Timbalan Menteri Kewangan pemain industri automotif di negara ini tiada alasan untuk tidak menurunkan harga kereta apabila cukai barangan dan perkhidmatan (GST) dilaksanakan April tahun depan. Pelaksanaan GST pada kadar 6% bermula 1 April itu bagi menggantikan cukai jualan dan perkhidmatan (SST) yang berkadar keseluruhan 16%. "Penurunan harga berdasarkan konsep 10% (cukai jualan yang termasuk dalam harga kereta) menjadi 6% amatlah mudah difahami, dan pemain industri tidak sewajarnya mengelak daripada menurunkan harga kereta dengan menjadikan GST sebagai alasan," katanya kepada Bernama. Mengulas pelaksanaan sistem percukaian di setiap peringkat pengeluaran produk itu, beliau menegaskan cukai input GST boleh dituntut semula berbanding SST yang diguna pakai sekarang. "Kerajaan telah merangka dasar iaitu harga barangan yang sepatutnya diturunkan harus diturunkan," katanya. Selain itu, katanya, penurunan harga kenderaan dijangka antara 1% dan 3% tersebut turut disahkan oleh pegawai Kementerian Kewangan serta Kementerian Perdagangan Antarabangsa dan Industri. "Memang kita jangkakan penurunan harga kereta, tetapi kadar penurunan itu masih belum dapat dipastikan," katanya. Ahmad Maslan turut menyatakan 532 daripada 944 barangan yang dikecualikan daripada GST akan mengalami penurunan harga berdasarkan kepada pengiraan sistem percukaian berlapis SST. "Pelaksanaan SST menyebabkan harga barang bertambah secara purata menjadi 15% ke 18% daripada 10% yang dikenakan pada asalnya. "Bagi kumpulan makanan diproses yang dikenakan cukai sebanyak 5%, ia akan menjadi sekitar 8%," kata Ahmad. GST may not mean cheaper cars, warns MAA
PETALING JAYA: Car prices will not necessarily come down after the implementation of Goods and Services Tax (GST), said the Malaysian Automotive Asso-ciation (MAA).
The association said it was “incorrect” to assume that car prices would be reduced simply because the current 10% sales tax would be replaced by a 6% GST come April 1 next year.
Unlike sales tax, MAA said GST was a transaction-based and a multi-stage tax imposed at each stage of business transaction.
“This means GST is levied on the supply of goods and services at each stage of the supply chain, from the supplier up to the retail stage of the distribution,” it said in a statement.
“Under the GST system, there will be a different implication to businesses in various areas ranging from tax computation, collection, refunds, re--con---ciliation, costing and such when compared to the existing sales and services tax regime.”
MAA said vehicle distributors would need to review their entire cost structure and supply chain in the light of these implications.
“The impact will be far greater for those who are handling locally assembled vehicles. This is because generally there are thousands of parts and components used to make up one locally produced vehicle.
“Vehicle distributors would then need to assess each and every one of their vendors and suppliers to ascertain their tax position,” it added.
Currently, not all vendors and suppliers have sales and service tax.
The association said car prices were determined by car companies after taking into consideration various factors and market forces.
Any price reduction, it said, could also be a seasonal incentive offered by car companies themselves to custo-mers at a particular season or period of time.
The association’s view on car prices and GST clashes with that of the Ma--laysian Automotive Institute (MAI), which predicted a drop in car prices between 1% and 3% after the implementation of GST.
MAI had conducted a price simulation to determine how vehicle prices would be impacted by GST.
