MEDIA STATEMENT
I read with horror the news today in the Berita Harian online portal that the body of missing Deputy Public Prosecutor, Kevin Morais, was found in an oil drum in Subang this morning. Kevin had been missing for nearly 2 weeks and the mystery of his abductors is only beginning to come to light with the alleged confessions of a few according to the said portal.
I would like to take this opportunity to extend my deepest and most heartfelt condolences to the family and friends of Kevin and inform them that my prayers and thoughts are with them during this very difficult time.
I would also urge the authorities to swiftly complete investigations into how such a horrific murder took place and more importantly, who instructed it. There has been much speculation of late that Kevin’s abduction was linked to his work as a DPP who was later seconded to the MACC. It is imperative for the police to thoroughly investigate those involved with a view to putting to rest such speculation and to provide answers to the grieving family of Kevin.
Needless to say, I am prepared to extend any assistance necessary to the family of Kevin, particularly legal assistance, in this very difficult time.

Shocked at the news of the tragic death of deputy public prosecutor Kevin Anthony Morais, his colleagues and court officials have described him as a conscientious, hardworking and down-to-earth person.
Former head of prosecution in the Malaysian Anti-Corruption Commission (MACC) Datuk Abdul Razak Musa said Morais was a dedicated and hardworking officer.
"He was ever helpful to impart his legal knowledge and experience to junior officers," said Razak, adding that Morais was his deputy for seven years before he went on promotion to Kota Baru in 2013.
Razak said Morais never gave up even though the prosecution had an uphill task to prove their case.
"It bothers me why anyone would want to take his life as Kevin also held to the belief that work is worship," he added.
Morais, who was seconded to the MACC for 10 years until last year, served as the deputy head of appellate and trial division in the Attorney-General's Chambers.
Manoj Kurup who was Morais's immediate boss, said the late DPP was a fine, dedicated, hardworking officer who would go out his way to help fellow officers, no matter how burdened he was.
"He will be sadly and sorely missed," Manoj told The Malaysian Insider in a sms reply.
Lawyer M. Kulasegaran said Morais was a righteous, straightforward man and brooked no nonsense.
"He was a strict person on the bench but tampered justice with mercy to accused persons," said the lawyer who first appeared before Morais when the latter was a young magistrate in Sungai Siput and Lenggong courts in 1985.
  
Kulasegaran, who is also Ipoh Barat MP, recalled an incident where his clients were acquitted of rioting by Morais.
  
"He gave us a good hearing and the accused were impressed with how he carried himself on the bench," he said.
Kulasegaran said they later sent a thank you card to Morais after the lawyer refused to meet the magistrate to convey their gratitude due to ethics governing lawyers.
He said Morais, 55, was later promoted to deputy registrar in the Ipoh High Court where he also doubled up as a research officer for a judge.
"He was a helpful administrator to lawyers and was an asset to the judge in executing his judicial duties," he said.
Retired police officer Jude Pereira described Morais as a humble person and soft spoken.
"I am shocked at the way he was murdered," said Pereira who was a prosecuting officer before Morais in Sungai Siput in 1985.
  
Pereira, who came into prominence as the investigating officer in the sodomy case of former opposition leader Datuk Seri Anwar Ibrahim, said Morais was very measured in imposing punishment on accused persons.
"He decided jail terms, fine or whipping on the facts and circumstances of the case," he added.
Pereira, who retired from the police force two years ago, said Morais was conscientious and had all the attributes of a judge, lawyer and prosecutor.
Pereira and Morais were also neighbours in Taman Eden in Ipoh.
"I knew his parents and brother Richard quite well but Kevin finally moved to Kuala Lumpur after the mother passed away a few years ago," he said.
Deputy Public Prosecutor K. Mangaikarasi, a subordinate of Morais in the AGC, said her boss even went to the extent of preparing draft submissions for junior prosecutors handling difficult and delicate appeals.
This morning, 12 days after Morais was reported missing, police confirmed that he was murdered after human remains were found in a concrete-filled drum in USJ 1, Subang Jaya.
The police said seven people, including a military doctor, were arrested yesterday, and the main suspect had led them to the site where Morais's remains were found.
Federal CID director Datuk Seri Mohmad Salleh said the murder was believed to be related to a corruption case in the Shah Alam court that Morais was prosecuting, as the main suspect was involved in the case. – September 16, 2015.

The Attorney-General's Chambers (AGC) wants to see justice and accountability in the murder of deputy public prosecutor Kevin Morais, who served the nation proudly at home and abroad.
In a statement tonight, the AGC said that while it respected the separation of functions between investigators and prosecutors, it wanted police to investigate thoroughly to enable the perpetrators to be identified, found and prosecuted to the full extent of the law.
"This is the least that Chambers owes one of its own. Morais truly epitomized the adage 'prosecuting without fear and favour'  throughout his long, illustrious career," the statement read.
"It is a deeply felt loss for Chambers, both professionally, as well as personally for his friends and colleagues here."
The AGC, in extending its condolences to Morais' family, said that the DPP would be deeply missed by his colleagues.
"The AGC extends its deepest condolences to the family of Mr. Anthony Kevin Morais on his untimely passing in the course of carrying out his official duties in upholding justice and the rule of law.
"He will also always be  remembered fondly by all those whose lives he has touched in his own inimitable way," it said.
It also said that it would not be cowed by acts of "cowardice and intimidation" against its officers, referring to the fact that Morais was allegedly murdered by the suspect in a corruption case he was prosecuting.
"The rule of law can never be allowed to be undermined if Malaysia is to uphold its parliamentary democracy," the AGC said.

KUALA LUMPUR, Sept 17 — The Attorney-General’s Chambers yesterday insisted it will not succumb to threats against its officers, after the body of deputy public prosecutor Anthony Kevin Morais was earlier found inside an oil drum in Subang.

Morais had been abducted nearly two weeks ago and police believe his death may be a case of revenge linked to a corruption case involving a military doctor he had been prosecuting.

“It is also emphasized that the Attorney-General’s Chambers will not be cowed by such acts of cowardice and intimidation against any of its officers.  

“The rule of law can never be allowed to be undermined if Malaysia is to uphold its parliamentary democracy,” the AGC said in a statement last night.

It also pressed police to extensively investigate the death of Morais, whom the agency said had exemplified the saying “prosecuting without fear of favour” during his career.

“While respecting the separation of functions between investigators and prosecutors, we strongly urge the police to investigate thoroughly to enable the perpetrators to be identified, found and prosecuted to the full extent of the law,” it added.

Police have arrested five individuals over Morais’ death, including a 52-year-old man who led investigators to the deputy public prosecutor’s body in Subang.

Bukit Aman CID director Datuk Seri Mohmad Salleh yesterday said three vehicles and RM32,100 in cash was also seized, with the money believed to be payment to carry out Morais' abduction.

Mohmad stressed that the arrests and evidence gathered in the police's investigation disproved speculation that Morais' disappearance had to do with the 1Malaysia Development Berhad (1MDB) fiasco or the 2013 murder of Arab-Malaysian Development Bank (AmBank) founder Hussain Ahmad Najadi.

Morais was last seen on September 4 leaving his Menara Duta condominium in Segambut for his office at the Attorney-General’s Chambers in Putrajaya and the government lawyer’s elder brother filed a missing person’s report the next day.

Morais, 55, had been seconded to the Malaysian Anti-Corruption Commission nearly 10 years ago to aid its prosecution division, but returned to the Attorney-General’s Chambers in July as deputy head of its appellate and trial division.

Attorney-General Tan Sri Mohamed Apandi Ali previously denied Morais had been involved in any government probe on 1MDB.

Speaking to The Star from Georgia, the United States, Charles Morais said he last spoke to the 55-year-old on Thursday and was now grasping for any information relating to his brother’s disappearance.


He said he would fly to Malaysia on Wednesday after the Memorial Day weekend in the US. The Star reported Charles saying:


I believe he is still alive, but I am afraid of what they might do to him.

He must have made enemies via his job.
Kevin, the oldest of four brothers, was born in Ipoh and studied at SMK Anderson. He then studied law at the University of London. He is single. Kevin was called to the Bar in the 1980s and became a magistrate in 1985 before joining the Attorney-General’s Chambers (AGC) as a DPP.



He was seconded to the Malaysian Anti-Corruption Commission (MACC) where he served as legal and prosecution division deputy director for 10 years.


He returned to the AGC in July last year as the appellate and trial division deputy head. During his time at the MACC, he was involved in prosecuting corruption cases but was not involved in the investigations into 1Malaysia Development Bhd (1MDB), said a source.


Charles said his brother kept anything related to his work secret.

Family members and friends of the DPP were also left in the dark on the investigation and were instead turning to the media for more clues.



A relative described Kevin as an “ordinary man” who sought no controversies or problems in his life. The Star reported the relative saying:



He wasn’t the kind of man who picked fights; he’s not like that. His law pursuit was his main thing. He was consumed by his law calling.


According to The Star, a cousin, Anne Louis, said Kevin had planned to visit her in Johor Baru for lunch yesterday. He had requested Anne’s mother to cook spicy fish gut rice, which he loved. She said:


We are hoping against hope he is somewhere safe.

Kevin left his home in Menara Duta at about 9am, headed for work in Putrajaya in a grey Proton Perdana bearing the registration plate WA6264Q.


A friend tried contacting him at about 10.30am and again at 3pm, but was unable to reach him on both occasions.
The friend then called his office and was informed by Kevin’s secretary that he did not turn up for work that day. His family lodged a missing persons report at the Jinjang police station on Saturday.



KL criminal investigation department chief Senior Asst Comm Datuk Zainuddin Ahmad said it was too early to confirm whether the burnt car that was found in an oil palm plantation in Kampung Sungai Samak, Perak, had any connection to Kevin’s disappearance.
