Menhan Filipina: "Militer Kami Terlalu Lemah"

MANILA, Philippines — The Philippine military, one of Asia's weakest, is too weak to stop foreign intrusions such as China's expanding presence in disputed territory in the South China Sea and the only recourse is diplomatic protest, the defence secretary said Tuesday.

A Philippine newspaper reported Tuesday that the Chinese military has erected barracks, outposts and garrisons with helicopter landing pads and satellite transmission facilities in areas close to a Philippine-claimed island in the Spratly Islands, where recent territorial spats have renewed tension.

Defence Secretary Voltaire Gazmin said the Chinese structures were constructed several years ago but that even today, the Philippine military would be helpless in stopping such expansion in the contested region.

"Until such time that we can upgrade our capability, we can't do anything but protest and protest," Gazmin told reporters.

China, the Philippines and four other Asian nations and territories claim the potentially oil-rich islands, which straddle busy shipping lanes.

Philippine authorities detected the presence of a submarine in the Sulu Sea off southern Jolo island last March. By the time the military reached the area to check, the unidentified submarine was gone, Gazmin said.

"It was an intrusion," he told The Associated Press. "But again, what can we do?"

Gazmin said huge funds are needed to modernize the 129,000-strong military so that it would be capable of guarding the archipelago's coastline, one of the world's longest.

Many of the navy's battleships have "succumbed to the punishment of wear and tear," with malfunctioning ones sidelined and never replaced. The few remaining ships are far below modern naval standards and are ready "to lie on their keels in the graveyard," he said.

"This is truly deplorable but plain reality," Gazmin said in a speech during the Philippine navy's founding anniversary.

Gazmin announced the only major naval acquisition in recent years — a refurbished patrol ship, which was purchased from the United States. Military chief of staff Gen. Eduardo Oban said the vessel will be deployed near the Spratlys.

Despite scarce weapons, planes and aging battleships, Filipino troops have addressed long-raging Muslim and communist insurgencies, Gazmin said, praising them for their "profound patriotic fervour."

U.S. troops have been providing combat training, weapons and intelligence to Filipino soldiers battling al-Qaida-linked militants in the south, but they are forbidden from local combat and face many restrictions under an existing accord, he said.

MANILA, Philippines — President Benigno Aquino III will welcome the newly acquired Philippine Navy vessel, BRP Gregorio del Pilar, in Manila South Harbor, Tuesday.

The 378-foot vessel arrived in the Philippines August 21 after several weeks of voyage from Hawaii.

Aquino arrived at the the Manila South Harbor Pier 13 at before 9 a.m.

Aside from Aquino, also welcoming the vessel are Defense Secretary Voltaire Gazmin, Navy Flag Officer- in-Command Vice Admiral Alexander Pama, and Philippine Navy Fleet 15 Commanding Officer Captain Alberto Cruz.

BRP Gregorio del Pilar, a Hamilton class US Coast Guard-Weather High Endurance Cutter, was purchased through the US Excess Defense Act using funds from the Department of Energy’s Malampaya project.

The ship, which can carry up to 180 crew members and was first launched in December 1965, is classified by the Philippine Navy as a surface combatant ship. It is equipped with a helicopter flight deck, a retractable hangar and other facilities to support helicopter operations.

The Philippine Navy has trained 13 officers and 82 enlisted personnel to man the ship.

The BRP Gregorio del Pilar was formerly used by the US Coast Guard for drug and illigal migrant interdiction, law enforcement, search and rescue operations, maritime resources protection and defense readiness.

The Philippine Navy, meanwhile, will use the multi-mission vessel for maritime security patrols and search and rescue missions.

Specifically, the BRP Gregorio del Pilar will be deployed to air maritime security of the Malampaya project.

BRP Gregorio del Pilar was turned over to the Philippine Navy last May 13 in ceremonies held at Coast Guard Island Alameda, California. Also present during the ceremonial welcoming are US Ambassador Harry Thomas and Manila Mayor Alfredo Lim.
