Crown Prince At Gendang Jaga-Jaga

Bandar Seri Begawan - His Royal Highness the Crown Prince Hj Al-Muhtadee Billah yesterday attended the opening of 'Gendang Jaga-Jaga' for the royal wedding between Her Royal Highness Princess Hajah Majeedah Nuurul Bulgiah and YM Pengiran Khairul Khalil bin Pengiran Syed Hj Jaafari at the Lapau ceremonial hall in the capital.

The ceremony is about the opening of performance by royal court musicians and to formally herald the start of celebrations for the royal wedding and signals the commencement of Istiadat Berjaga-Jaga' or nightly vigil at the Palace. His Royal Highness was greeted on arrival by the Chief of Adat-Istiadat, YAM Pg Lela Cheteria Sahibun Najabah Pg Anak Hj Abdul Aziz.

The ceremony commenced after Pehin Orang Kaya Digadong Seri Lela Dato Seri Paduka Dr Hj Awg Hussain informed YAM Pg Lela Cheteria Sahibun Najabah Pg Anak Hj Abdul Aziz that the ceremony was to ready to proceed and who later conveyed to HRH the Crown Prince Hj Al-Muhtadee Billah that such ceremony was ready to begin.

A high ranking male court official or `Ketua Juru Laki' then entered the ceremonial hall towards the throne like room to bear the `Nakara' which is one of the traditional instruments played by the royal court musicians during this occasion. It was later followed by the drumming of the `Nakara' and playing of `Serunai', a type of wind instrument, drumming of the `Labik', a cylindrical drum and beating of the 'Gongs' and `Chanang'.

A 21-canon blast echoed around the Lapau ceremonial hall. A `Doa Selamat' was read by the State Mufti.

HRH the Crown Prince later told Pehin Dato Dr. Hj Awg Hussain to have an audience with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to inform His Majesty that the opening of `Gendang Jaga-Jaga' ceremony of the royal wedding has been completed.

Present at the ceremony were YAM Pengiran Cheterias, Cabinet Ministers, members of the Privy Council, Deputy Ministers, Pengiran-Pengiran Peranakan, Pehin Manteris, Manteri-Manteri Pendalaman, diplomats, permanent secretaries and senior officials.-- Courtesy of Borneo Bulletin

Executive Committee Meets On Sultan抯 61st Birthday Celebrations In Tutong

Tutong - In a little more than month, the nation will celebrate the 61st Birthday Anniversary of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in one of the Sultanate's biggest celebrations in the calendar.

As part of Tutong District's preparations for the prestigious celebration, a meeting was held yesterday between the Minister of Home Affairs, Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awg Hj Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Md Yusof and members of the Executive Committee for His Majesty's 61st Birthday Celebrations, at the Dewan Utama, Kompleks Dewan Kemasyarakatan, Tutong.

Yesterday's meeting was part of a series of meetings held in all four districts with the purpose of holding detailed discussions on preparations and current developments that have been, will be, or are in the process of being organised by the committee. The Tutong District meeting focused on His Majesty's Visit and Get-Together with the Rakyat and other associated events that will be held in Tutong District.

The `Majlis' commenced with the recital of `Sarah Al-Fatihah', which was followed by a welcoming speech by Awg Awa Hj Jamain bin Momin, Acting Tutong District Officer, as Chairman of the Executive Committee for His Majesty's 61" Birthday Celebrations for the Tutong District.

This was then followed by a speech by Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awg Hj Adanan, the Minister of Home Affairs cum Chairman of the Executive Committee for His Majesty's 61st Birthday Celebration.

In his speech, Pehin Dato Hj Adanan called on the cooperation and participation of various agencies, government departments and private sector organisations as well as educational institutions and associations in His Majesty's 61st Birthday celebrations.

The Get Together With the Rakyat was briefly explained by Hj Muhammad Suffian bin Hj Bungsu, the Assistant Tutong District Officer in his capacity as the chairman for the Get Together With the Rakyat.

Ageing Population Expected To Be Double

Bandar Seri Begawan - Brunei's ageing population is predicted to steadily grow over the next few years even as the sultanate faces declining birth rates.
People over 64 years comprised 3.5 per cent in 1991 and this is expected to rise to 6.5 per cent in 2011 if the low birth rate remains unchanged, said Dr Robert Alan Bush, head of the Department of Public Policy of Universiti Brunei Darussalam's Faculty of Business Economics and Policy Studies.
In 1991, there were about 6,500 people over 64 years old and the projection is that by 2011, this is expected to double assuming that Bruneians live to their mid- and late 70s and that Brunei's good economic development continues, he said in an interview with The Brunei Times.
While there are no signs the trend has affected the economy, when sustained on a long-term basis, it can put pressure on healthcare and people's ability to take advantage of financial opportunities.
"In 10 years time, it would be a mix of both children and older people. When the dependency ratio increases, there's less opportunities for other forms of investments," he said.
Dependency ratio refers to the proportion of older people who rely financially on the working population. "While there are many young people at the moment, the majority of young people will not marry until their late 20s or early 30s, while their parents before them married during their early 20s. This means the number of years when women are able to have babies are reduced by half. Their parents had 20 years while they will have only 10 on the average," Bush said.
"The fact is people who marry much later reduce the opportunities to have babies," he said, adding that education has also made younger people opt not to have many babies. The trend is seen to eventually result in a situation where there will be a large number of older people being supported by a small group of younger people. This, he said, is a scenario in the next 15 years.
An ageing population, he said, exists when the birth rate is declining, and the population is not being replaced at the rate it used to be. Asked about the effects of an ageing population to Brunei's economy, he said: "It is not severe at the moment, but when you get to the point of having 10 or 11 per cent of ageing population being dependant on a working population, a considerable amount of money will go to supporting an older population who are not usually economically productive."
This he said can be addressed by producing an ageing policy whereby providing the older generation opportunities to work which does not necessarily mean full time.
"My impression of the older generation in Brunei, those over the age of 64 years, is they would still like to work, such as part time work. What I can think of are the efforts being put into the Wasan ricefields by retired soldiers," he said.

Rise In Teen Crime Worrying Trend

Bandar Seri Begawan - Teenage crime is becoming a worrying phenomenon in the country.

The Royal Brunei Police Force (RBPF) has expressed concern over the rise in number of crimes lately mostly committed by school students. According to RBPF, offenders that have been caught by the Berakas Police District in the month of April and May 2007 involved theft cases, vandalism, glue sniffing, document forgery and immigration offences.

A 15-year-old student has also been caught for two cases of outraging modesty.

The RBPP press release stated that of the 10 locals detained for their involvement in 11 theft cases, four are school students between the ages of 13 and 17 years.

One of them is from the uniformed services while the others are unemployed. Among the items reported stolen were mobile phones, car batteries and pieces of aluminium. Five locals were also caught for their involvement in five vandalism cases and two of them are 17-year-old students while the rest are unemployed. Among the items vandalised were a vehicle and a window broken for the purpose of entering the house to commit theft.

Three locals were also caught for sniffing glue and one of them is a 21-year-old student while the rest are unemployed.

Meanwhile, two foreign nationals were caught for forging documents of their own mission in the country, including forging the signature of a senior officer of the foreign mission.

The Royal Brunei Police Force has urged relevant parties to come together to take appropriate steps in handling the rise in teen crimes involving students.

Meanwhile, members of the public said that this problem should be looked into urgently and preventive steps be taken so that our nation's future assets are not driven into committing more offences.

Dyg Suriani, a 25-year-old from Kg Lambak, said, "In my opinion, it (rise in teen crime) is happening because youths are mingling with the wrong group of people and are getting negatively influenced. Parents should be wary of who their child's friends are."

Hjh Farizah, a resident of Kg Kilanas, said, "It is important for all of us to make efforts to stop this worrying trend. It is the responsibility of all, not only the police but others such as the education authorities, parents and probably youth officials as well."-- Courtesy of Borneo Bulletin

Prince Sufri At Menerima Tanda Diraja

Bandar Seri Begawan - The Menghantar dan Menerima Tanda Diraja ceremony royal pre-engagement gifts ceremony and also the traditional gift-giving rites - was held last night at the Istana Nurul Iman on the occasion of the royal wedding between Her Royal Highness Princess Hajah Majeedah Nuurul Bulqiah and YM Pengiran Khairul Khalil bin Pengiran Syed Hj Jaafari.

The event started at Darul Karamah, the groom's side. Attending the event was His Royal Highness Prince Hj Sufri Bolkiah. HRH gave his consent to YAM Pengiran Maharaja Setia Laila Diraja Sahibul Irshad Pengiran Anak Haji Abdul Rahim to lead a delegation to the bride's side (Istana Nurul Iman) with several gifts consisting of a piece of Kain Jong Sarat (Songket sarong), a complete set of dress; a pair of bangles, a pair of earrings, four rings, a pair of necklace and other essentials for the use of the royal bride.

Each of these gifts was placed on a "gangsa" and taken to the bride's side. Carried by "awang-awang" together with "Dian 16" (16 Royal Ceremonial Candles) also carried by 16 "awang-awang", the delegation moved to Baitur Rahmah located within the Istana Nurul Iman.

An underage girl dressed like a bride was also part of the Tanda Diraja. She was carried astride at the waist of a Pengarah (an official of the royal court) as she headed and led the delegation.

The young girl carried by Pengarah Awg Jaini was handed over to YM Damong Awg Hj Ahmad and following this 17 shots of the cannon were fired.

YAM Pengiran Maharaja Setia Laila Diraja Sahibul Irshad Pengiran Anak Hj Abdul Rahim was then invited into the Surau of the, palace' accompanied by YAM Pg Penggawa Laila Bentara Istiadat Diraja Dalam Istana Pg Hj Alauddin and Pehin Jawatan Dalam Seri Maharaja Dato Seri Utama (Dr) Hj Awg Mohd Jamil Al-Sufri.

This was followed with the Menghantar Tanda Diraja entourage comprising the young girl. A "Muda-Muda" was accompanied by Pengiran-Pengiran Empat, as well as seven people carrying the "Gangsa Bawa-Bawaan" and 16 Dian" carried by 16 Awang-Awang.

Meanwhile, at Baitur Rahmah, Pehin Orang Kaya Digadong Seri Lela Dato Seri Paduka Dr Hj Awg Hussain informed YAM Pg Lela Cheteria Sahibun Najabah Pg Anak Hj Abdul Aziz that the ceremony was ready to begin.

After giving the permission to start the ceremony, the head of the male entourage then entered Baitur Rahmah along with the Tanda Diraja and entourage and began the ceremony by addressing YAM Pg Lela Cheteria Sahibun Najabah Pengiran Anak hj Abd Aziz of the nature of their

presence, who then accepted on behalf of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, Her Majesty Raja Isteri Pengiran Anak Hajah Saleha and HRH Pengiran Isteri Azrinaz Mazhar and later asked Pehin Dato Seri Paduka (Dr) Hj Awg Hussain to present the Tanda Diraja and Gangsa Bawa-Bawaan to His Majesty, Her Majesty and HRH.

Pehin Dato Seri Paduka (Dr) Hj Awg Hussain then brought the entourage that was welcomed by Pehin Manteri Bini Datin Paduka Dyg Hjh Aminah and Pehin Jawatan Bini Datin Paduka Dayang Hjh Siti.

After the Tanda Diraja and Gangsa Bawa-Bawaan were placed at the centre of the ceremony, Damong Hj Ahmad and Awang-Awang left the ceremony while the PengiranPengiran Empat was seated in the allocated area facing the royal bride's family members.

Pehin Manteri Bini Datin Paduka Dyg Hjh Aminah then asked for permission from head of the ceremony to open the Gangsa Bawa-Bawaan followed by the PengiranPengiran Empat from the bride and groom side. The Gangsa Bawa-Bawaan was opened and handed over to Pehin Datin Paduka Hjh Aminah and Pehin Datin Paduka Hjh Siti to be shown to the head of the ceremony.

At the end of this royal custom, the Awang-Awang reentered the ceremony to take the Gangsa Bawa-Bawaan and replaced them with gifts from the royal bride's side.

At Baitur Rahmah, Pehin Dato (Dr) Hj Awg Hussain - informed YAM Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Hj Abdul Aziz of the completion of the ceremony from the royal bride's side.

The ceremony concluded with a doa read by State Mufti Pehin Datu Seri Maharaja Data Seri Setia Ustaz Haji Awg Abd Aziz.

Brunei Steps Up Efforts Contagious Diseases

Bandar Seri Begawan - The Ministry of Health is stepping up its efforts to detect contagious diseases.

Molecular testing services and other special tests to detect diseases such as bacteria and parasites will be developed in Brunei when officers complete their specialist courses overseas.

The Minister of Health, Pehin Dato Hj Suyoi bin Hj Osman, made this observation during the launching of new laboratory handbooks at the Caesar Grand Hall of Orchid Garden Hotel yesterday.

He explained the Biomedical Science Research Unit in Kg Sumbiling - a strategic project implemented last year - will enhance the capability of the Department of Lab Services to identify contagious diseases that are caused by viruses including SARS and Avian Influenza.

Pehin Hj Suyoi said that the clinical lab services play a vital role in assisting specialist, experts, medical officers, general practitioners and other relevant health professionals in the management of patient treatment by providing accurate and speedy lab test results.

Quality, is not only based solely on having the latest technology but also the skills and abilities of staff in their respective fields, the minister noted, adding that it is important to have personnel who are qualified, skilled and efficient.

Pehin Hj Suyoi said that the Ministry of Health supports the efforts of the Department of Lab Services to provide further training for its staff, as this would expose them to the latest developments in laboratory medicine in advanced countries.

At the end of the event, the minister presented the new handbooks-to the chief executive officers of various hospitals and heads of administrations. Certificates were also presented to sponsors.

Earlier, welcoming remarks were delivered by Dr Hj Mohamad bin Hj Kassim. There was also a keynote address on good laboratory practices by an invited speaker, Dr Kunaseegaran R from Clinipath Malaysia Sdn Bhd.

Five Shops Hit By Burglars Over Weekend

Bandar Seri Begawan - Burglars struck five shops in the capital over the weekend.

According to a store supervisor, the break-in occurred on Saturday night.

However, it was not until 8.15 the next morning that the alarm was raised when a worker of a bookstore noticed that a drawer near the cash register was open.

Meanwhile, Easi and b.mobile top-up cards as well as $2,300 cash were stolen from a photo printing shop near the bookstore. Several top-up cards were also stolen from a florist shop and an accessories shop lost $123.

It is believed that the thieves also attempted to break into a display cabinet at an audio video store.

According to the police, they received a call at 8.30am yesterday about the incident. Investigations are currently underway. -- Courtesy of The Brunei Times

Arches to celebrate the coming Royal Wedding are erected in the capital. On Jalan Tutong, light bulbs to illuminate the arch after sunset were to be installed yesterday afternoon. Another Royal Wedding arch (BELOW) stands between the Old Post Office headquarters and the Government Secretariat building in Bandar Seri Begawan.
