Inmate Management System in the works for Prisons Department

Criminal activities are on the rise and present different forms of threat to the national security as well as the welfare of Brunei's citizens and residents.
The evolution of today's criminal elements is of particular concern to the country's law enforcement agencies, especially with current non-traditional crimes that include human smuggling, complex drug rings, illegal immigrants and types of terrorism.

In particular, this trend poses serious issues for the Prisons Department, where these new kinds of criminals will be incarcerated after being prosecuted.

"The roles and functions of the Prisons Department are facing many challenges. Requirements and preparations therefore need to be readjusted," said Prisons Superintendent Hj Md 'Isamuddin Abdullah Juna, the Prisons Department's Head of Public Relations and IT.

"We also believe that technology plays an important role in redefining the correctional administration and can be utilised to reform inmates more effectively."

In line with the Brunei government's vision of establishing an e-Government, the Prisons Department recently took steps to implement IT as an important organisational tool.

An Inmate Management System (IMS) is being developed for the department and will be built from the ground up by Alif Technologies Sdn Bhd, coupled with an Australian-based tracking technology.

IMS is a new system for correctional institutions in Brunei, which will incorporate core correctional inmate management modules with the latest Radio Frequency Identification (RFID) technology in tracking inmates to achieve optimal security and effective penal administration.

The Superintendent, who is also Chairperson of the Inmate Management System's Technical Committee, added, "The Inmate Management System will be a unique information system with comprehensive management capabilities.

"It will also incorporate a live 24/7 tracking module for the inmates - a first in the Southeast Asian region. The system is designed to integrate all available data concerning inmates and their rehabilitation during imprisonment in the correctional facilities.

"It provides smart management of information, including automating revised workflows that will increase the efficiency of procedures and staff productivity."

The IMS will also have all information on the inmates ready on file at the click of a button, whereby officers could peruse the details of the inmates including all his or her personal details, educational details, occupation details and offences.

It has three core modules - Records Management, Rehabilitation and Security. The Records Management module includes information pertaining to the inmates' admissions, accesses, musters, food rationings, requests and letters, as well as visitations and the Trends Analysis System (TAS).

The Rehabilitation module includes the management of inmates' classification, rehabilitation management and inmates review.

This module will help the rehabilitation programmes to be run more smoothly with the latest details and information on the inmates' developments, so that they will be able to be allocated to the proper rehabilitation, vocational and counselling programmes.

Prisons Superintendent Hj Md 'Isamuddin said, "The advantage of having such a system is that we are able to utilise structured data to gauge and improve our rehabilitation approaches. This is an invaluable tool for the department, where the effectiveness of our inmate rehabilitation can be measured in terms of performance indicators monitored through the Rehabilitation module of the IMS."

Meanwhile, the Security Module of the IMS includes information management on the inmates' disciplines, incident reporting, investigation papers, journals and an inmate-tracking system.

"Besides, implementing the core modules of the IMS, we are also incorporating a live round-the clock security tracking system which employs RFID technology.

"This is not a new technology to be used in correctional facilities but our system will be the first in the region to incorporate the technology as a main component instead of operating the tracking module as a standalone system," said Hj Md 'Isamuddin in reference to the Security Module.

The Security Module will also include RFID tracking devices, which will be in the form of a wristband that can detect the inmates' movements within the correctional institutions in real-time.

The RFID wristband, which will be worn by inmates, is a highly durable, tamper-proof mechanism that is lightweight, waterproof and hypoallergenic with an 18-month battery life.

The IMS incorporates programmes that have been researched from other institutions around the world based on comparative studies and taking the best global practices that have been learnt.

The system is also designed to interface at a later stage with other law enforcement agencies, such as the Ministry of Home Affairs, the Royal Brunei Police Force and the Narcotics Control Bureau, among others, which will improve interdepartmental communications and data-sharing in a virtual integrated justice system.

Currently, IMS is in the System Development Stage and estimated to be completely operational sometime in July this year. "The implementation of the IMS project signifies a timely strategic boost for the Prisons Department in terms of technological advancements.

"Of course, once operational, we will also continue to improve the system with additional enhancements, such as the Officer Security Tracking and Door Access System," he added.

"Being the region's first correctional system to utilise live RFID tracking does not mean the department will be complacent in pursuing further technological improvements to our security and especially rehabilitation programmes.

"We will strive to be a leading local institution in the global correctional industry by using innovative technologies to provide the best rehabilitation services."

Thirty Tutong youths involved in "Programme Belia Cinta Tanah Air 2009" joined a cleaning campaign in the houses of flood victims in the district.
It was organised by the Fire and Rescue Department in Tutong and Youth and Sport, Department, Youth Section Branch of Tutong District.

Present at the cleaning campaign at the house of flood victim Hj Ismail Haji Parun was Tutong District Officer Hj Idris Hj Md Ali.

The cleaning up activity was held to set an example to the public especially the youths to help those in need, according to the Head of Youth and Sports Department, Tutong, Hj Mohd Rosfazillah Hj Yusly.

The three-day activity will run full swing with the Fire and Rescue personnel at every flood victim's house that has been notified by the authority. Yesterday, four houses were cleaned.

Hj Ismail said, "It would take me days or maybe weeks to clean up the mess.

"I hope the relevant authorities and the youths would keep up with their good job."

The 13-year-old house owned by Hj Ismail Hj Parun was flooded at 3am in early February following a heavy downpour.

Ismail Hj Parun is living temporarily at the old Tanjong Maya Health Clinic.

In line with the broadcaster's role as the government's media, Radio Televisyen Brunei (RTB) Acting Director, Awg Hj Mahrub Hj Murni, emphasised that RTB will continue to make efforts to fulfill its viewers' preference.
"And that is to be the main option for television viewers and radio listeners wherever they are, in accordance to its objectives as the communicator between the Government and its citizens, as well as the platform for dissemination of information, education and entertainment."

He was speaking at the official opening of the four-day RTB carnival, Brunei International Trade & Consumer (BITC) and 4x4 Peace Expedition held in conjunction with the upcoming RTB Award 2008, taking place this Sunday at the International Convention Centre in Berakas.

Touching on the RTB Award, the acting director noted the victory achieved through the awards must be used to boost the spirit of quality and creativity of programmes that are broadcasted.

Ting further noted that he has been inspired by His Majesty the Sultan and Yang DiPertuan of Negara Brunei Darussalam's titah on public-private partnership and that together with RTB, "we have developed an event with a different approach by positioning this event as an infotainment of three segments - namely RTB Award Carnival, BITC Exhibition and 4x4 Peace Expedition".

The carnival, among others, is set to enliven and increase the prestige of the RTB Award 2008, to get RTB closer to the community, upgrade its cooperation networks and understanding between RTB and all parties in line with the department's slogan "Sentiasa Bersama Biskita", and increase public awareness and understanding on the services provided by RTB, its achievements and direction in the field of broadcasting.

BITC is added to enliven the carnival and provide opportunity to the public to visit the exhibition and buy products offered by local and international entrepreneurs while the 4x4 Peace Expedition provides the opportunity for the general public to get up close with the 4x4 expedition by Norhayati and her husband who explored several continents.

Throughout the carnival, apart from the many exhibitions and trade fair, RTB has also put up several booths and DJ stations where some of the booths are conducting screening for broadcasting posts in the department such as news and "Rampai Pagi" programme presenter.

CF 4 to return bigger & better

The runaway success of last month's consumer fair notwithstanding, a bigger one has been planned at the International Convention Centre in Berakas form June 25 to 28.
"With the previous edition (CF3) last January 2009 featuring 250 booths setting a new record of attendance with more than 50,000 visitors, Sunlit Advertising's Consumer Fair 4 (CF4) is now set to break the record with 300 booth available for rental," said Sunlit Marketing & Sales Manager Jason Tee.

During a press conference yesterday, Mr Tee further disclosed that for this fair, Sunlit has booked the use of the main hall and conference hall, in addition to the plenary and multipurpose hall, and the concourse, which it occupied during the previous fairs.

The outstanding support for the CF3 by the many quality vendors - both local and foreign - including Malaysia, Singapore, India, Indonesia, Syria and Chinese Taipei was very much appreciated.

Most of these vendors will be returning for the CF4, having been satisfied with the outcome of the CF3, following which they registered to participate in the next one.

The CF4 will also feature a 'Grand Thai Fair,' and 'Exposition by the Taiwan Invention Association Group'.

Much like with the previous consumer fairs, the CF4 receives support from the Ministry of Industry and Primary Resources as well as the Ministry of Home Affairs. Over $1.3 million collected to date for flood and landslide victims

A total of $1,306,587 has been collected so far for the flood and landslide victims fund. This was disclosed yesterday at the launching of the 'Brunei Prihatin' short message service (SMS) to assist the victims.
Minister of Home Affairs, Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awg Hj Adanan, the chief guest, in his speech thanked the caring Bruneians and said that it showed the outside world how concern Bruneians were for the victims. He also thanked DST and b.mobile for their contribution to the community through the launching of the SMS service.

Yesterday $59,563 was collected from dozens of government departments, private sector and individuals.

The establishment of the fund gives an opportunity to the public to help lessen the burden of the victims, share the responsibility in taking care of the victims and show the concern of Bruneians.

Pg Abd Haris bin Pg Hj Shabudin, Permanent Secretary at the Ministry of Home Affairs, said floods and landslides affected several areas in the districts of Brunei-Muara, Belait and Tutong, which had a deep impact on the public, especially those affected.

Government agencies have been channelling assistance and taking action to contain the floods and landslides to ensure the safety and welfare of the public.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam toured the affected places in Brunei-Muara and Tutong districts, especially Mukim Tanjong Maya and Lamunin.

His Majesty consented to the establishment of the fund for flood and landslide victims to lessen their burden and to give an opportunity to the public, including private sectors, to channel assistance. The fund will be closed on March 19, 2009.

Ministry recalls M'sian sports drink

The Ministry of Health has recalled energy sports drink '18' produced by Malaysia as it is suspected to contain foreign substances.
A report issued by Agri-Food and Veterinary Agency, Singapore, found the product tainted and investigations are being carried out.

The affected products are '18' sports drink 600ml (blueberry plus vitamin C, B6 & B12 flavours) best before Oct 24, Nov 11 and Dec 11, 2009 and '18' sports drink 600ml (grape plus vit C, B6 & B12 flavours) best before Oct 25 and Dec 12, 2009.

Other products include lemon lime plus vitamin C flavour best before Dec 9, 27 and 28, 2009 and original plus vitamin C, which expires Oct 23 and Dec 10, 2009.

As a precautionary measure, the Ministry of Health is continuing its surveillance and inspection at supermarkets to ensure that such products are not available or imported into the country.

The ministry has advised importers not to import the product and to recall, if any, from the market or to surrender them to the Quality Control and Food Safety Division of the Health Services Department or health offices in the districts.

Customers who have bought such products are advised to surrender them to the Division or Health Offices. The ministry said, as stated in Section 9 (1), sub-paragraph I of the Food Safety Act, chapter 182, anyone caught selling or importing food hazardous to health is liable to five years' imprisonment or fine or both.

Bruneian woman detained in Shanghai for drugs

Chinese customs officials caught a 26-year-old Bruneian woman for allegedly trying to smuggle an unspecified amount of heroin through airport security in Shanghai, China.
She is currently detained at a correction centre in Shanghai, Chinese authorities said. The heroin was found concealed in her baggage by Shanghai customs officials as she arrived on a flight from Kuala Lumpur.

The woman confessed that she had been deceived by a conman from Africa whom she knew through the Internet.

Brunei's Ministry of Foreign Affairs and Trade was notified about the incident, which occurred on January 11, 2009. Chinese authorities, however, did not reveal the amount of heroin that the woman tried to smuggle in.

Meanwhile, the Narcotics Control Bureau (NCB) through intelligence and investigations has uncovered an international illicit drug smuggling syndicate and successfully detained a number of local citizens believed used as couriers for the distribution of drugs in foreign countries.

The bureau has confirmed that the mastermind of the international drug trafficking syndicate is a national from a western Africa nation.

The investigations revealed that the 'syndicate' has been using various tricks and tactics through Internet chat and emails, which include rewarding large sums of money and luxury items, to con victims into accepting the offers. One of the ways to deceive was by offering jobs in foreign countries through fraudulent letters using other companies' logos.

The bureau, in a press statement, said there are high possibilities that the syndicate has also used local Bruneians to search for other victims, which may include people they know, such as families and friends, and lure them into accepting jobs or go on vacations abroad with all expenses paid by the foreign - registered syndicate. All such offers were used to deceive victims into becoming drug couriers.

A similar incident took place last year in February when a 26-year-old Bruneian was imprisoned in Santiago, Chile for smuggling cocaine weighing 5.73kgs that was also concealed in his baggage.

According to research and investigations made by the NCB, through Internet chatting the criminal syndicates befriend and foster intimate relations with foreign nationals. After their so-called Internet 'friend' offers them a job and luxury items, the victims go to any length to take up the offers without realising the consequences.

The NCB reminded parents and guardians to monitor their children and family members' movements and whereabouts and urged them to find out their purpose of going overseas.

The bureau also advised them to thoroughly research and find the veracity of job offers, especially from overseas, before accepting them. It added that it found numerous job offers through email, promising high salaries, but without stating and clarifying the field of duty/posts.

The NCB also said that Bruneians travelling abroad are advised not to take with them packages, the contents of which are unknown, for delivery from anyone they do not know. The public can further inquire or report on any drug related activities by calling the bureau's hotline 8777444.

Flu surge after flood scourge

Hot on the heels of the recent spate of continued rains and flood incidence of flu seems to be on the rise. There has been an increase of patients seeking treatment for flu and viral colds in several private clinics.
The current wet spell appears to have aggravated the situation while travellers arriving from cold climes and freezing temperatures abroad have compounded the situation.

"With the traveling period on, some of those arriving from China, Hong Kong and Europe have returned with the flu bug," said a doctor from D Lim Medical Clinic.

However, it is a normal trend at this time of the year where they recorded a surge of 10-15% compared to the previous months. However we have not seen a surge of diarrhoea cases and hence worries are less in regards to water-borne diseases and contamination. There has also been an upward trend in the chicken pox cases, though seasonal as well as chest infection.

There were instances whereby patients pushing their soaked vehicles sought medical treatment.

Another private doctor seeking anonymity told the Weekend that he reported up to 20% of flu and cough cases this year with one patient whose cough lasted over a month.

"It is a seasonal variation, but there are not many diarrhea cases. If children fal ill, they are advised not to go to crowded places and avoid contact with their peers. With continuous heavy rain, we could not help," he added.

He also said that there have been a surge in patients suffering from upper respiratory tract infections and gastroenteritis.

The Ministry of Health recently advised the public affected by floods to take precautionary steps to avoid any incidence, injuries and the occurrence of water and food borne diseases such as diarrhea.

Among the steps include ensuring that water is boiled or to consume bottled water, to ensure clean and uncontaminated water supply, cook all food, prioritise self-cleanliness by washing hands with clean water and soap before handling food and after visiting toilet, clean the surrounding environment and not to dump rubbish indiscriminately and to seek treatment at health centers should they experience stomach ache, diarrhea, vomiting and so on.

The health centres and hospitals throughout the country are continuously monitoring the situation should they be any disease caused by floods.

Clearing the air over additional umrah fee

Darussalam Holdings Sdn Bhd yesterday cleared the air over the extra charges to its Umrah package, saying that it is something beyond their control.
Intending Umrah pilgrims who will depart in March called the Weekend Hotline expressing their dissatisfaction over the additional $700 fee.

In light of this, Darussalam Holdings yesterday held a briefing with the intending pilgrims to explain the situation.

According to a Darussalam Holdings personnel, the free-of-charge umrah visa which is suppose to be available from the relevant authorities in Saudi Arabia in this Muslim month of 'Safar' (February) is not yet available.

In a bid to eradicate any risk, the management of Darussalam Holdings called for intending pilgrims to apply for a tourist visa instead, which costs $700 (visa, tax, fuel and insurance).

This is not stated in the package offered to the pilgrims, which ranges from $2,300 to $2,900 (for adult) for the month of March, depending on the accommodation and airline type.

With the tourist visa, intending pilgrims are obliged to visit Madain Salleh Al-Ula, a historical place in Saudi Arabia which takes a five-hour drive.

For intending pilgrims who are unable to pay for the extras, they can downgrade their package or wait for another package in the coming months after the umrah visa is available.

However, it is also subject to aircraft seat availability, but such intending pilgrims will be given the priority. The payment deadline is before 4 pm on February 16.

The first batch of pilgrims using tourist visas left the country on Feb 9, while the second and third batch will depart on Feb 19 and Feb 23. At least three flights will depart in March.

Tourist visas take one month to process.

Meanwhile, Umrah package varies in pricing depending on the season. January is said to be the off-peak season, while March is a peak season. The fare for early and late Ramadhan is also different.

INFORMATION and communication technology entrepreneurs will have to overcome lack of access to financing and manpower problems before they can successfully break into the local and overseas markets, according to winners of iCentre's "THiNk BiG" competition.

iCentre is an incubation centre for small and medium firms in the ICT sector.

Mimit Technologies, an Islamic content mobile provider and an iCentre incubatee, acknowledged that finding financing and getting the right workforce are part of the challenges faced by SMEs in the ICT industry.

"The challenges we are facing is to get more human resources. To get more human resources you need more money," said Rushdi Dato Ibrahim, managing director.

He said finding skilled labour is difficult because the private sector has to compete with the public sector or the government, which as a rule offers better pay.

The need to match the amount offered by the public sectors plays a crucial part in attracting vital human resource; but financing could pose a problem, he said.

"We are trying to get the local youths to work with us and to attract these people we need to match the government's benefits (almost)," Rushdi said.

Expansys Technologies, also an iCentre incubatee, said it faces similar challenges as Mimit Technologies.

Managing a large workforce is also one of the main hurdles it is facing.

"Efficiently operating a large workforce is much different from the small teams we are used to (in iCentre) during our start-up phase. It is this transition which has been the most challenging part so far," said an official from Expansys Technologies.

Both Mimit Technologies and Expansys have signed a deal with Crestar Technologies of the Philippines on using their content, showing their potential and enthusiasm in ensuring sustainability in their businesses.

Rushdi said Mimit Technologies is now in the process of expanding its content to suit the Filipino market, a project that will be rolled out in five months. It is also looking at tapping the China and the Middle East markets.

Expansys Technologies is also eager to cast a wider net to capture global Internet users. To achieve this, said an official from Expansys, it will develop a business model which satisfies the needs of trendy global users and reap the benefit of the changing trends.

iCentre, a joint effort of the Brunei Economic Development Board (BEDB) and NUS Enterprise, is looking at means to help SMEs in the ICT sector and help them overcome risks amid market forces which are outside their control.

"This is where iCentre is helping out on minimising the problems," said an official form KR Consulting, the business unit of NUS Enterprise.

iCentre and BEDB are also working closely to explore more opportunities on helping out potential or existing SME's, in order to overcome financial issues, said the official.

She said iCentre will always nurture and provide a better environment for ICT firms and future entrepreneurs.

THE two Bruneian women chosen to participate in the Commonwealth Women's Antarctica Expedition to the South Pole have put the Sultanate on the map with the rest of the countries in the world.

President of Brunei Women Council, Datin Hjh Fatimah Dato Seri Setia Hj Abang Razali was speaking during a doa selamat ceremony for the two women: Dk Najibah Eradah PAM Al-Sufri, 25, and 19-year-old Dk Nurul Aniza Pg Ishak, yesterday.

She said by undergoing endless training that challenged their physical and mental endurances was a benchmark for these women to show that they could achieve anything if they put their minds to it.

"This expedition demonstrate a woman's capabilities which are no less different than that of a man," she said.

At the ceremony the women had the opportunity tomingle with members of the council and received contribution for their expedition.

In an interview, Dk Aniza, said that she was overwhelmed with the support given by the council not only in terms of financial support but also motivations. "If I ever get picked to go to Antarctica, I know that the faith and support everybody has given as well as knowing the fact that I might be the first woman in Brunei ever to enter the South Pole is going to be on my mind and that is the motivation I need to get through this,"she said.

The two girls will be flying off on February 19 to Norway for two weeks training where at the end of the trip, one of them will be chosen to go to the South Pole with the rest of the other Commonwealth delegates.

For the past few weeks the women have been collecting donation to fund their trip through activities such as a Futsal Tournament and a "Fundraising Walk For the Polar Girls" which will be held tomorrow morning at the National Stadium starting at six.

Dk Najibah said that the response to the Futsal Tournament was so overwhelming that they had to extend the tournament for another few days. She added that there are still two slots available for people who are interested in joining the tournament of which the finals will be held on February 22.

She expressed hope that more people will join the walkathon and support them in the spirit of patriotism as the Silver Jubilee National Day celebration is dawning upon the country.

"So far the donations we received have been encouraging, however we still need more ," said Shahiran Shaeriffuddin, one of the representatives from the Brunei Adventure Association, (Bara).

He added that when the girls leave for their training in Norway they will still be accepting donations for their final trip to the South Pole.

Bara has been helping and supporting the girls by training and giving them funds.The funds from the walkathon will help pay for their air tickets, the South Pole expedition, transportation, accommodation and other expenses. The fee is $5 each to register at Coffeezone, Gadong for the walkathon. (SHR1)

Awang Kudil and Dang Kasum won the most popular actor awards at the annual Anugerah RTB 2008 awards held at the International Convention Centre yesterday. Eighteen awards were presented during the night. The guest of honour was Dato Paduka Haji Yussof bin Awang Haji Abdul Hamid, the Acting Minister at the Ministry of Communications.
The acting minister also presented the Special Award to Pg Hjh Intan bte Dato Penghulu Pg Hj Apong.

Also present at the event was RTB Acting Director, Haji Mahrub bin Haji Murni.

During an interview with Aminol Abas, 29, Manager of Syazana's House of Photography, he said, "I'm very excited on winning the awards. I didn't expect to take home two awards tonight!".

Syazana's House of Photography won the Best televison Producer award for the television drama Jerebu and the Best Montage for Fenomena - Episod Sumbang Mahram.

"Marvelous! Is how I feel now. This is my first award since joining RTB as a newsreader," said Awang Taha, who took home the Most popular male newsreader.

"I'm overwhelmed winning the awards and it's a bit emotional for me," said Jenny bte Dato Paduka Malai Ali who received the Most popular female newsreader award. Jenny has been nominated for four years in a row in the same category and she finally took home the award last night.

DJ Zura who won the Most popular female DJ said, " I didn't expect to win, but I wanted to win. Thank you to those who voted for me." DJ Zura also won a similar award back in 2005.

Gearing up for the upcoming Silver Jubilee National Day celebrations, 3,000 miniature national flags were yesterday distributed to members of the public at strategic locations in Belait, Seria and Sungai Liang.
Earlier in the morning, 200 4WD-vehicles from various associations in the Sultanate participated in a 4X4 convoy from The Rizqun International Hotel, where the officiating ceremony of the miniature flags distribution was held.

Later, the 25th National Day Sponsorship Committee handed over the 3,000 miniature flags to Assistant Belait District Officer Haji Abdul Hamid bin Dato Paduka Haji Abdullah and BSP Corporate External Affairs Advisor Hajah Masni binte Haji Munir during a ceremony held at the Oil and Gas Discovery Centre in Seria

The day also saw the Assistant Belait District Officer distributing the flags to the leaders and village heads in the district, before proceeding to attach the miniature flags on government vehicles.

The miniature flags are distributed to the public to instill and enhance the spirit of patriotism and nationalism in conjunction with the grand celebration, which will be marked on February 23.
