Can not write to the data/tmp folder when trying to upload avatar

hello, sorry question seems so noob and probably too simple. tapi i dah try search thread and google tak ada jawapan. so problem i adalah setiap kali cuba nak tukar avatar keluar error ni.

and i nak attached file pun bila guna function image and copy+paste url ni dkt image box link jadi broken. tapi kalau upload gambar guna mobile ok pulak.
