hj Awg Badaruddin Pengarah Dato Paduka Hj Awg Othman.

Dr Shohibuddin said the higher Islamic study institutional landscape should be in line with the Info-Communication Technology (ICT) development so that it would be continuously relevant in facing the current challenges as well as to generate workforces for the benefit of the religion, community and country.

He also said the education and learning system and its contents need changes by taking into account the combination of the traditional system and the latest technology as to achieve the main objective of Islamic education in the higher institution, which is to teach individuals to be faithful to the Almighty and to safeguard peace on earth.

"In achieving the vision, mission, goal and objective of UNISSA, it is important to understand the history of Islamic education in the country, the status of Islam in the Constitution, philosophy and the declaration of the country's independence, as well as to understand the orientalism and globalisation in the field of Islamic study and the importance of "Turath" knowledge, the publication and spreading of knowledge, and knit closer cooperation with other regional and international higher Islamic study centre," said Dr Shohibuddin.

The seminars also highlighted the importance of educators' integrity and leadership as role models in shaping the individuals.

He also said since the Aqidah of Ahli Sunnah Wal-Jamaah and Mazhab Shafie have long existed, developed and adhered to by the people of Brunei Darussalam, the higher Islamic study in the country needs to give particular attention to the practices of Muslims in the country to be continuously on the right track, integrated and united in rejecting any confusions in Aqidah that could weaken and disintegrate the Ummah.

Dr Shohibuddin Laming highlighted the importance of understanding the vision, future direction, objective, mission and goals of the establishment of UNISSA, to nurture pious individuals, enrich knowledge, improve the development of Islamic Dakwah, and understand as well as practise the national philosophy of Malay, Islam and Monarchy.
