Tindakan Timbalan Menteri Luar, Datuk Seri Reezal Merican Naina Merican yang melanggar protokol dengan memanggil Duta China ke Malaysia, Dr Huang Huikang boleh menjejaskan hubungan antara dua negara.

Pensyarah Pusat Pengajian Antarabangsa Universiti Utara Malaysia (UUM), Prof. Madya Dr. Mohd. Azizuddin Mohd. Sani berkata, Reezal telah melanggar prosedur dengan memanggil Duta China yang tidak setaraf dengannya.

Katanya, taraf seseorang duta adalah sama dengan jawatan menteri.

Oleh kerana itu, katanya, hanya Menteri Luar dan Pemangku Menteri sahaja yang layak memanggil Duta China jika mahu mendapatkan penjelasan.

“Kena ikut level (taraf). Kalau Reezal Merican nak panggil atas kapasiti dia (Timbalan Menteri), itu telah melanggar protokol. Jika kita salah prosedur, tak ikut protokol antara negara, ia boleh menjejaskan hubungan sebenarnya.

Apa salah panggil duta China? prof ni nama saja proff tapi bodoh macam tahi..nak suruh mana mana duta asing kat negara ini beraja dimata bersultan di hati ker? dah salah tetap salah..duta buat cara duta..cangan campur tangan dalam urusan dalaman sesebuah negara asing..ni duta dah naik tocang..memang patut kerajaan mesti tunjuk tegas pada mana -mana duta asing di negara ini..supaya perkara yang sama tidak di tiru olhh negara lain..jangan jadi biadap terhadap negara tuan rumah tempat kamu berkerja..duta saja bukan timbalan menteri..timbalan menteri lebih tinggi pangkat dari duta..apa lah bodoh sangat prof?

dah biasa jadi tukang jilat lepas bersyukur dapat jawatan.jilat samapi memalukan negara.nampak sangat tak belajar protokol.maklumlah beruk dapat bunga.baru belajar ..tapi tak reti .malu satu malaysia menteri taraf pprt tak tau protokol..excited nak tunjuk akak pink the jawatan worth for money..backfire kat negara..

Kalau kita ambil tindakan terhadap Duta China ini. negara China akan lebih hormat kepada kita..ini kerana pada pandangan China, kerajaan malaysia ada maruah..mereka buat ini hanya mahu mencuba kerajaan malaysia ada maruah dan keberanian ke tak? kalau kita tiadak ambil tindakan pada pandangan mereka kita adalah lemah dan tidak bermaruah..dan pada masa akan datang mereka tiadak lagi akan hormatkan kita..semua negara lain memandang..tunjukkan kita ada harga diri..jangan biarkan mana mana orang asing termasuk duta duta yang biadab ini. sewenang wenang nya berbuat sesuka hati mereka..ini negara kita..kita ada undang undang yang tidak membiarkan mana mana orang asing campurtangan dalam urusan dalaman negara kita...

dia cakap bukan tak boleh panggil.. tapi patut bukan si reezal tu yg panggil kau paham?

macam dalam fmly.. kau ada 3 orang adik beradik.. tiba2 yg no2 kata datuk kau ni anak tirikan makpak kau.. tak kan kau yg bongsu plak panggil abang kau.. minta jelaskan apa motif dia cakap? sedangkan ini berkisar atok ko dgn makpak ko je.. patut yang sulong la panggil.. atau mak yg panggil tanya nae ko cakap macam tu.. ha.. ada paham??

Huang Huikang's visit to Petaling Street has not only irked some parties and politicians but exposed how 'fragile' our Cabinet is.


It takes only the Ambasador of China to make a minister and a deputy minister - both from Umno - slamming each other in the media.

'Tak malu ke?'

Deputy Foreign Minister Reezal Naina Merican denied Tourism Minster Nazri Abdul Aziz claim that Reezal breached protocol by calling in China ambassador to Malaysia Huang Huikang over Huang’s remarks at Petaling Street on Friday.

Reezal told Malaysiakini the decision to call in Huang to explain the visit was sanctioned by Foreign Minister Anifah Aman, who is now in New York for the United Nations General Assembly.
“As such, it is inaccurate to report that I made the decision to meet with the Chinese ambassador. I’ve not signed any letter, neither have I breached any protocol as alleged, and I am fully aware of Wisma Putra’s standard operating procedure.“I have full confidence in Wisma Putra officials in handling such a situation,” he said.
Tourism Minister Nazri earlier slammed Reezal, for allegedly breaching protocol with a directive to call in the ambassador.

Nazri told Malaysiakini this is because only an acting foreign minister, and not a deputy minister can issue such calls. He also claimed that the directive was cancelled.

We can understand Nazri's sentiment. As our Tourism Minister, he is close to Huang and hopes more tourists from China will visit the country. He has his right stand, and that's all right.

However, Huang  met with acting Foreign Minister Hamzah Zainuddin over the matter today.

Hamzah was deputy foreign minister before the July cabinet reshuffle, when he was made domestic trade, co-operatives and consumerism minister.

NAZRI'S SPECIAL MEETING WITH CHINA ENVOY: To pre-empt Umno blockheads from creating GREATER FIASCO?
PETALING JAYA - A meeting took place Sunday night between Tourism and Culture Minister Datuk Seri Nazri Abdul Aziz and Chinese ambassador to Malaysia Dr Huang Huikang, reported Sin Chew Daily.

The Chinese daily published a photo showing Nazri sitting opposite Dr Huang at a rectangular dinner table, along with five other unidentified persons.

It reported that after the meeting, Nazri explained the envoy's dilemma to his fellow Cabinet colleagues, who agreed that Dr Huang need not explain himself to Wisma Putra.

Nazri added that only the Prime Minister or the Foreign Affairs Minister had the authority to summon an ambassador.

Both Prime Minister Datuk Seri Najib Tun Razak and Foreign Affairs Minister Datuk Seri Anifah Aman are out of the country in New York for the United Nations General Assembly.

When met Monday, Dr Huang said him being hauled up by Wisma Putra was never an issue.

"I only found out about this in the newspapers. Since when was this ever an issue?" said Dr Huang.



Huang was delivering a special address at The Maritime Silk Road China-Malaysia Forum cum Inauguration of China-Asean Business Association Malaysia at the Istana Hotel in Kuala Lumpur.

Wisma Putra wanted to seek clarification for a statement he made during a visit to Petaling Street on Friday.

Dr Huang will be meeting acting Foreign Minister Datuk Hamzah Zainuddin at 11.30am in Putrajaya Monday.

He was reported as saying that China was against anyone resorting to violence to disrupt public order.

He was also reported to have said that the Chinese government opposed terrorism and any form of discrimination and extremism. - ANN

BIGGEST INCOMPETENCE: Caught short, Anifah slams own Cabinet colleagues over time CHINA ENVOY
PETALING JAYA - Foreign Minister Datuk Seri Anifah Aman said calling in the Chinese ambassador to Wisma Putra was to seek clarification on the latter's remarks at Petaling Street.

Anifah said the aim was also to clarify if the statement that Dr Huang Huikang made had been misinterpreted or otherwise.

"This is not the first time an ambassador has been called by Wisma Putra. Wisma Putra has done the same with the American and Vatican ambassadors and Singapore High Commissioner in the past.

"The aim of the meeting was to seek a clarification from him about the statement he made during his visit to Petaling Street.

"Wisma Putra asked him to verify if his statement had been misinterpreted or otherwise," said Anifah in a statement from New York where he is attending the UN general assembly.

On Friday, ambassador Dr Huang was quoted as saying that China was against those who resort to violence to disrupt public order, an obvious reference to the threat by a group to hold demonstration in Petaling Street.



The envoy met Acting Foreign Minister Hamzah Zainuddin

"The Chinese government opposes terrorism and any form of discrimination against races and any form of extremism,” Dr Huang told reporters.

Dr Huang also warned that Beijing would not fear voicing out against incidents, which threaten the interests of the country, infringe upon the rights of its citizens in doing business, or disrupt the relationship between Malaysia and China.

Anifah said that the calling of an ambassador to Wisma Putra was a normal practice in line with Article 41 of the Vienna Convention on Diplomatic Relations 1961.

"As a sovereign nation, we also have to convey our position to China clearly. In this matter, after discussions with the Prime Minister, I decided to call the Chinese ambassador to be present at Wisma Putra to give an explanation.

"I was also of the opinion that the issue does not need to be brought to the ministerial level because as a usual practice, it is handled by senior Wisma Putra officers," added Anifah.

He said that it was regrettable that several Cabinet ministers had issued press statements and taken action without referring to him first.

"I have never cancelled my instructions to call the Chinese ambassador to Wisma Putra to give his explanation. This matter could have been solved well by Wisma Putra without the interference of other ministers.

"Conversely, their interference has created a negative perception in the eyes of the public. I hope such matters will not be repeated in the future," said Anifah.
